UNFINISHED COUNCIL BUSINESS
Zone Change Request in the City from LC Limited Commercial District to GC General Commercial District for Vehicle Repair, General Located on the Southwest Corner of East Kellogg Drive and South Mission Road (6801 East Kellogg Street). (District II)
RECOMMENDED ACTION: Adopt the findings of the MAPC and approve the requested zone change, authorize the necessary signatures, and instruct the City Clerk to publish the ordinance after approval (requires four of seven votes). Alternatives: 1) Override the MAPC, adopt alternate findings, and deny the requested zone change (requires five of seven votes); or 2) Return the case to MAPC for additional consideration (requires four of seven votes).
Revenue Neutral Rate: Self Supported Municipal Improvement District 2027 Budget
RECOMMENDED ACTION: Close the public hearing record, approve the resolution to exceed the revenue neutral rate for the Self Supported Municipal Improvement District (SSMID), conclude the public hearing, and authorize the necessary signatures.

RECOMMENDED ACTION: Close the public hearing record, approve the resolution to exceed the revenue neutral rate for the City of Wichita, and conclude the public hearing, and authorize the necessary signatures.
2027 Annual Operating Budget and 2027-2036 Capital Improvement Program
RECOMMENDED ACTION: Close the public hearing and: (1) Adopt the 2027 Proposed Budget, approve the second reading of the necessary budget ordinances, for the Tax Increment Financing (TIF) Districts and the SSMID; (2) Adopt the second reading of the budget ordinance for the City taxing funds, including a technical adjustment to align the estimated mill levy in the ordinance to 32.340. (3) Approve amending the 2026 Budget for the Century II and Affordable Housing funds; (4) Authorize staff to take the necessary steps to implement the budget, including budget adjustments, expenditure control levels, budget administration procedures and adjustments outlined in the agenda report, and to make any technical adjustments necessary to complete and submit the State certification forms; (5) Adopt the 2027-2036 Proposed Capital Improvement Program; and, (6) Approve the use of local funds derived from property within the corporate limits for the Wichita State University Board of Trustees (Interlocal Agreement between the City and County).
