Okay, it is 7:00 and uh we will call the uh meeting of the Betavia City Council for February 2nd, 2026. I'd ask that you please rise for a brief invocation to be followed by the pledge of allegiance tonight as we meet as a community here before the city council. We are ever mindful of the many issues and conflicts that are stressing our state and our nation and we just ask for a blessing that all these things will be cleared up as time moves on. Tonight also we want to remember all those in our community who are sick or infirmed and just ask a special blessing be showered on them. And we also ask for a special blessing on all of our city workers who are out doing a phenomenal job whether it's policing the streets, putting out fires, responding to the ambulance or the numerous duties that they are required to do in the public works for be it water sewer, electric or storm sewer. So we just are ever thankful for the great staff that we have and we just appreciate all the good work that they do and we ask for a special blessing on them. So at this time I'd like to say amen and again wish everybody in the council a good meeting for tonight. I was ready. Thanks mayor. Good evening everyone. Good to see you all. Thanks for allowing me to give you a chamber update tonight. First, I want to remind you, as I did last month, Inspire is coming up on Thursday, April 23rd, where we'll gather at Revalry 675 for the much much anticipated citizen of the year crowning for Linda Sheli and for honoring Betavia Women's Club as the Betavia Spirit of Betavia award. So, that those uh that those group of women are very very excited as are we. We also will honor our Olie award winners. Our oie awards are a Bavia tradition that honors businesses that have made exceptional investments in new construction or major innovations renovations in our community. These awards are highlight these awards highlight projects that enhance our community aesthetic, economic and cultural appeal. This recognition is our way of thanking the businesses that have invested so much of their time and energy into Betavia and have shown a true commitment to being part of our community. I'm pleased to announce this year's award for their investment in Betavia Aldi for a 56,000 square foot four-story building as part of a major expansion in its United States corporate headquarters in Battavia. This campuswide renovation includes green roof pollinator garden, fitness center, conference center, and a four-story parking garage designed with sustainability and employee collaboration in mind. We are honoring BEI Tower Business Center for renovations at 28 South Water Street, including the replacement of the storefront door and 26 windows to keep that building functioning in our downtown. We're honoring Dollar Sense Bookkeeping for remaining committed to Betavia by purchasing a vacant property and investing more than $100,000 in renovations. Earth Mover Credit Union for its

beautiful new building at 1992 McKe Street. We're honoring Everdine's Grilled Cheese. Seems like they opened a while ago, but it was just 2025. For renovating an aging building and creating an inviting and vibrant dining space. We are uh happy to give an oie to Ignite Medical Resort in Battavia for constructing a brand new state-of-the-art medical rehab facility here in our town. And finally, Tesla for revitalizing the vacant Sam's Club building at 501 North Randall Road Road. I know many of these projects required countless hours of planning and meetings with the city. Though the awards is our way of celebrating these efforts and saying thank you to each business. Additionally, the chamber will present a civic impact award to two exceptional construction projects that occurred last year. One is the Battavia Interfaith Food Pantry and closed closet new location and the Battavia Park District Pal Patrick Callahan Community Center. These have had a lasting and meaningful contribution to Betavia. And these projects reflect a strong commitment to serving residents, enhancing quality of life, and strengthening our community through thoughtful investment in public spaces and services. I want to remind everyone that the chamber is offering for scholarships to the Bavia Public School District 101 High School seniors. Each are worth $1,000. Awesome. Thank you, Margaret. Um again, my name is Matt Bel. I'm the general manager and administrator for Ignite Medical Resorts here in Betavia. Uh we are located at 2349 Main Street just across from Holy Cross Church there. Um and what we do, we are a 96 bed uh medical resort and uh skilled nursing facility. So we do things a little bit differently than just the traditional nursing home, but we of course we have a brand new state-of-the-art facility. If you guys have not seen it, I welcome you guys to come by and have a tour with myself. If you missed our grand opening party, I apologize cuz it was one heck of a party. So thank you those that did show up. Um, and we do things a little bit differently, like I said. Um, but more so than our state-of-the-art facility with a lot of technology to help us better take care of our guests is really the culture and mindset that we set forth with our team there at Ignite. Um, you know, we want to think differently to be differently. And just because we are new to this area, we are not new to the healthcare um game and taking care of people. Um, I've worked with Ignite since the beginning. So, I'm proud to say I was employee number five of theirs about 8 years ago. They brought me on in Kansas City, Missouri. I've worked at about 12 of their facilities nationwide. Um, and we're up to about 30 facilities nationwide from Illinois, Missouri, Kansas, uh, Texas, Oklahoma, and Indiana. And we, um, and we always are looking for an opportunity to grow. So, we appreciate the warm welcome that the city of Vetavia and the community has really shown us. Um, it's a tremendous meaning to us and we really do appreciate it at Ignite. Um myself um like I said I've been with the company for a year since the beginning and we look for the right uh minded people to come in to our facility. So I I think you got some customers kind of circling the wagon over there wanting to take stronger look. So, I appreciate that facility and I've had several people comment to me what a pretty building it is from the outside and it really adds to the entryway to Betavia coming from the west.

