Okay. Well, water utilities is a routine grounds and monitoring and recording of the water usage. Our average for daily usage in the month of June so far has been 55,900. Water filter was back washed on June 9th. Everything looks okay. Hoosier Element, Toby Davis, reached out to me, said that our wellhead protection new plan was coming along fine, should be done in about two weeks. Secure us for the next five years on that. Wastewater utilities, again, Daily average of the influence at the lift station since beginning of June has been 114,743. Even with our rainfall, it's kind of gone down a little since we've shut the other lift station off for our backwash on the water field because we were basically filtering all that water. I received some estimates for that mini split. I got about three or four there. I called about five or seven people. I had problems getting some out. The best estimate I got was from Perky. He uses a Mr. BC mini, which I like that better than the other guy. He's Emerson and another friend. Perky actually has with duck work and everything We've got an electrician in here to maybe wire up a direct line coming from outside and maybe buy like a Honda 5500 generator. And we could just wheel it up. We could throw the disconnect, wheel it up there, start it, and plug it in. It's just going to run a well pump.
automatic. That way you don't even have to worry about it. Power goes off in the middle of the night when it's negative 10.
I was trying to look at it more feasible. Sure, sure, sure.
Well, an automatic, I think that'd move up to a generator, like a bigger... Yeah, but I mean, I'm not talking one that's like at the water plant, but like one of those ones where it's got the little enclosure and it looks like an air conditioner sitting outside, you know?

I've been insulating the walls, and I've left the breaker box alone for them to wire up the menu or whatever kind of heat system we're going to use. So I left that all uninsulated over there, and it's just whatever way we want to go before we move on to that.
Well, we certainly need our primary HVAC. And it looks like we've got three different quotes here.
We want to go ahead and I have a question about the perky one. Um, what kind of kind of warranty comes with the mini split from Perky? I didn't see it on here anywhere.
I don't know. Perky's but like, uh, brands and all that. I think it's a year.
Brands has seven years. Oh, two years on labor, seven year on the compressor and seven year on the parts. i was wondering what they had perky said i didn't see a one-year labor on the other one manufacturer and one year equipment okay

Okay. Well, moving down the list here, IPW, they put in the new check valves and... water. They're coming back on the 30th to inspect the lift station and to pull the pump and take it with them because they've got to machine the bearing and the impeller and they're going to put our new one in place. And that's going to happen on the 30th of June. Perfect. The MRO and DMR have been completed for the wastewater. They have both been submitted to the EPA and NIDM for month of may and everything looks good okay i did get results back from um our discharge from element and we got we got the ammonia style to a 1.8 good slow and steady is the way to go out there slow a small change and then yeah it's trending over time right good to hear that's good it is no violations okay all right any other questions for jones

okay yeah yeah yeah all right I had a comment about it so that's fine yeah yeah I'll get with them I've been trying to focus on like less things in one month and and following through and it's been working pretty good so I've been I've been serving less and following through more on those certain things and it's been had I statistically I would say I've had more cooperation in the past six months than I have ever maybe my first six months on in code enforcement but recently I've had a lot of cooperation where we standing on the roads the addition is that dead now part of parking it's still a problem But my question was, you know, the towing.
Well, I've talked to people who lived out there and they were dead set against having one side parking and the other one not because they said they would never be able to get out of their driveway if there was parking on one
straight lines so we just go with the status quo keep towing people I believe so or at least ticketing them I mean notice and notice and tickets and then the toe I mean that's kind of how our progression of I think concern was the it escalates quickly

It gets fairly ugly when the tow truck shows up.

And it generated some phone calls last time and complaints. And so I'm just making sure like. That you guys are like, yeah, that's what we're telling them to do. Yeah.
I think everybody plays by the same set of rules, and it's that book right there. And if we start deviating from that, I think that we get into trouble.
Would it be acceptable to ask for? with our police department to assist. At least have them be available to be there. Have them maybe there. Yeah, okay. If that happens, I don't know. I know there's a fine line on the state statute and local ordinances.

