Start free trialJuvenile Age of Delinquency
Effective August 1, 2026, Minnesota will raise its age of delinquency from 10 to 13 under Minn. Stat. §260B.007. Children under 13 who commit delinquent or petty offenses will now be handled through the CHIPS (Child in Need of Protection or Services) pathway under Minn. Stat. §260C.007, not through juvenile delinquency court. What are the implications of this change for Minnesota and specifically Anoka County? How will this change impact the youth and families involved? These are the questions this presentation will explore.
2025 Deficit Reduction Act (DRA) Report
In 2011 Anoka County developed a formal plan to assure compliance with the 2005 Federal Deficit Reduction Act (DRA). This Act requires Anoka County to educate our employees and contracted providers of Medical Assistance (MA) services on false claims laws and reporting requirements. Each year Anoka County must submit an Assurance Statement to the State of Minnesota confirming compliance with these mandates. As part of Anoka County's commitment, Human Services provides the County Board with an annual report summarizing key DRA-related activities from the prior year.
Human Services Committee Appointment Process
Human Services is updating the process for recommending and appointing non-County employees to Human Services committees under the appointment authority of the Anoka County Board of Commissioners. Developed in consultation with the Anoka County Attorney's Office, the procedure establishes a consistent and transparent framework for identifying, vetting, and appointing qualified individuals to Human Services committees, boards, panels, and commissions.
Community Corrections Advisory Board Member Appointments
Appointment of Becky Fink, District 5 Representative and re-appointment of George Borrell, Social Services Representative, to the Community Corrections Advisory Board. Term Expiration: March 2028.
Workforce Development Board Reappointment
Permission to reappoint Sara Garbe, Workforce Development Supervisor – MN DEED CareerForce Division, to the Anoka County Workforce Development Board for a two-year term April 1, 2026 – March 31, 2028.
Contract #C0009782 Amendment with OTI, Inc.
Authorization to extend contract #C0009782 with OTI, Inc., for operation and material management at County owned and operated compost sites for $78,000 per year plus monthly volume charges not to exceed $1,200,000 annually.
MN Department of Health Funding for WIC and PBSP
Authorization to apply for and accept WIC and PBSP funding through the Minnesota Department of Health for 1/1/27 – 12/31/31. PHES will be notified of the grant amount through annual funding letters, in an amount that will be based on available federal funds and projected participation.
Board of Adjustment Appointment
Recommend the appointment of Paul Ronyak to the Board of Adjustment for a one-year term expiring December 31, 2026. Member will be eligible to be reappointed for a full three-year term thereafter.

Approval of Amendment I to contract #C0010207 with The Salvation Army, with a contract maximum of $416,528 and Amendment I to contract #C0010208 with YMCA of the North, with a contract maximum of $228,349 for term of October 1, 2023 through September 30, 2027.
Contract #C0000206 Amendment with United Behavioral Health
Approve Contract #C0000206 First Amendment with United Behavioral Health, Inc., updating the Medica Medicaid Standard Payment Appendix and general contract language. Service rates will be adjusted in accordance with future state updates.
