Today is Wednesday, April 15th, and the time is approximately 7:02 p.m. I'd like to call to order the regular city council meeting for the city of Baldwin Park. Pastor Flores and Pastor Jackson, if you could join us for an invocation. Thank you, Mayor Proam and council and all those that are here. It's always a privilege to have an opportunity to invoke God's blessing upon our proceedings and our meetings. Um, let me read. Lord is my shepherd. We have no wants. Let us pray. Baldwin Park. We thank you, Father, for our leadership, Lord, and their desire to want to serve, honor your name, Father, we just praise you and we magnify you. You said to acknowledge you
in all of our ways, Lord, and we are acknowledging you from the city council to the police department, the fire department, every department that runs to make this city. Lord God, we can do nothing without you. That you will go before us and make the crooked places straight. So many things that are happening in our cities, Lord God. So therefore, Lord God, we thank you for your mighty hand being upon the city of Bowwin Park. We're asking you, Lord God, and putting your hands on our children, Lord God, in the school districts, Lord God. We're asking you Lord God in keeping them safe from the fentanyl and drugs and gangs and what have you that uh uh division within the home uh situation. We thank you heavenly father for reaching out into our businesses Lord God and bringing uh prosperity within our business and in our churches Lord God in the name of the Lord Jesus Christ. And so as the police department are rolling around trying to serve and protect you, protect them, Lord, that they may be able to do their job and go home to their families and ready for the next day. Father, I just thank you for giving the city council wisdom, knowledge, and understanding in what to do in these perilous times. And we're asking you to touch our president, Lord. touching him that he'll do the things that are right in thy eyesight and uh also in Israel. In the name of the Lord we pray. Amen. I do have an announcement that the city council are also members of the board of directors of the finance authority, housing authority, and municipal finance authority, which are concurrently convening with the city council this evening. And each council member is paid an additional stipen of $30 for attending the housing authority meeting and $50 for attending the finance authority meeting. We're going to move on to proclamations, accommodations, and presentations. And uh it's my honor to uh recognize uh National Library Week uh this week. And we are going to ask I'd like to ask if our library manager, Miss Irma Morales, and our you our new youth um librarian can join us up here for the library um here serving Baldwin Park for the Los Angeles County. Thank you. It's my honor to be recognizing um our librarians here in the Balden Park uh library for the LA County Libraries for National Library Week, April 19th to 25th uh 2026. Whereas the origins of the National Library Week stretch back to the mid 1950s when the American Library Association and the American Book Publishers grew concerned about declining reading rates in the United States. In 1954, a nonprofit committee was formed called the National Book Committee. And whereas National Library Week is an annual celebration held across the United States organized by the American Library Association. This year it runs from Sunday, April 19th to Saturday, April 25th with the theme, find your joy at the library. And whereas this is a week-long observance that spotlights the value of libraries and the professionals who run them, it encourages people of all ages to visit their local library, explore its resources, and advocate for continued public funding. And whereas public libraries in the United States provide far more than just books, free internet access, job search assistance, children's literacy programs, digital skills training, and various events for the communities. National Library Week reminds policymakers that sustained investment in libraries is an investment in education, equity, and economic opportunity. And whereas the city of Baldwin Park presents this proclamation to Miss Irma Morales, our library community manager for the Baldwin Park Library. We recognize her and her colleagues um for their commitment and leadership to the Los Angeles County Library and we thank them for attending the city council meetings and providing
us updates on upcoming events and services in our community. Now therefore uh our mayor Daniel Deamian of the city of Baldwin Park along with myself, Mayor Prom Gene Amayala, our council members Alejandra Aila, Emanuel J. Estrada, Manuel Losano, city clerk Christopher Science, and city treasurer Joanna Valenuela do hereby proclaim April 19th to 25th, 2026 as National Library Week in the city of Baldwin Park. And we encourage all our residents, community members, and educators to observe this week by visiting the library and taking part in the programs and activities that they have scheduled. So, thank you so much.
Thank you. Thank you, um, Mayor Prom. Um Ayala um I wanted to talk about National Library Week and it's a celebration highlighting the valuable roles libraries, librarians and library workers play in transforming lives and strengthening our communities. It's sponsored by the American Library Association and has been observed um since 1958. As you may know um Bowman Park Library has been there in that location since 1969. And so the library is a strong force in our community. And if um folks don't think maybe people don't come to the library, our gate counts are such that in January we had 5,576 people come to the library. February was 5,540 and March was 5,899. So there was a week in March when we had the um heat wave that there was almost 300 people for about three or four days that came to the library. So, the libraries are important and thank you for this uh for this proclamation.
