Three special orders of the day and announcements. Item 3A is Proclamation 2026-18, recognizing a National Night Out. Whereas National Night Out is an equal community building with strong partnerships with law enforcement, and we're asked on Tuesday, August 4th, 2026, the city of Louisville to celebrate a national night out. The community school action party kicked off at Vernon Park, followed by neighborhood block parties throughout the city. providing residents with opportunities to build relationships and engage with public safety, personnel, and ORS. National NIDILRR supports crime prevention efforts and recognizes that public safety and shared responsibility achieves its trust, communication, and collaboration. At ORS, the City of Beloit commends the Beloit Police Department, neighborhood leaders, volunteers, community organizations, and residents whose dedication and participation continue to make Beloit a welcoming and safe place to live, work, and raise spending. Now, therefore, we are permitting that the City Council of the City of Boulogne is hereby proclaiming Tuesday, August 4th, 2026 as National Night Out in the City of Boulogne and encourages all residents to participate in celebrations, meet their neighbors, and join together in promoting a safer, stronger, and more connected community. Okay, for the next item, I'm going to recuse myself. This is for public hearings 4A and 4B, so we'll center it down as nothing. Item 4 is public hearings for a consideration of Resolution 2026-097, authorizing the planned agent development master land use plan for a portion of the property located at 625 3rd Street. The applicant is proposing the relocation and expansion of CareerTech to the existing building on subject property into the space formerly used as a golf lab, along with additional uses. CareerTech provides career training and college preparation to local students. Other proposed uses include office retail, commercial, and entertainment, particularly in an unplanned vacant space. adjacent to the proposed project space. The primary reason for the P&D is to allow farm exit uses and cleaning and education uses. So to remind you, the P&D is a special, purpose-oriented, and development plan. So they're processed in three stages. So the first is the Minister Library's plan, which is 1-4-A. And the next is the rezoning to P&D, which is 4-B. And then the third is a final state plan approval, which is completed by 6. If you guys approve of that plan and are rezoning, The off-street parking requirements are currently not met on-site. Despite this parking sure fall, no evident parking problems exist on the fireworks campus, largely due to the proximity of numerous public parking lots and street parking. The student anticipates no change in parking needs for the proposed P&E. According to the sign ordinance, the signage is referred to the P&D process. Proposed signage includes two new projecting signs managing the existing tenant signs for multiple care tech, as well as a future tenant. And a double sign at 32-square-foot, part of the same toward sign. Also proposed is a new address sign that is consistent with existing address signs on the property. All property owners within 150 feet were notified of the public hearings. No comments were received and no one attended the planning commission meeting. P&D applications may be improved as they meet the P&D standards outlined in the survey markets. We did outline that analysis and staff and planning commission public criteria were met. And they recommended approval of the P&D Master Planning Plan, subject to the conditions which are listed in the attachment fee, P&D standards to be established, which lists the allowances, which are education, office, retail, commercial, land, or canine, light, and bus rail. which are generally the existing building itself. And then the Broadway access site will utilize existing private connections to AirJet Drive and the Marth Alley. And then what I referred to earlier about no additional off-street parking, a signage that I already described. And then the second step, design, which is for me, is the rezoning. and has requested that these pieces of the rules be as uncomfortable tonight because I'm ready to go. At our planning for this meeting, Councilor Farrakhan or Council Reverend asked me about the career chart numbers, and so I handed that out to you tonight, kind of showing the numbers going from 1163 in 2022 to 111831 in 2025 as it will be due to the growth program that our representatives are here for. Bombs dropped limbs and debris onto the sidewalks and yards year after year, which is not only an unsettling nuisance, but a severe hazard to sidewalk users. Please make sure all young and old terrace trees are properly pruned this fall and every fall. Third, why do we allow geese to overpopulate and infest our parks like rats? Their filthy droppings make much of our park areas unusable very often. If there are remedies to this, please implement them. Okay. All right. We're going to clear the geese. With all that being said, the City would agree with the ADLCC's motion to recommend approval. Okay. I want to repeat that. Two of the disabled parking spaces that we use in the park. It's part of the reconstruction project that was completed a few months ago. area and then two zones across the street. There was a requirement from the public right to access any kind of rental space that's pro-wagon based on the number of spaces that you have around the perimeter of the park. Engineering reached out to the principal of the school district and the school leadership had a request to have a rapid, over-the-air reflection begin, clear scenes of RRFB being installed. On the engineering website, the installation of the pedestrian community in RRFB total number of people processing at a specific location. In this case, a group evaluation counts children as two, and he counts as one. And the location number goes. That was the total of 81 people processing at the encroachment in question. about the funding