WS I Linda, just have a copy of the resolution. It's I've been working with the assessor's office. We're trying to get some of these little pieces of land. The old c some of these old cabin sites along the river uh removed the tax roll because a lot of them the property a lot of the properties don't have anything on them anymore. The structures have been tore down, fallen down, and a lot of the some of the owners are deceased. So, this property um nobody's paid taxes on it since 2006 and the assessor's office marked it zero value as of 2016. and we've been sending delinquent notices and they keep coming back that we cannot find the owner. So the assessor's office has um inactivated the parcel and so now what that does is the land itself is taxed to the actual owner of the land. though since there's nobody for this and so we are just trying to get these off of our tax roll um since they haven't paid taxes you know in quite a while it just keeps accumulating interest so the total is $3,270
comes off there but then comes back under basically yeah that section of land will go back to the owner itself and it'll be tax on that as empty until they sell or you know sell it as another BL and Maybe somebody build a new cabin on it. But the land's been taxed during this, hasn't it? Yes, it has. We've had Yeah, it's just that Yeah, we're not losing out on that. This is just a structure, actually. Okay. Tippet I. Then I'm going to give you an update on the new DOT system that's going to go into place. Uh they their timeline is driver's license is going to start using the new system in January at 27. So they're starting training on that. So the girls have to start training in June to work with the old system with the new system and they'll still be working with the old system until it converts over. So hopefully it goes as smoothly as the their scheduling system went because that actually has gone really good. That has helped streamline everything. It's hard to explain, but it's made everything be more efficient using their system. All the counties that are using it like it because now people get text messages a reminder for their appointment while they see, oh, I can't make it. They're canceling it. That frees up. We know those that time slot's free and a lot of times we've been able to get people in that day and we've even, you know, they're at the counter sometimes be like, "Hey, can you give us 15 minutes while we finish the next one coming in?" And then
you get new computers with this instrument. Yes. Eventually. Okay. They It's DOT the DOT computers for driver's license. Yes. And they cover that. We don't have to buy those. Right. Right. But I remember a few years back they didn't like want to give you as many you needed. Right. We're good there because we don't have that plane anymore. Okay. Got it. So we did we did that computer up here and our right now we're at 38% out of county um issuance right now. Really? Keeps going up. It's up 10% a year. Really? So I think I tracked that. So
that's good. Yep. But um motor vehicle won't go into place on the new system until 18 months after that. So roughly August of 28, September 20, somewhere in there. They haven't we won't do training on that for another year probably. Yeah. Hopefully. I think they're rushing it because I remember when arts went into place and we we trained on it for a year and a half before they even tried anything. And this they're trying to do within six months. So they let you guys go and play around in the module and all. Yeah, that's what it is. They're doing training days all over. And that's what they're doing with the state voter registration too. Kind of they were ready to kick off.

Um they have the question as they have a um seminar or whatever this summer and they have budgeted for it and everything. But their question is is that none of them have a credit card that has a balance high enough that they can pay for the rooms on their credit cards. And they wondered if I said no because they're not counting place. They're not counting. Okay. So I I didn't they asked that question. I don't sometimes if they contact the hotel they can get in touch with me and they can do you know they'll do a direct payment.
Okay. We'll give them our ID number, tax ID, and they get tax exempt, but they have to communicate that with the hotel prior to forms ahead of time. And then next Friday, they'll be planting 350 trees at the Roundhouse in Petkins. And they're going to have a lot of school kids come and help plant. So, how big are the trees? Is there root or I did not ask that last night. Where's all the flowers planting at? Yeah,
just all the different places. They just said 17 people. Did not say any names or anything. So, they got more than enough people signed up for it. More than more than they could handle. That's right.
Well, they shut it off for the year. And that's about it. Got a lot of phone calls about the roads yesterday. Sure turned sloppy that all day drizzle rain that we had Sunday. Road went soft. Yeah. See, I putting down a bunch of gravel right now 110 in that area. I guess that's about it for the public. I got a few things I need to tell you guys later on the meeting about it. Uh public comments.

Heard anything? No. I I I really think maybe they seen the thing, was it two weeks ago or whatever about fiveyear plan?

