Planning Commission - Regular Meeting

Hey everyone, this is George with the City of Blue Springs. Wanted to give you guys an update today about the Main Street Improvements Project. So the Main Street Improvements Project is a part of the city's larger downtown revitalization effort. It's going to transform Main Street from 15th Street to 7 Highway. We are widening the sidewalks, We are replacing the road with a concrete road. We are replacing street lights up and down Main Street. And we are creating a pedestrian safe environment for everyone to come downtown. So we are currently in phase one of the project, which phase one extends from 15th Street right here to 12th Street, which is just past the railroad tracks. So vehicle access is blocked on Main Street in this phase, but there is a lot of free public available parking in the surrounding area up 14th Street, but then also in the former First Baptist Church parking lot. So if you head up 15th Street, turn right into the former First Baptist Church parking lot, that is all free available public parking. And then you just head right across Main Street to get over to Genevieve's or Scout. It's only a little short walk. So short, in fact, that in the time that you've taken to watch this video, you would have already completed the walk. So stay tuned, keep watching. I'm David Mann, owner of East Forty Brewing. We've been in downtown Blue Springs for eight years and in June of 2018, so we just celebrated our eight-year anniversary. We brew all of our own beer here, but in addition to that, we have full bars. We offer wine, cocktails, non-alcoholic drinks, got a full kitchen. We recently started offering desserts like gelato. So we tried to just have something for everybody here. Got some great neighbors down here, you know, a lot of traffic and it's just a really quaint and good walkable place to be. The streetscape project, we're really excited. The construction here is maybe a minor inconvenience, but really looking forward to it being done and just having the big brand new sidewalks, you know, being very walkable, new street lamps, just looking kind of nicer, more inviting. And what that'll do to bring more people down here, more businesses down here and just continue to grow the area. You'll always be able to get here one way or another. You can always get to our parking lot from 12th Street through the exit side of our parking lot. And you can always park close on Main Street, on 12th Street, on the Smith Street lot and walk down here. We're not far from parking. Come in and see us. Thank you very much. For all those in favor, please say aye. Aye. That motion carries. Next item on the agenda is agenda item number four, the Master Alternative Sign Plan ASP 07269927 for First Christian Church. At this time, I will ask for staff's presentation. Mr. Logan Day. No, sir.

Is it? It is. Okay, there we go. Good evening, chair and commissioners. Before you this evening is a request for approval of a master alternative sign plan for First Christian Church located at 701 Northwest 15th Street. The applicant is requesting approval to modify an existing monument sign by widening the sign base and replacing the existing changeable copy panel with an electronic message display or EMD. The applicant is requesting that the proposed electronic message display signage be allowed within a residential zoning district. Staff finds the request appropriate due to the electronic message display replacing the existing changeable copy panel and does not significantly alter the size or location of the existing monument sign. Staff also finds that the proposal will not create significant impacts to surrounding properties or public safety as the proposed signage is approximately 200 plus or minus feet from the nearest single family homes and remains in its current location. The property also contains an existing secondary monument sign that is permitted to remain as a legal non-conforming sign. No changes to that sign are proposed as part of this request. However, if that secondary sign is removed or deteriorates to the extent the replacement is required, then the proposed electronic message display monument sign would be the sole monument sign permitted on the property. Staff recommends approval of the master alternative sign plan with conditions outlined in the staff report including Obtaining the required sign building and electrical permits and ensuring the electronic message board complies with all applicable illumination brightness Message transition and operational standards. I am happy to answer any questions and the applicant is here to answer any as well Thank you, sir.

It's something they see, they see we're moving and helping, and I really would like for you to approve it.
