The revenue for 25-26 year-to-date was $225,029.01, and there is an additional in your packet there that breaks it down. Expenses were $166,258.50. The outstanding grants was $25,000, and that's actually been paid since we started this fiscal year, 2067. That was paid last week. I'm here today to ask you for your support in allowing me to attend the upcoming Southeast Conservation District and Forge Conference. This year's meeting will be held on November 3rd and 4th in Pigeon Forge, Tennessee. Former employees in my position have brought back ideas such as the bookmarks that we put in all the elementary schools in our county. There's already money allocated in our budget for this type of professional development, so attending would be consistent with the funds that have been planned. I would also like to emphasize that I will be staying in my family's home while I'm there, which will help to keep the cost of the trip down and make the use of the budget more efficient. I would appreciate your consideration. I believe this meeting could provide worthwhile ideas and resources that we can bring back and use here, just as we have benefited from educational opportunities in the past.

okay mr david spicer thank you yes sir thank you mr chairman uh so we we have um at the courthouse we've been working on the basement section the lower level there and we took and put in new floor and put in a wall we have met with the dmv from Elkin and the regional office and they really like the space down there in the lower level of the courthouse. i think the dmv actually was there one time before so we've been working on that we had a meeting with them and asked them what it what they needed for us to do to make it usable for them so they gave us the suggestions and i talked to them today they're very excited about getting into that space they'll have more room and a better opportunity to serve the citizens of allegheny county so they're very excited about that so they're going to have their it and their safety people come up and we're going to work on getting whatever else we need to do done for them Everything else pretty much okay. I know we've been having several events at the fire grounds. All those have been going well, so no issues there right now. A few minor things that we've had to do. We put in a new heat and cooling system in the office of the kitchen. So that's being completed now. So that's all being done. The transfer facility, we have one load of commingle at 4.02 tons. We have one load of cardboard at 5.40 tons. We had three loads of scrap metal at 15.41 tons. That yielded the county $2,773.80. We do have the RFP advertisement out for the new tipping floor. So that has been done. The pre-bid meeting will be August the 27th at 2 p.m. That'll start here in the administration building, and then we'll move over to the transfer facility. The bid opening will be on September the 24th at 2 p.m. That will be here in the commissioner's meeting room. So those things should be falling into place now fairly quickly, and we'll be able to get those things accomplished, I hope. So on animal control, we had two calls assisting the Sheriff's Department. We had one call, dogs and livestock. We had two well-being checks. We had six cats and or dogs picked up. We had six wounded at large. We had one attack, four bites, and we quarantined four of them. And we trapped five dogs we had 64 hours 18 calls 362 miles traveled question for david you had 18 calls as a complaint or everything did you answer all of those yes sir i got a question about fairgrounds wi-fi is it any better it ain't been nothing but trouble after all well It's hit or miss. I don't know that I know exactly what's wrong with it, but it's been hit or miss. It'll be at the correct speed, and then it falls off. People go check it. It's running fine. It's kind of like your car when you take it to the mechanic. It's making the noise, but it doesn't make it when you go broad, you know. But it's hit or miss, and I think Chris is still working on that, trying to get that fixed.

It might go with a vent. So just prior to the meeting, I passed out the finance report for today. The top section, we're going to review the financials for this current fiscal year. And the bottom section is going to be last year's sales tax. So the top section, year-to-date revenue, $1,051,162.42, which represents 4% of our total budget. Year to date expenditures, $3,202,264.13, which represents 13% of our total budget. Bank balance as of today, checking $7,918,524.08. In the savings account, $7,164,231.15. for a total of $15,082,755.23. The Town of Sparta's grant savings account for the wastewater treatment plant, we still have $12,416,499.50 to disburse. The transfer facility investments with North Carolina Capital Management Trust, the board invested 1.5 million last year in this account, and we actually used $286,514. So now the investment starting July 1st of this year was $1,257,153.10. And today we've gained $3,932.65 in interest on that new amount. The general fund investment with North Carolina Capital Management Trust is at $5,132,448.20. And for the month of July, we added $15,531.56. So our net financials for the year so far is actually the negative $2,151,101.71 but I will tell you that Rita and I had a conversation this morning and all of the tax files from upstairs have not been sent downstairs yet for us to get posted in the finance system so that there was quite a bit of tax revenue that came in last week that hasn't been posted on these numbers So can I answer any questions about this year's financials?

