City Council - Regular Meeting

All right. Good evening everybody. It's 6 PM. It's November 12th, 2025. And I'm hereby calling the regular council meeting of the Wood Creek City of Wood Creek to order. And I ask everyone to please stand at your willing table for moment of silence. And I'm going to stand please.

Thank you. Um well, our first order of business that I I take a lot of a lot of pleasure in is the presentation of the Spirit of Wood Creek award to Mr. James Mil. Um when I when I took this job, you know, we decided we were going to expand our advisory boards and one of the one of the things that I really wanted to see was the um ordinance review committee because it was something that we had been working on on reviews and and Mr. Miller stepped up. Um ultimately his chair um managed that process through um some some sort of crazy times. Um and so we decided no, we're not going to do the ordinance. So So what does he do? He takes all that knowledge that he gained from um studying our ordinances inside and out and almost memorizing them and u went on to planning and zoning and um finished up as planning and zoning um commission chair until recently and sadly um turned in resation. Um so at that it's like well we can't just say, "Hey, thanks a lot." I mean, I'm new to old. Um, so, um, so we thought it was very appropriate, um, to give our Spirit of Wood Creek award, um, to James Miller. And it says briefly and you know really to the point, the city Wood Creek thanks James Miller for your dedication to the character and future of Wood Creek through your years of service and chairmanship of the ordinance review committee and the planning and zoning commission and that didn't even say it all. um you know he his work was so thorough um you know when he was looking into something and I'm just thinking he

just a recent past um you know he got there and um and pounded the pavement and found out what was really going on and he brought back to that to that commission um enough information to make their job a little bit easier because it's not it's not the easiest um adviser board that that we have but it's the one that is that we're required to have. So to have to have Jim at home was just a relief. And then and that doesn't go on to to mention you have the you kitchen cabinet meetings and his wisdom in there, you know, just you could always just I mean he just had I'm not saying an opinion on everything. Um but the opinions that he did have were generally broad. So anyway, Jim, we so appreciate your service. Um look forward to more. Um, but we're not going to let you entirely go and you brought your your daughter and grandson with you. So, um, I think maybe you want them to join us in the photo. Do you want to be in the photo?

All right. So, we'll move on to public comments and we have two inerson comments. Um, starting with Kathy. That's just a reminder. Got 30 minutes. I got the time to address.

Uh, I'm Kathy live at 63 Dalo. I'm here tonight to question why there were no financial reports in their daily packet for this meeting. One very critical and important responsibility of the council is to safeguard our tax money and ensure local citizens get the most for the rent. One aspect of this process is consistently reviewed the city's financial statements. There was a long-standing procedure, at least since I moved here in August of 2012, that the financials were included in the agenda packet and were discussed and questioned by the council, the city manager, and the city treasurer before the consent vote. This process also allowed citizens the opportunity to understand how their tax money was spent. Currently, the citizens have been repeatedly hearing that there have been ongoing problems with the current accountant system. Even a tearful statement from the mayor lacked at that the previous city manager broke the system. The council functions as an executive board of our city in the same manner as the board of the company and should have taken the responsible step of cutting our losses and change the system instead of continually spending money and giving the citizens excuses for a system that doesn't function for decision. In closing, I would like to see a discussion item for the next agenda to include full financial reports with discussion as part of the consent items for the first meeting of each month and a detailed report of the steps to resolve the issues with the county system. Yeah, let's see.

I too am your concern about financial handling, manipulation, or whatever you want to call it. So, I defer to what Kath is so capable of just um presented. I hope some of you were listening to it. So, uh, what I have found and been told, there's going to be a long eyes on this council as to what you do and how you do, much like a hogwor. So, y'all are the rabbits and that's what's going to be taking place this next year. That's not pointless.

What? We can't respond to that. What does he say? We can't. Yeah. So, what did he say? You can look up the video later. He said he asked if he was if you were if I Oh, I won.