Once he hears from the DOT that they've approved ours, they'll come back to us. We We approved the plan and now he's got to send that on to De Moines and then when De Moines okay it we okay it again. Yeah. The call I got they said specifically it was to air their concerns about gravel roads. And I hadn't heard nothing. So I'll let them know. Not to my knowledge. Okay. Uh, the other question I got as far as budget, how much did the budget go up this year over last year? Do you know? Budgetwise? Yeah. Went down. Oh, it went down.
Yeah. Okay. Then the other question I got, is there a spreadsheet that shows each department what their budget is for each year up and down? Yeah. Is that available online or I can run them for you. So like this is the state one. Okay. That's usually the one that we're forced to publish. And that combines all the different departments by service area, which general public wouldn't know who's in what service area, but I can run you, we call it our budget worksheets, which I have a copy of one here if you want to look at it. Okay. Um, it's like this. It goes by fund department. Yeah, I think and it tells you every line item and it actually has a three-ear history. It goes back to 20 24. I think you give me one of them a couple years ago.
So, you're familiar with that one? I can email you that. Okay. Managers are you what revenue is? Yeah, it' be nice to see the income and everything because I'll just make me a note what all I need to. All right. Uh that's all I got. Okay. Nothing. Nothing. As for the gravel roads, it's just a I'm not here to complain about it. It's just this time of year and we've got to get rain to settle them. And yeah, there are spots that are weak on gravel, but there's a budget issue and stuff. So, y got to clean my book every day. So, I can see out the door. It's just that time of year. It is. And
y we got by very, very, very well without the frost portals that we use this year and stuff. So, that's a huge savings that, you know, I hate to say it. I told everybody yesterday, I had seven phone calls yesterday, five from one area. But I says, I hate to say it, but I said, what we need is a 1 in hard pounding rain. And these roads straighten right out again. It firmed up a bunch after Sunday's rain, too. They're better today, but I mean, if we get a drizzle rain, they'll come right back again upon us. Absolutely. You know, but it's part of living in the country. Yep. That's right.
Unfortunately, I was going to say up in northern Benton County, I was on those gravel roads yesterday, and as far as springtime goes, it's probably one of our better springs up there. It is. And some of the phone calls I got uh in the Barstown area, they're the Highline workers and the mud that they drug out. economy. Mhm. I get it. You can't stop progress. Can't stop them. Rain, snow, rain. They're going to have to put these new poles in. But at least at night, they do scrape the roads off. Well, they were putting new poles up by us, too, and I never noticed that
these are going through the center of the sections. They're big. They'll be north of you probably in about five or six days. Where are they doing that at? Where they what? Where they doing that? I haven't seen them. Mile and a half south of Highway 30. They are the poles. The bases are laying uh they're up to the Watkins corner right now, mile and a half south of the Watkins Road on the west side of the road. The bases are laying there and these are all cemented in. Okay. where they dig a big hole. Yeah. Put that wire cage in and then they It's like 120 yards of concret.
So, is this a new power line or a replacement or upgrade or both? It's a replacement. They took the old wooden twin poles wooden poles out. Now, they're putting this one. Okay. Bigger, taller pole in. You can actually see it south of uh where it comes across by the Keystone Corner. Okay. That's where it comes between the Keystone Corner and old Highway 21, the old Belplane Road down there. It's coming south, you know, already. They got lines up. They're done really. And they're just working east now. Okay.
There's flat beds coming in all the time with great big huge blanks that they're g off in the field. I assume that's for the equipment to sit on. So, what would you say? Uh, I don't understand. They're again not my deal, but different farmers are making them put the planks down and drive the machinery out there on their farm. And on the next farm, they're following through the mud. I followed them with the bus the other day. He pulled into the driveway and then I saw a big pile of those things sitting there. I know like north of Blush down there, there was a close to half mile of bridge planes really laying down. Wow. They're they're called mats. I mean, and it's just to reduce the compaction across the field.
I get why they're doing it, but I don't understand why some people get it and the next guy and it's an all weather deal that they can do on a rain day that they have that working. So, all right. 9:30 our timed item here. Y hearing for budgeting amendment. Yep.
