Finance Committee - Regular Meeting

I'd like to call tonight's meeting of the Finance Committee for Monday, June 22nd to order. Please rise and join me in the Pledge of Allegiance. Roll call of membership. Let the record show that Alder Fenton, who is our chairman, is absent and excused. Alder Crote is also absent and excused. Alder Van Zeelen is joining us remotely, and Alder Perkins and I are here in chambers. Please move on then to item number four, 26-0837, approval of minutes from the previous meeting from June 8th.

The first is 26-0838, request to award the 2026 PD exterior caulking project contract to Masonry Restoration, Inc. in the amount of $212,790 with a contingency of 10%. for a project total not to exceed $234,069. Project's pretty straightforward. We're taking care of business with an existing facility. The parking ramp is showing excessive leakage between the floors, so this will address that. And may not think it, but the building is now 20 years old from its renovation, and the exterior panels need to be re-caulked to prevent any future leakage from coming into the building.

Excellent, and we're all within budget.

Item number 26-0840, request to reject a bid for unit J26 mini storm sewer project from Carl Bowers and Sons Construction in the amount of $347,720. Do I have a motion to reject?

Thank you, Chair. We only got one bid. The bidders that we would normally get on this project and who would normally be low bidders did not bid this year. Probably a factor of just contractors just getting work lined up earlier in the season. They probably got more work than they were used to getting, chose not to bid. That's our take on it anyway. If we had gotten what we would normally get for bid prices on this, I think the bid would have come in around $200,000 or so. And we thought it would be best to, rather than spend a lot more per unit, we'll take that money, come back in a few months, request a carryover, repackage it with next year's project dollars, try to be a little bit more flexible on the timing, and then also potentially combine it with some other work, try to get back to where we're used to getting more bid attention, and we think we'll get better unit prices that way.

Thank you. What are we missing out on in putting off the work that was proposed in this? It's not super clear to me what what the many storm sewer.

So I would say the quantities are listed in the bid tab. I don't have a list of locate specific locations for you, but generally the program is designed to do a couple of different things. One of the main things is to provide for drainage improvements in the area where a regular storm sewer does like does not exist. And another one would be related more to backyard drainage issues where we're in some of the older subdivisions that don't have a drainage plan. And that's when things kind of just happen somewhat haphazardly. And so you end up with more low spots in people's backyards and things like that. So those are kind of the two main areas that we would not be able to pursue this year by not doing this project this year. But we anticipate that a one-year delay would be involved.

That rejection of that bid passes three to zero. Item number 26-0841, request to approve the acceptance of the Department of Natural Resources Safe Drinking Water Loan Program with a 50% principal forgiveness in the amount of $404,250 for replacement of private lead service lines in Appleton.

I can take this one. So this is, in many respects, it's par for the course in terms of our lead service replacement program. These are the This along with the other 2 memos I believe this would be the 4th time that we've taken these through committee and see the the main difference here is we're working our way through working way through different census tracts and because of the socio economic data available for each census tract the amount of principal forgiveness that's available for this one is less than what some of the Previous ones have been, so we're looking at 50% principal forgiveness on this one. So of the $404,250, we're anticipating half of that would be forgiven. The other half has to be addressed through other funding sources. And at this point, we're anticipating that... The PSC will respond to an application that's been put in that would allow for a portion of the private side work to be funded through city water utility dollars, and then the city would develop a program where a portion of those private dollars then, if successful through the PSC, a portion of those would be funded through the city water utility, and a portion would be handled by the by the individual property owners. But we're trying to provide some subsidy for that so that the property owners don't get hit with a big bill that they can't handle.

How many, approximately how many properties can this particular dollar figure manage for private side lead service replacement?

Yeah, I want to say it's in the vicinity of somewhere between one and 200. Okay, excellent. That's great.

On the same note, 26-0842, request to approve the following 2026 budget amendment, DPW Engineering Admin plus $404,250 for the DNR Principal Forgiveness Loan Grant revenue, and plus $404,000 $1,250 private-side lead service replacement expense should record the acceptance of the 50% principal forgiven financial assistance loan for private-side lead service replacements.
