Awesome. Today is July 1st, 2026, and I'm calling to order the regular Trees and Parks Board meeting at 4.35 p.m. All right.

chair warner martin here and chair joe zipper here yes all right the first thing on our agenda is the consent agenda which is approving the trees and parks board meeting minutes from june 17th 2026 so that would be the meeting minutes from our last meeting do we have a motion to approve this i motion second do you say okay

This says that we have no reports at the moment from the council liaison. Is that correct? Wonderful. um so the next thing on our agenda is looking at uh doing a workshop on updating the 2019 parks master plan so we are going to enter workshop at 4 36 pm and proceed with our discussion
and this is going to be all y'all so i and i was saying and uh deborah was saying she said um in regard to the parks master plan encourage them to form subcommittees of no more than two members so that's in the second section of the agendas to form subcommittees um and then remind them if they cannot work as a group outside of the public communities but can work in pairs so you can't have more than two outside somewhere talking about it.
Is it possible for us at some point to have a meeting at one of the parks?
Yes, I would have to do like a notice of possible quorum. So it's like you can't make decisions at them. You can like talk about things and all that, but you can say, okay, we're going to do this and then come and bring it. So you're saying it not in front of
Right. I was just thinking, like having seen the Augusta Park last night, that it would be great if we were all there. Yeah. With ideas and stuff. Let me bring it to a meeting. Yeah. So we would have to do that as a meeting.
no you don't have to but you would let me know and then i would post okay it's like you know it's a positive form just saying that's what it gets for it's me at the heart at this time no decisions or no action i say okay perfect perfect so but sometimes you've just found the vision to see it yeah yeah okay and then um she did say y'all can also instead of doing like you could do the subcommittees and eat outside or if you wanted you could just do mid workshops and all work together during the meetings if you do either one that you said the goal or the need regarding the parks master plan is review and update what exists because some of the things don't even have what's at the parks right right and then propose any new plans or revisions for the future regarding a local so that's kind of all y'all's ideas to come up with yeah well that's pretty I think it's pretty easy
oh i mean i think it's straightforward because i like the way the wording and everything about the plan like you know it's really good it's just that it's it's not updated yeah it should be easy to update right now i say that but it's also doing it right
so when you say talking about dividing into subcommittees that could be how we're going to approach updating each of the sections of this plan yeah i'd say like you and carly wanted to do the playgrounds it's like we're going to work on this section and then or work on this part and you can bring it to the next thing you say we can have these ideas and then everybody says perfect awesome you change that portion and then like you're all going to work on
artistic art or you know okay i would assume that that is how that was what she meant yeah fantastic so maybe should we go through the existing uh park's plan yeah my printer was out of place if you want to look if we don't want people to want to say
I don't know, you know, whatever you want, I can get it done. I just love the mission. So my mission is to promote community health and well-being through fun, progressive and memorable parks and recreational experiences and activities for everyone. Nice. I love that. Yeah. And it's just really sweet, you know, kind of concise. and then you know i love this idea that it's a framework the ambassador plans a framework to guide the preservation and development of parks landscape recreational trails cultural landmarks and open spaces so i'm not sure do we have cultural landmarks the memorial at the front of the neighborhood or the veterans yeah okay that's the one that i'm aware of is there a park name for jim westbrook
I don't know. I don't see it in here. I didn't see it down here.
Yeah, there's Creekside Park, Avesta Park, Memorial, and then there's the potential, they talked about the dog park, that community lot that's like right at the end of Champions. But they're the only ones that I know.
Yeah, he died, I don't know how long ago, but his wife, Kay, was various from everyone having a park named after him. There's a marker. Where is it? I don't know. I can't remember. I've driven past it. I've seen it. And then she died last August.
So maybe it didn't actually come to fruition.

I know one thing about Augusta Support is they planted a whole bunch of native plants, which are all nice and pretty, but nobody knows the difference.

