Town Board - Regular Meeting

Good evening and welcome to the town board meeting of June 2, 2026. I'd like to call this meeting to order and ask that you please rise if you are able for the Pledge of Allegiance.

we just concluded our annual flag raising for uh the month of june is pride month and um i don't know bobby if you'd like to speak about sure um first i just wanted to thank everybody who showed up it was a wonderful crowd it was a really meaningful event and i i can't say enough wonderful things about it it was it was just uplifting. It was wonderful. And I want to thank everybody who participated, all the speakers. I want to thank Supervisors, Chief of Staff, Lisa Burke for putting everything together and for Frank Zip. And it was just beautiful. So thank you.

Thank you. Thank you, Bobby, for organizing it. And it really reflects sort of our a lot of what we're doing with our 250th rev up efforts is to really lift up the values of equality and liberty and opportunity for all. And so raising the pride flag really sends that signal of welcoming and. working together and continuing sort of the revolution of democracy. So it was a nice tie-in to our next speaker. We have Caroline McGill here to talk about the new exhibit that is on display at the townhouse at 321 Bedford Road for I think another week or longer if we could leave it there. Caroline, you want to come up and tell us about it? It's part of the Rev Up collaboration. Yes, please come up to the podium. And thank you so much for joining us.

Thank you so much, Ellen, and to our town board for having me here. And thank you for all of those here today with us. I'm Caroline McGill, president of Friends of John Jay Homestead, and I'm delighted to be here tonight to thank the town of Bedford for hosting the opening week of Friends of John Jay's 250th exhibit, Declaration 1776, Big Bang of Modern Democracy. This special edition of the Gilder Lehrman Institute of American History's traveling exhibition has been a true collaboration between our town historian, John Stockbridge, the Bedford Historical Society, New York State Parks, and the team at John Jay Homestead, including and especially Heidi Stryker, and Haley Rossi, who is our program coordinator. Together, we have added our own local stories to the national narrative through panels on John Jay and the work of independence and on Bedford's own experience during the revolutionary era and how this continues to shape our town character. On Jay, quickly, Jay was, yes, he was indispensable to the signing of the Treaty of Paris in 1783, helping secure the peace that ended the Revolutionary War. But was he really the hesitant revolutionary that popular history sometimes portrayed? These panels, if you go out into the hall here, and they will be on display until June 10th, help us take us back to 1774. when Jay wrote the address to the people of Great Britain, arguing to those he considered his equals across the Atlantic. We consider ourselves and do insist that we are and ought to be as free as our fellow subjects in Britain. So while he was not in Philadelphia signing the declaration, that two years later, after he wrote this address in June, July of 1776, he was here in Westchester County or just north, advocating that the New York, it wasn't a colony any longer, adopt, the provincial Congress adopt the declaration. We use these panels to follow John Jay, one of our most famous residents of Bedford, his lifelong commitment to the cause of freedom beyond independence itself. And as governor of New York, he signed the act for the gradual abolition of slavery in 1799, setting New York on the legal path toward ending slavery in our state. Next year, our state will commemorate the 200th anniversary of final emancipation with enslavement to freedom. And we are excited at Friends of John Jay to be celebrating that as well. Jay's story reminds us that the work of liberty did not end in 1776. It continued across generations. And that's why it feels very special here in Bedford that for the 250th, we are really taking a step forward and celebrating. So I do have a little historic anecdote and then a lot of thank yous. But the first is a little folklore about Jay. In 1826, as a retired statesman, governor, diplomat, first Chief Justice of the United States, he was living just up the road on Route 22 in what his family called Bedford House. He was 81 years old and was invited to New York City to join the grand celebration that every city and town in America was hosting, the 50th anniversary of July 4th. Jay politely declined. Instead, he chose to remain here on his farm in Bedford. In response, he wrote to his inviter that he wished upon all Americans the peace, happiness, and prosperity enjoyed by our beloved country. 200 years after that letter, I suspect many of us feel the same way and are delighted to be celebrating the 250th here in Bedford. So the thank yous. While the homestead is closed for restoration and we have ambitious restoration plans, the Town of Bedford has really opened up its arms across the board. Ellen, the Town Board, Lisa, the 250th Committee, Anne Ferre, there are 40 organizations in the Town of Bedford that are part of this coalition and celebrating in so many unique ways from Bedford Audubon to the Scouts, to the Katona Village Improvement Society. We feel very privileged to be part of this group, and we're honored that at the farm market, we have almost weekly participation from a 250th coalition member. We wanted to note that on June 18th, that Bedford Historical will be with participation from Friends of John Jay and Katona Classic Stage, hosting the only showing of 1776, the musical in the County of Westchester on the 250th. So how great is that? Buy your tickets if you haven't. And that runs through June 28th. I want to thank Liz Halleck and the Bedford Historical Society for all of their support from Paul Revere's ride at Rochambeau to collaborating on these panels, which will be also at the courthouse. I want to congratulate Michelle Mapplethorpe of the Katona Museum of Art for the 250th exhibition, which will open on June 28th, Diplomacy at Home, Domestic Lives of the Founding Families. Just to shout out, not only will almost 20 treasures from the homestead, which are in conservation, come up for life after five years in honor of the 250th, but they will be joined by treasures from Monticello, Mount Vernon, New York Historical, the Brooklyn Museum, the American Folk Art Museum, the Museum of the American Revolution, the Offutt families provided, the Jen Rett Foundation is curating. This is going to be the must-see exhibition, and there will be posters on the Harlem line. of the Metro North exhibiting some of those objects and we will not just be telling stories of the men and the founders but of the families and those who lived there as well. And the last point is that we've got exciting plans in store with our landscape committee and are very grateful to our chairwoman Martha Stewart for everything that she's doing for us. Our Board of Trustees has been incredibly supportive and the town of Every civic organization that has been involved with the landscape, every garden club, Bedford 2030, it's just been a beautiful, beautiful thing to keep the spirit alive while everything's closed for restoration. We are the proud stewards of one of the nation's most significant historic sites and are incredibly fortunate that it's in our backyard and that we get to celebrate. And if anyone wants to learn more, after everything I just said, we have a neighborhood open house on June 16th. Everybody's invited for a cup of coffee and to hear more from New York State.

