I'm calling to order this regular meeting of the planning commission of the city of Atascadero. Today is Tuesday, February 14th. And also, I have a cold, so that's why I sound like this. Um, so, um, we're going to do the pledge of allegiance, and I'll lead it because I forgot to ask somebody else. I pledge algiance to the flag of one nation under God, indivisible. Roll call, please. We

0:50 – 1:340

Sorry, our microphones are not. Did you have it on? Can you hear me? Okay, thank you. Uh, Commissioner Farrell, Commissioner Heath here. Commissioner Jones. Oh, sorry. Excellent. Okay. Um, so first I'll open public comment. This portion of the meeting is reserved for persons wishing to address the commission on any matter not on this agenda and over which the commission has jurisdiction. Uh speakers are limited to three minutes. Please come up to the podium if you have something that you would like to say. Seeing none, we'll move on to the No, I'm closing the public comment and then moving on to the consent calendar where I'll open public comment again if there's anyone that would like to comment on something on the consent calendar. Seeing none, I will close public comment again. And we need a motion and a second to approve the consent calendar. Commissioner Heath makes a motion to approve the consent calendar. Okay. Roll call, please. Okay. Uh, Commissioner Heath,

3:28 – 4:050

yes. Commissioner Pacio, Commissioner Frell, yes. Commissioner Jones is absent. Uh, Commissioner Ali, yes. Vice Chairperson Anderson, yes. Chairperson Keane, yes. Uh, motion passes. Okay, moving on to planning commission business. Is there any planning commission business? No, I I move to get new mics. It's the rain's fault. It'll be better next week when there's no rain. Okay.

4:01 – 4:300

Yeah. Um Okay. Community development staff reports. I don't see any listed, so I'm assuming there are none. Okay. And then we're going to move on to our public hearing. Um, it's for the zoning change and conditional use permit for um USC250069 Chick-fil-A. Uh, I'm going to open the item and then staff has something to say.

4:28 – 4:590

Sure. So, we did receive a request from the applicant to continue this item. They were not available to come in person this evening and they do want to be here for this item. Um so we are requesting and recommending that the item be continued to a date certain which would be our next available hearing March 3rd. Um we do need to um uh ask any if anybody is here from the public that wants to speak and if so open public comment but if not you can just continue to March 3rd.

4:55 – 5:380

Okay. So I will open public comment on our zone change and conditional use permit. Is there anyone from the public who would like to comment? Seeing none, I will close public comment and uh I will make a motion to move this item to our next regularly scheduled meeting which is March 3rd, 20126. I'll second that. I'll third. Roll call, please. Chairperson Keane, yes. Vice Chairperson Anderson, yes. Commissioner Frell, yes. Commissioner Heath, yes. Commissioner Omali, yes. Commissioner Paceio,

5:37 – 6:060

yes. Motion passes. Okay. Any commissioner comments or reports on anything in the or questions for staff on any items or anything at all? Anything? Nothing. Okay. Well, everybody stay safe. Um, does director have a report? Um, I don't necessarily have a report. Um, these microphones are so fun tonight. They are.

6:04 – 8:030

Um, I did want to remind you, I did send out some emails about some upcoming hearings at the city council where they'll be talking about some of our general plan direction, the EIR that is going to be circulated for the general plan, and some preliminary zoning standard discussions. We are hoping to have both the general plan and zoning ordinance adopted by June of this year. And so some of those discussions um may be important for you guys to come listen to um or watch the playback of those meetings so that you can understand some of the direction given to us by council. Um we'll be covering um a few topics. Our next one at council will be March 10th and that will be mixed use zoning standards. So that will be um an interesting one. The meeting after that will be all other use tables for all other zoning districts in the city focused mostly on commercial. Those might be the ones that have the most significant change and some um potential development standards for our new flex in um innovation zone. Um so those will be interesting meetings to pay attention to. um our council meeting. After that, I believe we will be um in our public review comment period for the EIR that will be circulated for the general plan. And so that will give the public and the council opportunity to provide any comment on that. Although obviously the public comment period will be open um for the entirety of the 45day um circulation period and people can make comment at any point in time during that um period of time. Um so we would um encourage you guys to all come to those council meetings or to uh watch them after the fact and get a good sense of the direction. We will be bringing you um a comprehensive zoning ordinance update overview before your recommendation hearing so that you can have some time to digest some of the information and and ask any questions. Um but we will be moving forward with our recommendation hearings in order to meet our June deadline. Um and it it's a

8:01 – 8:430

it's a lot of information. and the zoning code is mostly being reorganized, but because of the new general plan designations, um, all of the names of all of our zones are going to be changing. And then we do have the mixeduse zone and the flex zone that are new that will have some additional standards. So, we do want to make sure that you guys have an understanding of all of the changes that are going to be occurring with our zoning ordinance adoption. So, what I'm hearing is we have homework in the month of March and there will be a final exam on this material. and April. And April through April. Correct. The pause made it. And I got them both to turn on at

8:41 – 9:160

Yeah. That was awesome. That was awesome. Okay. And um where are the playbacks available on the Tascadero City website? Correct. Of the meeting. Yes. And our YouTube channel. Our YouTube channel. And our YouTube channel. Perfect. Viewing party. Can we have a viewing party? Here we go. I'll make snacks. Right. Abs. Absolutely. Sweet. Awesome. Separately. We don't want each separately. Only two of us at a time in view together. City council meetings. Okay. Mr. Chair, you went here. Yes.

9:13 – 9:580

Um I I wanted to ask um I know that uh downtown is going along very well. Um I would like to just say that there are mixed reviews. Some people love it, some people hate it. I personally think it's it's going great. I did have a question about um Tent City, if anything was going to be going back in there, because that was a a shock to me that it had closed. Yeah. Um I I don't know that um he closed for any particular reason other than he also has a full-time job. Um so I think doing both was kind of a lot. Um we do have um some interest in um people um coming into that building and and doing something similar with some unique twists. So, we're hopeful that that um lease negotiation moves forward with the owner.

9:57 – 10:420

All right. Well, thank you. Appreciate that. Okay, that was it. Cool. Anybody else questions, comments, reports, anything? Um, actually, I do. Yes. I would like to highlight the city council meeting last week on the 10th. Um, every 3 years the building code updates and so there's a presentation on the updated code that the city adopted and it was a great presentation and very good information for everybody in the city. Were you dazzled? I absolutely fantastic. That's the standard by which we rate um staff presentations is whether we're dazzled or not. I look forward to the Chick-fil-A presentation. I expect to be dazzled. I mean

10:39 – 11:040

and fed. I mean, no, I didn't I'm not Yeah, we we'll have um probably pretzels um available for you in the little snack bags. As long as I get my Coke Zero, I'm good. I think a tasting might be in in You know what? I tried on Brown Butter Cookie Company and never got anything at all. So, I got my palette. Did you get your palette? No.

11:01 – 11:410

Okay, I see how it is. I see how it is. All right. Uh anything else? I I wanted to say I was able to come to the city update and hear the update from the fire department a couple weeks ago and that was that was really um exciting to hear about the expansion. So that was fun. And tomorrow is the state of the city. So I'm looking forward to seeing that as well. And when our followers see this and they want to look at the presentation about the building code and hear the update from the fire department, those are available on our YouTube channel. Yes, they are. Fantastic. Yes. And um I just wanted to come. Yeah.

11:39 – 12:240