I was telling Sean it would be smart if there was an actual designated bed, you know, like rocks, where then Sean could go just push them over through a trail. Because right now I'm like, I don't know how they feel like the community. I'd hunt there because the grass is so...
Well, one of the things that, you know, I'm wondering about is last meeting there was this comment about we're going to get a gardener. Yes. So is that?
The RFP is out. Okay. But nobody's applied. I'm not sure if they did. They sent them to Deborah and Jim. Okay. I'm supposed to be CC'd on them, but I feel like some people forget to do that.
But, you know, the key thing is like walking around there with the master naturalist and master gardener, know we're able to kind of figure out okay this is a weed but a normal a person who's just mowing would not have that knowledge you know so either that's why i was thinking if we could see it if we could block it you know or be out there sometime um because so uh and then there's that what is that other that home weed or something you know and then there's all this like um nettles, you know, that are down. I mean, so there's a lot that's overgrown. But I think the bigger issue is this, like, the rain experience looks great. But evidently, there's supposed to be a sign for the Boy Scout that did that. It's not a...
I think my brother-in-law's at Augusta Park.

Now, if that's an Eagle Scout project, that sign, I believe, would have been the responsibility of the Eagle Scout.

I don't think my husband is an Eagle Scout, so I don't really know.
But that is the Butterfly Garden from Tatum Davis, I believe is her name. And she did that last year.
Yeah, that's really the Monarch Station. That's also kind of invaded with all kinds of crazy weeds.
And they were going to get like little sticks almost to like name the plants. But they did that at the Triangle and it looks like there's just a million flags everywhere.
There's a few little stakes that are really small and very nicely done.
It's just that there's so many weeds that you can't see them. But the bigger issue is this. this, I'll just kind of pass that around, which is just collecting mosquitoes, right? And it was originally kind of run off for the animals and stuff. But in this evidently, our mayor got that an animal, this is so that an animal doesn't drown. There's apparently situations of animals falling out. Most of the time it's somewhere else. Like it's out of there and somebody or someone is picking it up and throwing it on the bocce ball court, you know? And so since she lives across the street and she's got kind of an interest, and she's also putting all the mosquito stuff in there. She shouldn't be doing that. The whole thing is the whole place is so cute. it's no one's tending it yeah and it looks it looks it's almost like rather than creating all like these new things let's take care of what we have yeah you know well and that's the hard thing you have trees and parks like we're talking about a dog park but i'm kind of thinking let's take care of the ones we've got yeah yeah because there's in the bocce ball thing there's a woman whose name i forget but evidently she contributed this sort of for equipment thing you know plastic thing when you look in everything's broken in there and i mean it's just it's we just ordered new something for the banshee ball i don't know i know we got it at city hall a few weeks ago i think sean was supposed to put it out that i don't There's an equipment bin, right? If you open it up, there's about this much ants around the whole bottom of it. The equipment are broken, you know? And then there's a ping pong table and there's a paddle that's in there that's broken. I mean, I didn't take a picture of that, but it's like, the whole thing looks like... It just hasn't been paid attention.