On the transfer facility, we did get a grant on that on top of that, didn't we?

It ain't counted in here, is it?

No. Okay. That's just the one and a half million that the board allocated last year. Yeah. And then on top of that, we have got one and a half million and some change to help with the transfer facility. And on top of that, we have now gotten 2.8 million to expand recycling and help with the transfer facility construction.

So that's 2.8 above the 1.5 million.

Yes, sir. And on top of that, we have gotten the 1.3 red leg loaning grant. So at this point, we're getting really close hopefully to we don't know what the bid is yet because mr spicer just talked about the the bid process so yeah we but i will tell the board too we're going to have to go through an lg process lgc process with the red leg one like we did with the loan that we took on with the high school so you'll be seeing some things that i'll be bringing to the board for approvals on that that's all i got okay so on the bottom section the local option sales tax that is everything that was collected for last fiscal year $1,553,411.23 and you can see that's an increase from fiscal year 25 of $108,506.86 And then the quarter option sales tax, same thing. We have an increase. The amount is $432,591.96 for the last fiscal year. But the previous fiscal year, it was $402,753.16 for an increase of $29,838.80. That's very good. Can I answer any questions?

Go ahead, Bob. I've got one question. I don't know if, I guess, for April or whoever, when the taxes are paid upstairs, there's a little bit of a delay by the time they get to you to post.

When people get their tax bill, they also get their sticker for the trash dump.

that's correct if they don't have enough stickers then they can have the option to go upstairs and buy one for five dollars well the process would be and this actually happened to me last year so I can talk about my personal one I didn't have one for a home that I have And I went upstairs and Rita's wonderful staff took my address down to the, it's a rental house that didn't get a sticker. So they recorded that and that they gave me a sticker. Now, if I would have lost that sticker, I would have had to have gone back to the tax office to purchase one. when somebody buys an extra sticker for five dollars where is that included in the money that comes down general fund or no it's in the enterprise fund that supports the transfer facility and it was five dollars last year but it's ten dollars this year ten this year it is ten this year and that was approved in the budget process when we when we went through and the ordinance was included with the budget process that was included in that ordinance so that that money for the extra stickers goes to the transfer station it does it supports the transfer station okay that is correct it's part of the revenue okay thank you you're welcome any other questions all right we appreciate it thank you next up mr aaron ray tompkins art coach extension agent

Good afternoon. I have two items on the agenda to present. The first is a change in our board. We have received the resignation from Maggie Osborne-Evans due to health issues and our board discussed this and the recommendation to fill that position would be with Stacey Barker who works for Farm Credit. I know that's very informational at this time. we did want to make you all aware of that change in recommendation from our board so that would be the first item on our presented does anybody have any questions in regards to that no i think she's a good choice so um second item uh the farmland preservation which is also the allegheny ag board um in regards to i know you all have heard in regards to data centers um being in Information was presented and a unanimous recommendation from the Ag Board slash Farmland Preservation is to enact a moratorium currently on data center for this county. I know there has been some action taken by the town in regards to this, but due to the concerns of infrastructure impact on current agribusiness and agriculture as a whole, at this point due to the fact that there's still a lot of lack of knowledge or lack of information that's available. Some of the information, I encourage you to take this, read over it. This is some of the information that we have received through Raleigh on data centers and some information. I am in no way an expert on data centers, but I am just presenting the information and recommendation from the Ag Board to proceed with the moratorium.

Okay, anybody have any questions about the Moratorium or about data center. I don't know that if, I haven't talked to Blue Ridge Energy, I don't know if they can supply or if the town can supply all the water that's used. The infrastructure may not be there.