It's going to be everything I sent over, it's going to be $25. $400 and $1,200. They will update the online and then also update the official page.
I can't remember what the conclusion of this was. Are they able to host our zoning ordinance but not make any additions, corrections, changes?
Exactly, yeah. I did get an email that they have... that they have combined with another company, so maybe that's in the works. I don't know, but I just got that just last week, so that could be something I could ask them about.
Okay. Yeah, I don't know why the company that prepared our zoning ordinance won't get back in touch with me. I've also asked our attorneys for suggestions, and I haven't heard anything back. But we need to have that updated. But it would make sense to me if it were hosted with our other ordinances. That way people go to one place.
Okay. You guys have the policy handbook? Yep. Nice. Okay. And then also I'm working with the first merchants to try and get some more interest on our accounts. So we're in the process of that right now. So it'll be Right now we just have total checking accounts, but we're talking about they have an opportunity for us to move it to money market accounts, but it's not tied up. Yeah, I called State Board of Accounts just to make sure, and they said just as long as we have it in the minutes, that that's kind of what's going to be happening there.
It's like a sweep account.
Yeah, I don't know how all that works, but like my credit union, they're doing the same thing. They offer a checking. Yes, yeah, that's with the state, right?
It is, but our bank will actually match what we're getting from Trust Indiana. So it'll just be, I can just, it'll just be online. I put it back into First Fortunates and we still get that, we still get that high interest on that. So NELA in May, The interest for the sale of the ball diamond was $1,367.75. And so that puts, as a total now, $446,620.22. So then we've also got that CD. for the park. Now, you guys don't, this is May. This is May. I haven't put June's in yet. So altogether, the park funds are $503,342. Excellent. Yeah. So with this interest that we're going to be gaining on those sweep accounts with what he has sent to me, we should be getting about $2,000 a month and our interest in our general fund water sewer. That's great. And then we'll have our bonds.
An extra $24,000 never hurt anybody.

So I've been working with you guys for a couple years now.

