Good evening. I now call to order the meeting of the planning and zoning commission for the city of Apache Junction. I don't think my nerves could handle it. My name is Paula Mahoney. I live at 350 North Renick Drive in Apache Junction. And uh you guys all have a copy, but I wanted to read it out loud. Um it's from my husband who wanted this statement read into the record. Says, "Mr. Leftwitch, due to out of town travel, I am unable to attend tonight's planning and zoning commission hearing. I'm requesting the statement be read aloud." Sorry, I didn't realize that was an email. I reside at 350 North Renick Drive, directly across from the proposed development. I cannot attend the April 28th hearing, but I will represent I will be present at the June 2nd city council meeting. Please read this into the official record. While my wife and I accept the development of this property, our focus is ensuring that the final site divine uh design remains compatible with our established singlestory neighborhood. I appreciate that the updated 146 unit plan keeps the primary resident entrance at the southern portion of Renick Drive. This design choice is crucial. Poor site planning creates a permanent disrupt creates permanent disruptions. Take note at the car wash at Apache Trail and Thunderbird whose exit was carelessly aimed at the neighborhood instead of the main road. And because of that oversight, we are now subjected to punishing sounds of massive air dryer 7 days a week, 12 hours a day. If the developer is granted the flexibility of an RM-2/PD zoning, the city must demand strict adherence to this layout in return. And I request that the commission condition any approval on the following four points. Number one, strict entrance adherence. The primary access point must remain exactly where it is depicted on the southern portion of Renick Drive to prevent traffic from flooding uh the front of our homes. Infrastructure
improvements. Proper sidewalks must be required to safely manage the dense influx of pedestrian and vehicle traffic on this single lane road. Boundary mitigation. Lock in a sixoot uh solid block wall and mature dense landscape buffer along the western boundary. From an engineering perspective, this is mutually beneficial. It screens the two-story apartments from the neighborhood and the tree canopy reduces severe solar heat gain on the complex's exposed western walls. Accountability to the plan. Number four, the approval of this PD must be a binding agreement. The developer must be held strictly accountable to this exact site plan with no future design changes permitted that would alter the entrance location or shrink the neighborhood buffers. Thank you for your time and I do urge the commission to ensure that we learn from class past planning mistakes. Thank you for letting me read that.
