to uh because of the mold, it's it's on everything. But uh so yeah, we're relocating everything that we're not using out to the engine bay. Uh the next couple of days, we'll be moving our essentials over to the Bradley building and uh we we're looking to start running calls out of there Thursday. Okay. So, it's going to it's going to all happen pretty quick and it's just glad we was able to find a place uh quickly and it sounds like we're just going to have to pay utilities um while we're there that and from an operational standpoint in your professional opinion, you're good to go there, right? There's no holes in coverage or whatever else. No, no issues getting communication or anything else.

0:50 – 1:370

No, we um work through internet and phone today. So, we have that. Um, a few things that we won't have is um our um dispatching system in house, but everybody has a pager. Uh, so that's how we'll receive our calls is over the pager, not through the house intercom. You know, at the fire station when the guys get a call through the night, all the lights come on in in their bedrooms. Um, obviously they're not going to have that, but you know, when I get a call in the middle of the night at home, my lights don't come on. If they do, my wife would be upset with me. But yeah, so there's minor issues like that that we have to work through, but we shouldn't see a interruption in services or anything like that.

1:360

Great. Appreciate it. Do we have an idea of the total timeline on the project?

1:40 – 2:330

I'm going to say two to three months. I think by the time they might be able to get in a little bit before then with some kind of makeshift like we should be able to get them back in there. It's just going to be really dependent on how much mold there is and then how much like I said if we can have milk grates milk crates for cabinets for example that's where we are so they can get back there until we can kind of move. Um, I think really until we get the mold remediation done, I don't I don't know how much work there is to put stuff back and and likely that will have to come back out as a separate package, but I don't again we said if it's 18 in or if it's 8 feet, that's a different situation. And so, um, it's going to be a little bumpy, I think, in the in between, but we'll get there. I think, um, getting the mold remediated is the most important thing in getting it out of the building and then improving the HVAC system so that it doesn't occur again.

2:32 – 3:170

Yeah. Both contractors said that probably looking at two months for their part. Um we all know how that goes, you know. Um so they they do they happen at the same time or is it two months and then Yeah. So they're they're both projects are going to happen at the same time. So uh the mold guy will be downstairs doing his thing and then upstairs where the HVAC and all of that stuff is located. uh they'll start their work together. So um both things are going to be happening at the same time. Pat yourself on the back for the cooperation with the county. Yeah. Absolutely. Absolutely. Awesome. Good for you.

3:15 – 3:540

Yep. Any other questions? So we going to pay this total $80,000. That's what it's going to cost us for the mold remediation for the mold. $80,000. How much for the Hback? To the next item. The next page. It's 88,000. Yeah, I planned I think I put in the budget 150. So, I'm going to be off, but um maybe not too much. So, is this going to eat up all his budget for the year? That's up to you guys. I think

3:52 – 4:370

so. Like I said, Barry, we already budgeted 150 in gaming for this project specifically. Okay. I knew it was coming. So, it was in the capital plans um identified. Again, I'm going to be a little short. I underestimated the mold remediation and the HBAC. It's a little more beefier than just your standard house HBAC system. So, I put in 150 and obviously I'm already over. So, hopefully we'll be like 200. But, I don't know. I just We're going to do the best we can with what we have. Any other questions? Okay, thank you.

4:33 – 5:130

Thank you. Roll call. Oh, sorry. Um, Coward, yes. Harville, yes. Elbert, yes. Venoval, yes. Davis, yes. Steel, yes. Young, yes. Meadow, yes. Okay, we're okay on number D, right? We'll need to Yep. We'll go and move D. All right. Consideration resolution. Oh, we need to do number D now. Yeah, that's what I said. Oh, okay. That's what I asked. Yeah. Sorry. Okay. Should we do do this again? Yes. With Quest.