That's not I apologize for not and he said my name. I'm John Wish. Uh we do have one written public comment. Um this from Kristen Wland and says, "Following is my opposition to an agenda item that I request be presented at tonight's meeting." Thank you. The mayor and city council please accept this email voicing my opposition spending money on the rainwater collection tank at the triangle for the following reasons. It is an unnecessary expense. Painting the rainwater collection tank would not fit the character among houses in our neighborhood. Painting the tank would require upkeep and repainting causing added expense. And the rainwater collection tank looks fine as it is and was expensed enough. Please consider this before your before you vote to proceed. Thank you. Kristen Weber one champion court. That's excuse. I heard. All right. We'll move on to the um enforcement officer didn't get highlighted in here. There a couple things that that I have that I'll do in the announcements later on. Um on the regular agenda, the first item of canvas of returns of the city journal can hold on. It just says report. Okay. Go ahead. I'm sorry. For whatever reason, they didn't get in the agenda. Yeah. Well, the the detail didn't get in.

So So I'll go over quickly. Um the the sheriff's report which which you can't see um there 17 stops, eight citations, three residents. Also he wanted to note that a missing child reported on um October 8th at Wood Creek Drive in Cro Lane child notified. So I'm sorry. idential child was found and motherfer

so he did not file them but um obviously you can't see the check registered on financials so have any questions on that um but as far as the to talk to our auditors today and as well as our count we think we finished the last meeting. So once um just the our account sent it over to the auditor right before the meeting all emailed. So hopefully they're good and the auditor and the boss boss Jeremy they all agreed that once we got that last thing they're ready to move forward get do the review process do all that and have ready for

question on the financials. Can we have this this month's report and next month's report? We can put it in there. So we have both. Well we can post to the website. Yeah, we can we can post things just we can direct it. I mean direct them also include they would both be in packet next month. Both in the packet next month but we can post this information now. Yes,

I know we obviously we found some issues with the posting of this agenda things haven't posted but we'll pass that. Um, as far as the code enforcement stuff, we had several trailers, some vegetation, you know, IVs, uh, treating LMS, that stuff to clean up, you know, non working vehicle, all that is gone out. Majority of those resolved. a couple of shovels getting left um engineer update um for the champion court turnaround um that they'll present that the um the bids at the next meeting or acceptance they'll have a recommendation letter and I got a notice today approved the Broadway permit for charter to move their stuff they need to move for that project. So um the drainage master plan again that's ready to go uh from 10 to 5 which will they'll present at the next meeting. Um let's see the pedestrian bridge feasibility study at Ralo survey complete in concept development. Um uh they hope to have um u some concepts present overall concepts of budgetary cost um um by the ready to present on one or the January meeting. So on that and then the street made it plans in progress mid December deliverable is what they said. Um, see all updates the bathroom at the playground's just about done. I don't know if you have those.

They finished the stone. Um, this week, um, today they were finishing up the electric deployment. So, a couple days on that. I got to meet with the grinding pump guy. Hope rescheduled for tomorrow. We were going to meet Monday, but he had a conflict. Um the walkway for the the ADA, we kind of put the ADA parking on hold until we decide what we want to do there. I'll have numbers ready for the next meeting, decide how we want to do it, um how to move forward. Um safety and half phase two spoke at TML. I spoke to the rep for the signs, the radar signs. And there was a a glitch on their end that delayed it. So, we've got that worked out and there should be here soon so we can get started on placing those things. Um, one thing in talking to the guy, you might have been aware, but I wasn't really the new signs, the four that we've just recently installed, plus the four new ones, they have a way to store data and that we talked about how to we'll have to set it up. We'll have to walk through it and then figure it out, but we can get to where we go up to our take our phone up to the sign and we'll download the data and then we can

Bluetooth. Yeah, he said but they all it all has it. So, um and then so but then he hooked us up with some other stuff for free for the delay. So, so that was one of the um and then to piggy back on the TML conference I spoke with Fun View Grant Works. Um you know I talked to Fun View, met all the big wigs and said when we get to our audit you're going to do these things move forward.