about the plans in store thank you thank you caroline thank you so much june 16th is that june 16th um neighborhood meeting is there's information on the friends of john j homestead website yeah about that okay and we'll submit it to the news but just if you have an idea great fabulous um are there any questions i know you sat down but we might have to have you come back up um i think these panels they just arrived today and i haven't had a chance to read them all but they're beautiful they're showing primary source documents of of all this history since the declaration going through their um I think you covered what they covered, but they're really tremendous. And the two that were made for Bedford are also very special. So I really hope that people will come and take a look at them as they are. There's a lot of information. Come on up to the, yeah. And with thanks to the Ford Foundation, we are making these available for free to any organization person who would like to exhibit them, library. So any inquiries can be sent. They'll be traveling. The next stop, June 10th, is the Bedford Free Library for the kickoff to the summer reading program. They'll be at the farm market. They're pretty easy to get up and down and they're very self-explanatory and a fun way to add a little bit of rich educational content to a 250th gathering, perhaps Trifesto, we could find a way to incorporate them into a tent or something.

I'll just explain. We have been outsourcing a lot of the sometimes we have mailings. This is a machine that helps with envelope stuffing and sealing. As we send out a lot of Still send out a lot of mail for bills and information. It is. We've done some cost comparisons analysis, and it makes sense to buy our own machine. So this is the 1 that was the most cost effective and it will be shared among all of our departments who do mailings.

