Uh welcome to the town of Abington Planning Commission regular meeting. We appreciate your interest and we encourage public participation in our meeting. Your comments are important to our decision-making process. Please note that there will be opportunities during the meeting for you to address the commission members. The first opportunity will come if there is a public hearing on the agenda when the chairman declares the hearing open for comment. The second opportunity to address the commission will come near the end of the agenda when the chairman inquires as to if anyone wishes to address the members of the commission. Anyone addressing the commission will approach the podium, give your first and last name and your complete physical address. Comments must be limited to 3 minutes. Uh, Glamorous Hair and Nail Palace is the applicant. Y LLC owner certificate appropriates for externally illuminated freestanding signage and non-elilluminated wall signage located at 439 West Main Street Avenue, Virginia 24210. Staff report.
Glamorous Herror and Nail Palace applicant and YMP LLC owner have requested approval of the COA for the following items. Allow one three foot by one foot 6 inch 450 square feet non-illuminated single-sided aluminum with applied pink and black wall sign to wooden railing of wooden deck. Install one externally illuminated double-sided freestanding sign set in between the two existing painted black wooden posts at a later date. The subject property contains approximately 0.24 acres and is legally described as East Main Street acreage.24 tax map number 014-1-6. Generally, the subject property is located at 439 West Main Street. According to the Washington County Land Card, the existing building was constructed circa 1928. The building is currently occupied by Glamorous Hair and Salon. Access to the site will continue to be Huntton Street. Adjoining properties are zone highdensity residential district R3 to the northeast and northwest. Adjoining properties are zone general business district on the south, south, east, and west. The applicant has requested approval of the COA to allow one 3 foot by 1 ft 6 in 450 square ft non-illuminated single side aluminum with applied pink and black wall sign to wooden railing of wooden deck. There's also a now open vinyl banner sign and a phone number vinyl banner sign that will be removed. There is one internally illuminated open sign and a few internally illuminated business related signs in the windows
that do count towards 10% of the overall window signage per facade. The signs may remain but may not be lit per section 84-45 of the sign ordinance. The are existing externally illuminated painted black wooden freestanding post property that can hold a 7 foot by 34.75 in or 20 ft sign. The planning commission can determine if proper to allow staff to approve future use of the freestanded allow staff to approve future use of the freestanding sign structure for an externally illuminated double-sided sign up to 20 square ft with any additional conditions seen fit, including the color scheme to match the wall sign color scheme. And if any change of the freestanding sign structure, it should come back before the planning commission. Um, and then the open signs and the window signage is within the 10% of the overall window requirement.

Patrick Provisions Jerry Sign and Potter Girls properties have requested approval of a COA for the following items. Remove one 3-foot by 10 in 3T 10 in x 2T 10 in 10.83 square ft non-illuminated double-sided aluminum with black and green applied vinyl graphics projecting sign. Reface the existing 3 foot 10 inch by twoft two foot 10inch non-illuminated double-sided aluminum with black and green applied vinyl graphics projecting sign with white and black applied vinyl graphics as shown in the rendering provided. This is what the at night it would look like. This is a different location. Uh but essentially this is what it would look like. The ballards and everything, the balances, the blades, and all of the lights on the poles would actually be directed onto the lot. So any um light pollution so to speak. Yeah. Okay. Yeah. Yeah.
That's just a sign. So we had to work with them a little bit because the M was above the canopy above and below where our guidelines only allow the for canopy signs to be within that fashion. Yep. So, but again, this is just to show you what it would look like at night. And this kind of gives you an idea of what the ballards, the balances, everything would look like when it's finished. This just another location and this reworks all of the signing the signage on the windows and the there's a lot those are filled.
Um I believe that is not proposed to be touched right now. So the planning commission could maybe make a recommendation that the window signage is within the 10% as well. If we're going to be making the changes, now would be the time to do that. In my is the current location.
No, I mean I agree. And I mean, is there anything in this application that um is more extensive in terms of signage than what's been approved in the past, you know, for other comparable locations for other, you know, gas station convenience stores? Maybe you No, it depends on case by case basis. So like for this one, for example, like the canopy signs are based on one per street frontage. Yeah. So like this has two where it's um I believe it's Pan Street on one side and Main Street. It kind of depends on where you're at for location, but in terms of what we would approve like or what the board would approve in this case, it's nothing different.
Okay. So, we're not striking any new precedent if we, you know, approve the application.
The canopy signage. No. Yeah. No, this is all in keeping with the guidelines. Like I mentioned before, we kind of we had to work with the applicant to bring down that M logo because it was above and below the fascia of the canopy, which we don't allow by our guidelines or by our code. So, this is all in keeping, at least what's been presented here today is all in keeping with what uh would be allowed. The main reason why they came before you was because most of the stuff, as you saw, was waiver eligible was because they were going from a non-elilluminated canopy to a illuminated canopy. So that's where the big change was for that's why it's before you too uh tonight.
I really like the suggestion that the window sign be removed. Right now's the appropriate time if we're going to go through all the changes to go ahead and get it instead of back and forth between the commission and and the town itself. Um, obviously I think you know we would give some leeway to staff to uh appropriately enforce signage that fits within the guidelines. But I think that's certainly something.
Um, before we jump ahead, so to speak, first of all, staff, thank you uh for the report. Um, is the applicant here? Do you care to make a presentation or address any of the comments? But uh the the uh proposal for to expand the entrance corridor along Porfield Highway. You can see here it's already updated on our GIS is that um it was approved by town council and so Porfield Highway within town limits is now part of the entrance corridor. Uh like that one gentleman came in for public comment and asked about the the property on Lakeside. For some reason, the county had it to where if you clicked on this parcel here, it would select these two polygons. And same thing for here, as we promised the gentleman, just the ones that are adjacent to Porterfield Highway where it's selected,
just the ponds. Yeah. Just what you're about to say. So, other than that, I just want to show you a visual for this. So, both of our GIS layers that are related to the entrance quarter have been updated after the town council approved it. So, Okay. Thank you. Yep. Other than that, that's all I have.
