That's right. Thank you so much, Mayor. We have a significant recognition to get to here tonight for six Aurora residents who made history on the international level. Team Timeless, which features five seventh graders and one third grader from Indian Prairie School District 204, competed at the WPI annual FLL event in Massachusetts, which is part of the first LEGO League open competition circuit. Out of 108 elite teams representing 44 states and international countries, Team Timeless earned the prestigious Champion's Finalist Award, finishing as the tournament's runner-up. Give it up for Team Timeless here in War Rock! The team's journey began with over 510 teams across Illinois. They advanced through the qualifiers and sectionals as the first-place champions, placed fourth overall in the Illinois State Championship, and then received the invite to represent Illinois on the international stage. What an amazing achievement from Team Timeless right here in the ball. Deserved a second round of applause. We're going to invite up members of Team Timeless right now. They're going to join Mayor Lash up front for a special recognition. Any of our older people who represent District 204, please come on down as well for the photos.

Okay, yeah, good evening, Mayor Lesh, members of the City Council, and everyone here tonight. On behalf of our team, thank you for this incredible honor. We're truly grateful to be recognized by our city and our community. This season's theme focused on archeology, and we chose to solve a real challenge faced by archeologists. We developed an innovative app to help identify artifacts more quickly and accurately, making the process easier for archeologists, museums, and researchers around the world. Seeing our project displayed at the Elgin Public Museum and receiving positive feedback from professors at Aurora University and the University of Illinois has been an amazing experience. It showed us that our hard work, creativity, and teamwork can help solve real-world problems and make a positive difference in our community. This recognition inspires us to keep learning, asking questions, and using STEM to combat real-world problems that can make a positive impact in our community and beyond. We would also like to thank our coaches, mentors, Fox Valley Robotics, our families, and everyone who has encouraged and supported us throughout this journey. Thanks again for this wonderful recognition. It's an honor to represent our community, and we will be working hard to make you guys proud.

A couple of other news and notes before we finish up the mayor's report tonight. Just a reminder that the city of Aurora's special census has now begun across portions of the city. Residents who live in the special census area have already received a letter with a unique 12-digit code. That 12-digit code is your entry ticket to completing the 2026 special census. We'll take a quick look at what CBS and Fox had to say about Aurora's special census.

In the city of Aurora, being asked to fill out census forms again. There's a special census because the 2020 census found the city lost about 17,000 people. The city doesn't believe that's correct. The loss led to Aurora losing more than $4 million per year in government funding, which could have gone to road maintenance, public safety, community services, and more. If you get that census survey, know it is confidential, and there are no questions about citizenship status.

What happened? It looks like there was a miscalculation or a miscount when it came to the city of Aurora.

Sure. Well, a lot of municipalities struggle to get counted accurately, as the U.S. Census Bureau did in 2020 because of COVID. A lot of people were not opening their doors. It made it more challenging for the Bureau to make their counts. The city of Aurora fell 17,000 people short, which is costing us $4.3 million each and every year that we go without an accurate count. So you hit the nail on the head when you said these are the numbers that not only determine our budget, but they also determine how many police we need, how many fire we need. When we are working on doing our strategic plan, we use that census number to rationalize our decision-making and plan for the future.

So just a good reminder to be sure to fill out the census as soon as possible. If you want to see and look up if your address is in the area of the special census, you could do so at www.aurora.il.us slash special census. The map's on the screen there. It's portions of all 10 of Aurora's wards. The website also has tons of information on what the special census is, some FAQs and things that you could do to be a part of this amazing initiative here in Aurora. And finally, just a reminder that next Tuesday night is National Night Out here in the city of Aurora. 24 events taking place all throughout the city. There's going to be an early committee of the whole meeting at 2 p.m. that day. So if you plan to come to the meeting, come out at 2 p.m. The communications, marketing, and special events department is going to be doing a live stream on Facebook and YouTube, trying to hit up every different event that's taking place. So it's really going to be a fun night, and we hope to see all of you out in Aurora, across the community, for a national night out. Thank you so much, Mayor.

