So there's no dollar amount listed yet. So back to the last resolution, we spoke about being able to apply for CDBG money for the demolition funds.

The additional expenses associated with the purchase of the installation of the local sculpture required an increase to the original loan amount of $34,000, bringing the total inter-fund loan amount FOR THE ART PROJECT IS $62,000. SO THIS RESOLUTION, WHICH IS FOR THE GENERAL FUND, IS TEMPORARILY LENDING AN ADDITIONAL $34,000 TO THE CAPITAL FUND FOR THE ART PROJECT.

So another exciting potential Amsterdam venture here, the Friends of the Chaktananda are seeking

about $60,000 to do a feasibility study to potentially expand the Chuckton-Under Trail beyond just Amsterdam and into Hagman and I believe beyond. It would be obviously greatly beneficial to the city and I'm sure the trailhead would still remain in Forest Ave area, so that would be nice. People would come to our city to experience the trail. But the bottom line is that they need $60,000 for the study. They applied for a grant for $30,000. The county is giving them $12,500 plus $5,000 in labor, I believe. I could be wrong there. We're going to contribute, Lord willing, $12,500 as well. And US THE COUNTY PRINCIPAL CHUCK AND ANDA ALL WORKING TOGETHER TO CREATE SOMETHING FANTASTIC HOPEFULLY AND THE COUNTY I BELIEVE WILL BE MANAGING THESE FUNDS SO IF ANYONE'S CURIOUS QUESTIONS

Mayor, would you like to speak on this? Right in front of the meal allowances? It's a contractual benefit that is based off of every four hours of overtime work. So it's a number that cannot be deemed in the beginning of the year. You have to wait until the end of the year. If they work 11 and a half hours of overtime, they would get $20 a meal. If they work 12 hours of overtime, they're going to get $30. It helps for deciding something that's the fate of my work. We have an issue with the splash pad. The first problem we had was more We've had some complaints with our assuming you do a lot of people, and you zoom through there like this. And if we could bar them completely, it would really result. It just imparts . And that's all I've got. Mike, we've got five more minutes. If you'd like, we'll talk about . So my plan right now is based on their target date for completion, which is early October, at the very end of our payday, I want to get that entire run paid. It's in bad condition. By the time they get done with their pipeline work, work with my office to push that project out for a year. And it'll be good when it's done. Everybody knows it gets a lot of traffic. As a follow-on to that, and I don't locally report on this, so engineer's office issues permits to license contractors, including National Grid. for whenever they're doing utility work in the streets or anything like that. Street opening permits is what they've historically been called. Most years, the last four or five weeks, we've averaged $100,000 to $120,000 annually in permit fees. And this year, so far, we're at $230,000. And that doesn't include the cost of manufacturing or