Whereas each year, Black History Month is observed in February. And whereas the origins of Black History Month date back to 1915 when Dr. Carter G. Woodson founded the organization known today as the Association for the Study of AfricanAmerican Life and History. And whereas observing Black History Month provides opportunities to gain a deeper understanding of African-American history and acknowledge the centuries of struggles for equality and freedom. And whereas Black History Month celebrates the achievements and contributions that African-Ameans have made in shaping our country, society, and communities. And whereas Black History Month is a time to recognize and honor the profound contributions of African-Americans to our nation's history, culture, and progress. And whereas black history whereas Betavia has a proud legacy of being a welcoming community for African-Ameans, attracting settlers even before the Civil War and fostering a spirit of opportunity, resilience, and community engagement. And whereas our community is home of the Logan Street Baptist Church, which has stood for more than a century as a beacon of faith, service, and unity. And whereas Betavia was the home of the highest ranking African-American federal official in the US Census Bureau

We are amending the land use map of the comprehensive plan to allow for those uses and amending our zoning um in order to allow for the proposed development. We have a draft concept development in the packet that consists of 160 different units uh mostly single family homes and some sort of multif family as well. Um there are there was a lengthy discussion about um infrastructure costs and bike connectivity among other things at the public hearing held last Tuesday. Okay. Moving then to 9.3 which is resolution 2026-018-R authorizing execution of a redevelopment agreement with Manhattan Real Estate Ventures LLC for building at 190 Southwater Street. Who's got this one? I can take that your came out with a positive recommendation. Um this is a a redevelopment of the Pomarco building um from the basically storage that it is now after PMARCO went to the east side of town um to a pretty much state-of-the-art headquarters for a software company. So, we discussed this thoroughly at the uh cow meeting and I know the only one that's not here was Alderman Lance. He sent out an email that he wanted to make sure that he knew or that everybody knew that he was indefinitely in support of this and I am as well. And so I'll make the motion that we um approve resolution 202618R authorizing execution of a redevelopment agreement with Manhattan Real Estate Ventures LLC for 190 South Water Street.

Sounds great. Anybody else have any questions? But before we vote, I just like to say I've had the opportunity to meet with the owners and the developers of this thing. And they've put they posted online a sketch of the one building that's going to be almost totally tore down but then rebuilt. And that's part part of the former Pomarco factory which is most recently was. This property was originally part of the US Wind Engine and Pump Company buildings which were all down there south of of First Street along water. And many of those were have been destroyed or taken down or rehabbed. And there's a couple I've had people ask about warehouse 55 and the Betavia Art Studio down there. And both of those buildings are staying as they are. So that will th those uses will continue to be there. And there's a lot of conversation about what this company, which is very much involved in the computer world, may grow to become, but there I I get the impression they're thinking they're going to be adding some more employees relatively quick. And this will be a kind of a dynamic change for the for a nicer appearing building to be popping up out of the ground down there in the next few months. So this is I think something that Betavia should be very proud of that we've yet again saved one of the more historic areas and are continuing to do some very interesting things with it.