The infrastructure, I'm not sure. And I think that's part of the reason the town making the decision that they had made. Because I know they have already elected, you know, made a direction on that.

bobby aside for that well i got the expert on weeds um about poison hemlock the plant not the tree the plant is that a concern for this county right now it is a concern because if people don't know it and it the problem is is it can cause cardiac um so from that standpoint yes it is it is something to be concerned about however well i just i didn't mean to interrupt you but i know that other counties have been specifically targeting is is that something you're looking at i know is it bad for cattle horses sheep it is it is bad for any type of livestock including

But the DOT does not have a targeted program on that, nor does the Department of Agriculture. And both of those would be the ways, because there's a couple individuals that have reached out in regards to right-of-ways where it's on the roadways and those types of things. And the thing that is to be concerned with is it can also, if you go in and burn an area down, those fumes can actually also affect.

so the best way to get rid of it is to spray it with a herbicide i don't know if this is for heather but you got a fence lines one farmer takes care of it the other farmer lets it grow can you get any spray on the other stuff that's that's the best thing actually we're trying to work with your neighbors

We're looking at $124,197. The local match for that would be $18,628. Looking at our capital grant, this will be for one replacement lift van and one minivan. the total for that is a hundred and fifty thousand eight hundred fourteen dollars ten percent local match would be fifteen thousand eighty one dollars and then the last one would be our 5310 elderly and disabled operating grant that is a 50 50 match and that grant totals 28 for our local

general business tiffany bowyer human resource director good afternoon today i am here for three pay grade changes the first is for the person recreation director it's currently at a 71 pay grade and i'm proposing that we move it to a 77 and this is due to the expansion of the rec department and the new ball fields The second one I have is the Parks and Recreation Administrative Assistant. This is a new position. They would be doing all of the administrative and customer service work for the Recreation Department. And I'm requesting that we start it at a 65 pay grade. Excuse me. And then the last one I have is Emergency Management Services Assistant Fire Inspector 1. It was approved for 65, and I'm requesting that we change the pay grade to 69, and this is for the addition of the Allegheny County Long-Term Recovery Group Executive Director duties.

re-evaluated and there's how many opens have we got in the recreation right this moment there's one they're going to be two no there's McKenzie's in the what's it called what do we call it oh she transferred over that's right yeah and then there's Randy in the position he's in and then there's the director I got you I forgot I heard transferred over so total extra dollars that we're going to be looking at next year

He's looking at $42,300 and in the parks and recreation director was about $11,051. I can't really see that thing.

Off the top of my head, it would be, and I might be wrong, and April, you chime in if you think I'm wrong on this, but it would be the 63 plus the benefits for that person. So you're looking at 80,000? Yeah. I just want to make sure we know that going into that next year. It's part of the natural evolution of what's happening with the Parks and Recreation Department. And I think, you know, I think it's logical for us to do it. I just don't want us to be surprised next year when it comes in. We'll look at the process next year.

we have a few things in the financial world for the end of the year the first one we're going to talk about Allegheny in motion so Allegheny in motion has two budgets basically one is connected to the general fund which is the administrative grant that you just saw that Melissa presented and we received 105,000 back into the general fund budget to reimburse those two and a half positions and basically the office expenditures this is actually the other part of the operation of Allegheny in motion this is the drivers and the vans and the gas and the maintenance and all of those things that are included in a separate fund and this this works just like the transfer facility fund it's an enterprise fund it's separate so at the end of the year allegheny in motion was in the hole due to a couple of different situations number one gas prices number two she had an employee that was way behind on billing and she wasn't receiving all the information about the billing but she has since had a meeting with her board and they have adjusted the rates there's a per mile and a per minute rate that actually is what your your base cost is and then you expense everything out so the other thing that's going on with this particular fund is they had cares money they had arpa money they had a fund balance for several years and each year that fund balance has has just dwindled so there is no more fund balance to support this fund so what i'm asking the board to do and by law we have to do it we've got to make this fund whole so i'm asking for a budget amendment to um get this fund back basically to zero we're out of the hole and then i'm going to ask the board to transfer the 37 000 that's needed in this enterprise fund did we go back and collect the bills and then get submitted or most of them has been collected yet and we're still yeah now part of it is gas prices

That's a good bit. It is a good bit.