I purchased Roman Avenue, the old school building, more than 25 years ago. When I first bought it, it was . When I researched, when I bought the building, it had 24 units with the water bill, and it also had a ,, which is double taxation. It also had 24 units worth of garbage user fees, even though it had a dumpster for the three years prior. The back taxes were $24,000, I mean, it was $44,000. $24,000 of that was double taxation. At the time, I thought it was a clear clock. Call Mike Jura and say, geez, I shouldn't be getting this debt now. He said, No, it's already in the budget. It's already been approved. You can't get out. Similar case when I bought 300 Guy Park, you know, the school building from the school district. Then I had the water shop at the street. I didn't want the pipes to freeze. I spoke to Ben, the engineer, and he said, You're not going to get charged a tax bill. Only if I'm getting a quarter of the bill. If I'm paying $6,000 later, I pay the quarter of the tax bill. Because then the engineer, not the current engineer, said, did I give it to you in writing? And so I got stuck again. My fear is that the two other ordinances, the vacancy one and the newly read one, is going to have the same effect. We're going to miss a day, and $1,500 later, it goes right onto your city bill, your tax bill, and then it's not going to be able to get taken off. I've already had that problem. I own 232 East Main, which is a six-car garage. I use it. I pay taxes on it. It's pristine. I got a vacancy notice about it, a vacancy tax registered for $100, and next year it's $1,500. I called the fire chief, and the fire chief says, well, no, there's a whole process. I'll get you in touch with the code enforcer. And my cell phone number, the code enforcer never contacted me. I sent a month later the registration in. I sent the priority mail. It's been a month. No response from anybody. So is that automatic? I've got six separate bills that are supposed to be four of them don't even comply with your own coordinates. called the controller, the controller said to me, I wrote a terrible letter that, you know, the content needed numerous times, first time I ever got it, but that all unpaid penalties will get relevaned onto the city tax bill for future taxes. Four of them don't even apply. So me and the others would just keep on charging and go on to my next tax bill. I don't see the purpose. You can look up If you're an LLC or if you're a corporation, you do. But that doesn't help you. If you're an LLC or a corporation, you can look and see who you are. you could send out with your tax bills a little piece of paper saying, hey, you should register. You've got to register. It's not a law. It's not we're going to tax you. After the fact, not before. I feel it's unfair, and I kind of feel like it's kind of lost the timing. And I'm fearful of, like previously, with the Bowman Avenue School and the Hyde Park, it somehow is going to need to be budgeted. The controller wrote the letter, says, I had nothing to do with it. It's the assessor. I called up the assessor. The assessor said, well, gee, they dumped this on my lap, and we said that's a moody ring, and so there's four properties that I own that don't have any buildings on them. It doesn't need to have any kind of registration, and so I got them removed, but my point is there's already glitched, and I kind of feel like it's very unfair. I can't tell you how many phone calls to figure this all out. And it just doesn't seem, you know, if we were paying the tax bill, they shouldn't have this issue. Thank you. Thank you. I question the city's priorities when the leaders are learning to spend on flatbeds, boardwalks, sea trailers, fireworks, and then we hope for state grants to fix our roads, our water, our wastewater. A large majority of the people in the city of Amsterdam, the state of New York, and the nation are currently experiencing mental health effects from illegal fireworks and excess illegal fireworks that are detonated and continued to occur over the past 90 days.

I know there are a lot of physically and mentally traumatized people.

I know there are a lot of angry people who want the fireworks.

destruction, stress, and then nightmares end.

We are telling you that your anger, frustration, and stress is justified, and that we can work to severely lessen the effect of both illegal and legal violence. I'm going to address three groups. The public, the police, the fire enforcement, and the politicians, local, state, and national. First, let me say that I very much appreciate the fact that this is the first time in a public message that the Hampton Police will enforce the legal fireworks law in the afternoon. And it's very appreciated And I know how hard it is to change the culture of policing on this major problem. Thank you for that. This notice did have a positive effect early on in the Fourth of July. However, we had fireworks consistently going off in valleys until 3.15 a.m., especially on the lower west side and in some central parts of the west side. We have not seen arrest ticket numbers yet. We are very much seeing arrests, especially at Lower Caroline Street, West Main Street, and especially on Michael and 10th Avenue Street. If you're right, the whole west side and south side until the sun comes up. There should have been arrests and tickets in the future. I mean, mass ticketing and operations such as Disconnecting had last year. And they arrested and ticketed 28 people for illegal fireworks on Fourth of July. Tickets and arrests are what make the difference between law and disorder. I'll file up on the website with aid and arrests for illegal fireworks for this and other crimes. To the public, you've got to start showing up and working to stop people from setting off illegal fireworks. We can make a difference, but only through the public health. To organize on this front, to join the Facebook group, quote, Anthony in New York environment, unquote. Let us organize and take individual collective actions to stop the hell we experience for the best needs of the people. To move the Recon EA office, we need money spent on anti-trafficking, stealing fire producers, and as strong a company as possible, but prosecuting, stopping this off, you know, like special people with cars and kill people, like in my environment. The politicians locally need a number of things, including a local ordinance similar to Schenecti, which levies a $250 fine per illegal fireworks. We also need the illegal fireworks explicitly added to the nuisance ordinance, which already exists. The state politicians, including Assemblyman Angelo Santa Barbara and Senator Patricia Fahey, need the penalty for illegal fireworks increased We need money for enforcement. We need the so-called sparking lights to stay in statewide. They cause pollution in our problem cells. We need statewide rules limiting the number of stoves and a decrease in explosive powder content and noise pollution of firework shelves for licensed products. Federal politicians, including Congressman Poltanco, we need a national ban on consuming fireworks and smaller them to the size of explosive powder and noise pollution of the firework shelves. Mandate sound fireworks for all fireworks. This work is achievable. We need action now, not in the future. For health and peace, here now, please.
