But everyone had a chance to examine everything. So I'm just going to review what Flock is, why we use it, what it's not, why we don't use it. Just to make sure that all this information is available, because a lot of things I read online, on various social media platforms, many of them are inaccurate information. These are just registration plate readers. They record the movement, the model, the color, the registration plate. They do it, that is the state of Michigan or any other state outside, and they keep this database. It was set to 30 days, but the state considered reducing it to 14. FLOC has also had to reduce it, because I think that 95 to 88% of the research generated by FLOC is carried out in 24 to 48 hours. Just to clarify, who he is. He does not raise contraventions for excess speed. He does not detect speed in the state of Michigan. You know, we have to identify the driver. There are states that practice this. There are other countries that do it, where they simply send an amendment for excess speed to the registered owner, whether he was driving or not. But they do not make any facial recognition. They do not identify the passenger or the driver, strictly the vehicle and the characteristics they present. There was an article I recently wrote in the Recorder on August 5th. The author made a comment expressing concerns about the database, fearing that it would reveal regular visits of a person to a doctor at church during a political meeting, at the union office, in a treatment center for addictions or at someone else's.

Once again, our cameras, which I know and which are used by a municipality,

located at the entrance and roadside axis of the city. I know that Lowe's, for example, at Jackson, has Flock cameras, but it's a private property. It's a private company. There are companies in Dunkirk that also have Flock cameras, but it's their choice. I mean, some of these things, like monitoring a church or a political meeting, are contrary to the federal law. So for me, it's quite irresponsible to make such a statement. Another thing about Flock. If we do a search and we receive a notification, it is the agent's job to confirm that this notification is accurate. It often happens that I hear about the problem where people are arrested because a plaque has been misread, which has already happened. However, we have insisted on our service from the first day. For me, it is not a problem of flocks, it is a problem related to the agent, a problem of training. We will confirm these information and make sure that they are accurate, because this will happen from time to time. You know, a U at night can be confused with a D, and so on. So it is up to us to confirm the exactness of these information before initiating a road control, because very often we receive a notification, we find the car and, surprise, the plate does not match. And very often, thanks to the photo received with the notification, we can see that the information is inaccurate. So we don't even bother going there. We report to the system that the plate has been misread and Floq takes this note into account. By accident. So, just so you can see what it looks like when we connect, another concern concerns the multi-factor authentication commonly called MFFA. Another one activated since the first day. We have to use a user's name and a password, then we receive a message on our phone or by email with a code that we then have to grab in the system to confirm our identity. I know there were concerns about the fact that it was not used or activated, but ours has been activated since the first day. It is a requirement for many things, for many databases that we use just before. Research. Once again, I wrote this before this weekend, the moment when things have changed. Previously, you could carry out research in two ways, by type of infraction and by file number. Often, if we intervene live, for example for a cold at the storage or a car flight, we want to access Flock immediately, without necessarily having generated any report numbers yet, because we are in the middle of an intervention. It was therefore possible to proceed in both ways, either by file type, or by file number, but the file type is always mandatory. Now, FLOC requires the file number, which is quite acceptable. The agents must simply communicate with the distribution center and between them. Someone must contact the distribution center so that they can generate the number for us. This is not really a big difference, in reality. The details, as I said, are the registration plate, the date of birth, which we call the signature of the vehicle, the type of body, the color, as well as the place and time. Once again, we could have previously chosen a beach going from 15 minutes to 30 days. Floch recommends 7 days. The state envisaged 14 days. So I would always like to see what the state does, but once again, there is really no problem with 7 days, because 95, I think 98% of the research is carried out in this time frame, in 24 hours. Floch does other things with drones and facial recognition, but we don't have any of that. We have a drone team. We have our own drones, but we don't use them. This year alone, we have had 418 alerts based on our own list. We have had 734 alerts from the list of another jurisdiction. This simply means that someone was doing something forbidden in another jurisdiction when they came back to help you. And that's just it. We are looking for a person, a stolen vehicle, a stolen plane. A missing person.

Another excellent tool provided by Flock is the location of missing persons or in danger. We had one earlier this year where a woman was reported missing and in danger out of the county was detected by our camera.

We located her at Speedway again.

It is not because she is reported missing or in danger that we can immediately take her under protective guard. We still have to investigate. It's just a clue. We found it at Speedway. We did an evaluation. Was she diagnosed with a mental illness? But I'm going to talk to her. She was taking all these drugs. She knew where she was. She knew what she was doing. His daughter had reported him as missing. I didn't have enough evidence to put her in a protective ward or our agents didn't have enough for a psychiatric care request. But we sent this message to the county to inform them that we had contacted her. However, we didn't have enough information to keep her for longer. In these cases, it's great for people who could suffer from a... dementia or Alzheimer's. And we have had a lot of contact with people, where I always compare it to someone playing in the casino. When they play at the machine, they always say, one more lap. Like when you have Alzheimer's or dementia and you drive, they often say, one more lap of the house, I'm going to recognize something, or one more turn, or one more city. And we had people who finished Albion, in Southfield, We have several people who have filmed here since Chicago and even since Wisconsin. The aggravated attacks involve

In 2023, we had 26. 2023 was a difficult year. We also had three homicides that year. In 2024, 22 and for 2025, we had 6 so far this year. So it's a lot less. Just to clarify, we are examining the pure criminal statistics, not related to Flock. No, not related to Flock. These are simply the criminal statistics that are reported to us. And from there, you know, the Sheriff's Office, I think they have already carried out two search mandates on this subject. I believe that the investigation is still in progress, but our camera flocks have been extremely useful to help me in this case. On July 7, 2025, we had a signal of removal and invasion of the home in Battle Creek.