But part of it is also, you know, the ARPA money that was given out in 20, 21, 22, all of that has dwindled. So everybody that had ARPA money and had a fund balance with ARPA money, they're having to adjust those rates and fees. And that's exactly part of what's going on with Allegheny in motion. that has been done with her board and melissa and i we have a plan six months into the year we're going to sit down we're going to pull all of her numbers and we're going to see if another adjustment needs to be done to those rates okay all righty i make a motion to accept second any further discussion all in favor 4-0 Okay, so the next part of this is actually the transfer of the money, and I have it all laid out for you. Contract labor in the county manager's budget that was not used because we had a match. That's actually our intern from the UNC, and we had a match. If you'll go back one, one up there. We had some left over in that. Continuing education and travel and actually the animal budget. And that's where we've put that money together for the transfer. So there you got it.

we have a department we have two departments that's been awarded opioid settlement funds one is law enforcement and one is ems ems did not use all their opioid funds that was allocated to them this year but law enforcement used a little bit more than we had transferred previously in the year so what we're doing here is we're putting the opioid funds back into that separate fund from ems and we're transferring what needs to be transferred to law enforcement it's kind of an in and out i got a question on that opioid fund who's looking at it see if they're purchasing what they're supposed to be personally purchasing well that would be the health department's the final say so but i get those reports also david sees everything from ems so what would it take for i'd like to get one look at it we can do that okay yeah okay that was a committee that was put together when this proposal was made originally correct the county can't we we hold the funds but we can't decide what to do with the funds it has to be another party and the party that was decided was the health department and the county has an mou is that correct heather with the health department and it they are assigned to disperse these funds but

we actually hold them but you through bobby yeah but there's just certain things they can use that for they just can't use it for anything right correct no it's restricted i like to see it it's restricted

does the fire department's department of insurance sends men around visually looks at everything it's on their grant we do we do an annual report yeah there's an annual report that's being done right now actually for last year does it does anybody come out and lay eyes on whatever they bought or whatever they spent the money for

i'm not sure that they've been here to make sure that the equinox that we bought last year is actually an equinox and it has a wrap on it i mean i don't know that personally usually everything with a grant any grant or settlement of funds is reporting and once in a while they'll ask for pictures like the rec grant that we just they actually asked for pictures of the lights when they were put up at davis field

um i don't know exactly what the health department reports on their side of this but the numbers come from us right i just know the fire departments go through that every year when they get their grant money and they buy whatever they're allocated to buy because i had to meet with a guy in piney creek he'd come in with a suit on badge and gun he won't see every piece that that had been bought you know visually look at it yeah so

Thanks, Mr. Chairman. On page 55, you can see the building inspections report. If you have any questions on anything on that report, let me know and we will check into it. We are continuing to seek out money for all the ball fields. as you know we you know we've got money that we've got one more step to go through i think to to be able to uh access the money for the uh the two small the kids ball fields still one more piece of uh bureaucracy we have to go through um but we're seeking out money for the the other the two to four ball fields that for the older kids um we're pursuing that we got grants out Waiting for the results on that. Auditorium, same thing is happening there. We're seeking out money to help us to transform the auditorium into more of an entertainment center where we can have concerts and plays and have the seats, maybe improve the seats a little bit. There's still some money there for some work to be done, so we want to utilize that money also. Of course, the transfer facility, like April said, we're close to having all the money that we believe we'll need in order to turn that into an entity that will last the next 50 years for us. And we are continuing to look at grants in other areas through Rahel, and we've got an announcement on a grant that we just found out that we received, but we'll tell you more details about that at the next board meeting but other than that that's that's what we're working on that's what the team's focused on all right thank you appreciate that county commissioner comments mr ervin i guess we'll start with you you're sitting over on the left side

Gee, thanks. A while back, we had a couple of citizens that approached us about the animal ordinance that we have, and we discussed the possibility of a workshop. I think we need to move forward with that workshop just as soon as the chairman and the county manager can put that together.

We had, who all was in the meeting from our side? It was you and I. Yeah, Mickey. Mickey, and we met with the two women that had approached, that had come to the meeting. We had a really good meeting, I think, with them. And we have asked them to pull together a group that can help support what they want to do. And we're waiting for them to ask for that that next meeting and they are energized and they kind of we came up with a plan on how to make what they want into a reality. It's going to be a slow process, but they were very pleased with that meeting and we're waiting for them to come back to us with their group of people that they pulled together to try to help us get to the next level.

