Uh sorry I'm having some difficulty with my camera here. Um but uh yeah, I I think just for the record um I would say uh I would I would just um like to read read a statement. Um so it H2 was placed on the agenda to address a procedural defect um in board order 26-071. Um the original order did not include the findings. So, our intent today was to correct uh that error through repeal and replacement. Um, but since the agenda was published, we were um given a order for rid of review uh issued by the Anh Hill County Circuit Court. Um from uh which was initiated by Appalance Council. Um so, essentially what that requires us to do um is to return the record for jud for judicial review. Um and it also directed us um to desist from further proceedings. Um so for that reason we don't have the ability to uh take action today. Um it was a procedural error um that we that we were going to fix. Um Appellance Council has just uh now prevented us from doing so. Um and and his writings. um but not not this procedural error but um but he uh this is the direction they've decided to go. So the most likely scenario um is that we'll deliver the record for the court. It'll be remanded back to the board and we'll end up um readopting anyway. But um that's that's what's going on there.

I would like to touch on this a little bit. Uh this is mostly grant funding coming in for wooden bridge replacement uh program that ODOT has and our share of this we're trying to keep at around a half of a million for our match. Yes. Our local match is only going to be 533,875, which is uh 10.27 part of the percent of the total price. So, we're getting a good deal. Cool. Then we have one more wooden bridges coming up next year, part of this program also for another six million or so. Yes, that would be a railroad grade. Okay. yes, I you're talking about I had to do a survey to all the communities out I mean all the people out there. I think there's 52 homes, 52 connections and to be able to apply for this grant had established they were low to moderate income community and it took several months to get together and talk to all of them and doing methodology. It was quite an extensive just to get to that part before we even could they could say that I we could apply for the grant. What was what was low to moderate income? What was that threshold? you um I got I have that on a separate data sheet that I have. So

um but it was very um there was just three questions we asked them nothing personal uh basically how many how many families live how many families in the home, how many people in each family and what their income was and that was it. And there was no names given or anything. Were there any people who declined to respond? There was there was a couple that declined. Okay.

I think I uh my methodology had 10% errors, you know, or or you know that people wouldn't actually be home or didn't want to actually be part of this. Jay is public hearings. There is none. K's announcements. Commissioner King. Uh yeah, last week uh the three of us got to attend uh an award for the um invitation of Lafayette Mayor Hillary Malcolmson and attended an assembly at the Lafayette school there. What was the name of the school?

Washer. Thank you. and uh and toured around the zone project which we've given money to in the past and which is a great little um operation after school care essentially. Um my kids have attended zone in the in in Newberg so I I'm a big fan of that program. Um, I spent most of the week though prepping for for budget. Talked to a lot of people. Um, and you know, as always, it's a really interesting process that we go through and big thank you to all the staff again and to Jason, Anton, and Greg who uh sit up here with us and and go through all that. Um obviously lots of concerns moving forward and just how we keep that line of moving forward and uh doing more with less and yeah just lots of conversations around community though before and after. Uh Monday I did get a chance to go to um Newberg City Council and um there's about 50 people there. Um, Newberg is getting ready is trying to do a River Street project and take 80 foot of our rideway. Um, which will take in some cases people's right up to their front step. Um, really really interesting ways that they're looking at it and, you know, having to widen the road, 5 foot planter strips, five foot sidewalks and bike lanes. Um there's the they didn't give a present presentation I've seen in the past but there was three options um kind of laid out for city council and I don't think city council is very interested in it. They didn't deliberate much on it, but they put together an ad hoc committee essentially of people from the neighborhood on, you know, I think there's 12 blocks or so up and down there. Um, and then a couple of other people just