5:09 – 5:390

Okay. Consider a resolation resolution 2026-09 authorizing an agreement with Quest Mechanical for HVAC repairs at Boomville Fire Station. A resolution of the city of Boomville, Missouri, authorizing and approving an agreement between Quest Tech Mechanical and the city of Boomville, Missouri, pertaining to HVAC replacement at the fire station and providing an effective date. Therefore,

5:38 – 6:310

whereas the city of Boomville has solicited and received bids received proposals, sorry, for this project and determined that Questech Mechanical represents the best proposal pursuant to the purchasing code set forth in section 2-20 of the city of Boomville code of ordinances and therefore be resolved by the city council of the city of Boomville, Missouri as follows. Section one, that a certain agreement between Questech Mechanical and the city of Booneville, Missouri relating to HVAC replacement, copy of which is marked exhibit A is attached here too and made a part here of is hereby approved. Section two, that the city administrator is hereby authorized to execute the test set agreement on behalf of the city of Boomville. Section three, this resolution shall take effect and be in full force from and after its passage and approval passed the 6th day of April, 2026 by the city council of Boomville, Missouri. Motion.

6:29 – 6:430

Mayor, I make a motion we approve this resolution. Motion. Second. I'll second it. All right. We have a motion and a second. Discussion.

6:46 – 7:090

Roll call. Yes. Okay. Yes. Elbert. Yes. Yes. Davis. Yes. Looking for Yes. Young. Yes. Meadow. Yes.

7:02 – 8:210

Item E, consider resolution 2026-10 authorizing and approving an agreement with Bennett Incorporated for sanitary sewer improvements 2026. A resolution of the city of Boomville, Missouri, authorizing an improvement approving an agreement between Bennett Incorporated and the city of Boomville, Missouri for sanitary sewer improvements 2026 and providing an effective date. Therefore, whereas the city of Boomville has solicited and received proposals for this project and determined that Bennett Incorporated represents the best proposal pursuant to the purchasing code set forth in section 2-20 of the city of Boomville code of ordinances. And therefore, be it resolved to the city council of the city of Boomville, Missouri as follows. Section one, that a certain agreement between Bennett Incorporated and the city of Boomville, Missouri, relating to sanitary sewer improvements 2026, a copy of which is marked exhibit A and attached here two is made a part hereof is hereby approved. Section two, that the city administrator and city clerk is hereby authorized to execute and test set agreement on behalf of the city of Boomville. Section three. This resolution shall take effect and be in full force from an after it's passed an approval passed the 6th day of April 2026 by the city council of Missouri.

8:21 – 9:030

I'll make a motion we approve the resolution. Thank you. Is there a second? Oh, second. Sorry. Who's up? Who's up now? Susan got it. All right. Did you get one additional? Okay. Questions, comments? Kate, once again on this one, it seems like we're struggling to get bids. I know that we've used these folks in the past, but yeah. Yeah. I don't know. You know, last year we bid an INI project that was 150,000 or 175 and we got nothing. So this year we took that money and this money thinking it would be more appealing, but not.

9:01 – 9:450

So we skipped the years we didn't get any bids. So now we're trying to combine to catch up a little bit. Oh, that's right. You're right. Same contractor and he was over $100,000 higher. That's right. I'm sorry. I forgot. Therefore, we rejected all bids. Okay. This time he came in and he came in and lowered his prices. We got a 40% increase to work. Yet his bid was only $60,000 last year. Do we know why or where that came from? He just got also a project with us over in Pilot Grove for a million dollars in the area.

9:42 – 10:210

Prices came down. Plus, I told him that the way he's going to get the bid again prices. I like that approach. So, Kate, one more question. It's 37,000 over obviously than our budget. I think that 37,000 is that still inside the INI budget envelope? Yeah, we'll be fine. We usually, like I said, I I I try not to worry too much because likely some other project either will come under or we won't quite come to fruition. So, usually the, you know, if you're 500,000, that might be a bigger conversation, but 30,000 would somewhere come. Yeah. It'll be made up.

10:190

Excuse me, Kate. I just can you explain to me Miko's engineering is lower bid than it's Bennett engineering. Yes.

