okay we'll go ahead and call to order our special meeting uh Mr Calhoun is absent there's a possibility I believe that he might try to show up at some point but no he's he said he's not coming absolutely okay all the council members are present um This will start with the paving deal. So what are they saying? They're saying that it's no big deal.
It's dissipated quite a bit, I've noticed. Kind of blends in a little better now, visually. That's what the aggregate company said. This is the end of what street? Hopkins. East Hopkins.
And you said it's the rain and heat and everything it's absorbing in. It looks better?

I spoke with Danny, he's the owner of Ace Paving. Also spoke with Justin Davis. Justin's the superintendent on this particular project. I encouraged him to reach out to the paving folks. That's Milestone, that's where their mix was purchased from. And that initiated this letter. They say it's not uncommon think it's more of a blemish than it is a defect and uh said that if we have issues with that say a year from now that that would deteriorate the crack up that they would stand behind it i know ace has done a lot of work here in atlanta several projects paving projects and also uh I think the, what is the retainer that we're holding from them is $44,000, is that correct? Yes.

That's about 20% of, I think, the overall project. My math is correct. It was right at $200,000, wasn't it? I don't remember. Okay. I'd like to move that we
approve this what we owe them get them paid i i went by the one down here on meridian just now and it wasn't any i mean it wasn't raining like this but it had been raining and it wasn't any worse than indiana from my house to ed's house had the same standing water i mean even even at main street had the same standing water so i And that wasn't that bad when I drove up here like 10 minutes before the meeting. So I agree with you, Fred. I don't think that's an issue. And I think if this is blending in more and more over time, and they said they're going to stand behind it, and obviously they want to keep doing business with us, they will.
They also said that that spot on Hopkins Drive will make it last longer. Because it's got more tar in it.

ALL OF THEM ARE SAYING THE FURNACE IS VERY OLD. IT WOULD BE A VERY GOOD IDEA TO REPLACE THEM BOTH AT THE SAME TIME. THE LABOR COSTS WILL BE A LOT MORE IF THEY COME AND DO THE AIR AND THEN THE FURNACE BAILS NEXT YEAR. WE'LL BE MAKING A BIG PAYMENT ALL OVER AGAIN. I don't get a vote in the matter, but I'll come right out and say, I prefer to use Perkins over. I prefer to use. Out of these 3 quotes, the reason being. I have never had a contractor answer their phone so quickly. Throughout my. four years here. He always answers his phone right away. He always comes out and helps me right away. And believe it or not, he has given me two free service charges. We have air have air today because he he for free brought freon out and filled me up so it's got an active leak but he he got you and he's like put it on 66 uh don't let it shut off and uh it won't leak out as quick so um i know he's more but i think i think whatever money he has more will be worth it when when dealing with this in the future Hopefully we don't get a new AC and I have to call HVAC guy out right away. But if I do, Perky's always been the most helpful.
I know he's also a train dealer. Not super knowledgeable. HVAC stuff. I think train is a reputable brand. I know this and Lennox could be as well. I don't know what they're.

And I don't see the BTUs on. one of them i think nick was 120 and then um i heard perky over the phone he he got me a quote as quick as possible he doesn't he doesn't call his lady his uh secretary in the office to get a quote he did for me that day because he knew i was kind of in a rush with it and it is 120 btu and capacity oh there it is yeah i see it yep 120 000.
And we're talking from most expensive to least expensive, we're only talking $1,700.

Okay, so the revised invoice, and I'll send that to you right now to print it off, Jennifer. The revised invoice for United Rentals is, for one day, the skid steer is $561 even. The skid steer brush mower attachment is $160 even for one day. Rental subtotal is $721 even. Estimated total, grand total, $1,226.12. That's for one day.
But it's not like a bush hog on the front of a skid steer, is it? This is actually like a... Bush hog is a blade that spins like this, right? The forestry stuff that I've seen in the past. Yeah.
I watched the guys. Yeah, I don't know how thick of stuff this can get through, but I watched the guys behind the water plant as they cleared their land where the dog kennels are. They used one of these, and it did pretty good. So does it raise up? Yeah, so you can raise it up. Yeah, you can. And all of our stuff on the edge of the lane, none of that stuff is bigger than two inches. It's mostly all honeysuckle, which is the size of a pencil, pretty much.
And they're going to come here, drop it off, and pick it up, and that's all included in the $1,200. Yep.

