So I know a few people in the room. Um, we've been over there at the park for like last five years, just rebuilding the park, rebuilding the fields. building the parking lot that's out there, the new road, the infrastructure with water, drainage and everything, you know, helping soccer to get new fields built. Just for the kids in the community, growth is coming. I mean, it's not, everyone can see it, it's coming. So we do big fundraising events. Those are what we use to fund what we've done so far. We're right around $250,000 in improvements out there in the last four years. So we're looking now at a big project, a future project for the kids in the community that helps any kids from the young age starting T-ball all the way up to the high school level. We're looking to build an indoor facility out there at the park. The indoor facility would be, we've already done for the last couple months the work with the bank, work with big sponsor to help us out getting it on the ground getting it going a lot of the local people that come to our our big fundraising event to you know kind of hit the ground running to do everything nothing would come back on the village the loan to be taken out by baltimore youth baseball and paid back by baltimore youth baseball the facilities we've looked at there's two different sizes just to be transparent one was an 80 by 160 18 foot high. The entire inside of the building is going to be turf, insulated, heated and cooled, power. All that is, again, we'll be paying those bills to manage the facilities. The other facility is 80 by 128. think it was be two different levels that way we can do an 80 by 80 large room which is what soccer baseball softball all the sports can use and then the other side will be a longer section for nets to be able to do indoor hitting training stuff like that it's gonna be strictly for sports The big thing that we're looking for is the approval to move forward with this out there at the park. We'd love to get it up and running this year if possible. I think we're three months, they said, on the building.

So here's one thing that I will say, and I'll say this. in front of council. This is a great thing. What I'd really like to happen is if one of the council members could get Jeremiah and those guys' contact information and really dig into it and then bring something back to council so we could go over it. I would love to. I just don't have enough time or in me to do it. But I feel like it's a great thing. They're wanting to run it. They're wanting to fund it. I just, we have to figure out the legalities with Jeff on, like, is there a contract or how do we do that? We haven't gotten that far yet. Is there anybody that would like to help with that?

Who is our liaison for Parks and Rec? Do we have them? Don't look at me. I'm not doing it. Yeah.

I don't think there is one. We do need one. I concur with that. But I don't know.

Well, so here's what I'd, here's what I'd ask you guys to do is get with Jamie, meet with him, go over the very specifics and Jamie can bring it back to the, to the administrator, to the administrator and to the attorney. And they can go over it. I know you guys are anxious to get going. I'm anxious for you to get going. I think it's a great thing. We've got to dot the I's and cross the T's on this one. Just like we do everything else in this village. So it's sustainable for a long time. And so it's so we don't do anything wrong against how it's written and the deed on that thing and everything else. We just want to do it right. That's all I'm saying.

So just my question. I've been working with you for like two months on this. Yes. So do you have anything for us as far as legality? Not yet.

Size-wise and stuff like that, all that stuff's going to make a difference. So I'd say the sooner you get with Jamie, the sooner he can get with the administrator, and the sooner he can get with the village.

You have everything. Yeah, we're ready to go. I mean, we've done everything on our end. The last piece of the pie is the village. Right. That's the last piece of the pie. Have you talked to a historical society about the Indian?

Yeah, I did, but nobody knows where it is.

That's what I'm saying. There's a map back here that's got a lot of it on it.

It didn't show what I saw. It didn't show anything on there. Okay. And that's something that Jamie can check on, too. I think this could all go at the pace you want it to, but we've just got to make sure it's done correctly just for reasons of that. You don't want to get involved in that on the downside? No. No, we don't. So I would say I'll have Jamie get a hold of you tomorrow, and depending on his schedule, you can hit the ground running with that. And by the next meeting, we could have an educated, yes, we can, or where we're at on it. That's what I would tell you. But I had to have you come here. And the truth is, I've got a lot of irons in the fire besides just with the village, with what's going on in the village. So this isn't, look, if I'm going to be excited about something, it's going to be something like this. You know what I mean?