They're like yes sir. Uh great works. We have I met our new representative that replaced Margaret. Uh given some information, given the information to Chris, but um she wants to come by and get all here sometime soon. Uh went to financial boot camp. Pretty interesting stuff. Um you know the big thing, the big it was a giant presentation crammed into an hour. So a bazillion slides into about 50 which I have saved on the share would bring financial s. But uh yeah, the big thing was the audits um um new legislation

new legislation with audits and some of the issues that some of the things you told me about you know why audits are missing if you're interested. So the number one vegan software change over being store. So see fitting. So uh that's it. And then we got the stuff for this month. We'll put in next month and then next month.

Um, so if we can get the especially the financial I just wondering about, you know, some of these things that will be on the next agenda that are going to need some early review. Well, we do operate from the shared drive and so um we can make large files or those kind of report things available in the shared drive. Um especially since they've now been publicly noticed that they'll be appearing on the next. Yeah. Yeah. So now agenda prepared.

Number one item on the regular agenda, canvas of the return for the city creek general election held on November 4th, 2025 for the purpose of electing the mayor and two council members of the city council at large to serve two-year terms and other matters in connection their will. I move that we accept or is it adopted or accept? No, you we're moving that we add a canvas.

So, they sent us the official results. Um, Carrie was able to get the numbers into the resolution that that match these members. So, this is these were the final tallies. Um, I just say congratulations um to the new council members um and to the to the other candidates who who ran and worked very hard. you know was um um always post election is always some

Jose Tormmo 281 votes making Linda Swedberg and Christa Richardson the top vote getters and the new council members. Well, re-elected council member new council member. Apologies. I uh said discuss with purpose and uh because I'm not sure there will be a a direct action taken but I would like to hear conversation before I make such motion. Um, essentially a county proceeded uh to purchase their own sirens which they will be placing in three locations in the county. One of the closest locations for us that's relevant to the city of Wood Creek is the Jacobs Nature Area. Um, however, those sirens only notify within about a mile distance, which would make much of our city outside of that notification period as well. Um, and I thought it would be relevant for the council to um, discuss this item briefly again to kind of reestablish our commitment towards this or not. And then if it sounds like we are still committed without the county's funding and support, then we could issue a more direct action to um, proceed.

Also would like to get some pricing, some a bit of pricing and talk about appropriate location. Right. Well, that would be an action that someone has to take, which if you want staff to do it, then the whole council body has to vote to ask that do it or would you vote to form a subcommittee about it? Um, so that's the the deal. No, I I I just council

Thank you. Um, where I grew up in the Midwest, um, they were often located at schools or fire department. And I was thinking a really interesting and good location that we could possibly pursue is actually the elementary school right outside our front door. Um, if we could perhaps at least have that conversation with them first, like, hey, how would you feel about because it would be also to their benefit. Um, it might divert some of the taxpayers costs

or even if it's a shared situation. Um, so I would like to see those kind of that at least asked in advance because I know we've approached Hayes and they just went ahead and did their thing without us. Yeah. Well, I mean they did discuss it with the committee. It wasn't like they unilaterally

I I sorry the I did put that very poor. Um they went ahead and so I would like to possibly explore other options before we go and install one inside the city because it would also be interesting if they are already working on those kind of discussions you know school district. Yes, it I know um Wimberly's still in discussion and I think we should have some more discussion before we just look at it just inside of our city first. Yes, sir. Mr.

Yeah. So, I agree with both of your statements and it that really sounds to me like, you know, we need a motion to create a subcommittee to get some more details on this for us so we can make an informed decision. I also lived in an area uh for four years that was covered in sirens and I learned then that there's a very wide variety of them that go from thousand yards to 5 10 miles. Uh, the one that was near my house was 6 and 1/2 miles away and when it went off it sound like somebody had one of those canned fog horns sitting next to your ear. I mean, it it rattled the wind. I mean, it was just ridiculously loud. Not that I'm saying that's what we need, but I' I'd like to explore. Are we sure that that thing Jacob's Wells only going to go a mile? you know, uh, and and if we buy one here or a Blue Hole, do we need one that goes two miles or half? You know, what how much money do we need? So, it sounds suspiciously to me like we're not going to make a decision tonight. And that it's probably going to be best idea is to create a subcommittee of a couple of us uh you know to to do some more research on it. Get some hard numbers maybe get some quotes direct you know hard hard quotes uh working with the city administrator before we bring this back to council either in December or January. I don't want to delay it. You know I'm I'm not I'm not trying to delay it. I think it's something that's way past due and uh we're all um very encouraged about getting done sooner than later, but I I don't want to just, you know, go willy-nilly and just open up the purse strings and spend a bunch of money without really considering what's best for us and how we can get it done with the lease. And I also think

that if we agree to that, that subcommittee should also look into any kind of grant funding for that as well. I don't know if it's out there. I would almost assume that it would be for the county. Yeah.