Number four, we have a request to consider a resolution approving an updated easement agreement with Westchester Land Trust for water infrastructure improvements at Guard Hill Preserve. Do we have a motion to approve? So moved. So, this is related to the water, they're drilling wells in the guard, he'll preserve part that the land trust owns and there was already an easement agreement there to do that work. And it's just been modified. So that modification. Changed easement is in the pocket.

Right. So the work's been ongoing under a license agreement, but this resolution will finalize it. We'll get these and that'll allow us to continue to use the wells and maintain it. So there's a proposed resolution for the board on the agenda.

Right. And these are wells that will be providing a new water supply to the farms and the old base road. Okay. Any questions? All in favor? Aye. Motion carries. Number five, there's a request for an authorization to execute a memorandum of agreement with the Bedford Police Benevolent Association regarding the administration of retiree dental insurance benefits, establishing procedures for enrollment billing, and benefit administration for eligible retirees. We have a motion to approve.

Second, this came about. I guess there was some confusion about how retirees are receiving their dental benefits through the PPA in the town. So we've hammered out the details of how to make it more streamlined for them. They still have some responsibilities, but we've taken on some responsibilities to to make that make sure that our retired police have a clear way to maintain their dental benefits. Any questions? All in favor? Aye. Motion carries. Number six, we have a request for the board to approve a block party on Barrett Road on June 20th. I'll make a motion to approve. Second. Um, any questions just closes the road on favor carries number 7, we have a request to accept an amended Co, sponsorship to accommodate additional staff at the bed for village sidewalk sale on June 6th. We already approved the event, but we've amended the town resources necessary as they would like an additional police officer to help with traffic and pedestrian safety. I'll make a motion to approve questions. The sidewalk sale is. Is coming this will be for just the Saturday, the additional police support. All in favor? Aye. Motion carries. We have a request for approval and co-sponsorship of the Bedford Lions Club Blues and Barbecue event at Bedford Village Memorial Park on July 12th with the town resources required to support that event. I don't have the attachment saying there, but it's to their terms expiring. Do you know that, Allie? Sorry. Yeah, right with effectively immediately with the term expiring January 20th. And.

Nihilist is, I think 1 of them is, I think Jared is January 20. 2027 for Jared and 2031 for now. Yes. Right.

Do you have a motion to approve? So move it 2nd, the planning board does a tremendous job. I'm so happy that these 2 individuals are certainly on the planning board and take it as seriously as they do and and work so hard all in favor. Motion carries and we have consideration of resolutions to authorize borrowing for the Katona park district. There is a request to adopt the public interest order finding it's in the public interest to make an increase in improvement of the facilities of the Katona park district, including replacement of the playground and including incidental improvements, equipment and expenses. Do we have a motion to approve the public interest order?

2nd, and we had the public hearing at the last meeting, so this is just the order that finding that there was public support or no public opposition to these this borrowing all in favor. Motion carries and then we have the bond resolution in the packet authorizing the issuance of 500,000 bonds, 500,000 dollars in bonds to pay for the cost of the increased improvements of facilities in the park district. Um. We have a motion to approve.

Thank you. Today we had delivered 2 fishing boats to the rescue reservoir for our new Bedford boat and fishing program is very exciting. Ali and I went out to join the parks department and we did run. Have before the board, our initial applications to be approved to be, I think the 1st, in the east of Hudson side of. To have a boat program, and it's a pilot program that we've asked for them to accommodate us to allow residents to use a fishing boat for. I think we're doing 4 hour rental periods, but that includes time to pick up the boat. I mean, pick up the oars and the life jacket, go get the boat, spend a couple hours on the reservoir fishing and then return the oars and the life jacket. So. Madam clerk, was there any, um, so we've been approved and we have the votes and.

