5:52 – 6:09Speaker 3

Everyone knows Prashant unfortunately he had a real reason why he could not be here tonight otherwise he would be here. But I recognize the great work that he's been doing especially with the new ERP system. So I'd ask counsel to confirm his appointment.

6:10Speaker 1

Further discussion? Hearing none clerical called the roll the motion to confirm

6:14Speaker 2

Leveque yes Pavelka yes Katze yes Greenspan yes Van Dyke yes Lennari

6:21Speaker 1

8:10Speaker 1

I'll entertain a motion to confirm. So moved. Go to motion. Second. And seconded. Discussion mayor.

8:16 – 8:33Speaker 3

We are one of the few cities that have a full staff within an engineering department. And Mr. Smolik has been with us for many many years and he had to deal with mister Kelly when mister Kelly was director and he's done it very well.

8:34Speaker 1

That that itself deserves a gold star.

8:38Speaker 3

So we're asking for his confirmation as director of engineering any further discussion

8:45Speaker 1

hearing none clerk call the roll the motion to confirm

Yes. Motion carries. Next item.

8:56Speaker 2

Communication from Mayor Clough dated December 24 requesting confirmation of the reappointment of Paula Horner as director of recreation retroactive to 01/01/2026.

9:06Speaker 1

I'll entertain a motion to confirm. So moved. Is there a second? Second. Motion's made and seconded. Discussion. Mayor?

9:14 – 10:03Speaker 3

Paula Horner is our director of recreation. She probably has the largest number of employees of anybody in the city although many of them are part time but just because they're part time doesn't mean it's any easier to work with all of those many people but the good news is we have a very good staff and we make sure that our recreation center is the best of the best and if you've gone to it if you happen to have gone to in the last couple days you know that the New Year's resolutions are underway even at five in the morning. So I'd ask that counsel confirm her appointment as director of recreation.

10:04Speaker 1

Any further discussion?

10:08Speaker 2

Confirm. Van Dyke? Yes. Menari? Yes. Telregno?

10:11Speaker 2

10:29Speaker 1

I'll entertain a motion to confirm. So moved. Been a motion. Is there a second? Second. And seconded discussion, mayor.

10:35 – 11:07Speaker 3

Donald Graham is our director of inspections often referred to our building department department head. He is now the longest serving department head that is here in the city. He takes that with pride. And the good news is he's able to resolve many issues that come up within the city even if it's not in his department because of all of his expertise and his ability to work with other directors as well.

11:08Speaker 1

Great. Any further discussion? I would

11:09Speaker 3

recommend that his appointment be confirmed by council. Any further discussion? Mr.

11:17 – 11:36Speaker 3

Mr. President so how many years mayor has Tom been here? Was it twenty eight? Thirty four I thought. Yeah. So I'm not the only one that misses. How many years as director? Twenty? Okay.

11:37Speaker 1

Very good. Thank you. Thank you. Any further discussion? Hearing none, clerical, I'll roll the motion to confirm.

11:47Speaker 2

Havelka? Yes. Getsay? Yes. Greenspan?

11:52Speaker 1

Yes. That motion carries. Next item.

11:54 – 12:05Speaker 2

Communication from mayor Clef dated December 24 requesting confirmation of the reappointment of Lydia Gad as director of community services retroactive to 01/01/2026.

12:05Speaker 1

I entertain a motion to confirm. So moved. Is there a second and seconded discussion mayor?

12:11 – 12:56Speaker 3

Lydia of course is our director of community services and she brings a lot of joy and excitement to a lot of people that attend the facility there. And they are very well they are very welcomed with the great staff that she's put together there and I think anyone who's encountered someone who's visited the community services would recognize that the people that go there continue to go back and back and back because they love it so much and it's a great facility and we've got a great staff as I pointed out under Lydia. So I would recommend that counsel confirm her appointment.

12:57Speaker 1

Any further discussion? Hearing none clerk will call the roll, Clerk will call the motion to on the motion to confirm.

13:04Speaker 2

Del Reigno? Yes. Leveque? Yes. Pavelka? Yes. Getsay? Yes. Greenspan? Yes. Van Dyke? Yes. Menari?

13:11Speaker 1

Yes. The motion carries. Next item.

13:13 – 13:25Speaker 2

Communication from mayor Kliff dated December 24 requesting confirmation of the reappointment of Jim Medell as director of planning and economic development retroactive to 01/01/2026.

13:25Speaker 1

I'll entertain a motion to confirm. So moved. Second. And seconded. Discussion mayor.

13:30 – 14:05Speaker 3

I think everyone knows Kim Bedell as our director of planning and economic development. Obviously anytime a development plan comes into the city of Westlake it usually goes to his department first and he gives some recommendations in many cases to make sure that we even get a better development plan than might have been originally introduced and he provides us with updates on the zoning code as well and he's been a welcome addition to the city of Westlake and I would recommend that counsel confirm his appointment.

14:05Speaker 1

Any further discussion hearing none clerk will all role in the motion to confirm

14:10Speaker 2

And that is just for information purposes. Next on the agenda petitions to the public. I don't have anyone that signed in. Would either of you like to make a comment? No? Okay. Next report of the mayor. Mayor?

14:41 – 15:51Speaker 3

A very short report. We have many items that we want to get accomplished this particular year. So we're going to continue to meet the needs of the community and we welcome any concerns that anyone might have to bring to our attention that we may not have been addressing. It's a new year we've got a new budget but it doesn't mean that we've incorporated everything that needs to be addressed so I would encourage any councilman if you hear anything from your particular ward to let us know and while I'm saying that keep in mind that all of the directors that you just confirmed are always available to you at any time at any time of the day pretty much if you need to you can contact them and get any information that you might need. And the next thing is, which council has already done, I was requesting a meeting to discuss an individual in the city of Westlake that would like to make a substantial contribution perhaps to improve an existing building in the city of Westlake and perhaps build a new one.

15:52 – 16:28Speaker 1

And we'll we'll go through the committee meeting assignments I mean, a meeting schedule. We're in the committee of the whole standing report. Thank you, mayor. Reports of administrative officials. I'm not aware of any. Reports of standing committees. We just have the committee of the whole meeting. Westlake City Council Committee of Whole met this evening at 07:30PM. Present were council members Greenspan, Van Dyke, Nenari, Del Rego, Leveque, Havalka, and Getsay. 17:08 – 17:49Speaker 1

Mister Biddell left at 07:56, and the committee the executive session concluded at 08:28PM, and the committee of the hall adjourned at 08:29PM. Reports of other committees, we have none. Legislation, we have three items. All three items are up for first reading suspension, adoption of the suspension of the rules. Dean Getze? Yes.