The county or something. Uh so I'd like to make a motion that um the mayor appoint a subcommittee to investigate the options available to us for installing acceptable. That's the word I want. Uh appropriate appropriate warning sirens for the city of Wood Creek. Second.

Well, I mean reiterate what's already said that I'm fully in support of of getting a siren, but it would be nice to have a subcommittee that can explore other options. Um, did Haze County happen to say what their timeline is for installing their sirens? When I talked to Commissioner Hammer, it sounded like it was um going to happen within the next year, but uh essentially there's three of them. So, she wasn't clear on what order they would be installed or, you know,

right, but it has been approved. I asked if it had been if if they intended to put out a public notice. She was just sort of like that's a really good question. At this point time, there wasn't necessarily a a plan to do that. So, they might wait till they're installed. Yes, sir. I would like to add the part add an amendment. I move for manage to add to the part that Russell spoke to previously, which is a part of sorry. I'd like to add that the subcommittee also looks into RS.

No, I just wanted to Well, yes, I have. I just wanted to say thank you all because u sometimes we spend a lot of time preparing things that don't move forward and this was going to take a a large amount of research and connection with a lot of people. So, it's nice to know that we're still committed even without the county. All right. I have that as an amendment. It's a it's a main motion. The first main motion is not an actionable item. It was just open to discussion.

No, I think it's a great idea. The only thing I only note I made here is that it it it seems almost logical to me to involve the community community relations committee on this. So put that in your pipe and smoke it. So I don't know who you're planning on asking but but I think they would be a great addition to the room that might be. So there we need to vote on this or there no objection without discussion.

All right. So item number six, discussion on possible action direct staff to have a joint public hearing for council and planning and zoning regarding a residential parking space minimum requirement in the city zoning bill. I move that we direct south to set a joint public hearing for council on planning and zoning regarding a residential parking space minimum requirement in the city of Wood Creek zoning code. Did you want to add something to the motion? Well, it doesn't set a date and typically we uh attempt to give some direction on that front. So all I was going to say is at the earliest possible date for the two bodies.

Sorry. That's what I was going to say. We don't we need a KY people to right and they're not going to have reading at the very early. Yeah. We need some members and they need a chair. Yeah. Chair like so but there's a lowest possible day. Whoops. I move to amend at the earliest possible date.

thank you. Item number seven, discussion and possible action to create a council subcommittee to review and edit the Wood Creek Emergency Operations Plan. I move that we create a council subcommittee to review and edit the Wood Creek Emergency Operations Plan. Second.

Uh this is an action item from our report that we did reviewing the emergency preparedness of the city and all of the relevant documents. Um it was determined that this document is um due for some updates. Uh I would be happy to work on this um as a subcommittee member. Yeah, it was um there's a lot. Yeah, it's very long. It is. You did a great job. And it was it was comprehensive. Wasn't longensive.

Yeah. And that's the thing I have with emergency preparedness plans is I think Haste counties is it's something like 697 pages and it's like if I snap my fingers on that it's an emergency. Would you know what the hell to do? Well, we have a couple days. Let me read through this. No, we now have to report that this still for Wood Creek. the key components. So, so that's what I want to see come out of this is for the mayor to be able to just open the page and have colorcoded action items in.

Yeah, this plan needs an update for a lot of reasons. One, there's just like some typos in it. Two, um it has a lot of extra information that you would see in a larger body like the county that Wood Creek doesn't necessarily need to outline. Um, also I've having learned more information recently, I'm a little bit concerned with the conflicts with this document and and the county. So, we need to make sure that they are aligned and do not interfere with each other and state. Yep. Good deal.

