It needs to be until September 30th.

Uh what else? Some of the support groups we have going for the event opening. Um unified commandsman meeting, joint information, traffic and transportation, security and safety, health and medical and uh there'll be probably a few more formed as we move forward. So um so far everything there is uh fallen into place and then uh yeah like 30 some control burns for the month. So and three so

The state gives the clip of court offices. We're considered a contract county with the state and so they give us a percentage of it's a formula case load citations stuff like that. So it's not a lot of money but they do give it to us every year if we so opt to do that. We have historically done that. So it's nothing nothing new. Okay. So have we received money from them before? Yes. Okay. They pay it monthly to the county. They pay a portion of the salary and benefits. Um I think it's.16.

Basically, everything's in that write up for the report, but to summarize it, there's a pickup that you'll get an invoice for today that we purchased for the 2026 season. Um, the weed board made a motion to buy that last summer and we started looking after the first of the year. And um we are currently hiring. We've hired two employees so far for the 2026 season and then we're looking for a couple more applicants. We have several returning from last year which is nice. And then we're also working with the Roosevelt Presidential Library on revising their weed control plan. They wanted to add some additional chemicals to that. So we're working with William Locker with Nutrient Egg Solutions on revising some of that contract to suit the needs of the library. That's basically all I had. We'll be working on that new pickup the month of March to get it all geared up for summer. Hopefully, it's ready to go by April 1st.

Okay, Kyle. Morning, commissioners. We're right on track for where we have been in the past years. So, it's nothing out of the ordinary there. Um, you might know about the rural health transformation project. Um, President Trump gave a lot of money out to the states to help rural um, medicine. And so those grants were supposed to be coming out the beginning of March. There's been a setback at the state and so we don't know if and when those grants will be coming out and what they'll be used for. Um we have been contacted by um several representatives to come up with a wish list. Uh the only problem with this grant is we have to have the cash up front and then we'll get paid on the back side. And so um whatever comes out we'll bring back to you guys and and we can go from there. Some of the things that we've been looking at is a community paramedic program partnering with Southwest District Health like we did back in what 2015 2016. Um there's also talk about equipment grants um ambulance grants and stuff like that. So we'll see where this pans out but I think the state has a billion dollars this year 500,000 something like that to get rid of. So and it has to be used by the end of the year. The cash has to be expended by the end of the year in order to get it. And so it's through a a process of

Yeah. So they have they're supposed to have I have to be careful how I word this since it's a public meeting, right? The state has to have a process of how the grants are going to be rolled out. Um the health department hasn't yet received notice from the finance department of how that's going to happen or what truly can be utilized for these grants. And so we're kind of in a holding pattern again. um if we stay in this holding pattern and the grants finally get released, you know, June and July, we're going to have to be quick on the gun to get our application in and to get the funding approved for that. So, just to keep you updated on that. Um I sit on the EMS task force for the governor's office. U we're currently working on different funding options, recruitment and retention. Um and a lot of our goal is on volunteerism. Um stuff that comes out of our group then goes to the emergency response services committee on the legislature. Um Greg Hessle actually serves on that board. We had a study performed by PWWW who has done stuff for Billings County in the past. Um if you read the newspapers in the last week that shows that EMS loses its money on every call about $500 and so we went back and looked at our billing processes and I would like your approval to improve our mileage and our BLS intermediate charges. So currently we're charging $1875 for a loaded mile and then we charge $875 for just a BLS call. When you look at billing for EMS, it's kind of all over the board. The general rule of thumb is to be at or above what Blue Trust Blue Shield is. And so those are the two that we are not. And so I'd recommend that we move to $25 for the loaded mile and we move to $1,100 for um BLS intermediate charge. How much for the second one?

So, does this mean when you're doing something in our district, Billings County, Bellefield, you know, or or for beach or someone else? So it EMS billing is is quite an animal in itself

and so we only bill for patients that we actually transport and so um I shouldn't say that if we do a treat and no transport um say we have a diabetic and we give glucose or something unseen we do bill for that type of stuff. Um if it's a simple refusal we don't. Um, so when we get called out, if it's a BLS call, basic life support call where the EMT is going to handle it. There's really no additional care involved, they get charged the 875 plus the mileage to the hospital. So if it's 100 miles to the hospital, it's it's the 1875 * 100 plus the 875. And so there's one, two, three, four, five, six different rates that we charge on top of the mileage rate. So depending on how the call goes and the medications that we give and if there two or more medications kind of escalates the call um rate at that point in time.

Okay. So raising these will help will we get uh this is just got to come out of the Billings County ambulance fund or how are we this this is what gets build to the patient. Okay. And so just because it gets build to the patient doesn't mean that's what we're going to collect. Collect it.

And so I would say currently we're probably around the 46 47% of what we bill out is what we're getting back in reimbursements. U we have no choice. It is whatever the insurance companies want to pay us is basically what we get paid. Um we have made agreements with Blue Cross Blue Shield on some of these rates and so the major carriers are are pretty easy to deal with. Medicare, Medicaid is where we you're not gonna do it. You're gonna if they give you a dollar, you're going to say thank you and you're going to move on to the next call. And so, uh, that's kind of where the emergency services response services committee and the subc cabinet, we're kind of working with trying to change state rule to make sure that at least the state funding is up to par. Federal is a whole different animal that's going to have to be changed on the federal level. There is a lot of motion going on right now in EMS. Northakota is not the only one that's suffering. Every state is suffering with EMS. So hopefully we can see some motion being changed. The American Ambulance Association is really pushing forward to change how this process works. Um but currently it is what it is.

