Good evening. I'm Kelly McLean, 26670 Rose Road. I actually have a statement here that I wanted to read from someone who couldn't be here tonight. This is from Chris Kitchens at 2827 Dover Center. This is her statement. This actually kind of deals with multiple ordinances, not just a particular one. Her statement is, we want to live in an area that has good schools, a good library, access to jobs, and affordable homes. Westlake has most of these things, but we also have something people do not want, traffic congestion to get to the library, schools, jobs, and their homes. We do not need developers telling us what they believe should be in our neighborhoods. We know what we want, less traffic congestion and safer neighborhoods for our children. Dover Center Road, Rose Road, Clark Parkway, Westwood and Seneca neighborhoods will be affected by these increased rezonings. There are various types of empty commercial spaces for retail in the city now. If we want Westlake to continue to be a place people desire to live in and keep our tax base for the future, then we must stop increasing further traffic congestion. Again, that's from Chris Kitchens, who couldn't be here tonight. I have a further statement for myself.

Kelly McLean, 26670 Rose Road. Our concern with your rezoning proposals is the continuing, ever-increasing, and rapid pace of overdevelopment which already strains our roadways. Rezoning, regardless of adhering to any guide plan, will bring on more traffic congestion and aggravation and forever change the appeal and desirability of living here. What little tranquility we have left in Westlake is being eroded by the excessive building going on now for decades. How much more is needed? How many more subdivisions and businesses do we squeeze in? How many more traffic nightmares do we endure? Contrary to what some believe, we don't have a housing shortage in Westlake. What we do have is a shortage of affordable housing in Westlake. We're not saying no to growth, but we don't want excessive growth. For every positive there are disadvantages, and we want sincere, genuine consideration of the impact this will have on our roads and residents. A green space with park benches, another idea, not a bad one really. It's not asking too much for a sensible balance. Just because a parcel of land is undeveloped doesn't mean it has to be and turned into something that increases the already heavy volume of traffic throughout the city. We don't want Westlake to become like the saturated urban sprawl of our surrounding communities, but we're getting there. Every approval by the Planning Commission and this council only adds more congestion and goes to ruining what we enjoy here. And none of this even touches on the skyrocketing property tax increases as a result. These are not my feelings alone. Some could not be here to express their dismay and would feel they're not being taken seriously if they were. As far as public comment goes, how can we believe that our views have any substantial impact when minds are largely already made up? We feel our words fall on, perhaps not deaf ears, but in different or dismissive ones. When the outcome of a vote on a significant city issue is largely predetermined, seemingly anyway, and perception is reality. My comments here tonight are pointless. Ladies and gentlemen, stop this out-of-control overbuilding in Westlake. Take a step back and pause. Truly and thoughtfully think how these ordinances will affect Westlake and its residents, and not just economically, but bearing in mind our safety, well-being, and quality of life here. It isn't ours to ruin. That's my statement. Thank you. Thank you.

My name is Sandy Farone. I'm at 2531 Canterbury Road. And I totally agree with what he said, but another concern that has been brought up from another person who could not be here. Sewer problems backing up because now you're adding more people. And are sewers gonna hold it as opposed to, I live on Canterbury and we flood a lot of the times and the woman who could not be here has sewage backing up along with their neighbors and stuff. So I personally do not want all the extra traffic because I live on Canterbury and it's already getting more and more traffic than what we ever had. But I don't think that Dover Center or any of the two-lane roads can handle this big of a project in this area. So that's all that I have.

I would have made that comment after the public hearing. If anyone has issues with storm drainage or sanitary issues, they need to contact our engineering department and our service department so we can investigate it.

My name is Barbara Forslund, and I live at 27766 Royal Forest Drive. Royal Forest Drive is where the homes will be the most directly affected by rezoning of the Concord Reserve Housing Facility. I'm a civil engineer, licensed to practice engineering in the state of Ohio. My husband, Robert Fedor, purchased one of the first homes on Royal Forest in 1979. And raised four children on this quiet cul-de-sac I appreciate the opportunity to convey our concerns over the proposed rezoning of the Concord Reserve property to a health campus district The health campus district zoning as it stands now provides little protection for adjacent property owners in terms of building height adequate setbacks from the property lines and landscaping buffers in theory Buildings of 50 to 100 feet in height could be built directly behind the homes on Royal Forest with windows and or balconies looking down into homes and backyards. There's only a narrow lane and tree lawn separating the back property lines from the existing buildings. In its present configuration from the street, we can already see the one story buildings behind some of the backyards on the street. Imagine what three to five story buildings will look like in their place looming over our houses. This abrupt transition in property uses and building heights is what community zoning is designed to avoid. We do not want American greetings height buildings directly behind our homes. With senior living facilities permitted as a conditional use under the Health Campus District zoning, we urge that at a minimum, the Planning Commission address our concerns under that process with conditions requiring that the development plans establish adequate property line buffer zones with stepped back building heights, robust protection of existing trees, and below current grade parking underneath the new residential buildings to limit the building height to a maximum of two stories at the property boundary. Line of site studies showing the impact from our homes and on our homes would be useful in the design process. We also request notice when the development plans are coming before the commission so that we have the opportunity to review them and offer comments. We understand that the Planning Commission intends to modify the Health Campus District Zoning Ordinance in the near future to provide more detail on requirements for senior living facilities. Ideally, these modifications would have been made before the proposed zoning change came before the council so that all affected property owners in the community, including Concord Reserve, would have the opportunity to understand the implications of the modifications. To that end, we request that the council table this approval until modifications to the health district campus zoning ordinance have been completed. A couple of items concerning Westlake and Bloom and the Fourth of July. For those that are not aware, every year we have individuals participate in planting flowers in their yards and beautifying the city, not only individuals but also businesses. Individuals that may want to participate this year still have the opportunity to submit a request or a request INTEREST TO THE PLANNING DEPARTMENT BY JUNE 26. AND USUALLY THROUGHOUT THE YEAR, THROUGHOUT THE MONTH, SUMMER, ONCE THE INDIVIDUALS HAVE BEEN IDENTIFIED AS WINNERS, WE HAVE SIGNS POSTED IN THEIR YARDS SO EVERYONE CAN RECOGNIZE THE DIFFERENCE THAT THEY'VE MADE IN BEAUTIFYING THE CITY OF WESTLAKE. Fourth of July, we are having a little bigger show this year because we are celebrating 250 years of our country's existence. Anyone wishing to participate and attend the various events at Clegg Park on July 4th, we welcome you to do so. And if you're interested in participating in the parade, we would like participation. This is not only the 250th celebration for the United States of America, it's Westlake's 215th year of existence. This is a necessary process where we send the projected expenditures and revenues for the city of Westlake to the county for certification of the millage rate. We need to do this each and every year so that we can forecast and prepare the expenditures or appropriations for 2027. The good news is we have not increased the millage rate in the city of Westlake for probably seven, eight years now, and it's actually gone down since 1986, the millage rate, the rate at which people are taxed.