One is a drum that does this. One is a mower that does with blades this. Or I could call United Rentals, since they seem much cheaper, and say, hey, do you have a drum?
I think that bush hawk, brush hawk, whatever, bush hawk, would probably cut most of what you're wanting to cut. It is going to make a mess. It's going to be throwing sticks in small trees everywhere. Mm-hmm. It's actually taking those and making them little kind of chips, you know, it's turning it into mulch. Yeah. I don't.
Is what you're cutting on a flat area or is it down the bank?
No, it's a bank. And that's why I'm having so much trouble. So you're going to have to do it from the road. Like you might go off the road. I've tried with our backhoe. Whatever you can reach from the road, basically.
I've tried with our backhoe and you can't get your, my back, the town's backhoe. You can't turn it horizontal with the road. Each tire's on the edge on this side and on the edge on that side. So you can't turn it to even do anything there. At the water plant, I've tried to clamshell and rip. While there's fence over there and stuff like that, we have most of the fence out of our way now. But it's just not efficient. This is the most efficient way. And it's going to save us a truck coming from the body shop Monday, the paint job on that, the paint job on our four-, five-, six-year-old jet vac, our backhoe, the paint on the 21, because it's all rubbing. And I either go in the pond or I brush against the trees.
So how often do you anticipate this head needs to be done?
Every few years, several years, four years.

Yeah, there's people that do land clearing and stuff like that, but imagine that's costly. It definitely needs to get done.

so once we establish where that line is he's saying that he's going to incorporate the sidewalk into there what we've told him in the meeting was the sidewalk portion of whatever poor he's doing needs to have an expansion joint or be cut in such a way where it's different than the rest of it where it's like a sidewalk right does that make sense yeah um and that way if it ever had to be torn out in the future or something like that it's portion of this is sidewalk and there's more concrete on either side of it or whatever you know the other thing is he's saying a lot of things about elevations and water runoff and all that and that kind of concerns me I have a feeling that he's gonna want to raise it a lot so I told him I mean we said in the meeting here that that we would work with him on elevations and trying to figure that out in his town property know obviously none of us are engineers and we don't expect that uh you know we know what we're we know the situation but you need to uh establish that point or approve what they've got formed up or whatever like they can't just go do whatever they want it is town property right so pay attention to what's around it and uh you know we want a grade that makes sense yep is he ready to pour i mean are they are they framing over there there's no forms up now but sure and and it probably does need to come up Probably needs to come up a lot, but it probably is not going to be street level. If I had to guess, I don't know. Lower it's probably going to be some yeah, it's going to be a split in the difference between. The street and the grass, you know. uh so anyway you can figure that out the next thing would be were you here when we talked about the sidewalk segments at the meeting on monday no and we identified segments of three different half blocks so from where he's going to end his four to kaufman we need a price for okay from the north end of the sidewalk in front of Mrs. Teal's house to Walnut, Walton. We need a price for it. And then what was it? It was Main to the Alley?

Before we get into the library, we've got a summary from Mr. Nikolaou about the utilities of the property on County Line Road. If a property hasn't used utilities for a very, very, very long time, it's not even an inhabited property at the time. I don't know that there's anything... That requires us to maintain a service there. Matter of fact, the gas company, I pay for gas service at my house that I own over here on meridian street. Because if I don't pay for gas service for a year, they're going to come pick it up because that's a potential leak point. That's a, that's an unused service. And so I don't think that, um. we're in any way obligated to provide service to them for free to make that connection for free I don't think that I don't know that there was any indication historically here and all the way up until now they're asking about it that anybody was even going to use that property and utilize utilities anyway I don't know if there's any if there's a well there if there used to be a septic there there weren't even people living in the trailer that's there they're grand camper there for a little bit or something like that but the point is the property wasn't being used like any of our other properties around and they haven't been a customer ever I know of, probably not since before.
Well, I was looking, I was thinking that, I went back on my, in my computer, I could go back 15 years. Yeah. And did not find.
No water service. No water service there. Okay.
But I remember when you and I, yeah, when we used to read meters, because I was kind of thinking the same thing, we read, I was thinking that we read a meter over there. I mean, I mean, I could pull out boxes, you know,
I'm not saying that they were never, ever a customer. There wasn't ever a customer that lived there or owned that property. Is that the same property that had the gas fire in the 90s?

There's an abandoned pit now, but whatever service line is there is probably just abandoned underground, wasn't connected to the water main. And who knows the condition of that, too. I mean, it was likely put in in the late 60s, early 70s. So it should be replaced, no matter what.