We've been approved, we have the votes we're working on a web page to share the information with the public and link our reservation form to sign up to rent them. We're going to do a launch event on June 24th from 6 to 630 at the community house and we'll share a flyer about that closer to, but, um. looking forward to getting this program launched and people seem excited so far so yes thank you

Any questions where to get the force and so we'll have an info session on the 24th to help people understand the program. There's a couple things you have to do to register to use a fishing boat on the reservoir and then you'll have to make a reservation with the town for your time slot. But there will be a locker that you will have a code to get the oars in the life jacket at the bed for his community house. And then you will have a code to unlock. The boat down at the rescue reservoir, and you can take it out. You have to be fishing. That's part of the rules. Do you have to have a fishing license and fishing equipment to be on the boat? And I think we've seen for years how many boats are all over the shore, but there's never really that many people out in the boats fishing and this will make it far more accessible for people who just want to try it a few times or. See, if they would like to fish more frequently. So, yeah, I'm really excited. I'm hoping. Oh, there's a question from a member of the public to come up to this.

At what age will you be able to make an independent reservation? 14.

signature from a parent or guardian to be responsible. But yes, the age to rent boats is 14. Yes. So and I think it's going to be $25 for a session. Yes. So it's very reasonable.

Great. Yeah, this is great. Because over the years, I have seen frequent questions on social media about

boats where people get the boats how did the boats get there and i'm so thrilled that we're doing this yeah it's gonna be fun okay we have with us here um the chair and a member of the conservation board um simon skolnick and marina kupitek uh to give us an update on uh the natural resources inventory grant so thank you for joining us

Thank you for having us. Members of the Town Board and residents of Bedford, the Bedford Conservation Board is pleased to announce that the Town of Bedford has received a grant from the Hudson River Estuary Program, a division of the New York State DEC to update our NRI, our Natural Resources Inventory. Funding for the grant award is provided by the New York State Environmental Protection Fund of the New York State DEC Hudson River Estuary Management Program. Bedford's last NRI was completed in the 1980s and was on paper. Our new NRI will be online, easily accessible and searchable. We have partnered with the Westchester County GIS Department, which will compile our digital map layers and host them online. Our grant covers the cost of hiring a consultant to analyze the maps, write a report that will be available online, which describes our natural resources and makes recommendations for thoughtful development and conservation, and also creates digital wetlands and aquifer maps, which will greatly facilitate applications coming before Bedford's regulatory boards and commissions. An NRI compiles and describes important naturally occurring resources, as well as cultural, historic, scenic, infrastructure, and recreational resources. The inventory has three basic purposes. One, to provide the building blocks for comprehensive land use and conservation planning. Two, to allow natural resource information to be included in local planning and zoning decisions. Three, to provide the public with easily accessible information about our town. The scope of the NRI is determined by the town's departments and our community, and we will ask these groups and individuals to suggest resources they would like to see on the map. At its simplest, an NRI is the compilation and description of existing resource data. At its most complex, it includes detailed analysis of resources or new data collected specifically for the inventory. Throughout the grand duration, the Conservation Board will provide updates on our work. We hope this project will create excitement among our government, our residents, and our businesses in identifying those resources that define our town.

nice thank you and how much is the grant for uh red is for 63 150 congratulations wonderful good job yes and that um covers the the consultant and then there's a report it does it also cover like adding to the map Like adding a layer to the map?

The actual layers are done by the county GIS department and are free for us. Oh, great. Okay. So that's wonderful. So it's the analysis of the layers that we're paying for and also, sorry, we're paying for the analysis of the layers and also for the creation of the digital wetlands maps. Great. Okay. and i guess so you're saying the community will weigh in on which natural resources to focus on well which layers they would like you know for instance one thing that has nothing to do with the conservation board directly um if we wanted to we could have information on all our historic cemeteries and we could have such that you can click on it and find out when that cemetery was in use if there were any important people who are buried there and so forth if if people wanted we could easily get that information from the cemetery committee and just type it in add it to the layer okay yeah just to make okay to learn to learn more about bedford so i know wetlands is a focus for sure is there other natural resources that you know will be

evaluated and added?

