Okay, good good evening everyone and welcome to a special uh council meeting for tonight, Tuesday, September 30th. Um it's 5:43. We're going to get started now with the roll call. I I don't have any uh mayor's announcements other than thank you for your ability to uh participate tonight. Um do we have any comments for public participation? We do not. Uh then seeing that there isn't any uh one that wishes to speak then we will uh move forward with the next section of the agenda which is under resolutions and that is resolution 2025-23 and I will let our city administrator introduce that resolution.

Thank you very much Mr. Mayor and thank you all council members for coming together tonight uh for the meeting. I know it was called in short notice and we do apologize. The attorney general's office for the state of Missouri recently settled uh two different lawsuits. One with a group of different manufacturers that helped in the opioid crisis and then one uh with Purdue Pharma that is led to believe that they're kind of the main driver of it. So this is kind of the biggest um settlement that has been realized thus far. And u after the last city council meeting, the department got a phone call from the attorney general's office requesting the city to submit uh participation and release forms for both of these settlement agreements. Uh after letting them know that we would have to take this up to the next council meeting, which would occur in October, um they uh responded back with the last day that it's possible for the Purdue settlement is the 30th, so today. Um so that is the real reason why we wanted to pull together a meeting prior to that date. They are anticipating and they ran the numbers again and my original email to the to the city council for this uh legislation uh the special meeting it was 4.7 million. They have reported back that they the state and the participating cities which it's claimed that it's every city in Missouri u for these two specifically that it would be about $5.4 million that they would lose. So it's really just calculating both of these is if we were to add in our population would be added to a calculation within the settlement that then establishes how much money is dispersed both to the state and to the participating cities. Um real quick to go over the two different settlements here and what the resolution does. It actively um allows the city to both do two things. Uh one to participate in any future settlements. So if there are payments that would come down in the future, the city would get a uh potential piece of the the payments that are coming down based on a per capita um basis. And then secondly, we would be

releasing meaning the city could not go out separately in the future for this reason to sue these manufacturers uh for the opioid epidemic. So that that is the real question here tonight. Do we want to participate? And if we do, we would be releasing uh our rights to sue at a later date um if that is something that we're wanting to do. The two is one with Purdue Pharma, the larger of the two. And then the other are made up of eight different manufacturers, Alvagen, Amnil, Apotex, Hikma, Indivor, uh Milin, Sun and Zitus. And supposedly they had produced the same type of medication that the uh Purdue pharmaceuticals had made. So that's the discussion tonight. If uh approved tonight, the department would work to get this submitted right after the meeting and the state would u be able to submit it to their to the settlement team, if you will. But happy to answer any questions. I know it was a pretty pretty long book that was attached to this resolution.