And just for the council to know, I don't know if any of you guys have gone through All Park. But, I mean, it's completely different. Oh, it is. And the village has got zero output out there as far as maintenance, upkeep, fencing. I mean, we do everything. What you guys have done is amazing. So we do everything out there. And we would do that with the new building as well. Jeff, can you start looking into the legality part of it for me? The big part that we need from the village, and that way you guys can talk about it whenever you go to speak, is approval to build. Obviously location. We have a few locations picked out. Mm-hmm. But that map's going to be key. In case there is burial grounds. So we have different locations picked out to build. And then the lease option as far as we're the ones taking out a loan with Benton County. So we want to do some type of a lease option with the village because obviously it's going to be on village property. It's going to be village owned even though the bank is willing to give us the loan even though the village is going to technically own the land in the village. So we would have to have some type of a lease option for, like Jamie, I talked to him earlier today, 25 to 30 years to secure the fact that we are getting out of the $300,000 that we're going to be putting into it for the youth. And also with that, it's going to be myself, Matt, and a couple others probably running it to make sure that it doesn't fall into the wrong hands and it starts becoming... What happens when your kids are grown?

I guess that's my question for you.

We'll have people to step up after that. My kids are older, but there's young kids that are coming up through our program now that have been around this building.

It's a session plan.

Yes, we'll have 100%. We'll have something set forth. I mean, everything we're doing out there right now with our fundraising event, I mean, we do it annually every year, and it has massive support from Liberty Union's sponsors. It has huge support from Carol as well.

Well, it would be fantastic for the kids to have something like that because we'd be the only one in the county with something like that in a small village, I think.

So the structures, do they last 30 years? Yeah, it'd be built by Graber. Oh, okay. Yep. And then when that's up? We have like Graber to do the building. We have a spray installation. It's going to do the inside. We have Columbus building services going to do heating and the cooling. We have accurate excavating is going to do all the groundwork.

Listen to the stuff they did last year with the parking lot is unbelievable.

I mean, that parking lot was $110,000. Yeah. All the 12 inch infrastructure, the catch basins, the gravel. I mean, we pretty much built.

I'm for it. My main concern, I guess, would be long-term. Right. Council 30 years from now, and hopefully I'm not on it still. Will it be their problem at that point when the building starts to? No, hopefully not.

Would love to be able 30 years from now to come in and watch whoever comes up after us.

Redo it again. But we're just asking for 30 years because it's going to get us through our initial investment with it. And it's going to make sure that we have something in place for the kids in this community. especially with the way that the growth is going. So, like, right now, we get flooded out. We have four teams, sometimes eight teams a night practicing that can't get on the field. With this indoor facility, all those teams can now get in there and get their reps in without having to worry about weather and everything else. And then you've got high school, you've got middle school that are all fighting to get indoor use. You know, we want to cooperate with them. Our kids are going to be there one day as well to – let them be able to use it on time slots. But that's part of the management with us is we keep control of, hey, you get an hour in there, you don't get six hours in there.

Thanks for letting me speak. I have a few questions. So...

One, and maybe you've already addressed it, occasionally my wife and I walk at the wastewater treatment plant along the driveway and we notice a new structure down there. Just wondering what the purpose of that structure is. number two maybe it's already been addressed economic development the meeting that happened last week i wasn't able to attend are you going to talk about that tonight no so here's what we did do okay

Well, I gave Matt a date, and you'll see it on the website. July 8th, we will have an agenda, and it will be upstairs, and it will be open to the public, because that way it gives everybody, and we'll have an engineer there, and we'll have an agenda, and there will be a full discussion on that. That way it's in a better format, it's in a better... We messed up last week, and we somehow should have put that we were going to go into executive session. We didn't, and And that was that. So since then we've decided that we're going to have an open meeting and we will discuss that. Yes, sir.

Okay, great. And the third thing, I've read a little bit on some of the previous council minutes, meeting minutes about the building department and zoning inspections and things like that. And I was just wondering what the status is on that.

Well, we're going to talk about that here in a little bit. Everything's pretty much staying. We're still having a building department. We're still having inspections and all that is still being done.