Yep. I also like to introduce our new youth services librarian. Her name is Amy Hennan. Amy,
thank you very much. Very nice to meet you all. And I'm I'm here to um do my best to um help the community. And I'm I'm already falling in love with everyone. Thank you. Oh, Thank you. And and and as they leave the dis, I just want to um personally I want to thank them because um I have great respect for librarians. I have a an older sibling who actually serves in a a neighboring county uh as a principal librarian. So, I know the importance of what what what libraries do and the services that they promote for our community and our students um as a whole. So, I want to thank you again for doing that. Moving on, we are going to go to uh public communications. So, I would like to know I'd like to open it up. So, city clerk, if there's anyone looking to speak.
Yes, Mayor Prom. I have first speaker card is from Irma Morales uh with the LA County Library. Thank you again. Um so I wanted to tell you some about some of the upcoming programs um for children. We're going to have a Dia de los Nino bilingual story time on Saturday, April 25th from 3 to 4. And for teens, we're having a build a book bridge program on Friday, April the 17th. They'll learn about architecture and then build their own bridge. Um we have our teen advisory board that Amy has really um gotten a lot of teens to become part of our teen advisory board. That's Wednesday, April 22nd um from 4:30 to 5:30. and Amy has started a Teen Fridays program on Friday, April 24th from 4:30 to 5:30. We also have our summer teen volunteer opportunities opening up. Applications will open on Tuesday, April 28th through Saturday, May the 16th. And uh teen volunteers from the ages of 14 to 17 will assist with our 2026 summer discovery program. So applications for teen volunteer programs will start being available on a April 28th. And we do have our senior cafe that's on um actually this is our Friday, May the 22nd program. Um, but last I wanted to tell you about our learn basic tech program through the delete the divide and they have a May the 5th and May the 6th um workshop that will help um teach community members about basic information about cyber security, the internet and um how to use their phone
and about websites. Um, also we have baby story time continues through April 24th and our baby story time is from 10:30 to 11:00 on um, Fridays. So, thank you for your time. Thank you. Thank you, Miss Irma. Thank you, Amy.

Um, first and foremost, I'd like to start off by thanking the Balden Park City Council and especially council man council member Emanuel Estrada um for the nomination of naming the future park after original land stewards of this land. I am Gregory Galassie. I'm a member of the Sanger Band of Mission Indians, Gabriel Tongva. Um on behalf of the Sangerville Band of Mission Indians, I would just like to say how much we all appreciate the recognition that Balden Park is putting forth for us. Having the park named Tongva Park will help us not only preserve our culture but also aid and continues in our education and our visibility that we are still here. Equashim, thank you so much.

Um, seeing that there's no more cards, if there's anybody in the audience that possibly didn't fill out a speaker card, but would like to address the council, this is your time. John Rios. Uh, I was reading up on the law in the city for street vendors. I got a copy of it and there's no section of it that has a special a special permit. So I don't know why we're looking trying to change it if that law is is already in the city. It's something that we've got I don't know since when it's been there. I know Manuel does, but uh I don't know what what we're playing around with it, you know, but to other issues. I hope everybody had a good Easter. I did. I had 10 cops 7 a little past 7 o'clock in the morning went to my house because somebody called up that there was a homeless person in in in my property. There was a young girl right there. The
reason she was there was because people get her. She she's in drugs and everything, but they get her and then they use her. And you know what I mean about using her, you know, they get her tie and everything and uh give me $20, you know, you can do whatever you want. You know, the cops were doing their job. The only problem I had was that they had their guns out. What happened a year and a half ago in October that I had maybe 30, 40 people in front of my house. They busted my fans and everything or was the cops. I called 911. They finally told me, "Don't be calling this number." So, I I was a little upset about it. But like I told them when they were leaving Sunday morning, I told them, "You guys were doing your job. Don't worry about it. The only bad part of it is that I was in my underwear and they told me to come out." And 90% of the time I don't sleep with nothing on. So they were lucky that I had my underwear. So, you know, it's embarrassing because the neighbors ask you what the hell happened. You know, it it's if somebody from outside can call up and say, "Well, you know, that's a homeless person right there." Come on, give me a break. Thank you.