Thanks to their investigation work, they were able to identify the suspect vehicle that was detected by our Floch camera. The police intervened with a search warrant on Dracul and arrested the suspect and I mean... If you have seen our research, one of them was about a homicide that occurred this year. It was related to the homicide that took place in Jackson on January 28 of this year. This homicide was filmed by a video surveillance. They succeeded, they literally showed the suspect shooting the victim on the ground. We received information that said this person had fled Jackson and frequented Elia. And indeed, thanks to the information obtained, we got them into the flock. And this vehicle continued to appear. We are working with the Michigan State Police. Their team was in charge of the fugitives because they were conducting the investigation.

In the best case scenario, we locate the firearm. Fast forward to August 8, our service received an email from Portage. Yes, on August 12, our service received an email from the detective of the Portage Public Security Service, just next door. They had a homicide. And for this homicide, they obtained an amoeba result. The national network integrated ballistic information. They were able to recover the drops of this homicide and send them to the laboratory. And we discovered that they corresponded to our rifle. So, I mean, these are just the kind of things we're investigating and that can happen. If we had had Flock, there is no promise, but maybe we would have identified the people involved in this shooting, and maybe we would have asked the police to carry out an investigation, or maybe we would have removed this weapon from circulation and this homicide would not have occurred. But you know, it's hard to say. It's just to remind you how crucial and precious Flock is for us. Next, our most recent shooting. Obviously, I can't go into the details, but Floch has been decisive to help us investigate so far. Because we have Ring cameras everywhere, you know. That's right, and they're all investigation tracks. We always have to do the fieldwork. We have to show discipline to do it, but these are only the investigation tracks we get with Floch. You know, we can get this information in a few minutes, which would normally take days, even weeks, to detectives or agents to frame a neighborhood.

So a few points. The negativity we see on social networks and elsewhere concerning Flock concerns only Flock users and not targeted people, except in the event of poor use. I believed to understand, according to what I read recently in the newspaper, that now no police officer or investigation entity can access the Flock data system without identifying themselves and that there is therefore a trace So, you know, ex-girlfriends can't investigate their ex-girlfriends if they are police officers at the end of harassment. So now there are systems in place that guarantee that any officer accessing FLOC must connect and have a file number associated with the investigation. It can't just be, hey, let's see who drives around the plane.

This must be linked to a case. And to talk about the databases to which we have access. Honestly, Flock is the cradle of our worries. I don't want to give the impression of minimizing it, but consider the databases to which we have access. We can find photos of people, their last known address, their social security number, their date of birth, all their permits, all vehicles registered under their name, all weapons registered, their FBI file number. All the databases that we have outside of FLOC provide very confidential information, whereas FLOC simply takes a picture of a car on a public road where there is no expectation of confidentiality and we must undoubtedly remind the field that driving is a privilege and not a... One of the things that I often hear about FLOC,

to bounce back on what Clips just said, is that many people fear that taking a picture of a license plate or the characteristics of a vehicle constitutes a violation of the fourth amendment. As a city lawyer, and you can certainly pass it on to your voters, I am here to tell you that this is absolutely not a violation of the fourth amendment. I will quote you. a case, a stop of a call, and the exact text in this case is against Jones. A person has no reasonable expectation of confidentiality concerning a license plate displayed in a visible way on a vehicle.

It is therefore the law of the state.

As for the federal judicial system, It has also been determined that no jurisprudence indicates that there may be a reasonable expectation of confidentiality for registration plates which, by law, must be displayed in public at the back and front of any vehicle on the public road. It is obvious that when a vehicle is parked in the street, on a parking lot or anywhere else where it is easily observed by the public, the fact for the police to look outside the vehicle is not a search. So I want to be absolutely clear with the advice of our staff so that you can pass it on to your voters. This does not imply the fourth amendment. I could literally sit on a garden chair on the outskirts of town, write down the same information as Floch's cameras and compile them into a database. The only thing Floch has done is a technological evolution. This is what the police can do, but at a much faster speed and in a much more organized way. The information collected by FLOC is the registration plate and the characteristics of the vehicle. FIPS is right. I mean, the police have access to databases that have nothing to do with FLOC, just like my office has access to databases containing full names, social security numbers, driving permits, birth dates, photos, all kinds of registrations. It is probably the most harmless system in terms of data collection But if it helps us solve not only one murder, I think it is useful. What do you think?

I mean, since the beginning of the computer age, in the 80s, technology has evolved, not only for law enforcement agencies, but for all agencies, services and institutions.