Thanks, John. And another quick update on the census. You heard John say the mailings went out Thursday. They hit mailboxes as early as Saturday, Monday, and today. And we got back that 4% have already self-reported. So as you talk to people throughout the community and they get a mailer, just remind them not to throw it in the junk. They got three more mailings coming in which our city employees will be knocking on the doors and turning people out. A lot in Ward 2, there's a heavy focus in Ward 2. And after that, the Census Bureau will be taken over on August 24. Moving to that wraps up the mayor's report, we're going to do some mayoral appointments real quick. Thank you. I have a lot to say and not a lot of time to say it, right? I just want to say to those who were in favor of the ethics ordinance, thank you from the bottom of my heart. Thank you. And those that were against the ordinance, I will be supporting any candidate against you. And especially Mrs. Biden, you're the representative of my district. I'm sorry that you're representing business and not me, right? So I just wanna talk about the general dishonesty here on council, right? So I wanna start with Alderman Nunes, right? You were conflating two separate groups of people, right? First one is covered persons under the Illinois Governmental Ethics Act, and the second group is city employees under the Illinois Personnel Review Act. These are two separate groups of people and you're trying to conflate the two, right? And it's just incredibly dishonest. And the Illinois Governmental Ethics Act already makes those economic disclosures open to the public. So stop trying to claim it's about anonymity when the act already makes it not anonymous, right? Second is Alda Woman Smith, right? You're complaining that the bill makes you feel like crooks, right? Welcome to city council if everyone already thinks you're crooks already. Maybe this job is not for you, right? Following this, you're also complaining that there could be potential campaign finance violations, right? First, how to solve this. Follow the law, right? This wouldn't have happened if you followed the law. The bill could be, the bill is already easy to read as is. There's not a lot of room for interpretation. And three, this wouldn't have happened if you just got money, small dollar donations from the business community rather, no, from your average everyday voter and not the business community. You won't be having these problems. And now I want to go on to Alderman Franco, right? And I just want to say you're also really dishonest here because you contradict yourself within minutes of yourself. You contradicted yourself by saying that you want to match the city doing business $50,000, right? Because you want to be in Atlanta, Illinois. That's a perfectly okay reason, right? But you're also dishonest because you then say five minutes later, why couldn't it be 20,000? Why can't it be 30,000? Why can't it be 50,000? You just gave a perfectly good reason five minutes ago. And I do have to say, too, you also said, quote, the business community does not want to support someone who disparages capitalism. What does disparage capitalism even mean, right? and i must also say too is that this is how corruption in america really works it's not quid pro quo it's not other small things it's they vote for people that generally support the interest right and you illustrated that perfectly from a first-hand account right and now unfortunately all the women made i'm really disappointed you'd rather represent business than me and the taxpayers and the citizens of aurora and your ethics ordinance which you voted against despite amending it would basically say um In plain English, you are preventing foxes from disclosing that they're foxes when opening the hen house, before guarding the hen house, right? And worst of all, those who were in favor of the ethics ordinance. You didn't go far enough. You didn't go far enough. Thank you for your time. Thank you. This concludes your three minutes. Thank you. I was here last week and I'm here again. I wanted to read a verbatim email that was sent to me from Ryan Dowd from the Hesed House. He says that he don't agree with everything that I'm upset about, but he does agree with much of it. He says that I can make my choices, but if I move forward declaring war on the landlord in the Hesed House, Here is most likely what's going to happen. The landlord, yes, I can punish the landlord. He'll have a few months that are a pain in the butt, and he'll lose some money that he couldn't surely afford to lose. In the end, though, he'll sell his home and move on. As for the Hesed House, he said, I can punish the Hesed House, too. He said, I can embarrass them and make them look bad. It might even cost them some donations and some volunteers. It will definitely cost him some time in damage control. But in the end, they too will move on. He says, as for me and my children, he says I might be able to stall things for a while. I might even be able to live rent free for a few months while an eviction and any other counterclaims work their way through court. At some point, though, I will have to leave the house. And when I do, I won't have an IDA voucher anymore that is covering over $40,000 per year for my rent. Without the voucher, I won't be able to find anywhere else that I can afford. I won't be able to get an AHA unit for years. at all you and your children will be homeless and the path to housing you will be very long he's then further tells me this is not a threat this is a warning of someone that I have known and cared about for decades and don't want to see it end badly for me and my children he remembers when my children were children He remembers when my grandchildren were born. He says, Brenda, there is nothing that he can do to change the past, but move forward with the future. But he can't help me if I won't talk to him. Also, I had, Karen sent a message to Garish verbatim. Can you put a heater by the washing machine? Because the washing machine pipes was frozen. Karen, with all due respect, we have other tenants that need the attention. We will fix the washer as soon as possible. Please be patient and find a workaround. This had been two weeks. So I sent him an email and said, I'm requesting reasonable accommodations due to me being disabled. I'm not able to go to a laundromat. due to my disability. My washing machine hasn't worked since the 19th of January, and on this coming Monday, it will be two weeks when I put in the work order. You have technically 14 days to fix the problem when somebody puts in a work order. I need the washing machine back in working order as soon as possible, please. Gurish screenshotted my message, sent it in a group text that my son was in to Neil, saying, please talk to Brenda, that I have just crossed my line, and they are trying their best to accommodate me with my request. And that that was what I was texting him. And so I'm here again today to speak on Rodney Kapoor being my landlord at 900 Spruce Street, and the nonprofit placing me there, and she says directly, on the board of the nonprofit that placed me there, which is a huge conflict of interest.