I think he really that would be that would require an emergency. I mean, no, I've been the emergency manager for the city for the last four years or whatever my title. This is another follow-up item from our emergency preparedness report. We um made the recommendation that we should send out these quarterly emails potentially, but yet we did not really outline the program, nor did we provide staff a draft. So there's not, you know, in order to act on some of these things, we have to take the formal motion about and set some dates. So, I would like um to amend to state that the email should go out on December 11th.

Second. and I would be willing to work with staff to draft that additional email. But the idea is that these emails sort of sent and they're the same email that goes out every year at about the same time and they include the same sort of like relevant information for the expected things that happen during that time. So this one's about winter storms. The next one might be about flooding. You know, one in the summer might be about fires, that kind of thing. So any particular reason for December 11th?

It's after council meeting and it's also a Friday where they tend to send out um communications and gives us about a month to prepare it in um February is when we have our worst storm. So this Thursday, sorry. Yeah, that's fine. Oh my gosh. Sorry. Yeah. So before the Friday his That's fine. Yeah, I mean it's December 11th. I just wondered if there was like National Fire Protection Day or something. No, I wish maybe there is something startling start a fire starting it.

All right. All right. So, um we go on the amendment that the email would go out on December 11. All in favor, please say I. And last on the regular agenda, the number nine, discussing possible act on the approval of the design of building water park. Yes. I bet that we approve uh a design for the rainwater collection tank at Triangle Park. Second.

Sorry, I uh didn't catch that. This was yours, Mayor Rasto. Well, I put it on there because um both the the mayor's subcommittee on the arts and the parks the trees and parks board to which I leaz um were both asked to discuss and come back with a recommendation. Their recommendations were um the arts group did suggest just keeping it kind of natural with the cedar staves. Um the trees and parks said to paint it and put the wood creek parks logo on there. It's like it's it's Mr. Grimmer's design and the the item was if with the permission with the permission of the art, if you go into the I think if you go into the the cover sheet, it does say, you know, with the with the permission of the artist that they would use the Wood Creek design. So, it's a it's a silhouette of an oak tree with Wood Creek Parks.

So, so that was what trees and parks said would be would be good. Um there was dissension in both groups on what it would be and and so the you know the the council's um move here could be to approve one of these designs another design or none at all and there is you know there's like pretty much split all the way up and down as far as those choices. Do we really know what the experience would be to paint it and how often it would be and then having to do the upkeep on it? Yeah. Um

I would recommend it not be painting. If you move forward with the logo, you would want to do like a like a a vinyl wrap like they do. That would actually last a long time. They are kind of expensive, but because this is not very big and I mean it couldn't it would be under $1,000. Really? Yeah. I mean, I I wrapped a van one time in my shop. I thought that was expensive. That was like gosh, I want to say like $8,000 for a van. Yeah, the whole van in a whole sheet wrap. Bigger than a van. Yeah, but it's not.

But the Yeah, it would just be like die cut. It's actually when you if we were to use that design, you know, the silhouette of the tree itself is a lot of vinyl. You know, City of Wood Creek is a I don't know what the font is, but it's a this like an Avant. It's a a sans Sarah sort of small font. Papyrus. You got it. Sorry. It's an inside joke. It's a It's a house.

Um Oh, yeah. Not a big fan of the Cedar States. I I don't think that really brings any beauty to the the issue at hand. Um and Chris and I see these things very differently, but I just feel like, you know, every time I drive up there, it's like, wow. You know, I feel like I'm driving up on a feed lot. it just it just stands out like a sore thumb to me. Um, so I was just hoping, you know, something subdued, something simple, something easy easy to upkeep, something that'll help it blend into the environment, supplement the beauty of the existing gazebo and surrounding floor and fauna. Um, I don't know what the the right answer is. I just I felt like it deserved something. Um, and I, you know, I I think there needs to be I don't know if that's the only two, if that's the only two options. I think maybe we need to push it back to them and say come up with more ideas because I I don't know that that's going to be satisfactory to the majority here, but maybe I won't.