10:27 – 11:110

Well, yes. So, Miko's just the engineers estimate. So, whenever we get ready to start a project, I how it normally works is I'll say, "Okay, Scott, let's do $150,000 on pavement or or on this case like about $300,000 on sanitary sewer. INI fixes." And then they go out and look because they've already done some studies and they start putting some stuff together into what they think should be about 300,000 using probably bids and estimates that they've had from the past and they put together a project and that's how we get our project sizes. So they always give us an estimate, but usually it's me starting the conversation by saying I want to spend this much money unless it's a project we're doing regardless and then they just tell me how much it's going to cost.

11:10 – 11:520

Well, I thought Mo Engineering was our engineering. They are just our engineering. They just go about and give the bids, right? Yeah. So he just gives us an engineer bid and then he always keeps that kind of I think they also use it internally as a tracking measure to see if their estimates are close in the future. I don't need to speak on your behalf, Scott. Oh, you're fine. Okay. Hey, how big are these manholes? I mean, I'm I I do a lot of these bids, but how how big are the manholes? Four foot diameter. Inside diameter, 4 foot inside diameter, correct? Okay. And then how deep? They all different.

11:48 – 12:130

Okay. So, I I noticed that the bid shows an additional depth. Is it basically like a double on top of another? No, you you bid it. Anywhere from 0 to 6 ft is each from the manhole. Uhhuh. That way you got a standard. Anything above or deeper than 6 ft we did on a vertical than your foot.

12:10 – 12:490

Okay. All right. I'm just trying to kind of compare apples to apples with what I've seen in the market. So, and I mean it's so it's pretty good. It's right there with what I I've seen in my position. Any other questions? Roll call. Howard? Yes. Harville. Yes. Helbert. Yes. Bible. Yes. Davis. Yes. Beal. Yes. Young. Yes. Meadows. Yes.

12:46 – 13:310

Passes. Reports of standing committees. Airport board. Andrew. Yeah. We met recently with the airport board. Uh the notes are in the packet. The main uh discussion point was the new fence that we're putting in. So we're doing 1,200 feet of fence um just for barrier for people, animals, etc. Um otherwise you can see the further discussion in the in the packet. Any questions for Andrew? Board of Public Works meeting minutes March 26. Any uh questions or thoughts?

13:30 – 13:530

Yeah, notes are in the packet. We had a couple bills that um were addressed um by the committee. So, if you have any questions, let me know. Okay. Reports of city officials. Um I have nothing. No, you have a committee.

13:49 – 14:340

I have uh excuse me, I I do have committee appointments for the uh police board. Uh Mike Drew, Jean Cumins, Jonathan Morton, and Brett Cooper. These range from 2028, May of 2028 to May of 2031. Any questions or comments? I'll make a motion we approve the board committee appointments. Second. Thank you. Is there a second? I got a motion in a second. Questions, comments? Roll call. Howard? Yes. Harville? Yes. Albert? Yes.

14:340

Yes. Davis? Yes. Yes. Yes. City administrator.

14:40 – 16:210

Um, I included a memo with some thoughts on the agenda. I just want to echo um everyone's gratitude for the county for working with us and rehousing the fire department temporarily. So that was um I think that whole project because Alloy and Questech wanted to get started. They probably would have started the next day if we could have and um I think by the end of the day we had a whole plan. So um thank you to them and and socket and everybody else who's been able to move so quickly to get get that project moving. Uh, if you can't tell, there's like a whole glut of projects that we're waiting for April one, and then as soon as April 1 shows up, we're ready to roll. Um, if you'll note, I have an a short memo in here about the HVAC at state fair. Um, they've been utilizing temporary heat for most of the winter. Um, they already put in a heating system. So, when we renovated that building, there was sort of some tradition. Nope, there was dyans in the whole building. The first two floors went out a couple years ago in 2023. Now the third and the fourth floor have gone out. So now I'm coming back with new units. Um you'll see the quote uh for 112,000. I already have this budgeted. It's it's again coming out of gaming. Um so I do need approval to move forward with the project. So that uh and I I kind of explained that I'm using home heating because they already did the first two floors. So, it only makes sense for them to continue to do the work on the third and the fourth. They're putting in the same D um Lennox units, which are what's on the first two floors. It's what's at city hall now. So, uh we have not had any problems with those.