Or looked at? The layers? Oh, yes. I mean, in terms of the number of layers, almost the sky's the limit, you know, as long as there has, as long as there's been a map made by the state, or the federal government, as long as the county GIS department can access it, and they can access most maps, we can add the layers to our map.

And in terms of doing the work to update the current inventory, do they, like, are they going out and looking at water supply or things like that? How is that? Are they doing field work?

Yes, for the wetlands maps there will be some field work. First they will look at existing maps and then they will field truth to verify that the maps are correct.

Who's they? We need to hire a consultant. A consultant? Yes. I just was wondering if there was any opportunity for like a little citizen science or participation?

I think there's a good chance that there will be. For instance, the other bit of information we would like to have on it is to start adding information about vernal pools, which are pools that are only around basically in the spring and summer for about, I think it's three months, don't quote me on that, but for temporary pools that are in woodlands but that are critically important for frog populations and other amphibians. Because since they're only temporary, fish can't live in them and fish would normally eat the eggs of the amphibians. And it's hard to assess that just from a map. On a map, you can say, oh, there's a decent chance that that might be a vernal pool because it's an area where the ground is lower. but you only know from looking at it and verifying that there is a vernal pool. Because if you just have an area that's lower, it may not last long enough to be important for amphibian reproduction. Teri Manolio- Interesting.

And that would be on private properties as well as public?

Dr. To the extent that we get permission to verify on private property, we would love to do that.

Teri Manolio- Or that way people could self-report, they might say, we do have a vernal pool.

Well, no, because they would want to map exactly where it is, ideally.

You can find out where a vernal pool is with remote sensing. There are techniques you can use by looking at a map and topographical information that you can say, well, this area is draining into a pool here, but is it seasonal or is it year-round? So that's the big issue. The pool cannot support fish because fish would eat the tadpoles. Frogs know better.

Questions about the natural resources inventory? What's the time frame?

We have three years for the grant. We're hoping we won't need three years.

Yeah, depends on how many natural resources we're looking at.

I just want to add to what Marina said and what makes us very excited about this grant is the opportunity for the town's residents and businesses to get involved in this process by. by saying we'd like to have this map. And bottom line is, if you can put an address on it, you can map it. And while we talked about having existing maps that will be transferred over by the county, they can generate new maps A complete new mouse or new subjects if they have an address, like, for example, historic properties are different tiers. Again, we would go through the whole process of finding out what different areas the town would like. But if that was 1 area, we could put all those houses on a map and people can can then say, aha, my, my house is a tier 1 or tier 2. those are the kind of things we can do.

Do we have all of our open space already identified on a map?

Um, good question.

I mean, is that not that easily accessible? Yeah. Okay.

Yeah.

Okay.

But the important thing is that this will be done through a process. We'll reach out to all the town departments, any of the advisory boards as well as generating interest from the public as well.

So is there anything you'd really like to see?

you know um everything you know i'm the kind of person would like to open up a computer and just access my town and this is one way of of doing it yeah yeah i guess it would be helpful to know like i know you can't tell us anything that could be on the map but but um i worked on a map project actually

many years ago and learned that the map in Norwalk had heat islands mapped. So it would be, I don't know if we get a sense of the range of things you could map in sharing information.

If we can get the information about heat islands, we could map it. Yeah.

I'm just saying that I never would have dreamed that you could map heat islands, but by working on that project, I saw that heat islands were actually mapped. Right. So... just I love that, like, as you said, anything that's here could be mapped. So just help with like, you know, it could include everything from wetlands to this to this.

So if we'll figure out the appropriate way to get feedback, but you could definitely email me if you have an idea of a layer that you'd really like to, that you'd like to see if it would be possible for us to add.

I guess I was trying to just get a sense of like, What right? Like, what do other communities usually map? Like, it's kind of hard to just imagine what our natural resources we're going to be interviewing other communities.