in the past we're still closing our radio schedule which jennifer said it sounds good we're going to be here broadcasting live on sunday we're doing all that stuff but there's a separate piece of our business that we really never touched on with you guys we work with a third-party provider who works directly with my parent company we found out that third-party provider it's all us-based it's a digital company that will allow us to basically think of radio is like a shotgun approach right we're just We're going out, we're reaching our listening audience, we're hitting as many people as we can, we're doing the messaging, we're doing all the things we normally do. Digital is more of a cycle. We're looking, there are three specific digital campaigns that we are able to go up. Each one of these campaigns have a good, better, and best budget. The criteria for all these were set by basically point of attack, you can always call me, contact me, any questions I can get answered for you, all those things. The next person, her name's Julie Edison, she's out in Salt Lake, Utah. She's the one who builds these proposals. Her job is that she has specific campaigns that she looks at for fairs and festivals and things like that. She runs an ancient wine, and she measures the success of those. And she builds it. The last guy's name is Tyler Hackett. He's also in Salt Lake, Salt Lake, Utah. He's the guy that after you guys say yes, we'll then execute that plan, optimize that plan, change that plan as it goes to make sure that we're meeting the maximum . So with that being said, what we've identified There's two that are pre-festival. One is strictly looking at attendees, trying to bring people here to the festival. The second one would be to raise donations to vendors pre-festival. The third one would be what we call a geo-fence, where we would have a invisible fence around the account of Atlanta during the festival. And then for the next 30 days after the festival, everyone would have attended We can send them a message on their phone, on their desktop device. Anything that's connected to their IP address, we can send them messaging, inviting them to come back next year. Or maybe, hey, remember, renew your sponsorship early. Here you go. Things of that nature. As I said, each one of these have a different level of good, better, best. All the tactics that are used are listed in the documents that you have there. When I talked to Jennifer, she believed that the one that she'd be most interested in would be for the attendees themselves for the festival. So to get people here, I'm just going to read off the best one. So basically, for $1,000, we can run a 60-day campaign where you're going to get 25,000 ads. They're display ads that are delivered on mobile devices, desktop devices, smart TVs. You're also going to get a $500 spend on Facebook. So they're going to Facebook ads targeting people who have shown interest in Paris festivals, music, vendors, things of that nature. You're also going to get $250 ads what that is is like when you go to the movie theaters when you go to the doctor's offices the tvs those screens that you see local bars local restaurants all of those are going to be so you're in that 60 days you're going to have 12 500 ads delivered on those as well and yeah you get campaign monitoring with all this so you guys can log in at any time you can see how all specific ads are doing by the day it's changed to make sure that we're getting the best
How wide of a target area are you looking at?
We're looking at 50 mile radius. 50 mile radius each way. So that's what was suggested for us. All that information is still in this packet here for you too. It shows you the map. It shows you the criteria that we're using to target people. There's also a slide for each one of the different tactics that we're going to use. So for example, if we went to the attendees. All right, so with the attendees, when we set a 50 mile radius of people who are retail, shoppers, music, concerts, and festival interested, high spenders, consumer behaviors that are matching with what we put in, family with younger kids, family with older kids, just in that 50 mile radius, we were able to identify 15,383 different devices total that we could target. Of those devices, it was 280 desktops, 190 tablets, 4,000 mobile devices, and 890 computers.
When you say that, marketing, how does that come across? Is that a commercial on a program? Or is that like a Facebook ad that we would see or an ad that comes?
It's displayed. So it's displayed. So think about it this way. So on a mobile device, when you open your weather app, you see a banner right on it. That would make sense. So you go to a website that you like. If you're in our target, you're going to see that on that website. if you don't you're smart tv and you've got the banner at or you've got your road to going you're going to see that so the nice thing about this is because we're doing this at the house level if that person is in in our target at the end of this campaign you get a list of names and addresses and you could say yeah we targeted jonathan rogers at 519 main street cook one device five times this month is smart TV three times is laptop two I mean I know you guys can't imagine people come in but we will deliver all that data to you wow how do you collect your data to say this is the people we want to yep so the way so every single time you go to one of those websites it says a lot of cookies or it says to click to you know go through your terms and conditions that's third party data so everyone every time that they have that that's how we get our data
That's why when we look up something, we get 14,000 or even talk about it. We're in the business. Obviously, it hears what we're talking about.
All that stuff is accurate.
Something like a Facebook is marrying him with you and vice versa.
This is not just Facebook. It is Facebook. Just as an example. It's kind of almost a little creepy. It is. If I were to say I want somebody that has a household income of $150,000 who is divorced, who is interested in boating, who is interested in hot rods. I can deliver at that person's house, give you their name and address, and show you what hot rods adds. I can give you what boating adds.
Do you share that data with us?
The only thing that we don't give is the address. That's it. So I can get your first and last name and address.
Wow. Okay, so your suggestion is to focus on potential attendees?
I think so. Now, I like the other two plans. I really do. Like, in time, let's do the attendees this year would be my guess.
I watched the, is that the video presentation you said? Yes. So I watched that, and the suggestion there was to there would seem to be an emphasis on pursuing vendors. I think there's value there, but not right now. We're probably, we're well into the process of actually filling our vendor spots. However, after the festival, for next year, maybe it makes sense to look at that. Especially since we continue to want to improve the quality of our festival. And so right now, our main street, it's all handmade, homemade sort of stuff. But if we could continue to expand that, target that sort of vendor and get them to come here and, you know... further reinforce the idea that this is a craft fair I think that makes a lot of sense sure absolutely I mean, my ideal would be to have some vendors eventually that are making things in our booth at the show. So working on figuring out how to target those people. But obviously, it does us no good to target them right now. We need to start looking at that in October, November, or something like that, especially next spring.
Yeah, that's a great time to do it. put flyers out on facebook looking for sure vendors and stuff like this but what this is going to allow you to do is this is going to allow you to look for specifically what you're looking for not because when we do a facebook target you can only target degrees right i can target whatever you're specifically looking for bill you know household income yeah particular interest and we can find them and we can give you the number of people that we're going to target and we can target them and give you the names
There's no way to track the reaction.
Well, it clicks. Click through dates. So anytime you have a digital ad, you've got to click. If they click the ad, that's an impression delivered, right? If they click that ad and it goes to your website, since it's on there, now they're captured. So if they go to your website, now we've got them in our cache, we can start delivering ads, and that's what we're returning, what we're bringing them back with.
Jennifer, how are you sitting with sponsorship? Does it make some sense to try to target some potential sponsors?
Yeah, we can always do sponsorship.
You know, there's more and more festivals every year. I look through the festival book. We used to be number one, number two. I think there's like 40 now that same weekend. If we don't have some kind of competition going out to collect all that, I'm not sure it will we ever grow if somebody takes us over? And I know it's getting more expensive every year to put a medical on.
And the difference between the attendees plan and the vendor plan, if you look at that, that's the first one. Basically, the audience on the sponsors and vendors, this is 4,156 devices. We're looking for business owners. We're looking for small business owners.
So that was the best option was the $1,000?
Yeah. Well, we can always add to it and just put it in as $5,000. But basically, I had spoken to Jennifer, and she was like, okay, I think those are comfortable numbers. If you guys are the one you want to put it in, I just got to put it in, and Julie will go with it.
So if 60 days, when would that start if we said yes?
60 days before the festival.
oh so you go back 60 days July end of July end of July yeah ideally if we're working on it bringing people to the festival we went around 60 days yeah I like it I like I do too cheap but also picking that one over the least expensive option it'd be more it'd be more likely that we'd be able to evaluate you know, the effectiveness of this, right?
he was referring to there it's all about frequency the better results are going to be the more times we can hit that intended target effectively the better results you're going to have if you're going for the large budget you're going to see better results right and jonathan actually i forgot to send you guys a little video because we was going to change something in that right now but he actually um did the video
But the weather is kind of bad, so I think he's going to kind of redo it a little bit. Yeah.
So how does that work? So you'll have some that are like banner ads or, you know, a static image of some kind or whatever, but then they're... potentially having some kind of a video ad, too, it sounds like.
Yeah, we had Channel 40 do a video for us years ago. It was really good, but the dates were on it, and there was no individual that had done it. It was no longer there. So what we did with that one was we sent that to a lot of our sponsors and saying, hey, this is what it's all about. Yeah.
The video I shot for you guys was two years ago. So there's some good clips in there, but it was a struggle.
That was at the festival?
Yes. It was a struggle to get good footage.
They come on Sunday and do a live broadcast.
Is that the live broadcast that was in here?
Yeah.
With the garden people?
Oh, no, that's the IBC. They're on Saturday. Okay. K.I. is on Sunday, which we get a lot of people from.
So this is just digital. This isn't a radio separate.
That's just our tradition. We're not changing any other radio. Basically, running ads, I think it's 68 seconds. Or maybe it's less than that. With all those ads, they come onto our program and sell.