And I think Sean's been the only one taking care of it since we haven't had trees and parks since November.
Okay. Okay. So there's been literally, you can go by. Well, I'm just saying, yeah, it seems like this could be kind of the first thing because the triangle looks great, you know, to me, I think, but this needs help. Yeah. Right. Right. You know, in terms of, and I don't think it would, I was saying not for us to get out there, but it could be fun when it actually is cooler.
kind of do this not right now but you know you know so we well the planting that went on out there that was a girl scouts project yes yeah and was that supposed to be a continued effort by the troop in perpetuity or i don't know exactly it's like they have one time and that's like for the mat the master naturalist came and did a bunch of native planting at the triangle
And it was supposed to be, you know, kept up with and watered and stuff like that, but it's not. So then it gets put on like City Hall that Shawn has to go do it. And so that's where it's like hard. Everybody adds all these lovely plants and stuff and it's beautiful at first and then nobody keeps up with taking care of plants. And then Shawn's like, yeah, I don't know what to do. And he doesn't, nor would I expect him to. I mean, that's the whole key. And that's why I look for this RFP helps too. Maybe like everything will get situated and then it'll be a lot easier to maintain.
Right. So I sit as a director on the board for the Hays County Master Naturalists and so I can recommend that our next board meeting is putting out a call to the citizens of Wood Creek that are Master Naturalists and because I don't think a lot of people even know that this project exists. I knew about it, but I haven't had a chance to help with it. Yeah, that's why I thought it would be helpful. Yeah, thank you. So I can get that out there and say, you know, these are things that are in walking distance.
It's also important though, it's like volunteer work. So then it's like getting volunteers to go after your work day to go. Yeah. and find the time to do it. It's like, no one wants to work after me. I mean, personally, I mean, obviously the work can't rent, but.

Especially in July.
It's a lovely time to get out and do it. Yeah. Yeah. Maybe November. Exactly. I'd be willing in November. Right? Yeah.
so maybe what we should do is maybe go through this master plan from page by page and look and see what is currently updated and maybe what needs some love and updating and then that can help us to prioritize what we want to focus on um so the front cover is beautiful and I think looking at the purpose so page three
we all integrated yeah yeah okay um the profile well that has 2010 census and so um and then 2017 estimates so i'm sure that could be in january 2019. i would say i updated this um like the population wallet sign last year recently so if we go look out on 12th one of the items it's like 18 something
I believe it's the number, 1892, maybe.
And if we do have changes to this, do we have access to like a Word doc where we can mark changes, or do we have to submit all those to you?
Do you know? I have to ask Deborah. I'm not sure. I feel like it might be like almost like starting fresh, maybe. But then I could also copy this, I would assume. All right. but i can i can ask deborah too whenever she comes on monday i mean there's no point because that doesn't really the verbiage doesn't change it's just all of this yeah just updating so that wouldn't be i would have to convert it all to like a powerpoint or not a pdf i need like a word knock or something yeah to go through but i don't think it needs to be a start over i think the bones are good yeah i agree i agree yeah absolutely so it's really just like profile page to change just change update the
demographics and the process is good I think too you know the expectations and yeah I I agree with that um now partnerships talks about the 2017 Community survey because that is almost a decade ago um are there plans to do another recurring Community survey that's the comprehensive plan survey
Yeah, we just got approved for a grant to do the survey towards like fully funded. So now we're just waiting on the funds for that. And then it's going to go back to council again with all the questions. I left them over and subtract because last year there was a lady from Texas State doing it as a class project. Yeah. And so they did it through some survey.
Qualtrics, most likely.

It's going to be their, no, how she described it was like postcard, like QR code. Okay. It's mailed to everybody. But it's just... I want to hear it twice.
That one came paper. Okay.
Because whenever I was going through all the lovely files, there was actual pieces of paper. Then it was probably that thick with just stacks. But this one would be like online. I see. Much easier. But for multiple council meetings, they went back and forth on the process of all of it. And nothing ever came to it. conclusion because everybody wanted to add certain questions and like when election season came even more questions wanted to be asked to look at confidence plan surveys so it's more like okay let's just stop do a refresh yeah and bring it back so it will be happening soon okay I just asked that because I think that would give us a better snapshot of what's happening yeah and I don't think there's a timeline for this to be done by any means obviously it hasn't been updated since
So under partnership, the very last paragraph, recommends council and add guidelines and ordinances to require provisions of trails and parks in future residential and commercial development. Is there, are there plans for any future residential or commercial development? I hope not. Especially not near any of the parks. But I guess that's just a sort of standard language or something. That's what I'm thinking.
It must be a CYA kind of, you know, I don't know. We might want to ask about that.