Um so I even though I was on the art committee and I do appreciate the work that they came up with and the s cedar st fence um one of their others concepts which is very different than all that's been presented was tall grasses in tall grasses. I love that. And it was a it's a very different approach. It's less of So I still go to the back on the premise of the idea of hiding it actually still brings more attention to it. I still Yeah, thank you.

And I personally see the honesty of the tank as being very important because we are trying to promote the concept of hey everyone, rainwater harvesting, it's a good thing. It's a cool thing. And I personally like the tanks. I think they're beautiful. Granted, if this was a bright green plastic tank, I probably would have different feelings about it. Um, personally, I don't lean towards any of these that have been presented. I do not support painting it in any way. Um, I think there could be a discussion with water wise because they're going to be doing additional planting in a year or so. Um, that maybe we could discuss with them the idea what appropriate tall grasses would fulfill the goal of this is the amount of water coming off of this gazebo and these are the plants that support that concept. So, right now I'm less interested in a decision if that's the way council wishes to go, if they wish to agree with me on that. Um, and maybe we just bring it up with the next discussion when water comes back with us. Um, so I think cedar states in and of themselves are very nice looking, but I don't really think that's the the way I want to go. Um, a probably expensive. Um, b, it's hiding the tank, and I think the tank is a good educational tool. I mean, that's the whole reason we put it there was we want people to be inquisitive about it and want to learn about it and then hopefully

implement it at their own homes. Um, as far as painting, I think the maintenance on that is going to be kind of a pain. So, you know, the deer rubbing up against it. Who knows? But, um, I don't want something that's just going to be a lot of maintenance. Um, I do like the idea of a vinyl logo for the Wood Creek parts on the tank. Um, the tall grass that it is, I really have to see how it looks because I'm worried about it inadvertently kind of looking like if it's not done properly or say don't like what kind of like weeds if they're just kind of growing up and maybe you know it's winter they're kind of dying it just doesn't look that aesthetically pleasing. So

I have to see like what would actually be used for that. You could do polish fronts or something. Yeah. When when we talked about it in the committee it was like call plants for us as maybe some sort of I mean natives. Yeah. you know, for sure. But, you know, something that would be attractive um but you know, a little bit taller just to sort of but then doesn't doesn't hide the fact, right?

Um I I like that in that it gives the tank usefulness, you know, because when we collect rainwater, it's because we want to build, we want to water something. So instead of just collected in a tank. So So that makes sense. I also just I guess it depends on the grace, but that's what I think the stock tanks at the feed store. That's what I I see with that rather than this is an environmentally excellent thing. And so I kind of like disguising it with something useful. I'd like the thing to be left alone and if landscaping or anything is done around it, I think consulting with the people who had a huge event this last weekend and installed a bunch of native plants that the tank master boards be consulted because they do have a multi-phase plan on u additional possibilities there. But right now, the plants that were recently planted are the max capacity for the tank to support at this time. So, we would not be looking at planting soon. It would be spring at the earliest, but again, we are just starting that conversation with them over again. Um, as I just completed that that planting this weekend, uh, yeah, I don't I don't really want to paint it. And the only thing that has appealed to me yet is a vinyl coating of the Woodfreak Parks logo should the artist approve since it is a private entity and private design.

Is there a motion now? Alice, the only motion right now is to approve a design and I would be inclined to vote deny. At this point,

I'd like to make a motion that we move this item back to the tree and parks board and ask them to work with the people doing the landscaping to discuss possibilities and provide council with cost estimates of reducing some planned planting and adding some planned plant. existing plan planning and adding some around the tank along with any other suggestions they may have. And also cost associated with a vinyl wrap with the great parks logo of the artist has a long motion. Mhm.

I second to speak to the amendment. Um I don't support that for many reasons. One, I think uh this is a ways off the I agreed with council mayor elects that we need to discuss and figure out like water-wise is already planning and their input. I think their input is more important at this point for that for the triangle than trees and parks because I could foresee an issue happening where trees and parks goes with a plan this direction and why wise goes with

your his amendments with asking trees and parks to work with water wise. I understand. I just I think that the people who initially worked with them was council as well as mayor council member Hines.

Thank you. Um, and I think that would be the original orientation of the conversations because those conversations have been happening versus trees and parks catching up to what's going on with their plans. Um, so that's just my perspective on that.

