Yeah, I think you're good. Okay, I'm going to open up this Yamhill County formal session of the Board of Commissioners at 10 a.m. on July 16th. And I will lead us in the flight salute. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation, under God, indivisible, with liberty and justice for all. All right. With that, we have our calendar session. Is there any changes that need to be made? None for me.

So if there's another screen that I'm missing, somebody let me know. Okay, we're going to move on then. These presentations, and I have Gary on here, but is he queued up somewhere from the fair?

Oh, that's the fair ambassador. Sorry, I didn't finish reading it. Department updates F. Gary. There he is nice. Alright, welcome Gary. Want to give us a quick rundown on how the fair is coming along?

Looks like it's going to be a big fair this year. We are busting at the seams. The barns are full, going to be full. Vendor spots are sold out. Rodeo action, we've got that under control. Well, I think we have it under control, but usual. We've got bowls and barrels Wednesday night and sanctioned rodeo Thursday and Friday. Destruction Derby Saturday night. That's all featuring a minivan class. That's going to be fun. Loose Pavilion's filling up right now that's housing all the open class exhibits along with the 4-H and FFA projects. And all our fair vendors will be here for your favorite fair food, whether it be corn dogs or new one this year is going to be mexican street corn that in um along with our pie eating contest that's sponsored by blue raven pies and a hot dog eating contest and then our saturday barbecue contest All our acts are going to be here this year. We haven't had anyone back out on us, so we'll have Clay Walker Wednesday night. It's actually Golden Circle seats are sold out. They were sold out a week ago. Sarah Evans is on Thursday, and she's almost sold out. She's within 50 seats of selling out. Friday night is Bubba Sparks, Twista, and C&C Music Factory. And those seats, we usually don't sell out until about mid-next week, by Wednesday. And then Saturday, we have Hinder and the same thing. Those crowds don't buy tickets ahead of time very much. We're ahead on Carnival pre-sales, so... We're going to have a big fair. We have kind of something new that we found out here recently. We have two members of the Dumbbell family that are going to be showing here. They're the sixth generation of showing animals at the Yamil County Fair. Of course, the family's been part of the fair longer than that, but six generations prove that they can have showed animals here. So we're right now just kind of getting finishing touches, sprucing up the grounds a little bit and all the small things that need to be done before the fair starts. And we think that this is going to be one of the bigger fairs just by the way things are acting and what other fairs are experiencing right now. So hold on your seats. It's going to be a crowded property this year. that's that's it but with the fair the event center it's coming along just fine um we have three festivals that are wanting to book the fairgrounds and we're in negotiations with them right now um one of them's not really a festival it's more it's scouting america wants to rent the fairgrounds for about four days for a camping camperee which would be about 2 000 kids on the property. So we're actively trying to seek those and get those locked into place. And we took our first booking the other day for 28 already. So things are happening and often unhappening and be sure to come to the fair.

Appreciate it, Gary. I just want to give a shout out to the fair board and the rodeo committee. There's a lot of stuff that goes on behind the scenes and those are all volunteer positions that those guys put in a lot of time and effort and work up to the four days of fair and the fair board for the continuous operations of the event center. So huge shout out to those guys for the time that they commit and then all the volunteers that are going to be coming out to help put on the four days of the fair. We really do appreciate them.

Thank you. i's old business i1 is consideration of approval for the transit department to surplus vehicles through public surplus per ycc 2.60 this is continued from july 9th i have not had a chance to go out and look at which ones um we would want to potentially keep for the fair did those already get removed from this list is that why it's back before us or Does anybody have a little more information on it?

I think it was brought forward just based on the discussion from last time, but I didn't see any follow up information about status. So I would kind of recommend maybe we set it over or just remove and all connect with Cynthia and Kevin and find out where we're at.

OK, so I remember we were Cynthia had mentioned that she had questions. one i believe one for designated for the fair and i thought the question might have been about vans that we could uh potentially offer to veterans groups potentially or non-profits but i didn't see any in that list that were of of you know they and i did ask around in terms of veterans groups but uh these are all full-size buses so i think that's pretty much a moot point

Thanks for looking into that, Commissioner Starrett. I'd hate to miss the opportunity if we had one. That's the only reason I brought that up. But I think this is just a matter of waiting for, I don't know, the needs of the fair. Commissioner Johnson, do you want to just get with Cynthia?

And that's why it's important to me that this was back before us.

Okay. Yeah. I didn't know if she knew that there was only specific buses that could have been for the fair and they got removed and this came back before us and we're going to move it through or...

because I think we're covered for the upcoming fair. The question was, is whether or not we were going to pull for basically a permanent transfer to four future fairs and things like that. So, and I think if, if you, I know we've had a lot of things in works and Cynthia has been working on several grant applications. So yeah, If I have a chance, I'll connect with Kevin and Cynthia and we could just come back with the surplus request at a later date, but not take any action at this time would be my recommendation. All right, let's do that.

Moving on, we're gonna go to J, which is other business. J wants consideration of approval of amendment number three to the agreement between Yamil County and Tillamook County board order 19-249 for space available detention bed rental at the rate of $230 per bed per day, retroactive to July 1, 2026 with an automatic renewal clause on a year by year basis.