It's going to be a whole difference. I just did something very similar for the chocolate celebration in Kokomo. That was blown away. That sounds like something I could do. What is that? It's the first Friday in May.

And all benefits to their caregivers, which is like for like the elderly services and stuff like that. But the normal click-through rate on a campaign is like .08, and they were 4,355% more effective than the national average.
You've got to have that right after the mini on the same page. Go right from there to the chocolate place. So my next question is how are we going to be able to tell other than, They went one step further in the process.
I mean, if it's vendors and stuff like that, it's a little different. That'd be easier to tell. Right. What we're trying to do is we're trying to bring more people. So I mean, you're going to see some of that. I mean, someone's going to say, oh, I saw all of you. You will receive reports that are going to show you, hey, you know, we delivered this by the day, by the hour, by whatever you want to drill down to. You may be like, we delivered 2,500 ads on Facebook on this Monday. It looks like during that time frame we got 15 different quotes. You know, we went to the next thing, now we're up to 20.
We're up to whatever the case may be. Yeah, you can kind of gauge it off of engagement and... Subjective attendance.

I'm excited to, you know, the bottom line is even if this makes so much sense, like even if there's not a tangible difference that we can at least discern, anything we can do to maintain name recognition, if we continue to do that over time, it's going to help us. So I think this is a good move. Okay, we've got payout number three from Ace Paving. I believe that based on our conversation we just had with Luke that we should table this for further review. Well, all of that would be police. I think the e-bikes and the scooters are still considered police. Bicycles and scooters, but they still have to stop at stop signs and stuff like that, right? Go-karts under no circumstances are allowed on streets and alleys same with same with Here they're gone real quick, but that's probably also something and maybe I'll just say something about it since he's working with them targeted patrols on that that could help. The biggest thing, set aside any annoyance that might be caused or anything like that. Someday somebody's going to get hit. And that's the last thing we need.

Well, we've got to identify a segment. I mean, I brought that up two or three meetings ago. But we've got the money. It's set aside. We need to identify a segment and get it done.
I think what we need to do is have a plan as to what we want.
So we were working kind of worst to best, right? Yeah. And that seems like a good way to do it. Another good way... Another potentially good way to do it, though, would seem to be focus on a segment and complete it, or not a segment, a string of segments and complete those.

And so that was the idea I brought up of just look at or think of or consider on Indiana. There's a big section that's grown over that's unusable. that could be linked, could be a link between usable sidewalk on the very south end of town and the sidewalks further north.
Well, that's where I was going, is we need to have a plan as to, you know, I don't think we need sidewalks on both sides of the street all the way down to Indiana, but I think if we had it on one side of the street, on every street at least, I mean, do we – I mean, I noticed, like, on Kauffman, there's no sidewalks. There is on the south side of Kauffman.