Uh first of all, I would like to thank the police department for all the reports that I have uh been issued and uh the reaction to uh the calls I made and in regards to illegal parking, homeless and um trash uh piled up, you know. Um they did a very good job. I don't have any problem with uh with me and everything is working well. Um, in regards to the Fraser Street, there was um a series of furnitureures piled up and uh left there. I called Carlos, but um nothing happened. And uh I would like to know who is in charge to move this uh um abandoned stuff there. You know, uh I'm trying to repeat myself. I I call and report this over and over and over again and nothing happens. Um um in regards to the people um removing the signs from the freeway, I've been doing this and they say, "Well, these people pay taxes." That's a lie. They don't pay taxes, you know. I remove them. And there's also an issue with a stolen bicycle or something. Uh who's in charge of another issue is who's in charge of the burn uh lights. Um I don't know. I would like to know so that I can call that person and report the issues with burn lights. Um, and there's another thing I um on
Pacific and Maine, you know, the traffic is getting worse and worse. It's too much traffic. It used to be better the way it was. So, um, that's something for you to consider. Thanks.

Good afternoon. My name is Gabriel Velasquez. I've been here for over 20 years. Um, I like it here. It's a beautiful city. Um, and I'm here to report that as a working man that I am, I have a truck in a trailer and um, apparently someone has reported that my truck is just parked there without being used. That is not true. I use my truck, my truck is in good working conditions and uh, um, I have to park it somewhere else. A few years ago, I put it somewhere else because of the same situation and I couldn't park it in at my home and I I they vandalized it and nowadays I have to do the same thing. I have to take it somewhere else. Why do I have to take it somewhere else if I have if I can park it in front of or by my house? I don't know what the problem is. Um I could sell drugs like other people do. there will be no problem you know but I want I'm an honest man I want to try to make a decent living and I bought my truck and I brought my uh tools so that I can make an honest living you know uh some time ago same problem occurred you know and I um had to spend so much money fixing it and also they stole two catalytic converters on two different occasions which cost me $2,000 each time you know to repair Uh another issue it's there are areas that are very dark and um this um creates a problem because on one occasion at 4:00 a.m. in the morning I tried to step I stepped outside of my house because it was dark. Some people were they were stealing something from someone and uh they were they they were armed. They had a gun in their hands. That's all I have. Thank you.

Um, and I don't know if any of my colleagues would like to, but first of all, um, Velasquez. Um, I I would appreciate um, Okina, if we can have one of your staff meet with Mr. Velasquez regarding his issues. Um, and and if we can have um, public works if we could take a look at their lighting on his street of Rexwood. Viva like the Rexwood. Senior Velasquez clerk. So if if you two could meet with him regarding the lighting uh in his neighborhood and then also Okina regarding his issues about his vehicle and and parking and all of that kind of thing. Um I want to thank everybody for coming to speak and address uh us with your issues. I really appreciate it. I don't know if any other colleagues have any comments regarding uh public input.
Yeah, just u Mayor Pelum just want to also address we could look into u as Mr. Rios mentioned the uh the code enforcement with references to vendors because that is an issue something that we need to look at. Maybe we could um uh bring bring the bring whatever whatever ordinance uh is intact at this point for so that the council members can review. Yeah. Uh first of all I want to extend and congrat uh give uh kudos to my council colleague uh uh Estrada uh for making uh and proposing the actual name of an indigenous uh group of the of of of this part. I as a cho and as an indigenous person obviously we know these are our people and our history was erased throughout the western hemisphere and that's the unfortunate occasion. Now let me just say something and it's amazing. If you come from Europe and you're white, you're white. You look as an American. When it comes to dark brown people like myself, there's about five different definitions that they define us. And that's the unfortunate part. But I think or I I I do see that there is a lot of movement towards recognizing the history that was erased from the history books that relates to every one of us. We're all Americans and we're one one country together. Unity. But don't forget uh don't not forget those that have been erased. But I I am seeing a resurgence of that uh in in the local colleges as well because it's important to be able to recognize the indigenous people uh that were that were here prior prior to what came from Europe. So just want to just want to share that as well. So uh thank thank you very much brother for that and we look forward uh to the actual um day when we uh um um recognize the park opening. Thank you.

