Mayor and council members, my name is Felicia and I am the new director of the Floresville Food Pantry and Resource Center located at 1218 Street. Today we serve 308 families. I would like to invite each of you to come and take a tour or volunteer at the pantry. We are open on Mondays and Wednesdays from 8:00 a.m. to 10 a.m. and our distribution is on Thursdays from 8:00 a.m. till noon. Thank you. Thank you, Felicia. Um mayor, I can make an announcement real quick. Um we received an email this morning from the applicant for um items in the public hearing um C and D that pertain to 125 LO drive. They are withdrawing their application and do not wish to move forward. And that also will include new business items H and I. So no action will need to be taken on those items. Thank you. Yes, Mayor Ku and council. I'm Doug Mench. I do not live in Florida. right adjacent to his property line. Uh 131 is on the side of my property and 131 is now city street. And uh I don't know if yall are aware of this or not, but recently there's been an extremely huge amount of heavy trucks traveling that little stretch. It just runs in between 181 and 181 business. and they're doing it to shortcut to go to that transmission line job hauling concrete and and hauling u all types of material steel and a lot of at plus the trucking company up on business loop just south of there sometimes those trucks take that route as a shortcut and I think and one thing that intersection on the business do the traffic going north the way it It's that hill is there. It's it if you come to that stop sign, especially with a 18-wheeler, it may look open, but by the time you get in the middle of it with that 18-wheeler, somebody could top that hill and in a foggy situation or something. It could be a disaster. But I think that particular street needs to be looked at either being low zoned or no truck traffic being it is a city street now. But I just wanted to present that to y'all and let y'all consider it. And uh I think you need to really in I mean I I sometimes I I've seen maybe 30 trucks a day go through there and that's just a you know 800 foot or 900t stretch of road. So anyhow I just what y'all like y'all to consider that. Thank you.

Yes, I actually do. Um, recently I've been seeing a lot of things circulating on social media, especially on the city of Florida's website. a lot of roaming dogs. Uh I think with a lot of the public, you know, some of the public has actually approached you about it. Uh is there any way that the city can take some type of action or is there anything that we can do about to stop this or or is there any type of plan moving forward, I guess, citywise to to I guess to halt this problem because there's a lot of people upset about it. Okay.
So, we have um an animal control ordinance in place. Um our animal control officer is out there on a daily. Um we receive work orders through the front office that he is fulfilling and I know he does receive calls as well. Um so we always encourage to if anyone has any type of complaint or does see any type of animal roaming to contact our front office. um so that they can submit that and they're pretty good about contacting him right away so that he can make that location. My name is Jamie Hogs. with Value Consulting and we're going to go through the uh quarterly investment report for the quarter ended December 31st, 2025. For December, the portfolio ended at 17,93,286. The current yield was 3.75%. That was down from the prior quarter uh where it was at 4.02%. current quarterly earnings were 165,000 was 166,000 for the quarter which was down just a little bit as well in response to why the yields were down and the uh interest bearings were down we talked about this at the last meeting um in the last um three meetings in 2025 the FCC dropped the interest rates three times at the September, October and December meetings and they dropped them 25 basis points each meeting. So that brought the um Fed funds range to 3.5 to 3.75. So in seeing your rates drop, we were expecting that uh to happen due to those movements by the Federal Open Market Committee. In 2026, the FOMC has given their projections and they feel like there will probably just be one 25 basis point drop. That's their projections for the year. The market is a little bit more aggressive. that the market is anticipating one to two drops throughout the year. Uh they're thinking maybe June and October from the market's perspective. So what that means basically for the city is that we'll
probably see a pretty slow change for this year in interest rates with possibly one to two coming midyear to potentially end of year. So um we'll continue to move forward with the investment plans that we have for the new bond funds that you have received recently. you will set up a plan to invest those uh to continue to try to optimize your yield but still maintaining liquidity so that you have funds available operationally and for the projects that you have ongoing. So we'll continue to do that. There will be a few things that play into the rate changes. Um the biggest one being uh the chair current chairman chairman Pal his term is up in May. Uh there has already been a replacement nominated uh Mr. Wash and he will have to be um confirmed in order to take that position and that'll happen in May. So, we'll wait to see um if that confirmation goes through and then how that changes the policies as we go through the rest of the year. And looking at your investment holdings, everything above the blank line are your cash accounts and your cash equivalent accounts and pools. So, those are very liquid accounts. Those are available basically overnight. Everything below the line are the CDs that have been placed and we have CDs that are laded out over the next 18 months basically. Um and we put those into place to try to hold yield for as long as we can in the event of their the future interest rate drops. So again, we'll continue to to look at um managing both of those and continuing to invest uh to the best value of the city. On the next page is just a graphical breakdown of everything. You can see that the portfolio is comprised of about 35% CDs and 65% in pools of money market funds. Again, we talks about it being uh there being investments out through about two years, 18 months to two years.