But we're not looking to put sidewalks everywhere, right?
I mean, we're just – Well, eventually, all of the town sidewalks that are bad need to be replaced with good ones. Agreed. But we're not looking to add – Sure. Right. Right. Not until – I would say not until all the – I mean, I won't be here after we do whatever we do this year. So you all can do whatever you want. But I'm just telling you, for this year, and also that's another thing, is we potentially have the ability to do a second round of paving here. And the worst sections that we've got are like the last couple blocks either from Indiana or from Broadway towards Central on a couple of these east and west streets. And so like some of Main Street could potentially get that as a segment, say from central to main, because it's not in great shape already. And so those could get redone then. Kaufman, that one block of Kaufman that has sidewalks there from Broadway to Indiana would get a new sidewalk if we paved that. So things like that. So some of them will continue to get picked up with paving. But we're about to a point where even if the paving grant was still available, you might have five years or more of no paving just because we'll be in pretty good shape here after we do.
Well, that's a good thing because with the suspension of the gas tax, that's going to affect our grant money. I mean, that's common.
Well, I think the next one should either be, and you said if we might do something over here between Maine and, Central on Broadway, then maybe we shouldn't do that one, but that's one of them that I think is pretty bad. Main Street down there? No, Broadway, the guy's house. Just turn the corner and go north.

That one's pretty bad, but the one that Neela was always talking about was my first choice up there past her house and in front of your dad's house. That one little section. I think that one needs to be first because that one is a festival. It is. And so is this one. But if we're going to do paving, maybe that would take care of it.

There's a sidewalk on the other side of the street. So you can't go very far on the left side because of the water culverts in people's driveways.

There is a sidewalk on the east side on their side of the house. Just on theirs. And then the next one down, and I think...

Well, you have to. If it's there. It's an unfunded mandate, but it's not... We don't have a deadline. But that was this whole ADA thing from the federal government, which is why we had that sidewalk study done, which is you have to inventory all of your sidewalks and then come up with a plan... for how to bring them all to ADA compliance. But it's, no, no, you cannot remove a sidewalk. Correct, if you have a sidewalk there, it has to be replaced with an ADA sidewalk. No timeline on it, no funding for it either. But yeah, you cannot change your sidewalk inventory as far as reducing, you cannot reduce your sidewalk inventory after that study.
So do we have a hard copy of the sidewalk inventory?

I guess the better question is do we have a public shelter here in town and if not why not so so here's what I would say about that because I've had this question as well first and foremost I don't want to get I personally have a problem with obligating the town to provide everything so I don't know that it's reasonable to say that the town owes the people of town a basement who's going to open it up and make it available who's going to police the situation whatever having said that it's also not other than being half below grade There's no protection on the windows. There's no any of that kind of stuff. So I don't know how suitable it is to actually be a true legitimate storm shelter. We do have a plan in place for after a disaster with the shelter house and combine that with other resources from EMA. But I don't know about a true storm shelter and I don't know how viable that is as a storm shelter either, because it's not like, it's half out of the ground with big windows all over. It's obviously just the shelter house too, and I thought. That's a block building, but it's got a traditional roof. Right, it'll just suck the roof right out of it, and it's no better than your house. But, you know, again, if we had facilities and we had somebody that was willing to, you know, it needs to be somebody officially associated with the town willing to, you know, be the one that would open it up and make it available. I'm not fundamentally opposed. That's probably a more suitable basement.
We've got a small basement. But it's small. It's very small.
I think the churches are probably better.
But like early, early on when we were first talking about the library, somebody approached me multiple times about it potentially being a storm shelter. And I thought for a while about some kind of access code and maybe it makes sense. But then the more I'm over there and looking at it, I just don't know that it makes sense. I don't think it's suitable for that purpose.

Yeah. I mean, even the shelter house is better. But you also typically have a fair amount of warnings. And if you don't, like, this is what my wife does when I'm not, I don't care, because I, whatever, I go sit on the porch. But my wife gets in the truck and drives somewhere else, you know? You know, if I cared about, if it was enough of a priority for me, I would have, I would make sure that I lived in a house where I didn't have to worry about that. But like most people, I don't. And we find another way to deal with it. So... I don't know. Those are my personal thoughts on it.

What if it's not available for some reason? Yes, but then also, what if you make it available and then whoever lets people in is not available and something happens? Yeah, you could potentially, I would think, have liability both directions there.
That's why I'm thinking the churches are probably a better option.
Yeah, and I don't want to sit here and obligate them to that either, but I do think that it's objectively true that the basement at your church is probably better protected than that, and the basement at that church is better protected than the library as well.