Like, for example, North castle just recently did theirs. We're going to be interviewing them as to what they map. So we're going to be going around the county looking at that.

The wonderful thing about the Internet is that most most towns that have recently redone their have their easily accessible by anyone online. Oh, great. And I have collected several and we plan to read through them to see. What we would like to copy fine here. Sure.

Yeah. Is there a town match required or is it paying for the whole town map?

25% but as usual, most of that match is going to be made up of volunteer hours conservation board all volunteer. So we're managing this grant and all that time that we spend on it will be used used for the matching. great thank you in advance right um one little peculiarity about bedford is that 20 of bedford is not in the hudson river estuary it's in the mayanus estuary a little you know that area so the the town is going to have to pick up the percent cost it's roughly about five thousand dollars the town that's one of the uh the mat that's part of the matching is that we're picking that up

proposal from the wildlife um corridor grant yes yes that will be very soon very soon okay just have one little uh we need one more meeting with our consultant okay we actually have already emailed asking when we can do it this week or next week um and then once that's done we will have a draft to show you great good we're looking forward to that so thank you for all that work as well thank you so much thank you

Okay, so anyone want anything that just don't have anything prepared for the update on the sign ordinance review and I can't seem to find my list, but we have been looking into. What it would take to approve sandwich board signs in handling areas and what they might look like, and how they might be safe. We've been looking at the possibility of public art or wall art. It doesn't have text or logos, but that is purely decorative and how that might be appropriate to the sign ordinance and then really clarifying. I think people find it hard to read the sign ordinance. So, trying to restructure it in a way that's. very simple and clear to um read so if you're a business and you're trying to figure out what kind of sign to put in that that's very clear or if we're going to um be strict about enforcement which um we will be once we've tweaked the sign ordinance to make sure it's very clear um that it's you know you know exactly what you can and cannot do so um we should have a draft soon i was hoping to have a little summary for today but haven't gotten that done yet so We will have it soon and anyone who is interested in science, we will definitely be taking public feedback on some of the recommendations that we have to modernize this and update the sign ordinance. We have ads for 1776 in multiple Halston media papers, including the Mount Kisco Bedford Times, Katona Lewisboro Times, and in their 250th section. we have had more influencers come and do day trips and write about why and what to do on a visit for katona and bedford village it's been fun to see our hamlets being showcased in so many different ways on social media katona was recently featured in westchester magazine as one of the best walkable towns in westchester Uh, business promoter continues to partner with the town departments and help promote events such as food truck, fried food, truck Fridays and more and thanks us for our partnership and the community for following along and helping to support her efforts.

Great. okay we have um a couple things coming up the fire parade is tomorrow in katona for those who um like fire trucks and bands and carnivals and all that it's the best it's so much fun stepping stones uh historic home of phil and lois wilson is has a play on starting on thursday through i think sunday um that is has a lot of really great professional actors i think in it at least saturday night i know some Big names are in it, and it's a play based on the letters between Bill and Lois as they went through their journey of recovery and then launching the Alcoholics Anonymous 12-step program and the Al-Anon recovery support groups. So really launched a worldwide effort that still continues to save millions of people's lives today. Play is based on their actual words. So that's worth a look and the bed for the sidewalk sale is this weekend. The youth triathlon is at the Bedford Hills Memorial Park on Sunday. And so the park will be closed to regular traffic until about 930, but we have, I think. 80 or 90 kids doing a triathlon in the park, which is very cool. And our Food Truck Friday is on the 12th at Bedford Hills Memorial Park, followed by a World Cup watch outside under the stars on a big screen, which should be super fun. And then on On the 19th, 1776 starts, and also there's a Juneteenth festival at Bedford Hills Community House that afternoon into the evening. Then the Star Spangled Splash pool party is June 26th. Lots of Rev 250 stuff coming and other great community events. Hopefully, everyone will come out for them.