And then your yield has been very consistent with where we see the rolling three month T bill. So that's good with the with the um cash funds that you have. It's we're holding to what the the benchmark is. So that's very good. The next page shows your book and market value comparison. This just shows the increases and decreases out of each of the specific investments. Again, showing the the ending value of $17.9 million. And then the last two pages are uh where each of the investments uh where those funds are as far as your general funds, your bond funds, how that's broken down into those silos of um of projects and um and use. And so that is u a PFIA required report. And so that's showing it both uh from September quarter over quarter for you to to end for December. Okay. Thank you all. Okay. Moving on to presentation and discussion on uh restriction of use on highway. Um I mean on county road 131 this is brought to my attention that's why I put it on the agenda whether um and I had discussed it with Monica and then if we have to put it on the agenda for discussion or
so just beginning with the and as the gentleman explained the county road 131 is the very last road of the city limits whenever you're traveling north um you're on the business loop. Most of you are going to be familiar with it. Right before the bridge, if you're on the main highway 181, you're going to um once you go past the dealership, the dentist office, that's where you'll see the connection there. Um the mayor's concern was the truck traffic that is going through there. And that's the same thing that the gentleman expressed as well. In researching it, we do have to go before text dot, it seems, and see what their required guidelines are. We did something similar to this a few years ago um just so we could avoid truck traffic in our city streets and it was a process and speaking with the attorney um I'm understanding it as we have to go before text dot ask for the request they then um survey the area we have to it consist of a public hearing it consists of ordinances that have to be approved by you all and submitting this request to them and then they determine if whether or not we can place these no through traffic signs it's not something we can just do on our own. Um, so as I discussed with the mayor, I told her, you know, we need to at least bring it to you all so we have a a consensus from all of you if this is something that you want to move forward with so that we can start making those connections with text.
Thank you. Question. Yes. So will it be put on the next meeting on the agenda or were you looking to get consensus now? If we could get consensus now so that I can go to tech stop because we have to go to tech stop first um so that they can start their process. It's a rather lengthy process um just from going through it in the past. Um it's honestly um I'm thinking maybe two months before we can actually see some type of progress made on it.
Okay. I mean, I would like to see us go ahead and do something about that. I know exactly what road it is. I've taken it hundred times, but um you know, if there's a a team that there's no way I could fit there, so it is a concern. If that's what you all want to do, then um I'll work with the attorney so we can move forward with contacting Texas and going through the proper channels with them. That's just me, my opinion. I don't know if anybody else has any any thoughts. Anyone else?
No, I agree. It does seem to be a issue traffic and stuff and it really is kind of small. So, think we should address it. And we did verify um I pulled up the annexation paperwork and the road is completely within the city limit. So, okay. I know it ends right there. Yes, that is the last. Yeah, it's the line is right there on the edge. Does anyone else have anything? I just have questions as to how to text.
