Consider recommending approval of a $25,000 forgivable loan to the Anoka Technical College Foundation to assist with the purchase of training equipment and Authorize the Executive Director to enter an Agreement for the loan.

The HRA has partnered with the Anoka Technical College Foundation, donors and industry partners effectively several times from 2014 to 2025 and have put the college on the state and national training map for machine trades education. Students have an opportunity to be trained on the same machines they will use once they move into the job market. The equipment is also used heavily as a recruiting tool for the high school students that tour the Machine Trades lab each year. The Anoka Technical College has requested ACHRA to consider funding up to $25,000 for a Micro Vu Vertex 341 US6X LWD with InSpec Metrology Software and operational stand. This piece of optical metrology equipment is the workhorse of inspection or quality control assurance for manufacturers across the country and worldwide for that matter. They have some optical instruments, but not enough and not of this caliber. To keep the program relevant, they need this in their lab, widely available for student use. They also now also have a degree program focused entirely on quality or inspection. So, between day and evening cohorts of Machine Trades students, they anticipate over 160 students to use this machine. With a total cost of $59,935, the plan is to leverage $10,000 seeded by Rick & Jan Meier (secured), $25,000 from the HRA and $7,935 of the Machine Trades allotment from the state’s legislative leverage program (also secured). The balance would be within reach of a typical “Fund the Need” appeal (approx. $17,000) at our April 16th Connect the Dots fundraising event. The loan would be reduced by $5,000 for every 50 students trained on the machine. Of the previous partnerships, Anoka Tech currently has $15,000 remaining on the older loan and $25,000 on the 2025 loan. These will be updated after they send the usage reports in July. They have met the terms and conditions the other loans have been forgiven.

Discussion and direction on the contract renewal proposal for Anoka County’s Hospitality Suite for the 3M Open.

In 2018, Anoka County Housing and Redevelopment Authority (ACHRA) executed a seven-year Memorandum of Understanding (MOU) with the 3M Open golf tournament to secure a hospitality suite at the annual tournament event held at TPC Twin Cities in Blaine. The suite has been used for economic development purposes by inviting guests from growing businesses, real estate developers, real estate investors and associated industries to promote the Anoka County region as a place for investment. Tournament staff has requested an extension of the MOU from the ACHRA for years 2026-2030. At the December 2, 2025 meeting, the ACHRA Trustees directed staff to gather more information from other Anoka County departments involved in supporting the tournament. This discussion is to provide an update to that request and seek guidance on the proposed renewal.
