Let the record reflect. Mr Calhoun is absent this evening. All other council members are present. And Pastor Brown, would you like to start us off this evening?

That's right. Heavenly Father, we give you thanks for another day. Father, we're so grateful for all the blessings that we enjoy. Thank you for our country and freedom that we have. And just as you continue to watch over us as a nation, and specifically watch over us as a community. And Father, as we are looking forward to your festival coming up here in a couple weekends, we just pray that you my grant is good weather and they can keep everybody safe, bring a lot of vendors, let it be a real successful year. As for wisdom and guidance for the council tonight, as they conduct their meeting, I pray it all in Jesus' name.

Amen. Thank you. Okay, we'll begin with approval of prior meeting minutes. We've got minutes from our August 24th meeting.

Thank you. Let's start with the water utilities, daily rounds, testing, monitoring, and recording of all water usage. The production of our wells so far for the month of September, 719,550. Our daily usage average for September so far is 55,350. The August MRO report for water has been completed and submitted to IDEM. Total coliform, Bactives and were collected for the month of September and they came back absent, great news. The kitchen area down at the shop is all put back together and ready to use for the festival and everything. Stove's hooked up, fridge is hooked up, ice maker's hooked up. Everything's put back except the two cabinets we tore out because of issues and problems. The water audit. Oh, Jennifer and I collected all the paperwork and Had the alliance come up and we actually got the 2025 water audit done. Good thing. They're usually very difficult to do. We had. The alliance come out also and verify it. So we have our certification papers on it and everything for the month. Or for the year of 2025. It's a good thing. McAllister, when they came out to check a generator and everything, the guy wrote up a service agreement. I showed it to everybody last meeting, and Murray and Fred weren't here. They wrote up a service plan, and last time he wrote it up, he didn't have all the... All the things that they check, the fuel filters, the gears, whatever, you know, the pumps, you know, everything for the generator. He gave us a round thing. The engine is kind of running a little rough when it's sitting there running, when it kicks on. Every Wednesday at 9 a.m. is when it kicks on. And you can hear the idle kind of . I don't know what's really causing that. I'm not a diesel mechanic, but probably wouldn't be a bad idea to have them look at it, but that's up to you guys, not me. Tim was asking about everything that they were gonna inspect and check for that. I forgot how much it was. I think the total was like 1500 or 1132. is that a month or is that the service for the annual service for the year? Yes.

Oh, so they do this stuff once a year.

Are they on call at all or do it since we would have a contract with them? Do we get. Then to come out and fix something without having to pay.

No service call, they'll check everything that's on that list. So I think on the 3rd page here, they'll check all that. But if there's like a component that bad water pump, whatever. It'll be extra on the 2nd page.

It's a year 2 subtotal year 345 and those are all zeros.

It's just for a one-year service call. That's all he wrote it up for. I didn't ask him to write it up. It's just a courtesy thing, and when I got it, I printed it off, and I wanted the council to just look at it. I mean, I know we do everything almost in-house here, and everything, but I don't know. I just, food for thought, I thought I'd show it to everyone, whatever you guys think.

As far as I know, it's a big block Chevrolet. It should be pretty simple. It's coil-on plug, no distributor. But if it's running, do you think it might be surging or running rough or something? I mean, they definitely... We need to get that looked at by them on the bank because I don't know if there's, there's probably some kind of a governor or something.

It's not a Dallas. There's something like, yeah.

And I don't know what kind of servicing it's at recently anyway.

Well, he did contact me after he sent me that. He said he can set up a service, an annual service, like for three years or five years, where they'll come out every year. But I don't know what the bill is on that. So that's just a one-time annual check.

That's to have them come out. It hasn't been checked in a long time, I guess. And then they could potentially, if there is a problem, they'd be able to determine that now, which I think we need to determine.

That's what I have. I assume. I can verify that.

If there's a problem, they'll catch it if they're doing this level of...

