Now? Okay. Okay. And the vote passes five zero. The first order of new business is number one. Consider an act upon revolution. 2026 28 approving the Department of Finance Authority quarterly report for the period ending June 30th, 2026. And Evelyn Huff is going to talk about that.

Good evening, Mayor, Mayor Pro Tem, Commissioners. This is our quarter four report that we present every year to you as the commissioners. And then once you approve it, we take it to the Department of Finance and Administration for their approval as part of the end of the year process. So the document that you have in there to support the resolution is the cash fund summary report as of June 30th of 2026. So as you can see it shows our starting cash position at the beginning of FY26 for all funds was $7.475 million. We brought in $98.46 million in revenues. We had our transfers in and out that netted to zero in between the funds. We have expenditures of 86.4 million. So our net ending cash position was 19.4. We also ended the year with 90.616 million in our investments. So our total cash at the end of FY26 was $109,934,227. And so as you can see, that breaks down in between the different funds, all the way from fund 11 to fund 27. Are there any questions on any of the specific balances or any of the specific funds? I don't have any.

These are fully reconciled through all the bank accounts and all of our statements from NMFA, which is one of the reasons why we needed to request a special meeting is the NMFA ones take us a little bit of time to go through. We get them a little bit later. So I appreciate you all coming for the special meeting today. Do I have a motion?

Okay, so it's been moved by Commissioner Robinson, second by Commissioner Tapley, and we're going to go for the vote. And it passes 5-0. Number two is consider an act upon the approval of Resolution 2026-29, amending the preliminary year 2026-27 budget with year-end cash balances, carryover fund balances, corrections, and adopting the final budget for 2026-27. And it's the finance manager, Evelyn Huff.

Mayor, Mayor Pro Tem, Commissioners, so this is the extension of Item 1. We determine what our final ending year cash balances are, and those then come over and become our beginning cash balances for our new fiscal year, which is FY27. So what you have in front of you is the FY27 budget as amended from the preliminary budget that we presented at the budget hearings. So obviously our first amendment on that is the cash balance adjustment that we talked about. The other large ones is our project fund carryovers. So we're bringing over all the revenue and expenditures that were not realized during our projects during FY26. They're either still in construction To highlight that a little bit, Fund 24 has a significant revenue carryover this year because we had a lot of payments that were pending with the state that we're just now starting to receive. So we carried over those balances for the budget. The other large ones is our purchase order carryovers, where we bring over any purchase orders that were not completed FY26. We bring over their budgets so that they're not counting against their FY27 operational. We've cut that down significantly over the last several years to only I'm sorry, only POS that are still open and are still pending. We're not carrying over other balances. The only fund that we do carry over unencumbered balances is for the state fire fund because that is required. And then we did have adjustments this year for travel, controllable property, and the vehicle leases. The travel and controllable property were items that we did not include in the preliminary budget, but after discussions with City Manager Stockwell, we decided to add those back in, so you'll see entries for that. And then the vehicle leases do not start until we start receiving the vehicles, and we just started receiving those vehicles a couple weeks ago. So all of that is carrying over into FY27.
