City Council - Regular Meeting

Call this Altuna City Council meeting to order. Monday, May 11th at 6 p.m. We'll now have a moment of silent prayer. Please stand for the pledge of allegiance. Mayor Pacificico here. All right. At this time, we will open up the floor for public comment. If anybody would like to address council, please come to the podium. State your name and address for the record. Please keep your comments to three minutes. Floor is now open. Okay. There is none. We will close the floor and move on to the resolutions.

Item A is approving the minutes of the Altuna City Council meeting held Monday, April 13, 2026. Item B is awarding the Altuna Prospect Pool Swimming Pool Renovations Project to mainline commercial pools of King of Prussia, Pennsylvania in the amount of 3,657,750 and further authorizing the city manager to execute all documents and the city clerk to attest to same. Item C is amending the 2021 2024 2025 CDBG program transferring 59,45563 from the completed Pleasant Village lighting project to the newly created Green Avenue 11th Street Towers sidewalk project transferring 200 223,31472 from the Pleasant Village roofing project to the newly created Green Avenue 11 Street Tower sidewalk project and transferring 10,000 dollars from the canceled railroaders memorial museum alto tower project to the newly created green avenue 11th street tower sidewalk project and further authorizing the city manager to execute all documents and the city clerk to attest to same as needed. Item D is awarding a demolition bid for 101 East Walnut Avenue to G&R Excavating in the amount of $19,262 payable from the Altogether Altuna Fund and further authorizing the city manager to execute all documents in the city clerk to attest to same. Item E is awarding a demolition bid for 1186th Avenue to GNR Excavating in the amount of $14,15820 payable from the altogether Altuna fund and further authorizing the city manager to execute all documents and the city clerk to attest to same. Item F is awarding a demolition bid for 15184th Street to G&R Excavating in the amount of $24,882 payable from the Altogether Altuna Fund, further authorizing the city manager to

execute all documents in the city clerk to attest to same. Item G is approving a repository bid in the amount of $1,500 for property located at 8106th Avenue and in the amount of $2,000 for property located at 8066th Avenue to Jonathan Wolf Pyramid Healthcare Properties of Holidaysburg and further authorizing the city manager to execute the taxing district form. Item H is reprove approving the repository bid submitted by Alueso Holdings of Tucson, Arizona for property and amounts as follows. $300 for 2005 to07 3rd Avenue 2,000 for 1508 to 101 13th alley 709 for 709 4th Avenue 1,100 for 1096th Avenue 1,000 for 1513 North 6th Avenue $600 for 1124 to 261 17th Avenue 2,000 for 101 East Willow Avenue 2,000 for 308 2nd Avenue 1,100 for 1509 First Avenue, 1,500 for 1616 Thirdrd Street 1,500 for 704 2nd Avenue 300 for each of the next 1 2 3 4 5 properties each 11:08 17th Avenue 1110 1116 1118 and 1120 550 for 3127 7th Avenue and 550 for 417 South 8th Street Altuna PA and further authorizing the city manager to execute the taxing district form. Is there anything any deletions or any additions or anything that needs to be pulled for separate vote?

Like to pull item H, please. Okay. I have a question on item F that bids quite a bit more than others. Just curious if there's a anyone can share what the backstory is. It's a very large commercial building that sits on the corner of 15th Street and I'm sorry, 15th Avenue and Fourth Street. It's been in disrepair for quite some time. Okay. I think it's at least three stories in height and um it has a commercial function in the bottom. Thank you.

In letter G, I would like to pull 8066th Avenue from that and only include 8106th Avenue. How do I do that? How do I do that? You can pull and just vote on just that. Okay. All right. Okay. So, on item G, we're going to um approve a repository bid in the amount of 15. Well, I think I think I don't want to vote on I just want to table it. Oh, just table 806.

Table the 806 portion. So, we're not like actually taking action and denying it. We're just tableabling it uh next month. That's going to require a vote, I would think. Okay. Do you need a motion? But I just wanted to clarify that we weren't like voting it down per se, like we weren't voting the sale down. Question. If we if if we motion and second to table the entire thing, the same thing's accomplished. Correct.