The only reason we had them come on in the first place is it did not come on automatically when the power went out. And there's no reason why it shouldn't have. I've tested it twice now myself just by throwing the disconnect, and it didn't get done like that. So I don't know why it didn't come on that night. but it is currently working. Yes, it's in auto and it is currently working just fine.

Well, I think for $1,000, it's a pretty important piece of equipment. It is.

It's pretty essential.

So we're still back washing every couple weeks

yeah every about every 14 days them um bashing logan um i call them birthday cake filters they're they're pretty good at handling that and and what their media is basically made for is it gets a little film a little sloth from from the iron coming in that the aerator breaks down and that little film on top of it helps filter everything so you don't want to get them super super clean or you'll start having bypass okay I was just curious. But yeah, I can show you the numbers if you haven't.

I didn't put on here the compliance, like the lead and copper sample bottles I've asked all of you to collect for me. That's a compliance, that's an annual compliance for the year. And I just didn't have time today. It's okay. Did a lot of stuff, apologies. No, no, I was just curious. Moving on to wastewater, all the daily rounds were done, the collecting, the sampling, the recording, the influent and effluent. Our daily influent average so far for the month of September is 76,246, which is really good, but we've been dry. We've only had A little less than a half-inch rain so far this month, which that's below our goal. So I really do enjoy that. The total influent we've had so far in the month of September is 991,206, which lagoons are still down. We added the last of the NT Max baggies for the food for all our bugs, and... hopefully they'll eat it and get fat and work harder. That's what it's for. The MRO and the DMR were completed for the month of August. The EPA and IDEM's copies have all been submitted to them and everything looked good. There was no violations of ammonia or nothing or anything else. An I-DEM inspector showed up on me on the 10th unexpectedly. He did an inspection and didn't find nothing wrong with anything I was doing. They filled out a report, which here it is. They actually messed the report up, and I caught it. And I re-emailed them, which I have the email right here. And his first words in his response were, you are correct. so if you want to pass that around and look at it and that's our report he did violate us for the high ammonias that we discharged nine i guess nine violations for last year yeah he got me for that but that wasn't my doing it says here five in march of 26 three in november of 25 one in august of 25.

one CBOD in March of 26, and two E. coli in August of 25. So past failings.

Anytime you get a U, you're supposed to respond immediately to them, inspection reports, and that's half of the email I sent back to them that you can read.

So are they satisfied with

That might be an easier way to review it. There was just a lot there to make copies of. I didn't want me to do that. Anyway, the inspection went well. I thought he was nitpicking and he was pulling for straws. So my opinion, I've dealt with them enough. But I'm sure they're watching us. ART was out here. I didn't, I don't have the date that they were out here. They repaired the three manholes that needed repairing. They're done. They look good. They lined the two man, I found two manholes that they didn't hit that states they're highlighted and they were supposed to be hit with their liner and done. I made them do them and they did the three that are out there at the new Subdivision. Subdivision, yeah, that weren't all the way completed, I guess. So that's all finished and completed. They look good. The last thing was I started discharging August 20th. I turned it off on the 31st. We were down low enough. We were down at 5.3 feet or 5 foot 3 inches right now. They look pretty good. They just got a lot of duckweed in them.

Do we need to take care of that duckweed?

I know in the past we've... Clearbrook, I already talked to Clearbrook. They're the ones that usually take care of it for us, and it's just a very bad year for duckweed this year. Everywhere.

Didn't we buy chemicals last time?

We had them treat it last year. That's nothing we'd ever done in the past. Okay. But it just, some of it depends on the year and how many geese we get out there. They bring it in on their feet is what happens from pond to pond. But some of it, I don't know if the ponds themselves can contribute to the growth of that either, the way that they're.

It multiplies five times one. Right. I mean, it's very fast.

Do we need to do something about it? Is it a problem?

So the problem is if you get a lot of coverage, It can affect your oxygen levels, right? And also your... RDOs, yeah. That doesn't help.