Yes. Okay. And that's like, do they know that has to be in there? I saw that too and thought future commercial building.
What about the golf course, for example? That's been reworked, not necessarily developed. There's no way for people to go and enjoy walking on the golf trails.
That was a big thing that came up in council meetings last year too, because the walking trails i don't know if y'all oh yeah everybody thought we were getting sidewalks yeah that's not the thing um but then they're like yeah well why don't we just make walking chairs through the golf course but it's private property yeah and boy they enforce it like they're running after me oh yeah yeah yeah It's like, wow. That's the one thing I don't think that would ever be an option. Because it's up to the golf course. Right.
Right. I think it would be reasonable if it's like after all 13 times. Yeah. Well, that's exactly what I thought.
Yeah. Walking on it. And then, I mean, out of nowhere, somebody, you know, this is private property. Do you see the sign? We can arrest you. You know, so they're serious.
Yeah, I don't, I don't hear. Is there an awkward Texas sign to go along with this? I don't understand all that. It's unfortunate.

You know, I don't know when this was, two or three years ago, there was a big meeting at the VFW and we all put markers on things we wanted to see. here in Wood Creek. Is there any reference to that? Was it a Parks, Transition and Parks Board? It was a town hall.
It goes out to be a WLB town hall discussing something. Like we had drainage town halls because we were heavily attended. But I can ask you, Thompson.
ideas around conservation engagements and stuff like that.
So interesting. Well, I would like to see the, you know, the more updated community survey because even just looking at the street that i'm a homer when we moved in we were the youngest people by 40 years and now it's all young family children and so i imagine the feelings toward sparks have probably changed most people looking before yeah we didn't get there till 2020 so yeah years after yeah
There's such a split here, it seems.
It's very harsh. All the other ponders live across the way over there.
They live nice and secluded over there.
You know, it's like we have our own park because of the walking trail. Yeah, you know, it's around subdivision. Yeah, over here at Tully Fork. I don't know where that is.
It's literally turn around Wood Creek and it's like half a mile on the left, like past, right past Baptist Church. It's that little gate in the community. Is it the orange one?

This is, yeah. I mean, I guess this is, yeah. It just has one little size of oak orchard. I'm sorry.
I mean on the map behind you, the orange.

so we have there's a walking trail that goes all the way around it and we have access to you know to the church property okay yeah there so in a way we have our own park but i'm i was just thinking how do we make that area feel more apart because because we don't yeah yeah yeah 12 isn't very big yeah it's hard yeah yeah yeah what's that other orange yeah i was wondering that too
I don't know. I was asking the city administrator yesterday and for some reason I thought because it's across the creek. But I thought that it was... Does it have a name on it? No, it's a PDD. Oh, okay. So my assumption is it's that lot on the right. They just cleared it. It's like kind of going up the curve towards H-E-D, obviously. Oh. Like right past the creek and then you go up a little bit. Yeah. Cleared that little bit of lot. I mean, I assume it's that. Oh, gosh. But technically it's not. It's in the E-T-J. It's not. Right. Right. So you don't have any.