Pulling my notes up here. Sorry, I'm behind. I attended the Equity Action Group. Their focus this month was on transit, and it was more of just that public outreach that's happening just around the county to other user groups and so on for us implementing our fare system and just the general updates around transit. Bus stops and all of the work that the transit and Cynthia has done over the last couple of years. And you just really stand that kind of all come to fruition more publicly. So it's great to attend that. I gave testimony at a hearing last week for solid waste. with the imminent closure of Coffin Butte and Regional Solutions has set up a group. Well, actually, I think it was a committee that was a bill from Rep. Finger McDonald that got kind of watered down into a committee group just looking for solutions from Lynn, Lane, Marion, Benton, Polk, us. What is the future of solid waste and where is it going and how do we get there? And a lot of it is wrapped around tipping fees and so on to transfer stations. And it really just kind of boils all down to more fees for users. I just relayed my frustration with that process and the fact that the solution is just more fees. So, and then this weekend, there was also the big 10 conference happened to be in, in town and up in Newburgh for a part of an event. They were, traveling from Eugene and they went up to the Multnomah Falls and then down into the Grand Ronde in the tribe. They did a little ceremony there and then they had a dinner at Arbor Brook, which is part of Cooper Mountain Wineries. And they're hoping to do this trip. It's a leadership conference for student athletes in just ways. And they're highlighting the wine industry as economically development for our region in the Willamette Valley. And now that Oregon is part of the Big Ten, they're hoping to do that every couple of years and kind of invest into the areas of where they're at in Oregon as well. So hoping to connect more with their leadership into ways that we can help them invest in our student athletes. And that's it. Thank you. Thank you, Commissioner Stewart.

Thank you, Chair. Thursday night was a special meeting of Chehalem Parks and Recreation District. Their board of directors met, and what was on the agenda was, without public comment, a discussion related to the impacts of the initiative petition, which, by the way, it's Protect Heritage Parks. And this has come in response to the Crystal Parrot Riley Equestrian. It has been an equestrian park, typically. And there was some bike usage, but now they're looking to basically reintroduce bikes, mountain biking on that hiking equestrian trail. So basically what they're saying is, even though there is a ballot initiative, which is in the final process of certification, they met to say that they were going to use taxpayer, their taxpayer, our taxpayer dollars to pay for legal analysis and potential financial, legal and administrative Impact should this initiative pass so basically the initiative petition protect heritage parks is in final stages of ballot certification that will go on the ballot. But CPRD is going to be using taxpayer money to counter this, which I find really unprecedented since I've been in office to see anything like that. So that was quite concerning. And again, no public comment. And the meeting was closed quite quickly. Yesterday, we had our local investment advisory committee meeting and our treasurer, Paulette, Alexandria talked about the changes that the county could make to our investment policy to adjust with the state's recommendations. So we talked about that. We talked about interest rates and inflation and the forecast for the county. So county is in good shape. I appreciate the treasurer bringing that information to us. The other thing I wanted to point out, if anybody knows anybody who might be interested in being on the Medical Reserve Corps, it's a volunteer which has been reconstituted and doing really good work. And that would include doctors, nurses, paramedics, anybody who is in any way, even in an ancillary fashion, attached to healthcare to come and volunteer as a medical corps, medical reserve corps. We've got a lot of really good folks on there. So appreciate that. So check our website for that. That's it.

Thank you. Thank you. Right out of the gate, I want to just give a quick congratulations to Patty Sowers for 35 years of service through YCOM to this county and appreciate her continued service. See how much longer she's got in her, but she's been a great asset to YCOM. There's a Chemeketa. I'm going to rattle off some stuff here since we don't have a meeting next week. I'm going to rattle off a couple weeks worth of stuff here. So just bear with me. We got Chemeketa health lab tours next Monday on the 20th. Our ambassadors for the fair are going to be at the Chehalem Valley Chamber Greeters at Lewis Audio and Video tomorrow. That starts at 7.45 a.m. Come by. They're going to give a quick update to that region on what's going on at the fair starting on the 29th. uh yam hill derby days is this saturday they got a parade uh most likely starts at 10. um newberg old-fashioned festival so we're fast forward a little bit this is saturday the 25th they're gonna have their parade at 10 a.m there's other festivities too i don't know if either one of you guys know when they actually start is it thursday night for the other festivities

I believe it opens Thursday night, and that is for the vendors, and then Thursday night, and then obviously it continues after the parade.

Okay. So 23rd, 24th, 25th is the days of the Newburgh Gold Fashion Festival. Yeah. Okay, cool. We've got that coming up.

Yes. Yep. Pancake breakfast morning of. It's always nice to go line up early, which they require of you. And then you get to go over and get some pancakes. We got next week, like I said, there is no BOC meeting. The week after that, we will still be virtual. Right, Ken? Okay. And then that's all I got for now. So if there's anything else for the good of the order...

If I may, I've just kind of highlight that board of commissioners office administration and county council will be moving to our new location next week. So there could be some we're hoping minimal disruption, but there could be some, you know, delays and getting back to folks or some, you know, as we're We're packing right now and unpacking in the new location. We have a plan together to kind of minimize service disruption, but just kind of wanted to put it out there that we'll be moving a lot of stuff next week. And then effective next week, we'll be in our new home over where I'm currently at right now in the new building. So, yeah. I think that was my big thing is just going to be moving a lot of stuff and there could be some disruptions to services.