The sunlight's starting to go away, so it's starting to die off. Right. Not doing it very fast, but it's doing it, just like... Oh, so it does die off in the fall. Yeah, typically. One other thing about... The IDEM inspector, he was hitting me up with our old inspector, Aaron, I think his name was. Aaron Dieter. I don't know him. But he says that we need to do sludge judge depth levels on a year and annually.

Yeah.

I have never found that in our MPDS permit anywhere. It doesn't say it in there. It does state it in there. Not that I've seen. I haven't seen it anymore.

But for the month of... June.

I guess last year you didn't get it done till September because I guess the ball was dropped or something. I don't know what really happened, but it was done in September and he goes, Well, I said, Well, I thought it was supposed to be done yearly, but I haven't found it in our permit. And he says, Well, the other Inspector wants you to do it. So I think I want you to do it. I just don't think they can make stuff up like that. So I was going to contest it.

And I think the deal is to the hard process to do that.

Very time consuming. There's 21 grids on each pond, and you have to go to each grid and get a sludge judge, which we have one, and you have to get a sludge depth of how deep it is. Our north lagoon is usually deeper, because that's where the influence is, and our south lagoon, the average, well, last year was about 8.9 inches on the north and five inches on the south.

And I think anything under a foot is one. So the point is we're still at their lowest level. You're never going to be zero. We keep making our boats happy.

They'll keep beating it down.

Well, my experience with state inspectors, and I'm just talking building-wise, if they ask you to do something, we need to do it. We just need to do it.

It would be nice to have them put it in writing somewhere. I think that's probably fair. Yeah.

I mean, I think it's fair to ask them to put it in writing, but if they ask us to do it, I think, yeah.

Once they put it out of your permit, it's hard to take stuff off your permit.

Sure. But if they're going to demand it every year.

I mean, you dropped the boat off. I already talked to the alliance. The alliance will come out and help me for free because I don't want to do something like that by myself. I don't think that's safety right there. We're having an issue with that. But he came out and looked at the report because he thought a lot what he said to me was wrong. But that's just the alliance. So I know you want to kill them with kindness over there, and I'm going to keep them off of us. But I just couldn't find it anywhere in our NPDES permit.

I don't remember seeing it either. It's been a while since I've read it, but I don't remember seeing it either. But I do see it. I do remember seeing the June report. There's that spot on the report every month.

Where's that at? Because I couldn't find that.

But on the June report, it's highlighted. It seems silly that that would be your indicator.

is just that but if it's something i might get with you with the report that said you can point that out to me because i was looking for it but then i had trouble seeing a little two in the right corner or something too and that made me go to page two and i couldn't find that the other day so okay um i'll catch up with you later that's something we'll look at it that's something that was brought up when he was here so okay it's been a busy a couple weeks everyone should uh That's about the gist of it, besides all the other little things. I did get the pedestal put in the meter pit for our transducer for the tower, finally. I had enough time to get that in there. Keep it off the ground so it's not submerged in water, because that was a bad thing. That's about the gist of it.

Just a couple of things. Um. With our budget name we had, I went into gateway and change our numbers. I had Jim go back in and check just to make sure everything looked good tomorrow. I will be submitting the form 3. which is our advertisement for our public hearing and adoption. So just a reminder that our next meeting will be a public hearing. And Jim should be here. Interest for our general fund this month for August was $2,078.88. Water sewer was $1,796.40. And the park was $1,219.16.

WELL, FOR SURE THE AVAILABILITY FEE IS OFF THE TABLE AS FAR AS I'M CONCERNED BECAUSE IT WAS AN EXISTING CONNECTION AT SOME POINT. SO THE QUESTION IS JUST THE PHYSICAL CONNECTION TO OUR WATER SYSTEM. AND OBVIOUSLY THAT INVOLVES CROSSING THE ROAD.

I know we have a couple of quotes that we received correct. Contracts I'd have to look back.

None of the people that will board the line said they will. They've cut the municipality line. So, yes, we will have to set the saddle, put the cork stop in, do the hookups, and hook up the meter pit. We'll have to do that in-house.

