Councelor Cunningham here. Councelor Skull here. Mayor O'Neal here. Please stand and join us for the pledge of allegiance.
I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Council President Barry, can I have a motion to approve the following order of agenda? I move to approve the following order of the agenda. Is there a second? Second. I. Motion passes. 5. Do we have any citizen input or at all? Okay. Anybody online? All right. So, we're jumping straight to um continuing business. I'll turn to new business in the city manager employment agreement and I ask will staff to present any updated information for council to consider. Good afternoon, mayor and counselors. Thank you for your time today. Appreciate you um attending this special meeting. Hopefully on this matter, it will be the last special meeting for a long time. Um so we have the employment agreement as drafted by the attorney and the attorney that the city contacted to assist with the negotiations process. Uh his name is Chad Jacobs and he is with Barry Ellner and Ham and I just forgot the the Hammond. Yes, sorry. Um and he is also on the line if you have any additional questions. This is the final draft that was distributed last week to counselors and also that was distributed into the packet. And um I will leave it to the group if if council has questions or items that you would like staff to address. Anybody have any questions? Okay, I don't see any.
Okay, so I want to thank staff and Mr. Jacobs, city attorney G. Henman, of course you, Andrea, for all the effort. This has been a long process. Um, that only visits itself every 15 years, I guess. Hopefully. Um, don't go anywhere. Um but uh it's a an important process for the city. So it it it's been a long road. So I thank you for everybody. Uh and with that, Council President Barry, can I have a motion to approve the city manager employment agreement for Gina Troja?

U I would also like to thank everybody involved. Uh it was a long and winding road uh to get here and uh I appreciate everybody's input uh and everybody uh working together to get this done. And I would especially like to shout out to uh Mayor O'Neal for working with me and understanding u in terms of the confusion but the the working through the legal terminology and all that and how all the how all how how it all uh basically connects and so uh it was we worked together well uh we listened to each other and it was a it was a good process all all the way through. only suggestion would be is where we got to with the uh with the uh with the two attorneys at the tail end. I we might next time in 15 or 20 years try to start with that you know that would be a recommendation start with that in the process but otherwise thanks and uh uh good job
uh council president Barry uh thank you. So I also would like to thank staff and um all the other counselors. I I feel that we did a really thorough vetting process with over 50 candidates um imply um applying for the position and we had a really strong in-house candidate to begin with. But uh through the vetting process, I just feel so confident that we did select the best candidate. And like I told Gina, the cream rises to the top. So, thank you.

uh thank you, mayor and councel, for this opportunity to serve as your next city manager. Um, I'm honored to be in this role and to follow two city managers who had been here a very long time. Uh, I've got a great group of staff and team, many of them who are here today uh to help provide that service to all of you. I look forward to getting to know each of you uh individually and working with you on your council goals and your priorities uh and more importantly to serve this community. I've been in this community for 19 years. I've served as the assistant city manager and most recently as the community development director and uh my family also lives in this community. I've raised my kids here. It truly is a wonderful place and a very special place and I've lived many places around the country and uh this is really one of the one of the top-notch communities. So, I'm excited to be here. I'm excited to work with all of you. It's an honor to be in this position and thank you. Welcome aboard. Okay. Any other business for the city? Okay. We're now adjourn at of the city council meeting at 3:07 p.m. The the city council will now meet in executive session pursuant to Oregon Revised Statute Section 192660 subsection 2 paragraph E real property transactions and paragraph H legal council litigation. So the council can consult with council concerning the legal rights and duties of the city with regard to real property transactions and current litigation. Litigation likely to be filed.