I guess I could speak a little bit to the history of this situation. So the conversation of what was going on at the triangle started before uh the triangle was a park for that matter. Um and so that's a little bit how I got leaned up directly at Water Wise and when water wise came to us I volunteered to work with them and then presented that project that predated the triangle really being a part technically right so uh that's kind of the history there. I would support us um allowing our our advisory board designated to the care space to be more involved with this. So I do actually support this amendment.

Um the just some items that that um the comm community relations committee had their last meeting that they would like council to take up a bill on the agenda. just so you know is um sort of finally approved their their plan for the December 13 holiday event. It sort of their budget was originally approved but um they just want to bring sort of detailed plan on what's going to be going on. So there won't be a whole lot of time to back but they want to bring that too. Um they have a request to consider putting bulletin boards in the park for announcements. um have a a plan up for a rooted in Wood Creek um awards program which they'll explain in their stuff. Um update on music and update on their 2026 calendar um of programs in the city and can also have the 2026 holiday schedule for um for city hall and staff. So just those

Okay. Um I would like uh an agenda item in the next council meeting to start the process of an interlocal agreement under Texas government code 791 to deal with health is fees. I had some help researching this and you think the interlocal agreement will be with the health department but it's actually under um health department does more immunizations and things is under development services uh the director of development services is Marcus Bacho under their one of their subcategories inspection they could inspect eating establishments. Um, and if we have food trucks that come into the city, they would inspect that. Under environmental inspection, they would monitor things like mosquitoes. Um, there's been West Nile disease discovered in the valley, but the inspectors can't come into Bloom Creek to do some of their work. So these are the kind of things we can explore and under safety. If we have properties that are suspect that are polluted, they can also uh they can make a move against them. They could uh take them to court if they don't correctly say the issues. And I have one more. Okay. Uh okay. I would like to include in our monthly final financial reports um the fund view revenue and expense

report. This report I've been asking for it every month because it's similar to what we used to always have. The it's kind of a quick report to put out. It's a little bit long, but it tells us the current month spending, year-to- date spending, um the budget, how far we are into the budget, it shows us what last year was at this point in time, and then it shows us what our prior year was. Some really good information. And the reason I like to see it because we have we have a check register and things. But this report you can look at it and you can kind of scan and see okay if uh if we got sales something like that and we've spent 9% that's one 12th of a year so we're good. or if we have some categories where we've got an expense that didn't there's no budget to dive in. This is a good way for us to monitor and see if we're on the right track. Also, it's not a discussion period, please.

Um, we have a lot coming up on this next agenda and this is not a personal note from only items I'm submitting, but I I am reading this list out of the hopes that everyone will honor the idea that maybe all items requested might not appear at the December meeting. We have a proclamation possibility coming December or January for Darren and Jarren Hood. We have uh possibly still a presentation from my constable not sure there. We have a presentation from Freely Turk on drainage on Champions Court. We have a covert being out planned coming to us. We possibly have a legal update from Aqua. Potentially won't meet it, but that's possible. We have a resolution of the council meeting procedures coming back as we do annually after our post election. We probably won't get the zoning and planning meeting before then, but we will have appointments possibility coming in that meeting. We are will possibly be retaking up our comprehensive plan survey um to address as some issues come up during the election that we might want to add questions. We have um a consideration for an ad hoc work group of the mayor for um a community programs related to elder citizens. We have uh a discussion and possible action for uh possibly considering hiring offduty officers to manage crowds on Halloween 2026 and consider closing Woods Creek Drive or a portion thereof. We have potentially the franchise agreement from $100 electric cooperative coming back. We have um the uh resolution on the frequency and schedule for large scale regular city infrastructure and maintenance projects. We have a resolution for a budget

amendment moving $5,000 for the green building initiatives. Um, we have the city manager evaluation which we need to get the forms out and um the holiday calendar and a road closure possibility for the December 13th event and um a fun violence policy update. These are all things pending in the wings. they won't necessarily all end up on that meeting, but I just wanted to make sure everyone's aware of future business and how much we have piling up for our one December meeting already. So, you all smart at me.
