I want to know why Westminster city has made it impossible to arrest and depose Bavanarahidhar from public places, especially when January 13, 5, Section 24 is set. It is clear that no one is allowed to stay in public places between 11 pm and sunset. Why is it not allowed to allow our police officers to walk around? On the other hand, the local government has adopted a law called the Connection of Kindness, which is more suitable for those who are willing to go to work and those who are not willing to go to work. When I went to the Irving Street Westminster Public Library, I had to go to the bathroom and use the toilet, without seeing a Bavanarayudhan Singh washing his dirty toilet paper. When I wanted to take the Little Dry Creek Trail to Sayahna, I had to cross the streets of Mayakumar, where there are a lot of prostitutes and prostitutes everywhere. I have come here to talk about surveillance. Like everyone else in this room, I also want criminals to be arrested. I also want stolen cars to be taken back. I also want children to be protected. The question is whether it is a fair price to pay to create a system that imposes restrictions on each innocent person. History teaches us something important. Governments only take away the rights of the innocent. It happens in each group. Each new system of surveillance and good intentions is justified for a reasonable reason. The Constitution itself is invalid. Who has access to it? How will it be used in the future? Will the leaders of the future also follow the same principle that the leaders of the future show? We have seen how much the world and the world's observational institutions will grow according to their real goal. China has shown how strong it will be if these environmental issues disappear in China's life. We are certainly not China. That is why we have to be careful to protect the freedoms that we have taken from the self-governing governments. Those who are in power often say that if you have not done anything wrong, there is no need to worry. But the right to death does not work that way. We are not protecting ourselves because everyone is guilty. We are protecting ourselves because everyone is innocent until it is revealed in another way. Warrants are required because we do not believe in all police officers. We need them because we accept that the government has restrictions on the power of the government. The nature of these laws should also be examined. Many communities are asking whether there is a big contribution to reducing the crime rate of automated license plate reader laws in order to collect information on the millions of law-abiding citizens. In some cities, the authorities have found it meaningless to continue these activities. This is not about today's council or today's police department. Just like the person who spoke earlier, I speak to automated license plate readers in the city. Thank you for giving me the opportunity to speak. I would also like to thank the councillor Esadi who brought this topic to the discussion. When I came here today to speak, an ALPR welcomed me. It scared me. This camera is made by a company called Floke Safety. It is a self-made company that has saved crores of money to build the latest AI, AI, and other surveillance systems. My happiness today, especially the features of my license plate and car, has been observed by the Americans in the data base of Flock, which is now worth more than 10 million. You can choose to use the license plate number or the pictures of the day at any time in this database. This is a large-scale inspection. This is not the cars that are being inspected, but the people. These ALP-Rs are used to prevent crime and to improve security. I feel that these cameras are more protective than security when they come to locations like Lowe's, Lowe's, Target, Target, Westminster, CET Hall, etc. More than committing a crime, I am more interested in whether this instrument is misused, whether the information is stolen, or whether it is taken in the wrong hands. Let me make it clear that I support the actions of the police. The job of the police is not easy. The budget for the 2027 resolution has been completed. We are proud of the activities carried out for this resolution, but we know that this is just a resolution. Last November, we started this process with the approval of the budget in 2026. In the last 7 months, we worked together to prepare the proposed budget for 2027. We have made this year's development process very powerful under the feedback received from the CEQ Council and the community. Next slide, Devaai. The budget began with a systematic plan that included the benefits, jobs and needs of the community. The proposed budget of 2027 will be changed to the provisions of the budget, social relations, public transport, micro mobility facilities, public safety, financial stability, and local facilities. The next slide is Devai. This year, we thought about not only what is included in the budget, but also how it is implemented. We have prepared a section to easily understand and navigate the 400-page comprehensive financial system. We suggest that the CET Council and the community should start reading the budget message and the budget collection. Financial opportunities, sustainable investments, measures that shape the budget, etc. are part of this section. From there, we move on to the other parts of the budget, which include funds, investments, financial aid, social needs, staffing, reference materials, etc. In 2027, the proposed budget will be implemented in a flexible manner, and the revenue and jobs will be provided in advance by maintaining the economic stability and high level of income distribution. In terms of funds, the total budget is about 436 lakhs, which is 5% more than the budget in 2026. In this gap, the staff and the facilities that are needed for the growth of the budget are also included. As the NIRDHISTA budget is ready, we are moving from development to implementation and review. From today to September 6, 2027, we need the CET Council to submit proposals or suggestions on how to implement the NIRDHISTA budget or to ask questions or to make it clear. They can become homeless temporarily. We are trying our best to make them stay again. Or they can continue to become homeless for the long term. When this happens, we have come forward to introduce this to the big cities in federal, state, and county areas. There are now more homeless navigators in the history of our city. We are continuing to provide services to people in need of shelter. We have raised large sums of money for the people in need. We are trying to make the lives of people in need of shelter a little easier. We are doing everything in our power to reduce the supply of essential items and reduce the amount of drinking water. So, we do not accept failure. I believe that all the CET employees who spoke here today have understood the importance of the council in dealing with these issues. We will never fail in the case of crimes. We always need people to call our police officers when crimes take place. The police are doing it properly.