16:19 – 17:040

Is is a motion appropriate now? Yes. Well, discussion before or after the motion. You do the normal like normal process. Okay. Good. Did is that I make a motion resolution? Yeah. And I second. Second. I got it. So, okay, we got motion, second discussion. All right, now we can do it. Um, so Kate, I looked at their proposal and they've got a pricing fluctuation that's it's due to tariffs, supply chain volatility stuff. Do we have a price cap on it? It's 112. They've already They've actually already given me the first bill. Yeah, they're not. Yeah, it's confirmed. Is there any way we can get them to spell our city name correctly? I know. In the bid. I know. Like that. I would like that.

17:03 – 17:430

I wish. They're going to take our money. It comes like that on our bills, too. So, yeah. Ask them to update that, please. I will. I'll try my best. I've never seen it spelled that way. No, I guess it is. It is. It's It's extra special. Okay, I'm with Whitney on that one. I don't even know how it can be a typo. That's I just need to We need a roll call on that if there's nothing else. Coward. Yes. Horrible. Yes, Elbert. Yes, Benal. Yes, Davis. Yes, Bectal. Yes, Young. Yes, Meadows. Yes.

17:40 – 18:230

Um, just a few other notes. So, we are moving forward for a bid opening at Keer, also Keer for Science Hall or excuse me, academic hall and the renovation there. It's probably not coming until June or July, just so you guys know. But we are moving quickly towards that and we continue to make progress on the CDBG project at the roundabout. So, I think we're almost done getting our easements. Are we feeling good about getting them? So, that project will probably be bid out in May or June is my guess. And our goal for academic hall, our goal for completion, right? 16 months. It's a big project.

18:21 – 18:590

It's the biggest one I've ever done. It's the most zeros and big numbers at the other side. Yeah. But it's awesome. So, yeah. Yes. Hey Kate, you mentioned one thing I wanted to question real quick. The old Bradley Automotive, we put in internet. They're ready there, aren't they? Yeah. And they've It's not the They've already coordinated with Teresa on it. Okay. Well, I know we put internet in for the Cooper County Sheriff's there as well. I just want to make sure they're good to go for the guys coming in this week.

18:56 – 19:390

So, the sheriff's department has 100 down and 20 up. that's not going to be sufficient for us. So Stefan met with us today. They're going to take out the some type of adapter, maybe an out, replace it with a larger one, so it'll actually help us with the 200 up, 200 down. Okay. So, they're going to do that when this week. All right. Yeah. Stfan knows that we're trying to push it, but he said it's not up to him. It's up to scheduling. If you could push scheduling, that'd be awesome. They work for me. Yeah. So, that's done. Um, all right. I'll I will talk with Stefan tomorrow.

19:37 – 20:190

Okay. That would be great because like if we could do it yesterday, that would be great. Okay. All right. Thank you. Thanks, Teresa. City Councelor, Amber, got anything? Um, yeah. Uh don't forget obviously tomorrow is the municipal election so don't get out or don't gosh remember to get out and vote. Sorry. Um and good luck to who all is running. And there's a meeting next week. Sign day. Sign. Yes. That too. Say it again. The sign meeting is the 14th. Okay. Is that 7 o'clock?

20:18 – 20:570

Yes. Economic developer. I I just brief touchly what on the legal end I cut you off what I thought you were doing. City clerk was before me so I was deferring to Amber. Um on the legal end there's several different um wheels turning but Kate had kind of touched on we're working on securing temporary construction easements um for the affected property owners out in for the roundabout on Route B. Other than that that that's kind of our focus and our priority right now. So Mr. Thank you. That was quick.