would be in consideration for the RFP. The principal also has agreed to work with the staff and to do educational information with the students at the school regarding the use and the proper location or proper housing location for this installation. So the, for those of you who might be looking for some entertainment or something, There will be a summer council camp. We have this every year. There's going to be a lot of groups there. It starts at about 2 o'clock. The performance groups are free, so they're not doing anything. Sunday afternoon, you're going to get out. Sometimes it's just going on until you're familiar with the other side, and you need to make time. So it's a huge community, and it brings on a lot of people. So it's a free thing to do. That's what they said to me. Remembering that I need to remember. Okay, answer for that. I just wanted to say that I hear the great privilege that speakers are going to need to have with the re-examination. And with the same concern as how people in America are most exposed to racism. Astrochines, Sylvia, and Lyons, which is a group of kids graduating from high school, to Humboldt, and 18 other kids just did not say all this, say all this, being they had just, you know, consent and all the proceeds from people getting donations went to the American Cancer Society. And I haven't had virginity in a long time, but I just want to be in some of these big scenes. Because I've seen turns of the eye, and I've had stress, and the nervousness, and I don't want to listen. the parents who are the teachers and the principals who are also supposed to be kids. Sometimes even namesakes. And I just want to name these fabulous kids who do this voluntarily. You know, it's beautiful. So, just bear with me for a second. Lloyd's very interested in straightening in in several areas in town, causing heavy damage, primarily to roofs and other damage. And I would say my own neighborhood here, which is in the north of the neighborhood, has to have a new roof anymore because of the extensive damage. Since our last meeting, FEMA has deferred emergency management. administration has opened a service office in Jamesville for people who wish to make a claim. They're securing $22.6 million of money for women's for a midnight. They say they will take walk-ins, but they would encourage people to begin a claim either on the website or by calling an 800 number first. But again, they will accept people walking in. That telephone number is 1-800-621-6362. Again, 1-800-621-6362. The office is located at the 1717 Center Avenue. It will be open from Monday through Friday at 8 a.m. to 6 p.m. and the website to begin an application. Disasterassistance.gov. Again, that's disasterassistance.gov. All Rock County residents are eligible to apply for a grant. You will be asked to verify that it is your primary residence. It is damaged. And you have now received assistance for enhancing the laws from another source, which is your insurance company. However, It seems that if you are left with a rather high deductible, and many insurance companies charge a very high deductible, if you have the image, that could be eligible for reimbursement as well. So keep that in mind. And a couple of other items. Okay, another video. Oh, is this going to be a little quiet? So, again, FEMA will be in town on August 11th, daily Monday through Friday, again, at the address of 1717-630. I said right around town, now I see, even though I was back in April, I see people only now getting their rooms replaced all over. So keep all of that in mind. But anyway, it's for free, and it takes place Wednesday from 10 to 11 a.m. It's geared toward children ages 2 to 6. There'll be stories and songs and a chance to meet some of these great friends. Item 12, these reports from boards and city officers. 12A is consideration of Resolution 2026-103, approving an agreement for urban search and rescue emergency response services with the State of Wisconsin Department of Military Affairs Division of Emergency Management. Thank you. So this is a new agreement with the state Wisconsin military affairs division of emergency management for heavy rescue with their urgent search and rescue teams to be established in the state. Polite Fire Department has been a participating agency with these for quite a while, very much since its inception. This is a renewal just to authorize us to continue to have our personnel participate in their specialized team. currently we have five members that are part of that team. They receive highly advanced search and rescue, urban search and rescue training through that team participation, which when they're deployed someplace, that training is here, available for our personnel, for our community. We are wanting to bolster that team a little bit more with our participation and hopefully have a few more technicians, rescue technicians, in the middle of the training that's offered through the program. That's great. Do you see anybody from the town joining with us at this time? With the consolidation, I can see that happening. Through their babies and then towards them, you have to have a little bit more depth as a fire department. This team is surprisingly on all of the fire departments and works in medical services throughout the state being able to kind of be their part. So when you're with the smaller department, it's going to be hard to have three or four people come and face the mean period of time participating in the training scene. But as the consolidation moves forward, having federally assumed syndical employees, I don't know if we'll be able to work potentially to be able to participate in the training on the certification screen. Any questions for the chief? No, but once again, I'm hearing that as the chief reports on these years, I always seem to be looking at You know, they want to help me out too. They just need to know whether they want to do this and that. You know, so they'll just be ready to do this. Great. So we're very happy with these three parties being at the state. OK.