I'd like to proceed with this personally I know this gentleman's been up here I don't know how many times and obviously wanting water and I think that's going to be the easier of the two and when it comes to the to the sanitary that's gonna that's gonna be a whole nother game because it's That's major.

Um, when we kind of have these last 2 months of waiting, like I said, in the last meeting, I did look at a 50.09 a 50.08 a. Those are that the town responsible from the main to the meter pit. So that's kind of where my position is.

Yeah, we're not responsible to indefinitely maintain a service though.

Well, no, it doesn't say it doesn't have a timeline on the ordinance. It just said that the town is to maintain from the main to the meter pit. And unless we damage the actual line itself, which we did not because we disconnected, my point is that there was not a customer there for a very, very, very long time.

And the town doesn't necessarily need to indefinitely maintain. That's my standpoint. But it is it is what it is. And I do want you as a customer. I want to provide you good service. It's just, I have, that's my personal hangup. But it is what it is.

I'm just going off the ordinances. So if you can show me an ordinance that says that after 10 years, we're not responsible, then we'll go ahead and go that route.

I had something come up across one of my internet things the other day that was specifically a seller. It seems like it's like an eBay or something like that, but FIRE APPARATUS AND SO I WAS GOING TO ENTER THE INFORMATION IN THERE AND SEE WHAT IT LOOKS LIKE BUT I THINK BETTER TO GET SOMETHING THAN WE NEED TO ROCK OUT THERE WE NEED TO ADVERTISE THAT AND GET THAT SOLD OR LIST IT SOMEWHERE PUBLICLY AND GET IT SOLD AND WE NEED TO DO THE SAME WITH OUR OLD DUMP TRUCK TOO THAT'S BEEN SITTING THERE FOR SURE FOR A VERY LONG TIME YES AND THE LIBRARY HAS ANYBODY HEARD FROM MR MAYHAN I talked to him at church yesterday. I talked to him yesterday. He's been out of town doing some traveling, but he, I mean, sounds like he's ready to go. He's waiting on the door jams. He's ordered those. Or excuse me, the door slabs. The door jams are being provided by the lift company. So he's ordered the doors. He's waiting on the doors. The service window he bought, we discussed it. He's going to switch that out for a wood one. I think we had a miscommunication there. He had bought a vinyl window. And then the bathroom, he was going to finalize a couple plumbing things in there. And then he said where he's at is his wiring's done, I think. He was going to do the insulation, and he's waiting to hear back from the drywaller. Okay.

We replaced the sump pump over there.

Yes, we did. We haven't got a price on it. I haven't been over to see a sump pump to see what kind it is or a power or nothing to go to Lowell's to get a price on it, but it looked like it was working when I went over there too.

So when I walked in there to take those flooring samples in, I heard an alarm. I went over there and looked at it, and it had an error on it for the battery. So it's a battery backup sump pump? I don't know if it's worth replacing the battery and see what happens, or if it's probably old at this point, just replace the whole setup is probably better. And that was what your all's vote was anyway. Let's just get a new battery backup sump pump and get her squared away.

Our theory was that we're putting a whole lot of money in that place.

I don't either. He had no water all in her house. And Jennifer called me, went over there to look at her problem. The reason she had no water, she had such a line that was broke under her crawl space that was just flowing out. And since down there during the flood was all underwater, that was very hard to find. She couldn't see it. So she didn't know. I was swish-swashing around. Probably coming out of her crawl space. So we'll probably have another one of these next month then. Yeah. Okay. She would have never found that because it was just flowing in a funnel of her yard.

Okay. And it was bad. Put it that way, the leak was so bad that she had no water coming out of the faucet. Yeah. Wow.

I'll move that we approve this until we adjust. It has been fixed, right?

And while those are making their way down, we had talked about a month or two ago about potentially renting some forestry equipment and doing some clearing along the drive at the water plant or the sewer plant. And then maybe it looks like we're talking about trimming up along the water plant drive as well.

I don't know much about that. I know Luke was having problems getting the machine from McAllister.