Just Well, it's up to you. I mean, you can vote just on the 810 6th Avenue. You can vote to table 806th Avenue. Okay. Uh, approve 810, vote to table, vote to not approve or approve. So, we're looking for a separate a separate vote, separate motion second for 810 and then a separate item for 806. Correct. Right. Would would it be in order to entertain that motion now? Sure. Then I would I would move Can you scroll back up? Could we um could we do the consent vote first on the other items just out of I don't So we're pulling item G all together. Yeah.

For now. Yeah. To go back to it. So let's do the we'd be pulling G and H for a separate vote. Let's vote on that. Okay. Let's let's call let's call the consent vote on the items A through F first if that's okay. Okay. Yep. I'm good. A through F. All right. On the consent vote, Councilman Batty, yes. Councilman Butterb, yes. Councilwoman Clinich, yes. Vice Mayor Ellis, yes. Councilman Kis, yes. Councilman Kelly, yes. Mayor Pacificico, yes.

And the consent vote passes seven to zero. And then we're going to do item um G. We're going to We have a motion to table eight ta to table the entire I don't even know 806. Yes. Table 806. Yeah. 8066th Avenue. So we're just voting on 8106th Avenue. So the motion So there's a motion to table 8066th Avenue by Councilman Kelly. And I need a second on that. Second. Okay. May I'll call the Can can I have a just a question on clarity? The reason we're doing that for 806 is because it was not on the original agenda. Is that correct?

Correct. Yeah. Okay. Okay. So, I want to call the vote. Councilman Batty. So, we're voting to approve 810 tableabling 8066th Avenue from the resolution. Yeah. We're not voting to approve. Yeah. Got you. Okay. Councilman Butterb. Yes. Councilwoman Clintich, yes. Vice Mayor Ellis, yes. Councilman Icis, yes. Councilman Kelly, yes. Mayor Pacificico, yes. And the consent vote or the vote passes seven to zero. And now next, we are voting on

810. Another sheet. We're voting on 810. This would be approving the repository bid in the amount of $1,500 for property located at 8106th Avenue to Jonathan Wolf, Pyramid Healthcare Properties, 975 Scotch Valley Road, Holidaysburg, further authorizing the city manager to execute the taxing district form. Councilman Batty, yes. Councilman Butterb, yes. Councilwoman Clinich, yes. Vice Mayor Ellis, yes. Councilman Ikis, yes. Councilman Kelly, yes. Mayor Pacificico, yes. And the vote passes seven to zero. That's item B.

And then on item H, we're going to take a vote on that as well. And I'm not going to read those properties again, but I'm just going to read approving the following approving the repository bids as indicated in my uh previously on when I read the resolutions into the record submitted by allaso Holdings of Tucson, Arizona. Councilman Batty, no. Councilman Butterb, no. Councilwoman Clinich, no. Vice Mayor Ellis, no. Councilman Icis, no. Councilman Kelly, no. Mayor Pacificico, no. The vote does not pass 0 to seven. Okay. City manager updates.

All right. Council discussion. Councilman Kelly. I Nathan, I'm going to put you on the spot, but it's all good. I I just want to commend the police department. Uh, I I saw um the motorcycle drag racing incident and that arrests were made in that and I I just want to compliment our police department and I guess also Logan Township was involved with that. That's a really dangerous situation and some people may think they're having fun speeding around doing that, but it puts themselves, the rest of the motoring public and the police department in great risk. And I I just want to, you know, thank you guys for the the work at on all the good work you always do. But, you know, that's just good police work and thank you guys for that. You know, we're also at that time of year where the weather gets nice and people who um we get a lot of a lot of unauthorized vehicles out on the road that shouldn't be doing things, particularly if people live on dead end streets or something. and you got dirt bikes and minibikes and all kinds of other motorized vehicles that shouldn't be on the road going up and down the highway and and it's tough because you guys can't be everywhere at all times, but I do appreciate the good work of our police department. So, thank you.

I first want to recognize it being National Police Week and thank those who serve in law enforcement. Uh also uh thank you to uh the members of the community that participated in the cleanups at the Nehemiah project and the Juniata Church the last few Saturdays.