Mr. Van Dyke? I just want to thank everybody who's come here and expressed their thoughts on the various rezonings that were before us tonight. And I'll just speak for myself, but maybe the rest of the council and planning commission. When I say that, you know, I've been here since 66, so it was a lot more rural than it is today. But one of the things that the city I think Mayor and previous councils and planning commissions have worked hard to try and find the right balance of development along with And growth but also with balancing it with the quality of life of the community and I can tell you that each one of these Ordinances that came before certainly I did and I know that you know, everybody's vetted them They looked at them carefully and weighed the pros and cons of each one and as you saw there were some different votes on some of it, but you know we as much as would be nice to say we're going to stop any more development in the city and That's not people still want to come here. They want to live here. They want to have their businesses here. And so we're always trying to find that right balance. So just know that if we didn't necessarily vote the way you hoped that we would tonight, that we've heard what you're saying and continue to try and find that right balance of of of all the different things that come into play. So I'm And besides that, there's also, to some extent, people own property and they have some property rights in terms of being able to enjoy their property that they have. So anyway, that's all I just wanted to say. Thank you.
Mr. President, just in a further comment, just because it's rezoned, It still has to go through the planning commission and council for any type of development plan and you will have another opportunity to see though the plan when it's presented and make any comments and Believe it or not, the Council Planning Commission do take your input very seriously. And we do try to make for a better development. And I've often said we can't necessarily stop growth, but we can try to control it, and we can try to improve the development as it occurs in the city of Wesley. And I think in the end, it'll actually be better. I know we always have traffic concerns. We try to make sure that people take a look at the impact before they even open up a business. This was done on Crocker Road. Yes, Crocker Road is one of our more congested areas, but I find that generally the traffic actually moves. And I can't say that in many other cities. And a lot of it has to do with the fact that we do require traffic studies to try to understand the impact. And the same thing with the height of buildings and buffering and design of buildings. We do take it seriously. But I do appreciate it that you come forward and express your opinion, and we do hear it. Many times we can act on it. Anybody else?
I, TOO, WANT TO THANK EVERYONE FOR COMING AND FOR YOUR ENGAGEMENT. THERE WAS A REASON THAT I PURPOSELY IDENTIFIED HOW MANY PUBLIC OPPORTUNITIES THERE WERE FOR DISCUSSION ON EACH OF THE ITEMS. I HAD NOT DONE THAT PREVIOUSLY. IT WAS ALWAYS AVAILABLE. BUT I WANTED TO DRAW EVERYONE'S ATTENTION BECAUSE COMMUNITY ENGAGEMENT IS CRITICAL TO US AS THE ELECTED OFFICIALS AND PLANNING COMMISSION MEMBERS TO UNDERSTAND HOW WE CAN SHAPE, AS THE MAYOR SAID, THE QUALITY OF LIFE AND THE DIRECTION OF THE CITY. As Mayor also stated, and Mr. Van Dyke, there will be continued opportunities for public discussion as these projects, as they are, they're just rezoning. The actual use and further development of those parcels will be discussed in Planning Commission. So please pay attention to the Planning Commission agendas as they come out so you can identify which ones you wish to attend. And they're always open. Mr. Del Regno is our current representative. Mr. Van Dyke served for many years, I believe so did Mr. Nanari and others. Always want to hear from residents of the city. As I know I've heard from several of you in this room and others and other members have heard from members of the public on these matters. We're always open and available for you to hear your concerns and your comments. There they are very important to us and I don't want anyone to think that your comments go unheard They do go they do go our heart and are considered not only by us But by our Planning Commission as well as the city staff and the mayor, so thank you again for coming The process is just beginning you'll have many opportunities to participate and help us shape the community So we have a community that we're all proud to live in With that is there any further there any further comments?