So we sent I sent you guys the actual publication. So the first one $83,000 revenues coming in for conservation for a grant. So I showed that as a revenue coming in for intergovernmental and then the 88,300 going back out and that's out of the county environment education service area for conservation. The 144,000 for physical health and social services is for the juvenile detention which as of today our outstanding is 168 24789 133 of that 133,000 of that is medical. So between this amendment and what we had left over we should be able to be current again hopefully with some some spare.
I was going to say we're going to be current but Hopefully some to start because when we did this amendment, we were told the one we were weren't worried about. So, right. But still there. Yeah. They aren't as costly as that other one. So, and will we have enough in there to go to June 30th? Hopefully. If not, we'll be moving inventory around in that service area, making it work. Okay. And then the other one I put in the 65,000 into admin which um we talked about increased you know giving some this year to our insurance surplus. Mhm. So I talked with Judy once we do the amendment she'll give me an invoice with the amount.

The uh uh the Heartland Insurance Group, which is a uh a group of 10 counties together that we all have our insurance under one group and each county has a trustee on the Heartland Insurance Board. I happen to be that county representative on that. Um the Harlem board uh voted for uh a minimum of uh 200 was it 250,000 a reserve. Each county has to have a reserve of $250,000. And this goes to settle lawsuits um workman's comp or whatever. Instead of getting into the actual insurance of it, you use a reserve to pay for these to hold premiums down. That's what it is. We are currently sitting at 67,000 in our reserve. We've got three years to get it up to the 250,000 and once all counties are up to the 250,000 mark, it's going to be raised to 400,000. So, we've got to start working on this to get us back to that point. Um, that doesn't mean that if there's a situation where we we need we have 67,000, we need 150,000 that we'd be in trouble. We would then use other counties reserves. That's why they have the the big thing, but they want each county to have a minimum of that amount in it. So that's
So it goes into pool and anybody can any county can use it. Exactly. So now is there an insurance company behind this yet to do? Homes Murphy. So if it's over that what when do you start filing claims rather than use the reserve or do you? Uh typically what they haven't done is the reserves have been able to handle it all. Okay. Which is in the long run better for everybody. So it keeps your rates down basically. Okay. Yeah. Because once the rates been up they don't go down. Seems like all the counties take their turn. There's something going wrong with one or not. Somebody's somebody's always in the barrel right now. How many counties are in this? 10. So you're going to have $4 million in that, right? Okay.
Eventually. Okay. And to be honest with you, there are only a few counties that aren't already at that or above. There's some like Avenus counties. They're like 600,000 in that reserve. So, in addition to the old McDonald building, the old school building, and then what was in the basement of the courthouse that same week, ironically, the old title company for the the ones that were above the Benton County title that we thought were moved all after the fire, they still had quite a few. So, he did all those in addition. So his folk come in a little higher. So I think it's going to be like 4,000. But it was a lot of work cuz they were like boxes on pallets. So now they're all up to the old FS building. We have two separate rooms. One is courthouse and one is clerk stuff and they're locked. So but they'll be easier like for clerk's office to go in and it'll be somewhat organized for her to look for them if they need them. And then we'll have to pay the storage to be out there. We were paying like three different places $50 a month. Now we're going to pay one facility.
How long does the clerks have to keep that indefinitely? If you uh see my basement, well, we can do like so election stuff, you know, like after an election, I have to, you know, it's like 20 months, like 22 that we raise. So like all the unvoted ballots, all the stuff that comes with an election, we can't shred it for so long. So it takes up space. Yeah. So
and but then there's other records we have to keep in there. Like we have the old payroll files that are locked up in our basement. We have I have old inmate books, um ledgers from when the county started. I mean, there's so much history right there. Your supervisor records you know, those are what got scanned. If I had to have a extra couple hundred thousand, we could have all those other things scanned and it'd be so much easier to look through. But yeah,
even if it's scanned though, we have to maintain the the books across the hall here. They approached me here early this morning. They're interested in some of the desk. I still want that big one. two maintenance guys to move. Yep. Because I think that'll work perfect in our back office when we're stuffing out balance cuz it's the right height and we'll make it we'll make it work. But if they want that other stuff, put a put a postit on it after the meeting today that I already kind of told Justin. Okay.