Thank you, your honor. I don't have too much. Um, you touched on it in the at the beginning of the meeting. I would just really like to give a shout out to all of our employees who work outdoors. Um, whether it be the fire department, the police department, but public works, we've had a number of water main breaks and electrical issues. And you know, while all of us are kind of darting from a warm building into a cold car and back into a warm building, um these employees sometimes spend hours and hours uh out of doors doing their jobs. And so we just want to um give a special shout out to them and a and a big thank you for doing all the things that um keep us warm and safe. Um a few things I'd like to mention. We've had some construction projects going on and then also um Max is continuing to help departments with getting uh documents digitized. With the new positions that have been added, we really don't have space around here. So, we have had to take a uh small conference room in um our finance department and it's where the auditors usually meet. So this year the auditors are set up in the human resources conference room and we've taken that small space and divided it into two spaces because HR will have a new employee starting mid year. And so the storage space that is inside their office, they're going to convert that to an office and then use half of the small conference room as an alternative storage space. But on the other side of that is where the new employee in IT, the enterprise application specialist, Sean Battton, uh his office is on the other side there. And then the police department is doing a uh digitizing project so that they can utilize that storage um space to create an office for the uh public safety management analysts

who we also have just posted for that um job opportunity as well. So, we're kind of trying to find little spaces here and there where we can um add these much needed employees. Um the a project to implement the new Axon bodywn cameras is uh progressing. Got all the cameras out and getting employees um uh up to date and and get them associated with all of the equipment. And then also the uh DACRA e-citation project is continuing with the police department. Um Peggy wanted to mention that the tax abatements for our general obligation bonds will be on the uh February 10th cow consent agenda and we issued general um obligation bonds for electric, water and sewer and in that way we save the utilities interest expense costs. GEO bonds have a lower cost because they carry the full faith and credit of the city via automated automatic property tax levy, but we need to abate the automatic levy each year since the intent is always to pay with those um bonds with the revenues that come in for the utilities. So, those will be on the the next agenda. And that's all I have unless anybody has any questions for me tonight. Yes,

got two quick questions. Um Margaret mentioned it earlier tonight, the the Tesla and the Duchess um dispensary out on Randall. Do we have any idea when either one of those are going to be? I believe Tesla is open and no word on Duchess. I've reached out to them to ask for an opening date and I haven't heard back unless you have Scott. No, I have not heard back either. They're still working on various things and and we're just kind of waiting on them. I know that Tesla has cars out there that I'm sure they have delivered because they're in, but I haven't seen anything for an opening or anything like that on it. The service garage is open and the showroom is open as well.

Um, funny thing, the power chargers they have there because they have I want to say six superchargers, those actually are not open to the public. Those are dedicated for the service garage, which is interesting. So, I was going to say I have seen them open or at least I've seen stuff out there charging, but I don't know if they're open to the public or not. There's other stuff going on there. We'll find out next year, I'm sure. Okay.