Well, in light of that trouble, what we talked about in our special meeting the other day was maybe we just have somebody come and do it. And I think that's probably the better, safer option anyway. Nobody from our town has to spend a lot of time on it either. You've got a professional there that knows what they're doing that can just come in and do it. So anyway, we've got two quotes in front of us here. One of them is $6,800 total, and that's for the drive at the water and the wastewater plant. And then there's another one that's $7,540 for the wastewater plant and $1,360 for the water plant.

I only have one of those.

The first one's combined. And it's The amount is right here above the marker. Oh, oh, gotcha. It's a little harder.

Okay, so $6,800 for both. And then these guys are $75,000 and $14,000.

So they're nine. So... That's take care of all underbrushed trees up to four inches in diameter. Trees that are over four inches in diameter trim 12 to 15 feet up for large vehicle clearance.

Luke was talking to me today and he said that he did that for a living and he worked for a tree guy. So I'm not opposed to doing it. I think it would take something off of his plate and it would be easier having him to worry about having that thing delivered and using it. It's going to cost us an extra, the quote on that other one was $3,000 or $4,000, wasn't it?

It was $31,000.

$31,000, so it's going to cost us $3,000, $3,500.

But then it'll be done. I think it's money well spent. And they'll have, I assume they'll get rid of the refuge and everything. When they leave, it'll be finished. Is that in there?

Okay. I do have some new business... I was talking to Luke today, and he was asking for volunteers for a festival to set things up. I know Annie had volunteered her husband to come down, and I asked Luke, you know, get me that, but what I would like to do is to meet with John and Matt and Luke over there with one other person and sort of say, because I don't know that we've ever had a festival where we didn't have it. I think last year was the first one where it was just sort of somebody doing it. It's not being planned out and Is there a book or anything that exists?

Like, you know, all the organizational stuff happens here for the most part. And then it's like, you know, coordinating with the bathroom people. That's an operational thing that happens. Luke's been handling that the last year or two. You know, we put the banners up. We put the electrical services out. Barricades get distributed around town. And there is a map for that. trash boxes, which it looked like, I don't know if they're entirely done or not. So there's still more trash boxes to put together, but there is a map for that as well with how many go at each location. And, you know, I mean, I've got the time off. I always.

Okay. Take that week off. He was saying there's a lot of little stuff.

Yeah, so I'm sure there is some little stuff. And, you know, we usually try to pretty up the park as well as we can too and stuff like that.

He was talking about, like, washing the barricade signs because they have paw prints all over them.

I think that's fair if we want to put together some kind of a, just a general list and people can help. and check things off as they go.

So the question is, is the cat issue that was discussed at length a couple of meetings ago move towards a resolution? As far as I know, the property owner themselves have been cited and are to fix that. within a certain time period. It remains to be seen how successful they'll be with that. But beyond that, I don't know of any progress. No changes.

The Cat Association people said they were starting to track and vaccinate. So I don't know if that's going on or not. I have not heard. I haven't heard from Josh or Misty, so I don't know what's going on down there.

One resident told me that they were warned with trapping. So why were they?

Well, I mean, we told people to stop trapping them because we're not taking that.

The community cats trap them.

As far as the town is concerned with potentially housing an animal, we don't MORE WORKING TOWARDS A ORDINANCE OR A POLICY OR A WRITTEN PROCESS INVOLVING THAT AND ALSO WE DON'T CURRENTLY HAVE CAP FACILITIES AND I THINK THERE'S AN EASY SOLUTION THERE BUT WE DON'T HAVE THAT IN PLACE SO well if the property owner is successful in removing the cats like they're supposed to I believe that would fix that problem this would be Atlanta only the question would be was about the police report for Atlanta this is Atlanta activity report so so they they're going to consider this is total total 164 but 116 of those were patrols right so if you do them if you subtract that out that's another 48 that you know some of them were traffic stops some of them were other other types of runs. That's the total, yeah. So every time they come up here to patrol, they mark that as an action.