with the next page because the next page actually includes yeah um can i ask one last question on the partnerships page you can ask as many questions as you want thank you do we have any active partnerships with people besides like maybe this rfp that you do for somebody to do the card network is there a partnership
you know i recall and i said but i mean like there's we love trees which are like the city arborists and so then i know they came to one of the whenever i first started they came to one of the trees and parks boards because you know it's like you all go out and like number trees and all that stuff. So I guess the arborist, he references that, it's like one-inch string, but I don't know.
So this is an arborist that City hires to do this? Yes.
And they're supposed to do it from the buses, like going down the roads, all of the overhang. I don't know how well they did last year in my opinion,
they're supposed to fix all that and at the parks they're supposed to go for like look for oak wilt but i don't know if you'd call that a partnership but yeah i guess it would be good to better define that and then like trying to put a list together yeah and i can ask deborah too would that include like the master naturalists
The first sentence says investment of time and money by supporters of parks and recreation. So that's what it feels like. That's the definition of a partnership. Yeah.
So it doesn't necessarily have to be a financial partnership. Exactly. Yeah. Time and money. So Texas A&M, can we use I know, like, kind of that person's birthday. Yeah.
Well, because we have, like, the Oklahoma abatement program now, too, and I know one person has done it. And that's like if Oakville is determined on your property and it needs to be fixed, it's like the city compensates, I guess, for X amount. It's kind of like the rainwater stuff. I don't exactly understand how it all works.
Yeah. I thought you were talking about the rainwater stuff because I heard that was going to be an option. Is that true? Okay, no, it's in. Okay, where do we find that?
It's all on the website. I've been working on the website trying to... get um there's dropping the water this is for oh yeah personal rainwater collection yeah yeah so if you go um on the about Wood Creek tab and then there's a tab called drought in the water and then on the far left of it there's rainwater collection homestead exemption rebate program and application permit and all that and then rainwater collection calculator
Just because I have to go to the HRA board meeting next week. And at that point, everybody wants to know about that.
All the forms are right there in the permit. That's Debra's big thing. She was all about this framework. She knows a lot more.
Yeah. Well, just knowing where I can find it so I can speak to someone else. Because I do, like last year, they were talking about it. But I didn't know if it is actually.
Yeah, there's like a breakdown of like, if you have a 5,000 gallon tank, you get. Awesome. That's good too.

Yeah, they're all good. And then it's like if your house runs, and then that's the thing too, it's like nobody can really put in a rainwater tank big enough to run near your house. I don't think anybody could unless you go sky high.
Which would never work.
But there's like a big homestead exemption thing on that if your house runs off of.

Oh, I'm so glad about that. You have to renew that every year.
unlike the panel one which is just a one yeah and i know like the city put in like for say budget season like we put an x amount of dollars towards the rainwater rebate program or exemption stuff so it's like once we get enough permits and applications that exceed or that meet that maps nobody else can get the word like you can put in then but we can't get you about that yeah
Wonderful well, do we have anything else for the partnerships or the survey pages that we think you could be updated? My only thought would maybe be with the survey of like. This city is in talks of doing a future survey. Like to exclude a sentence on that, but then you pigeonhole yourself into doing it. So you can just leave it as is.
I would assume that it would be getting situated this year 100%. I don't see why not, because we just got the grant fund approved for the grant. I don't know if it's the process of all of those, but I know some of them take forever.
awesome okay well then moving into the existing parks inventory um I don't think it's changed it's impossible to see you don't have to go and wander around the city hall wooded natural area oh yeah I didn't realize we were right somewhere yeah Yeah, I don't think that the city has purchased any new land since, right? Okay. So then that should be good.
And the veterans are loyal. That's the first one. Yeah. Oh. So I know that really stopped and looked at that. Is this all veterans are loyal plus the Sierra Leone flagpoles, the line of stone signage, that's all there, right? South Grounds, Crossfield Creek Drive.
That's where there's consideration of putting a dog park. Okay, so down here at the end of the street when you drive into Wood Creek and the flagpole's from the right, that little patch of trees right there. There's two little parking spots. That's a city park. That's a teeny tiny dog park.
That was one of the thoughts last year.
And there's still being restrictions on dog parks legally. Yeah. Because we've looked at that. And I mean, in terms of the legal ramifications, like what happens if your dog, I don't have a dog, bites my dog, you know, or bites me. I mean, you know, evidently we looked at that. Thank God it wasn't my thing. You know, there's a lot of...
legal issues that happen who's reliable and who's going to enforce that but it kind of stopped they kind of stopped talking about it so i don't know yeah if it'll ever come up again yeah my thing was some people aren't going to pick up the dog food exactly yeah and then it's like oh it's good yeah i think it's and 12 is right there it's right there little dogs you know i mean yeah there's been a lot of talk of different things that they're like put more benches or Yeah. But you'd have to lose it though, right? You'd have to fence it all in, and people are allowed to.
I just think that's a, I mean, that's, you know.
You know, you think that's the hard thing, because it's like, you can't have chain link fence. Right. It has to be raw iron, nice, pretty. Yeah, which is expensive. Yeah.
And which isn't going to do anything. And it's not a log.
Yeah. I mean, it's right on 12, right? Yeah. But that's why I did stop talking on it, so I don't think.