One thing I can add to that, the warehouse rental spaces and the that rest of that building has been subdivided to is now been put up for rent. And I know several people who have already rented in there and are very pleased and with the facility. So, uh, I think they're going to have quite a few people wanting to move in there real quick. Well, I just have a couple things I'd like to share. Number one, I want to pick up where on what Laura said. Our city employees, whatever the department they are, have responded and worked relentlessly to make things as easy and behavior as they possibly could during this what many people are saying is one of the roughest winters we've experienced in a long, long time. So, I just want to take my hat off and thank each and every one of our city employees for a great job because they've had to do all kinds of different things as far as getting driveways cleared out and streets opened up and water pipes broken and uh the fire, the police and the ambulance have had their own special world with different calls they've been brought into on this whole thing. So, all of our employees, I'm very proud of the fact that they've they've definitely risen to the occasion and we have nothing but good reason to be proud of all these people because they've done a terrific job. Uh, a couple of things I also I wanted to share before I stop talking is this past Friday there was a very special piece written and published in the Aurora Beacon News uh entitled when the millenn the millennium was new. And it's the story of what happened when we went from the 1900s to the 2000s and when we're now a quarter century quarter of a new century into the new bit new uh what do we call it calendar uh so uh Dave Hume who's been a writer for the paper for about 40 years was his reporter covering that back in 2020 December 31st of 2000 20 20,000 2000 I guess it is and he's

written a story and it's quite nice and so what I'm going going to do unless you tell me different I talked to my secretary today we've scanned this and we're going to send it to each one of you on your computer at your city address if that's okay uh it's it's all about all three of the towns Betavage and even St. Charles and what they thought was going to happen and what did happen and it's a very positive article about what how much of in the last quarter century we've improved and gotten going here in the region and a lot of it is about certainly about the the revitalization of the Fox River and all the things that have happened along the three towns and enhancing the river and making it into something that we all can be proud of. So, I just thought you all would enjoy seeing that. So, check tomorrow sometime on your computer. It will ring up that we've sent you your copy of the Betavia story. I've got one here with me now if anybody wants to come up after the meeting's over with and look at it. But it's it's very well done and very nice as as things are about to unfold. The other thing I just want to share with you and I don't know where this is going but as you know I have this role in Chicago as chairman of the Chicago Metropolitan Agency for Planning Council of Mayors and for whatever reason in the last 6 eight weeks I have received a number of phone calls from mayors from throughout the region asking questions about how we do things in Betavia. And I've had one of them tell me, "You guys are kind of one of the model cities of how to do stuff right and how to do stuff that really gets people's attention." And u it was pointed out to me and I've been quoted now as saying this that uh Betavia's got a very interesting thing going on here right now because from 2022 through the end of 2026,

we will have added over 800 new living units to our town. And that's going to have a significant impact on our population in 2030 when they counted it. When they last counted it, it was 20 26,045. But the boys and girls in Chicago who watch all this stuff tell me that with what they can still see is happening in Betavia, they're pretty sure we're going to do 30,000. And I think I've shared this with you once before, but I just keep getting this thrown at me. And what's, you know, it puts me in a kind of a difficult position because there's a number of cities in the region that are not doing well. Uh, a lot of them are laying off policemen and firemen and having to shut stuff down. And so, you know, I don't think they're joking. They'll call me and say, "Well, what's your secret out there? How do you have all this progressive stuff going on?" And I guess I say, well, I've got a good city council and I've also got a good community and we're here to do the things that make people happy and make Bavia a stronger community and that's such things as a good public school system which we the city don't have any control over but there's a lot of people who are very complimentary toward it and we also have good city services. you know, the police and fire departments are not controversial. They're service and, you know, we've got the paramedic service going. Uh, we've got the public works department of the city is doing a just a fabulous job and keeping the streets clean, keeping the water pipes repaired, and the electrical department is doing the same thing as far as all the stuff that they get dragged into on all this. So, uh, we've got a city that's working very good. I'm very proud of it and I think all of you will join with me in thinking that Betavia is doing something right here and yeah, we do some things wrong and we need to be questioned on occasion, but overall we

got a pretty good government going here. So, I just wanted to let everybody know that that's kind of the sentiments in the region about what Betavia is all about. So that's enough of me bragging about the community, but I just wanted you all to hear that, you know, we probably sometimes don't hear enough about the positive things we're doing, but we certainly in the last few months here have re really risen the occasion for a number of people are asking and saying nice things about things they're seeing coming out of Bavia.