Oh. You know, I have no kids at all in any sports. All my kids are way past being kids. But I have seen people that have come in just for ball tournaments and stuff. I've heard nothing but good things in what's been done out the whole park. Yes. I haven't even been out there. But I've heard very good things about it. It's phenomenal. Okay. We'll let that go. Just so everybody's not tired of hearing from me, I'll try to make this quick. Last month at Planning and Zoning, something was brought down from council about the lot coverage guidelines. Those, well, we put a letter together that should be in your pocket. I hope everybody's ready. You know, we spent several meetings and many, many hours of discussion on this. This wasn't something that was done fly by night. We had done comparisons with other villages. You know, we actually did quite a bit of lessening the standards of what I'd like to see. You know, In our lock coverage percentages, some communities actually count gravel, which is kind of a semi-pervious substrate, as an impermeable. We are not. Sidewalks are not counted in lock coverage. I'll just say I think the standards we put together, the guidelines are very fair. And we're very concerned about the rain we had Sunday. My shop, most of you know where my shop is. I bought that property. That was nothing but pavement. I actually put grass in there on purpose just because I want something to water the back of the soil. You know, green space is... the better off we are. This is not German Village. German Village, you won't find green space, but they've got the infrastructure to handle all the water too. So it's a little different environment. So we just feel that it's very important to keep these standards where we are, our guidelines. You know, if anybody wants to come to any of our planning zoning meetings, Please do. We'll discuss all of these things right out in front of you. Everything we do, we're trying to do for the best of the community. We don't have a separate agenda. So that is my thoughts. Anybody else want to say anything on that? Yeah, I mean, there's always a variance option.

What happened with Ricky Perkins' deal? His application didn't meet the deadline for the June meeting, so it'll be in front of Board of Zoning Appeals in July.

we'll go into village administration reports i really don't have anything i think we're going to cover everything we're that i would have to say coming up uh mr administrator the only thing i want to add to my report is just uh i did reach out to mike from abc uh the middle of last week he wanted to apologize for council for the delays in getting the tablets

He's had an unexpected amount of turnover in staff, but he's going to be redoubling his efforts, and those should be ready to go hopefully very soon.

Mr. Fiscal Officer, do you have anything to add from the meeting earlier? Nope. Mr. Solicitor?

A couple comments. Three pieces of legislation on for first reading. Brian's explained that already in finance. Second one is an ordinance to authorize a village administrator to enter into an agreement with CTL Engineering Inc. for infrastructure construction inspection services that does have emergency language. And as council has been informed, that company is available to start as, to suspend the three reading rule and adopt that ordinance on an emergency basis. And then the last piece of legislation is a resolution granting a special Baltimore Festival Committee for the Baltimore Festival. That isn't scheduled until August, so that can go to at least another reading. And then several motions are needed. The first was discussed in committee this evening, and that is to, if council desires, to provide pool passes of funds to the Foreman family for condolence purposes in an amount not exceeding $100. And then the third is a motion to go into executive session after regular business to discuss economic development issues. That will be in two phases, two sections. The first will be with special counsel And then the second part of that will be with Jim Cotugno and his business partners so that they can give a presentation to the council. Everybody at this table and those other parties that I mentioned and the other visitors can be excused. That's all I have.

And then what about, do we have to make a motion to keep everything the same with Safe Built and everything?

That's a good idea. I would add that as a fourth.

I'd just like to speak on the proposed building on Allpark and just as a resident out there, It's great, there's lots of joyous noise, but a new building, and especially a building that other municipalities don't have, is gonna mean more people are coming out that way. That's a big building. That's gonna be a tall son of a gun. What'd they say, 80 feet wide by, I forgot what the square height is, probably 20 feet.

I think you said 18. For the single store, for the double store, it might be the multi-layer.

18 feet at the gutter, so the thing's going to be 35 feet by the time you get to the building. It's a big building. There should be some consideration as to, and I'd be interested to know, where is that being placed? How visible is that to the residents around there? And then I think there also ought to be a little bit of forethought. Everyone that lives on that street, They're like, as soon as you get in there, can you please put that road in onto 158? You know, someday there's going to be an access going out that way, hopefully. Just like those guys, Jamie. Just think about where that thing goes.

Well, and we'll just listen. He's going to be doing the exploratory on it. And when we get the answers like that, obviously that'll be public information for sure. Well, I know everybody wants to roll a ball fast around here, but it's going to roll as fast as it, as we can make it go.