Yes. Uh, chair, thank you. Um, I just echoing council member Lozano's comments. I mean, this is a very very important um item. I I feel that it's important to make sure that we recognize uh that this land is Tongva, that this land is indigenous, recognizing our history, uh, and making sure that history continues to live. Uh I mean just in just in the last you know one or two years alone we've seen you know how much history can be tried to change or how how narratives can be tried to change around you know the the past and it's so important to uplift our communities make sure that everybody feels included in our in our in our city and just as I said making sure that history uh is um here and you know I I echo the idea that we're you know we're excited to see this uh to see the the the day come of this park come to fruition. And of course that day is a little in the in the in the future. Um, but the idea is the is the same as with any other park that we've uh that's uh been in the works in the in the past that we are trying to name it before we build it so that when we build it, we can uh include uh any any sort of uh symbols and and history into the park so that when we visit Tongva Park, we can learn about the Tongva and we can learn about why it's named Tumba Park and and uh have that park be more than just a park be a place of his historical preservation. So, thank you uh council. Thank you. Thank you, Council Member Estrada. Um, I have a a couple of comments. I I I agree with my colleagues. I want to echo uh their support. Um, I do have a couple of questions, though. Um, and I don't know if it would be for um, Maria Moreno or for our CEO in terms of the nomination process just to be totally transparent. Um, can you explain maybe a CEO the process of it? Um, was there a time frame? was were people aware that this naming of a park would be available to others? I'm
just wondering that process
in terms of a of the process, we should have it posted online. It is called City of Baltimore Park citywide naming po policy. And it is online. Any facility can be named or re renamed in regards to this facility in particular. Uh, Council Member Estrada submitted this name uh several months ago and uh we were moving a little bit a little slow on it because we hadn't received any grants to design the park, but we received funds to design the park. So, we thought it would be a perfect opportunity to submit the staff report for city's council's consideration. So, if anyone's out there and they have any ideas of naming anything, there is a process, there is a policy and they could go ahead and re review that and submit it to the CEO's office and ultimately I will submit it to the city council for their consideration.
Okay. So, I guess my I guess my question stems from um was it was it like publicly made known that somebody could name this park? I mean, I know we're kind of privy to what's kind of coming into the pipeline. So, I guess it's to be totally transparent, although, you know, I'm totally in favor of of the way we're moving, but I think that for our community, um, did they were they given that opportunity to know that they too could have nominated or, you know, that there was this process? I know it's out there on the website and all of that.
Yes. at a full trans transparency. No, we uh had just purchased the parcel about a year a year ago and uh we received a grant to design the park. So now we're we're moving forward. So, in the future, we can uh I've seen other cities uh put out on social media or on their website uh for ideas to name a specific project, dog, dog park, park park, and and so on. But the process that that we uh implemented this evening is consistent with the dog park name that we that we named our dog park, Baldwin Bark Park. I believe that is the appropriate name and it's a tongue a tongue twister and we've named other facilities over the years but it is uh con consistent but if it's council's desire to inform the community we could definitely implement that.
Okay. I just I just think, you know, just to be totally transparent to the community on how it's happening um you know might be wellreceived. But um if there's no other uh communication or questions, then I will make a a motion to to accept number six, the nomination to rename Penta Avenue Park as Tanga Park. I'll second. Roll call. Yes. Because we need to celebrate, you know, our community. So, I appreciate that and I appreciate you being here. Uh we're going to move forward to our public hearing. Um we have a public hearing and I will read by title. Correct, city attorney. I'm going to read it by title. Uh the first reading and introduction of ordinance number 1525 that amends chapter 153 part 11 of the Baldwin Park Municipal Code relating to accessory dwelling units and junior accessory dwelling units in response to changes in state law amending in its entirety chapter 153 section 153.135 relating to objective design standards and finding the action to be statutoily exempt from SQUA under sections 2110801.17 of the public resources code. Um, and at this moment I will open public hearing if anyone is wishing to speak in favor or in opposition to this item. Now is your time.

Yeah, have the staff report first and then the comments if you could. Do you want me to stop to do that? If you could. Okay, let's stop. Okay, awesome. There's Thank you very Thank you. you pretty much summarized all of the entire ordinance, but uh we have uh our associate planner, Jesus, that will give you a little bit background and detail of that.
