Number 251410, request to award a contract to Stantec Consulting Services, Inc. For an initial contract that stipulates grant writing services related to the PAC site will be provided at $0 to the city, and initial grant funded environmental testing and remediation services are not to exceed $190,000 contingent on securing The US securing of US Environmental Protection Agency Brownfield Coalition grant via Calumet County and Wisconsin Economic Development Corporation site assessment grant for a parcel located on Division Street between West Franklin Street and West Washington Street, tax ID number 30One-five-ten50Six-zero. Okay. Thank you. Alright. Gonna be a lot of background here. So if you recall, we had an offer to purchase on this parcel. It's just north of the PAC. Have a part of the offer to purchase details are that we have to do some brownfield not remediation, just some site assessment on this property. And so this is helping get to that offer to purchase details. So thank you. Contingencies.
That is the word I was looking for. So, anyways, we so that the city is not liable for or does not have to spend money on this property because their offer to purchase was only for a dollar. We are we have been looking for grants, and we've applied for grants. One of them is the Calumet County portion of the US EPA Brownfield Coalition grant, and then I also have applied for the WC s a g SAG site assessment grant. And so we are just waiting for approval on those.
But once we get those grants, grants, what are we gonna do with it? And that's where this comes into play. We sent out an RFQ. Yeah. I'm getting some Just Okay. Can you hear me?

okay. Sorry. I'm so used to, like, holding a mic. Sure. Oh, anyways. So we sent an RFP to four consultants, and we have chose Stantec to be the consultant to do the site assessment if there is remediation. Stantec also is the consultant that Calumet County is using for their so this for their portion of the funds. So we have 40,000 from the Calumet County and then a 190,000 potentially up to or sorry, a 150,000 from the WEDC one. And so once we or if we get that money, then we can use Stantec to do the site assessment and any remediation or planning for that parcel. Or and another contingency not contingency.
Another thing that we can do with this RFQ is we can use this for other properties throughout the city. We will be able to renew the contract or have a contract with other parcels that we, you know, would need brownfield assessment.
What's the turnaround time on finding out the grant? Very soon. Okay.
Yeah. So we submitted in October, and so we're close to finding out.

Just, I think this is probably a technicality. Can I direct to I'll allow? Can you explain the logic that lets us apply for this grant through Calumet County?
Oh, yeah, it's a coalition. So it's Calumet County, Outagamie County, and Fox Cities Greenways. And so if the property is within both of those counties and then the Fox City Greenways also gets a vote on it as well. Okay, Thank you.

the city is applying for the
grants or the coalition is applying for the grants? We applied for it. Okay. Yes. The coalition has the money.
So then we're still accountable then for, like, reporting and all of that and making sure that the money goes where it needs to go?
That's a good question. This is what the consultant will be doing.

So actually, they would get paid the grant money. So we would take in the money as a grant, we would do a budget adjustment, and so then they, to do the work, we would pay them through that grant money. And so this, like, this is securing that work for them.
Business terms, it's a loss leader for them. So they're taking risk in applying for this grant on our behalf. However, on the back successful at getting the grant, and if you think about it, if they're willing to do it at no cost, they have a pretty high success rate. They know how to get these. The payment comes on the back end when the grant funds are secured, and then their teams can go out and do the testing.
I'm confused because the statement is that the city has already applied for all these things. So where does the grant writing come in then?
This would be for future grants. So the grants we've applied for for the initial site investigation, so the Calumet County EPA and then WEDC in particular is a very relatively easy grant in the grand scheme of things. If after testing, it warrants additional cleanup funds, then we'll need to go straight to US EPA to apply for EPA brownfield cleanup funds, and those are very complicated. And we would need $0 grant running services for that. That make sense?
Yes. Then it's my assumption then that Stantec assumes a very high potential that the city will get this $190,000 total in grant. We've already received a portion, is what you said? Okay. Thank you. I appreciate it.

Just wanted to comment that we continue to bounce back on our revenues. If you take
a look at page two, receipt amount is 969,000. We are approaching our targeted budget revenues that we estimated for 2025 and included in the budget. Also catching up. I know there's been comments on that estimated cost had been lower. We've had a few big projects. Still not at the 266,000,000 we had last year, but inching along. Feeling good about where we're at compared to earlier this year.