I think it's because of the way it sits between their two highways is what it is. You have their their business loop and then you have the main highway 181. We ran into the same issue whenever we did this on 97 West going towards the Ecom Park. So they wouldn't travel through the neighborhood that comes off of F Street.
And mayor, you're actually you're not voting or taking any action. It's just really whether you want um city management, city attorney to work and bring something back to you for consideration. And so what I'm hearing is there's interest from council to see something further. Thank you. So, moving on to uh new business. Thank you. Okay. Um fine. New business. Consideration and action to approve a communication bill for the city of Rosville inclusive park. Citizens come.
Hi, I'm Christie Silva. Um, I have some packets for you guys. Um, what I wanted to go over.
I want to thank you for doing that. I appreciate it.
Oh, yeah. So, like I said, I'm Christie Silva. I'm a speech language pathologist. I'm the owner of Speech Draw here in town, and I'm here to ask for your support and bringing a simple, powerful accessibility upgrade to the Floral Sports Complex accessibility accessible park. um a donated communication board. So, for many children, especially those with autism, aroxia, Down syndrome, or other speech um delays, going to the park can be frustrating. Um they want to ask for a turn, tell a parent they're thirsty, um say, "I want to swing," or just make a new friend, but they don't have those words. Um so um so a communication board can change that and it gives kids a voice in a place where they should feel the most free. Um so these boards are designed with pictures and words so that the child can point to what they need or what they want to say. Um it supports children who are non-speaking, minimally speaking or even kids who are just learning language. And it doesn't just help the while using it and help siblings, other kids at the
park, and families learn how to include everyone in play. And here's the good news. Um, Speech Strong will pay for the communication board itself. Uh we are donating donating it to the city of Floresville and we are ask um all we're asking for is that um the city help with installation and um and such as um the supplies we might need for the poles um and concrete. Um it's a small investment with a big return. Um, you get inclusion, dignity, better access for families who already love this park and want to use it fully. And while we're talking about making the park truly welcoming, we'd also like to recommend considering a shade shaded structure near the accessible play area for children with sensory disorders. Heat and bright sun can be overwhelming, sometimes enough to cut a park visit short. And the shade can mean the difference between a family staying five minutes or staying an hour. And it's also a benefit for all the families, caregivers, and grandparents enjoying the space. Council members, this is a practical, affordable step forward, one that sends a clear message. Floresville is a city where every child belongs and every child deserves a way to be heard. We respectfully ask you to accept this donation, approve installation at the Forceville Sports Complex Accessible Park and partner with us to make this community space even more inclusive. Um, thank you for your time and your service.

I don't see that there should be a problem with our um with us donating, you know, to sit it up. So, um I would appreciate if somebody would make a motion to pass this question. Go ahead. I don't want to say we committed ourselves to putting that shade thing without checking the budget to making sure that we have that money because I know I know that that uh thing was at at one time was like a $200 $300,000. We have I mean I'm not for sure on the amount but let's just say let's just say my thing is to to me I'm good with accepting that but when it comes down the the the rest of the pose and concrete I I don't see a problem but I just want to make sure that we have the money for for for that because I know that we hadn't budgeted for I know that the mayor wanted to put that shade thing but I I think we hadn't come back with all the numbers. that we needed. So, I just want to make sure that we're not committing ourselves to saying, "Well, y'all voted on that to give the shade and just throw it in there as a curveball." I'm not saying that's what y'all are doing. I just want to make sure that the money is there for that change. And I don't have a problem with kids shade, but I just want to make sure that the money is there.
Um, as a matter of fact, I was going to put that on the agenda in a couple of um um maybe the following because we're still looking for quotes. So, we couldn't vote for that right now on the shade until we get the the quotes from um we put it out for those all RFQS have come back on everything that was requested by council. Those will be presented at the next meeting. Yes. So, no, that would not be included until
I just want to make sure for the record that you know it was brought up as she was speaking and I just want to make sure well you all voted on that and that you voted. So, I just want to make it clear. That's it. But definitely I uh I would uh recommend that we do have shade partial at least whatever we can afford.