Thank you so much. Uh good evening, honorable mayor prom and members of the city council. Before you tonight is a proposed ordinance to revise chapter 153, part 11 of the municipal code, otherwise referred to as the city's ADU ordinance, um, as it relates to accessory dwelling units and junior accessory dwelling units in response to changes in state law. Uh, next slide. Thank you. Um, as the council may recall, this item was originally brought to the council for review and consideration last year as a follow-up to an urgency ordinance intending to revise sections of the city's ADU ordinance uh to comply with new state laws. After the item was considered before the planning commission back in February of last year, the item was scheduled for consideration before the city council on the April 2nd council meeting date. Um, however, the item was pulled for continued discussion upon receipt of public comments which had requested for further review of the noted changes in the city's ADU ordinance. Uh, city staff then elected to come back to the city council with the revised version of the draft ordinance that addresses the comments provided, which is the ordinance before you all tonight. Next slide, please. Since that time, there have been multiple state bills that directly or indirectly relate to the construction of ADUs or JADUs within the state of California. Um, and the ordinance brought before the council tonight has been revised to address these changes. Staff would like to note for the council's consideration that the city has been in continued conversation with both our legal council Jones Mayor and the California Housing and Community Development Department or HCD for short uh in drafting the ordinance presented tonight for the council's consideration. This was done to ensure that the language noted in the ADU ordinance is in line with state ADU law. Next slide, please. Shown on this slide are summaries of the changes to state ADU law that staff
would like to highlight for the council. Uh for your information, uh starting from top down, AB2521 and SB897 allow for more lenient height requirements and also allow for ADUs to be located in the front yard in extreme circumstances. AB 2533 makes it easier to legalize unpermitted ADUs and JDUs. SB1211 increased the number of ADUs that can be placed on a multif family lot, though it only applies to lots with existing multif family developments. AB1154 limits the owner occupancy requirement for JDUs when said units have independent bathrooms and amenities from the main home. Lastly, SB543 revises language regarding the processing and timing of ADU and JDU reviews such as limiting the review to determine application completeness uh to 15 days from date of submittal. And this is just a very quick hits um summary. There are other um changes that are also noted in the staff report and in the ordinance. Next slide, please. And while the main purpose of the ordinance update is to comply with changes to state ADU law, city staff also took the opportunity to improve upon the existing ADU ordinance in three specific instances. First, it is proposed to grant a taller height allowance than the the minimum set by the state for attached ADUs uh as it's only 25 uh ft or to the height of the house whichever is lower. It is proposed to allow the attached ADU to match the height of the house to allow for a streamlined design that is consistent with the existing architecture. Second, state AD ADU law allows for a series of parking requirements for ADUs provided that they are located on a lot uh more than 1 half a mile from transit. Staff is proposing to eliminate the parking standards for ADUs because there are no lots within the city of Baldwin
Park that are located more than half a mile in some form of of public transit. So that's our local bus stops, the metro link, um, etc. So the proposed changes are bringing the code in line with current practice and avoiding ambiguity. Lastly, state law allows for replacement parking for Jedus when they are created through the garage conversion, but is proposed to eliminate this requirement. The cost associated with replace replacing the parking negates the savings gained by doing a conversion versus new construction. So the requirement is a barrier to JADU development specifically. Staff would also like to bring to the council's attention that the recommended ED edits presented before you tonight is identical to what was considered for approval last year and also aligns with the language that was included in the urgency ordinance that the council approved in November of 2024. Next slide, please. Um for notices of public hearing uh for this item were published in the noal newspaper on April 2nd, 2026. To date, only one written comment was received regarding this item which expressed support of the proposed changes before the council tonight. This comment was received from the California Housing Defense Fund, whom had initially provided the comments requesting further review of the previous ordinance. A copy of this comment has been enclosed with the staff report as attachment number three for the council's records. Additionally, staff would like to point out that pursuant to California Public Resources Code 211080.17, the adoption of the proposed ADU ordinance is exempt from the provisions of SQA as it implements section 66310 of the government code, otherwise referred to as state ADU law. Last slide, please. In summary, staff does recommend that the city council introduce by first reading ordinance number 1525 amending
the city's ADU ordinance. City staff are available for any questions or comments. Thank you for your time. Thank you. Thank you. Um, does anyone have any questions? Yes. I I uh mayor I just want I just want to say that I'm excited about this, Mr. Kino and all the executive staff uh along with the council members because eventually we'll be able to introduce those those uh options of uh ADUs that will be available for our residents where they're ready to be um started. Sorry, I have a comment. That's okay. Um, just want to emphasize I think it's a um I mean we're really ahead of the curve compared to a lot of cities. I know the I think county just started their process as well. Um and I know that there's uh still a lot of information. I mean it's a very complicated issue but is one to really take with a lot of concern. Just um just really keeping in mind that we have you know a basin under us, right? We live on top of the San Valley Basin uh and protecting our water. It's a it's incredibly incredibly important because that is a resource that we cannot uh risk. I we've seen the uh I think we've seen some of the the dangers of when we misuse water not take care of it and I think uh you know the landfills a a pretty big um example of that. So a uh very important item to take on. So thanks to uh so I just want to thank you to staff and of course our legal for getting on this pretty quickly.