Well, I think we were talking about a workshop that involves all of us. And this ordinance was put into effect four or five years ago. Like any ordinance, ever so often, they need to be looked at. Sure. I think instead of a private meeting, it needs to be needs to include a workshop includes the full board so at some point we need to i think all the commissioners need a copy of the ordinance and be ready to discuss things at a workshop we'll make that happen yeah and now school's open so everybody's got to watch out for the school buses and the children and you know they'll run out between a car and a just got to be on your toes with school starting early. Our September meeting, what day is that going to be?

It's moved on Tuesday the 8th. And I read in the local paper about McDonald's is having some kind of slow down. Is there anything the county can do to assist with our economic development? Or is there something TDA can do to help with the economic development? With McDonald's coming, they employ a lot of people.

Absolutely.

And our taxes on the food bring in money to the county. I was a little bit concerned that there was something having to be worked out with the town, and I didn't know if the county can step in and help in any way.

I'll be glad to offer any assistance that we can. So far, we've not been invited to do that, but we will see if we can set up something.

What he was saying is we don't have enough, a lot of information and recommendations from Raleigh, which both recommendation from Raleigh, I'm a little leery of sometimes. So I guess my thought process is until we get lots more information, we don't, I don't think it would, I think we'd make a mistake doing broad brush moratoriums on things until we compile i know this is a big thing i know the data centers is going wild in different places but i think sometimes we got to be careful about our knee jerk reactions and sort of compile a bunch of information and that means not just a brochure it means like blue ridge electric I think there's a lot more in there before we, and I know it was just a recommendation, but that's my thoughts on it. I just think sometimes we get carried away in moratoriums and if you're not careful, you go down this road too of people's rights. Somebody has a piece of property over there. that's you know whether it's a an idea of a new factory or whatever you take that right away from those people of being able to do that and then the other thing i want to point out is we do have a zoning board so if any of these kind of things come up you know come to you know if it really comes to a place to where they come and present they're going to have to go before the zoning board and if you have um the pros and the cons and come out and the zoning board shuts it down sure they can take it to court and try to fight it and stuff but that's why we have a zoning board here so just some points of interest um uh the you know just like things like mcdonald's you know there's a lot of different things happening in the county that's new things happening you know whether it's a lot of positives you know the new subdivision at cave rock there's a lot of positive in our county and a lot of things that could that could be a bright future to our county so we just need to be careful about you know as things come as thoughtfully walk through that item by item and then if it just too many if there's just too many cons for it and it's just if we see it's going to hurt the allegheny county people then we that's that's when we make our decision but anyway i thank all of our county employees what they do i think all you guys what you do i know i come up here off and on and i can tell everybody sometimes looks tired because all the different curve balls that's thrown at you guys every day sometimes. This, the TDA report, and I mean, even down the little quarter cent sales tax. Everything keeps increasing. That tells you a whole lot. The heads and beds, the tax there, that's people staying in Allegheny County, you know, for however long. And that keeps steady, you know, and that tells you a good thing. And Timmy's right. There's a lot of good stuff going on in the county. And we're still working on it, just like the auditorium out there. That'll be a nice facility when they get it fixed like it needs to be. but I ain't got much to add the moratorium was talking about I'm very concerned about that and a moratorium can be for one to however many years you want to do and I too certainly don't want to pass up something that would be good for Allegheny but I don't want to be a part of something that's going to be bad either and I think we need to really study this and everybody get the information they get and have some conversation with the town water authority and Blue Ridge Energy electric grid over there. If I think, you know, what their situation is on that, I don't want us to pass up something, but I want us to be careful as we move forward, you know. And we do have a zoning board, and that's a good step because they could put the brakes on or they could pass it either way, you know. But I do want to say I would like for all of us to commit to really looking into this before next week. then like everybody says schools and sessions so be careful out there on the road and the fires coming up and i can't remember the date september uh and the clean sweep cleaning up the roads and rivers that's going on still in progress uh susan miles down at the miles's facility there's header that up and we appreciate anybody can help do that That's all I've got. One thing I forgot to mention is our VSO officer, Wes Bruniger, is in the hospital in Winston. And he told me today they were going to have a lot of tests run on him today. So we want to keep our thoughts and prayers for him.