20:54 – 22:510

Good evening, Merit Council. Um, in in your packet is my report. There's a couple things I'd uh like to highlight for you. So, first of all, on the industrial side of economic development, there are several things going on. The first is the comprehensive city plan that um is Booneville's plan about land use, zoning, etc. is in the final draft stages. So, it's nearly complete. I've given my feedback. I think Kate owes uh the regional planning commission some feedback, but that's getting very close to being uh ready for presentation to you all for adoption. Um so, that's that's one piece of that. Um as I've spoken to you in the past, some of the limiting things that we have here in the community are available buildings, of which we have none, uh for industrial development. Um and then available land, we're somewhat limited. And then as I've spoken to you before, um energy has become a big limiting factor as well. So we did have a meeting with Amron that did not bear fruit really. Uh but we did have a meeting with Komo Electric Cooperative which I'm sorry KO connect um formerly KO Electric Cooperative that has most of the growth areas in Moonville now by virtue of the territorial agreement that was signed. So after our meeting with them, uh they committed to building a new substation on Highway U to serve the southern part of Booneville and enable our growth. Now this was already in the works, but they were waiting for a project to come and then with a project coming, they would have it up and going in 18 to 24 months. After our discussion, their board agreed to go ahead and start construction. So they're still about 18 18 to 24 months out, but they've gone ahead and committed um to as a commitment to Boonville and our growth. So I think

22:49 – 23:340

that's a very positive thing. So Jim, what like with that expansion, would that handle some of the potential prospects that we've had that we've had to turn down? Yes. So um certainly not data center scale size but um it's roughly 50 megawws is what then would become available. Um our largest industrial consumer in Booneville currently and I don't know who it is is 5 megawws. We we did have a prospect that was looking at 10 that we could not meet as you may recall from that discussion. So so this is a big win. It's it's a big win. So this is Jim. What's the maturity on it? When is it when would it be prepared to provide 50 megawatts for

23:330

about 18 months from now? 18 months. Yeah. Okay.

23:37 – 24:300

And then kind of related to that and so the reason that they planned for that is is that KO Connect has an ownership interest in the Windsor Place Industrial Park which is a little over 100 acres there along I7. Uh it would be west of the 87 diner. So they were that's the reason that they were planning to put it there. So related to Windsor Place Industrial Park, it is a certified site in the state of Missouri. We're we're now doing the paperwork to have that renewed as a certified site as well. So those are several things that are happening on the industrial development front. On the entrepreneurial support front, um oh, one piece I left out is the the Boones Community Development Corporation is actively seeking um arrangements for development land. So um that's what

24:28 – 25:210

for development land to be land to be developed. So they are actively working on that. Um on the entrepreneurial support side of things, uh the BCDC does operate a revolving loan fund. We're getting that restarted um in kind of a new format that should make it easier to manage. Um there's been two classes since we last met. one was a virtual reality that was class that was focused on our large employers for use in employee recruitment and training. Uh I think that was very wellreceived. Um and then we did have a class on marketing that wasn't overly attended but I think the people who did attend gained uh quite a bit from that and along those lines I've counseledled several local entrepreneurs since I last reported to you. Um, some of that you may see some fruits of in the not too distant future.

25:19 – 25:540

That was know your customers, right? Do what? That was the know your customers. Yes, correct. It was using the Placer data uh to know who who frequents your location. I just couldn't make it. I was kind of wanting to go to that one. Well, you can we can make an appointment anytime, but no, I I think it was uh well received and and uh and again, that's a powerful program and as I learn more and more, we're using applications more and more of it every day. So, all right. Thank you. Thank you.

25:54 – 26:310

Thanks, Jim. public works. It's just information in case it's in it's in the packet. Any questions? Is there a motion? Motion to adjurnn. Is there a second? Second. Vote with your butts. He knows.