And getting back to what I said about the county. So you said 46% whatever it is. Does the county have to help the budget, your budget when when you don't get this money back? So my budget comes out of the general fund and then nothing that we collect goes back into our budget. It all goes back into the general fund. Same with all the grants and all that. Right. Yeah, it does. It all just goes right back. So if if if it would happen to go down to 35, it would just come out of the general fund to help make it balance. Okay.

Well, good morning commission. Um Patrick had asked that I do a more frequent presentation to you guys just kind of keep you guys in loop of what we're working on for you. Um we were not successful on the flex bone results for Easter road chair use path that would take it from soy creek to the bully pulpit entrance. However, we still have a grant application out there right now for transportation alternatives funds where the DOT and federal highway would pay for 80% of the construction costs of that project. Um, you guys will be responsible for the preliminary engineering and the construction engineering and any associated rideway costs for that project. Still waiting on those results, but anticipate those probably coming out in May. That's about what came out for last year's uh design projects we have right now for you. um East River Road Share use Path. Um that we did have it out for bid. Um we were not successful in obtaining temporary easements on that project. Um we had a revise um where the shared use path ultimately ended up and we will be rebidding that through the DOT in May. Um and then the next four projects um those are carry over from 22 and 23. um they're shovel ready. Um it's just waiting on the go ahead to obtain and procure right away on those projects. Um essentially where we're at on those projects. But I did attach the associated costs that the county would be responsible for kind of on all of these projects and justformational piece right there. And then a map is located as well where all these projects are located. Anticipated construction just from Rose Engineering this year would be the East River Road use path maybe to Northakota DOT. And

So, granted that we were successful in the first round. Yeah, the first round. It's just we missed that this two-year gap for the flex funding. I think they had I don't know $500 million in requests and only gave out 160 million for flex funding.

He started last week Monday. We held an LTAP OSHA 10 class in Fairfield for the crew that were new that hadn't been through OSHA 10 before training. The 724 was delivered to District 3. The three Kenworth trucks were delivered. One and went to district three, two went to District 2 on Beaver Creek Road. The trees along the edge of the road there that were starting to overhang and cause problems. I have a tree crew out there removing them right now. They've been working on that.

And so wanted to talk a little bit about why for the outdoors um where specifically and really like what is our safety plan around that to manage those areas. But obviously if there's questions on indoors or retail sales or anything like that, I can answer questions as well. Can you go to the second slide for me? Perfect.

So, Ken right here has done an incredible job over the last 5 years designing an experience out there that isn't just an indoor museum. You know, we like to say that there's 2 to four hours of experience inside, but there's also 2 to four hours of experience outside. We believe that Theodore Roosevelt wanted um our guests to explore the Badlands and really learn about the the acres that we have up there just as much as he wanted to tell the story of of him and his legacy. And so part of that and and how that kind of touches on the alcohol piece is that we have hired an incredible um executive chef named Candace Stock. Candace Stock is an indigenous woman um from the state of North Dakota who has curated and um created this incredible u menu based on the land, based on foraging off the land. Uh it's not chicken fingers and French fries and pizza. Um it is bison, it is local produce. Um it is an experience that tells a story about um what we have built and and the bad lands in North Dakota as a whole. And so, you know, I think I the experience that I want you to picture is being able to come up to the site um get a picnic basket um with a can of wine or a beer or something like that and take that out onto the boardwalk um to set up one of our many picnic tables out there and enjoy time with family or friends. I think an important piece to note is that um we'll be selling single service items out of the cafe that you would take out there. The boardwalk as a whole is almost a mile long. And so if you came in and purchased a picnic basket and and a a glass or a can of wine and you take it out there to have a second serving, you're going to walk a mile back. You're going to get and then come back. And so it is not conducive to overconumption in that sense, but it is conducive to

Um, and along with that, we put together in in the plan in in your hands there, but also up here, we put together a pretty robust plan on how to manage um alcohol and and create a safe environment. It's important that you know that we have a uh security team uh who's doing hourly patrols around the site um anytime that we're open. There will be times where we have 24-hour security as well, but that's really dictated by the artifacts that we have on site. And so, anytime that there are people there that we are operating as a business, we will have a security team who is out there roaming. We will also have ground staff, maintenance staff um in and around the area. Again, focusing on, you know, the roof and the boardwalk here, but we plan to have lots of employees who are circulating around the area. stuff like mandatory ID checks, zero tolerance for over service, um no outside alcohol are all things that we've taken um as a part of our plan. Um I want to reiterate that the team that we have created has a lot of experience. Our chef um has has operated and owned catering businesses her entire life. Um myself, I have operated um inexperienced businesses like this. The last place I I oversaw had a hotel, a golf course, a ski area, and 110 acres with an alcohol license throughout the property. We take that responsibility very seriously um and are putting together a plan that um ultimately keeps us in compliance and and keeps the community safe. Next slide. Go to the map. Here's a map of the areas that we're hoping to license for alcohol consumption. Obviously, the building, both the east

Um, there is some I think I have a better picture of it next, but there is some outdoor seating just outside of the cafe there. There's some renderings as well just sitting outside of the cafe. So, question right away here. All of this area, go back there. Doesn't matter. But there's looks like there's um picnic tables over here.

I think the last bit I would share um let's see if there's any more questions is that we've tried to develop a program uh that has a high level of security sophistication and and and careful consideration of consumption. Um, we've often been compared to the golf course