So, for some reason, a lot of complaints from that. I'm one of them as well. So, I know that light sees me or something or my car and it just doesn't go green. It's it's a left arrow. I appreciate everything and I want to thank um a little shout out to Recreation Community Service for the wonderful spring event that we had at uh Morgan Park. I really enjoyed it. Um uh we do have some suggestions I think to address our our um especially our toddler egg hunt area. The teacher and me is has been working and thinking about it. So, I think we have a good plan in our mind, but I just want to thank you, Maria, and your staff as always um for doing what you're doing. I want to thank staff for um doing what you do every day to to take care of our community, our city. I appreciate public works doing all of that great stuff out there with the streets and the curbs and and all of that. And I and I wish that um we can get more done, but I appreciate what is getting done. And I appreciate also um community enhancement uh making an effort to really you know go after those um certain violators in our community. So I really appreciate it. Yeah. I just want to thank the council and the city for recognizing, uh, the Baltimore Park Library, library week, and Irma Morelas. Um, I, uh, my my daughter, I think I may have mentioned my daughter visits the library every week on every every Friday for the kids library. Um, the what did she call it? Like I think it's like toddler reading day. Um, and so I'm deeply appreciative. I also went to um a diary, they had a diary of a wimpy kid uh drawing events where every kid in attendance went home with a diary of a wimpy kid book. Um so like we and actually in fact it was on Valentine's Day and after a tiring day at the grand opening of the um Walnut Creek or the the Balden Park Greenway Trail, we went over uh to to the to the event. Um but also she hasn't shared but I als I do want to share that on uh Sunday May 31st which I'm sure well it might be a busy day but Sunday May 31st from 2 to 4 uh George Teay will have in East LA will be having a uh book signing and they are doing an entire the Baltimore li well the entire LA county library system is doing a one book one coast um centered around Jay's they called us enemy book. It's actually available um free for digital rental. There's like a limited cop like I think it's this unprecedented like investment in our community that and and maybe council member Estrada might have more more insight on it but they have made unlimited digital copies available so that everybody can read it. And if you want to go in person on May 31st from 2:00 to 4:00 p.m. they'll actually have like a book club where he will be present talking about his book and doing a book signing. So um pretty incredible things that our LA County Library is doing and uh really grateful for Irma and the entire staff for everything they

Yes. Sorry, I I wanted to add to um you know, uh city cler kind of invoked me, so I just wanted to add to it, but um I think there is some more information on the uh one book, one coast. So, I do serve as our as a county commissioner for the LA for the LA County Library. So, um I'll kind of dig through my emails and whatever information I'll make sure I'll send with to staff and all of you so that we can uh you know, if you're interested in them. But I do I would echo as well that the LA County Library System does an immense amount of work and I've uh you know as being on the commissions and seeing their presentations and know it's it's a lot of work that they do, right? They've gone beyond books. They they're helping with um you know when the heat strikes they they do cooling centers. They've you know some some libraries are um you know they're offering all sorts of rentals. They're allowing people to have access to tools and all sorts of gadgets that that can really help them experience all sorts of stuff, not just reading. they do do a lot of work and then the county uh you know we should be you know very very grateful to the county that is a u heavily subsidized programming but it's ultimately a very very important investment in our communities
right I completely agree with you also sorry mayor proam if I may add I would be remiss if I didn't acknowledge the fact that um uh that the city council has uh accepted the nomination to name the park Tongva Park um so it's uh I think It's an incredible thing uh that it's an incredible step in the right direction and so I just want to convey my uh comments of appreciation to the entire council.