And that's the only thing. place that if you consider i mean unless somebody wants an in-between their house which no no that's on that's on how much frankie yeah hey i'm a huge dog person what's your northeast dog park
where is it oh yeah across from their city hall oh yeah cool i thought that was one of the reasons that they had uh an hoa oh some of their the dog park in the pool huh no i didn't know that i've never ventured over
That could be completely wrong. That's how rumors get started. I heard they have a giant pool.
On the Veterans, so is there a rain garden? There's one at Augusta, you know, Augusta Park, but it says there's a rain garden at the Veterans Memorial.
this is that i've never seen it so and it says it's a rain garden together and slow run along entering the drainage channel along 12. oh so that i think that that's so jane little um she works or like no she goes out she drives a golf cart over there and she sits there and pulls weeds in front of the wood creek sign on the other side yeah and i'm going to assume that the rain garden might be near the sign right there where all those pretty plants are maybe that's another yeah i think that's another reason not to have a job park right where that is yeah area across from veterans yeah the the wooded area yeah yeah but i don't know i have to have several it's also like you know as in like y'all would recommend to like what to possibly put there because technically on this it's just veterans augusta and the playground right so really only be those three that we're updating But I can ask them or be like, can we look at all of the sit-ins to see what could happen? Because I was looking through it to try to see if like the World Champions is on here. It's not. It's highlighted in the maps, but it's not one of the ones that they worked on. Because it's also floodplain too. I don't know if y'all have driven by it in the rain and it's absolutely terrible.
It's a swamp.
So, I'm not familiar with what happened, but I know I watched it happen. The new drainage system by the Veterans Memorial Park, is that something that needs to be updated on here? Yeah, it's not on here.
But, I mean, all they did, they added like a, I mean, you see the ditch.

but and then there's going to come back hopefully like freelancer is talking about or it was on the drainage plan to do that site for that into a lot and to like fix it to our channels under 12 like it's supposed to instead of standing um but then i was postponed because they talked about like boring under 12. it's gonna be an insane amount of money so then they went back and figured out a way to not do that like not go under 12. so it might come back to council or i think it has no it has gone back to council i think it was on the last meeting actually where like just focuses on trying to to make fun of them yeah yeah because it's literally unusable land employment like you can't do anything right so the the roads once you cross into wood creek the city maintains the roads
But like 12, is that textile? Yeah.
And textile will never do. At my house, the big tractors that just went down, they ripped the high fence. And so it's like, you call textile, and they're like, oh no, we can't pay. So my husband's like, well, we did it. But that was a whole week and a half process.
Just a little bit of tape. Yeah, very nice. So you're set to do a project for the Massachusetts to figure out how the water would...
In the drainage plan, not regarding that part, because that was kind of put off a bit at the moment until engineers came back with other things. But like the watershed association, they're trying to come up with ways for... It's not... Gray infrastructure is cement, right? Correct? I'm going to assume... Yeah, there's a gray infrastructure and it's a green infrastructure. So it's like the engineers look at it as, yeah, we're going to add a concrete culvert and it's going to go down this way. And then the Watershed Association was like, well, we could do it this way and add a swale of some sort. So it's like we're looking for greener ways.
Right, right. It's got a rain guard.
Yes. Is that her? No, she's one of the natural strength.
Yeah, maybe she does water advice. I know we had a um because there are some people in the master naturalist program that would be qualified to do that based on their careers or what they've done but as the training director I can say that's beyond the scope of what we teach.