Good evening, Mayor and Council and everybody here. It's good to be back and for those that may not remember me, my name is Alexis Gordon and I'm the founder of Mini Markets Children's Business Fair and Talent Show here in Aurora. This is my third time standing before you and every time I come back, it's because I believe wholeheartedly in what I'm doing for these children and what I'm bringing here to Aurora. Before I say anything else, I would like to thank Alderman at Large Will White, Alderman Edward Bug, and Youth Director Simon Rodriguez for coming out and supporting Mini Markets Children's Business Fair, our very first event held on July 11th. When I first stood before you, I came here with an idea, and today I stand here with proof. On July 11th, we hosted our very first Mini Markets Children's Business Fair and Talent Showcase. Our goal was to celebrate 25 youth businesses with a ribbon-cutting ceremony, and we exceeded that by cutting 32 ribbons for youth businesses between ages 5 and 18 years old. I watched those kids that were nervous, that didn't want to speak in the beginning of the day leave with confidence that they didn't have that morning. I watched parents smile with pride as their children made their very first sales. I watched the community rally and come around and celebrate these kids and support these kids and shop and make sure that they felt like the city supported them. That impact reached beyond the event itself. Mini Markets was actually featured on ABC News, CBS, and NBC. And just this morning, one of our Mini Market participants was live on CBS News cooking her pancakes, showcasing her business, and letting the world know who she is. Those opportunities are some that many adults don't get in being a small business. So this is why I keep coming back. This is bigger than just the Children's Business Fair. We're building confidence. We're teaching leadership, financial literacy, public speaking, and entrepreneurship. We're creating opportunities that can change the direction and the trajectory of a lot of children's lives. As we prepare for our next Mini Markets event on September 19th, I'm asking for your continued partnership. I've emailed each of you a digital copy of our flyer for our September 19th Mini Markets event, as well as a sponsorship package that includes sponsorship opportunities and several ways that you can help us continue to grow this event here in Aurora. I continue to encourage you to take a few moments to review it and consider how you and your department and your ward can support this organization. I'm asking for your help in promoting our September 19th event on the city's social media page, platforms as soon as possible. The earlier we can reach these families, the more time we give them to register and ample time for these parents to prepare their kids for their business launch. When one child succeeds, our entire community succeeds. Every ribbon we cut represents a confidence gained, a family encouraged, and a future that looks a little brighter. Okay. I live in Alderman Dario's Ward, and I'm standing here before you tonight to address severe infrastructure failure that occurred in our community on July 4th and demand accountability for the resulting property damage that the residents are being forced to pay out of pocket. during the heavy rains of the fourth of july our neighborhood experienced catastrophic flooding this was not unpreventable natural disaster it was a direct result of severely blocked and improperly maintained city culvert because the city failed to keep to keep this vital drainage infrastructure clear of debris, storm water backed up, rapidly transforming our streets into rivers and submerging our vehicles. My car sustained severe, costly flood damage and ultimately was totaled by my insurance, as also happened to the 30 other cars that were located in the garage. Due to this municipal maintenance failure, like any responsible citizen, I spent the last two weeks doing the heavy lifting to gather the required evidence. I took photographic proof of the black culvert and I packaged it all together. I have it on my phone today. on the 24th i hand delivered a comprehensive claim packet to the city's legal department and to alderman barrio's office ironically at that time i was hand delivering these packets i received a notification from 3-1-1 it said and i quote after investigation by our public works department water and sewer division and risk manager it was found that our sewer water that our water and sewer systems were functioning as designed during the storm of 72 through the fourth and there was no malfunctioning the city's system found to exist because the damage was sustained by an act of god risk management is determined that your claim relates to god therefore we're denying your claim as a footnote to that Somebody wrote in there, we suggest that you create an act of God claim with your home insurance damage for the sustained event during the storm. request your request will be changed to close thank you there was no claims person named on the notification that I got there was no correspondence number the claim number is six one two two nine seven eight and it's a deeply troubling pattern that's submerging rather than taking responsibility for failing to maintain the basic stormwater infrastructure the city is attempting to dodge liability