Commissioner. We had our local investment advisory committee meeting. I always appreciate our treasurer Pette Alexandria with uh breaking it down so that it's it's understandable uh to the lay population in terms of our investments and um some of our options. We had uh we we did attend the Washer Elementary School um not only the zone tour but also a an award ceremony. I'll let you chair talk about the recipients cuz you've got a longtime connection to them for what they've done with that food program there. So, that was very um that was very interesting. The olive oil symposium on Friday, what a burgeoning industry in this in this county and and in the state and lots of folks from all over the state, even some home growers are uh really looking at using the community press type of model to get their to get their olive oil to market. It's amazing to see that the climate in Oregon, the various climates. I'll let you as a farmer discuss it, but it was really really

it was really I was really surprised at the breath of that of that industry. So, I want to thank Durant and um all the folks who got together to do that local government advisory committee was uh really focusing on the rural remote agencies. Um we're going to be having uh a meeting. I'm going to be meeting with the Minville fire chief talking about funding EMS. This has been an issue. It is an issue statewide and we'll be talking about that on the local level. Talked about training and staffing and the continue of that discussion statewide. Suicide prevention coalition that group is really gaining some traction. I'm very proud to be part of it. Appreciate uh Kelsey's leadership of that. There is going to be a training in May. uh pediatric society is putting together a training for youth suicide prevention. There is going to be a training tonight at McMinnville High School talking about suicide prevention, some things that the community can get involved in in terms of outreach that's becoming uh a real big problem in in our community and statewide. And I think I'm going to stop there.

Okay. Um thanks for bringing up the zone program. Think a little bit of background on that. A few years back when we had the child care funding and the grant opportunities for them, that was one of the programs that we uh were able to get some funding to through that through those childcare grants. And they're finally getting to that point of expansion. And so the other program that they expanded into is just Dayton here most recently. So fantastic that that program is getting out uh into different areas of the community. Um, and they have now a kind of a test market going now right now with the zone at Newbie in McMinnville. So, uh, great. Washers had it for quite a while. Newberg's had it for years.

Um, and now it's spanning into the rest of the county per that grant agreement. So, that's fantastic to start seeing. Um, Sheridan city council meeting. Uh, they have a brand new city councelor as of Monday night. Her name is Jules Allen. Um, she's going to be great at it. She came up to me afterwards and wants to start uh getting involved in the regional water solutions conversations and so going to try to get her connected with uh our regional solutions director Beth Witaskski and Lucetta Elmer because I know she's part of those conversations along with myself. So it's going to be great to have somebody that's uh interested in that in the West Valley along with obviously uh the mayor of Sheridan Kale. Uh, also Dundee, uh, super quick, they along with the McDonald's discussion of them not wanting drive-throughs in Dundee, which I find very interesting. Uh, they also talked about regional water and what it looks like possibly either hooking up to Newberg and what that looks like with the new possible uh, water system that Newberg's putting in or connecting to McMinnville. Um, very interesting to watch them uh, progress with those conversations into the future. Uh this morning I attended uh saidcor's uh economic summit. Very interesting to see a lot of the numbers coming in I think in general the biggest takeaway for the hour and a half that I was able to spend there. They're probably still going right now but had to leave early for this meeting. Uh most interesting is our job growth is we're losing jobs and we're losing them for the most part to our neighbors. So Idaho uh was a big one. Nevada was a big one that's uh has job growth and California has job growth and we are at the other end of the spectrum with Maryland, New Hampshire and Oregon. So that's a little bit concerning but overall the economy nationwide is doing great. Oregon needs to have very close attention paid to it.

Uh heard Tim Nope speak who is the um chief prosperity officer for the governor's office and I liked uh the direction that he was explaining that he wanted to go with that. Uh so very promising the direction that we're going to head but right now it is not uh all I guess roses right now. Salem actually is a kind of a outlier. They're growing uh their own kind of their their micro job economy within Salem is growing and mostly in the uh educational uh area government jobs but in education. Um, we have Bruce and Lacetta's uh town hall tonight at the West Valley Fire District. If you get a chance to come out to that, it'll be at 5:30. Um, that'll be at the Willina uh fire hall. Uh, MAC Fire Board tonight I have at 6 p.m. But I probably will go to the Yill County Sheriff's Office volunteer uh appreciation dinner that the Sheriff's Office is having. And uh I think that's out in Sheridan. Um, and then tomorrow at 10:00 a.m., uh, Andrea Selenus is bringing a check in for the CTE program at the Barbara Roberts. Go out there, support that. I have two other meetings that are overlapping with that, so I'm not quite sure if I'm going to be able to make it out or not. Um, that's all I got. Is there anything else for the good of the order?