So right so council the only thing on the agenda tonight is the communication board. So, what I would suggest is that if there's going to be a a motion made on the communication board, maybe you say to um address the installation expenses either at a cap amount or that if it's within budget or something like that board. Yes. Right. As I understood, the request is that the board's being provided that they need assistance in the installation.

I don't think we do have a budget. There's enough money in the Okay. I'm not sure what we're looking at costwise. Are we looking at $500? Looking at $2,000? They do have I mean funds in their capital outlay that we could move to ground maintenance. Um again, I don't know what we're looking at.
Are we needing to purchase the poles? Are we needing to purchase SEMA? What type of poles? Um, so the motion is going to be made with the verbiage that the city attorney um recommended, which is if it's within budget. So I don't know if you caught that because I know it's hard to hear, but um if it's within budget. So obviously we would check if it's in budget and we can go ahead and do that. And again, that's going to be dependent on the size of the board, what kind of polls we need, all of that. So, I don't know if you if you got that um council me.

So, if the information comes back and it's not within budget, does it have to come back to council for a new motion? I don't I'm just asking because I don't want a motion to lock us into not being able to move forward with this. So, if if it required a budget amendment, yes, it would need to come back to council for approval.
Okay. I just wanted to make sure that you know we that's um set out in the open that way if it is above our budget that we would come back and um make sure that this is fulfilled. Moving on to item B, consideration and action to approve proclamation 2026-008, Black History Month. Proclamation 2026-00008. Whereas during Black History Month, we celebrate the many achievements and contributions made by African-Americans to our economy, culture, spiritual, and political development. And whereas Black History Month grew out of the establishment in 1926 of Negro History Week by Carter G. Woodson and the Association for the Study of AfricanAmerican Life and History. And whereas Black History Month affords special opportunities to become more knowledgeable about black heritage and to honor the many black leaders who have contributed to the progress of our nation. And whereas such knowledge can strengthen the insight of all our citizens regarding the issues of human rights, the great strides and that have been made in the crusade to eliminate the barriers of equality for minority groups and the continuing struggle against racial discrimination and property. Whereas the observance of Black History Month calls our attention to the continued need to battle racism and build a society that lives up to its democratic ideals. And whereas the city of Floresville continues to work toward becoming an inclusive community in which all citizens past, present, and future are respected and recognized for their contributions and potential contributions to our community, the
state, the country, and the world. And whereas the city of URO is proud to honor the history and contributions of Africanameans in our community. throughout our state and nation. Now, therefore, be it proclaimed that the city of Louisville designates the month of February, 2026 as Black History Month and urges our citizens to join in making this period of rededication to the principles of justice and equality for all people. Whereas February is recognized nationally as American Heart Month, a time to raise awareness about cardiovascular disease and to encourage heart healthy lifestyles. And whereas heart disease remains the leading cause of death in the United States, claiming nearly 700,000 lives each year and affecting families and communities across the nation. And whereas many residents have experienced the loss of loved ones to heart attacks, strokes, or other forms of cardiovascular disease, underscoring the importance of prevention, education, and early detection. And whereas adopting heart-healthy habits such as regular physical activity, balanced nutrition, weight management, and avoiding tobacco and vaping can significantly reduce the risk of cardiovascular disease. And whereas learning the warning signs of a heart attack and stroke, managing personal risk factors, and seeking timely medical care can save lives. And whereas American Heart Month serves as an opportunity to honor those lost to heart disease and to support individuals living with cardiovascular conditions. We have not received the grant to finish um we're Castro's big dance z that's what this grant application would be for. Uh this resolution is just given um authorizing us to submit for the grant. It's not saying we're going to get it, but fingers crossed.

You could you could but you might also mayor because Herford may not be a city manager form of government. You could also consider making that deferring those authorizations to the city manager at your discussion. Okay.