Well, he says in his letter here that you guys were going to try to locate it, but I'm assuming he's thinking the back truck or something. So I am supposed to do something with it. Well, I guess if he needs your help, you're going to help him, like always.
Well, if there's no current water service there, and we're going to have to do work to hook him up. You should have to pay for it. What's the fee?
It's like 2 grand or something. Well, there's an availability fee. And then tap fee is the actual costs relating to. Making the connection now. So this would be this is a question.
TAP fees are $1,000 apiece, water and sewer.
Availability fee... No, no, no, no, no, no, no, no. We raised that.
TAP fee is the actual cost of making the physical connection. So it's going to vary. Availability fee is the set cost that's having to do with quantifying the impact of that connection to our system.
So the availability fee is $1,400 for water and $3,600 for sewer.
So the question then becomes... you charge them the cost relating to physically connecting and waive an availability fee because it's not like it's a new dwelling although it will be a new dwelling they also yeah they also do need to make a sewer connection Which I don't think has ever existed there. Am I understanding that? Right? I think they had a septic or probably went out to the field or something like that.
So we're in Tipton County.
So, our choices are.
Well, they just want us to do it. Well, and I don't think that's reasonable. And I don't think that we would have I don't think we had a a reasonable. We should have there should be a reason. There's not a reasonable expectation on us to maintain indefinitely a disused connection.
We don't know how long it's been. Not used or I mean, over 15 years.
And I think he said 20. I think he said himself 20 years. He thought it was about 20 years ago. I think he's trying to get his dad ready to pull a trailer in there to live is what his purpose is.
Well, if it's what we would charge everybody else, then we ought to charge them. It's not they've never had sewer then there's an availability fee there because they've never had it.
I guess I would be inclined as I sit here thinking about this to not worry about. An availability fee for water, but then they should pay any tab related fees for making a physical connection. And then for the wastewater, if there's never been a connection. Whatever, yes. The cost of making a physical connection and the availability.
And that water mains on the south side of County Line 206.
So we would have to go underneath, like you said, bore under the road if we can't find an existing. And if we do find an existing, we probably should just put a new one in.
It depends. Some of the old stuff is thick wall and you can be reasonably... could reasonably assume it'd be in decent condition under the road but a lot of it's thin wall like old well pipe and i won't trust that ever because we i mean there's houses in town that have older than 15 year service lines yeah there's there's several that have original you know mine was original too i replaced it and i was lucky enough that it was old thin wall
And I think I do remember reading a meter there That was that was 20 20 years ago. Well, I would be willing to waive the availability of water I
charging the tap fee on the water the sewer because they've never had it charging for both for sewer charging for just the tap fee for this water whatever it costs us to hook it up and they incur the cost of installing the sewer Right, right. The sewer and the availability fee on the sewer. In addition to... And the water. And that's going to be a major... Yeah, it is. Going under that road. But that, I mean, if somebody built a house, that's what we charge them, right?
Unfortunately, these kind of utilities, they're so essential, but there's not really an inexpensive way to do it anymore because you do a septic. You try to do a septic now. Doing a compliant septic system is...
It's not going to happen.
And especially depending on lot size. Like, there's people that spend $50,000 on a septic system. That's kind of almost routine now.
I know the new house that was built across on County Line, the old Breedlove property. Of course, there was existing, I think there was existing water there. I don't know about sewage. And I don't even know if they're on. Are they on sewage, Jennifer?

So when the people over here on Central built that house on the T of Jackson and Central, they built a house there. Are they on water and sewer and they had to pay an availability fee and a tap fee and all that stuff? Well, then that's no different than anybody else.

And I assume that new house over there. Well, I'm willing to waive the availability on the water because that's not that big of a deal.
Really, it's probably not a bad idea to investigate if this is something that could, if the water mantle will be down, if it could be uncovered. And that line's laying right there. You know, John looks at it. It's a thick wall. You could see if you give me water about the other end of the pit. But so that would save them. It's intentionally a fair amount of money.

Kind of. I met with the painter out there today. and I talked to Brady on the phone and he told me that they have three W-2 employees, 10 1099 employees and 50 subcontractors that they use. The painter came out and looked at taking all of the bookcases off, painting and put them back. And I told him to include in the quote, fixing everything that's wrong with the ceiling Mudding, taping, holes, whatever's wrong up there, fix it and paint it. So what Brody came up with for the labor was $4,400 for fixing everything, painting the ceiling. I haven't yet got a quote. Cost materials. Cost materials and labor for fixing the ceiling or painting it. I don't have a number for what the actual paint cost is going to be for the walls. He hasn't got that yet.
