Uh, adequate notice of this meeting as required by the open public meetings act was provided through the posting, mailing and filing of the annual notice of regularly scheduled meetings at town council on December 17, 2024. The notice was on that date posted on the bulletin board municipal building provided to the Westfield leader in the star ledger and filed with the clerk of the town of Westfield. Um big night tonight we're awarding uh our road paving contract after a very competitive bidding process. Um so I just want to give a quick update on roads and what's coming and what's been done so far. Uh we again reminder to the
public um our website um does list the roads we are scheduled to pave uh this year um and of course also list the roads expected to be paved by the utility companies mostly Elizabeth Town Gas uh this year um after they do their infrastructure improvements. So roughly uh ETG, Elizabeth Town Gas is scheduled to touch either 20 or 20 sections or full roadways that they have actually done infrastructure work on and repave them this year. And as of today, seven of those 20 roads have already been finished. Uh infrastructure work was done, paving's been done, and they have to go back and finish some of the striping to be done. But um one of them was the most recent last week was Kimell Avenue between Elm and uh Lawrence, which was a long wait. for those residents. Uh uh yeah, they're but we came out really nice and thanks to Mike McNell and the residents out there, we had a few drainage issues we had to deal with, gutter issues, uh the road is was very old, reprofile a little bit and uh really worked out very well. We had some driveway apron issues, but uh between us and the ETG paving company really came out nice. So, another example of a good partnership we have with utilities. So again, 20 roads will be affected by the utilities uh and we expect them to all be paid by year's end and seven of those 20 are already completed. In the town's case, we are tonight hopefully awarding a contract for our road program which includes 40 roads uh either full or partial roadways. Uh and of those um two of those are completed. Two of those were state aid jobs that we actually uh carried over for this year uh done a few months ago. Clover and Francis Terrace, they are finished. Um, another two of those 40 are are state funded jobs that are actually in design right now and will be a fall the fall projects. That's um Elm Street between uh Walnut and uh North Avenue uh and the other is Rawway Avenue between roughly Cotting Road and Willow Grove. The reason is not the full lengths of those roads. Other sections
of Elm for example will be done by Elizabeth Town Gas because they're doing some work on part of Elm uh upper Elm by East Dudley to uh to Walnut and on Rawway we already had some work done last year by Elizabeth Town Gas. They did paving from Cotting back to West Broad already. So uh we're able to shrink our uh need for for funding for some of those roads. Uh but we have uh many other roadways that are going to be addressed this year and as well as some drainage issues as we've been doing every year. And to other things, we started this last year. We're also trying to improve pedestrian pathways where we can. Last year we did two pathways uh in town uh between Kulage and Harding for Washington School. We did another one over by Cedric in the Franklin School area. This year we actually have on the list um uh a major project over by Tomquist and Edison School uh which is the pathway that goes from Willow Grove through Normandy to Vermont uh which will include Vermont Street paving this year which has been many years in the making because of development over there uh and then uh making that a much wider safer route. Um I want to thank Craig Gibson from public works. We're working with many residents along this pathway. Uh they're looking to improve some of their fencing. We're doing some tree work. Uh we're doing some improvements of pathways. There's a new home going up. A lot of coordination, but um we're excited to get that project done. I know the residents in in Ward 4 who use that are really going to be uh very happy about that. It's a very heavily used pedestrian path to Tomquist and to Edison School. So anyway, very excited tonight to have that project awarded and uh we'll I think this contractor we worked with before, they're eager to get started. So uh we could get it, you know, something started in a few weeks on some of the roadways and some of the ADA compliance work as well. Uh anyway, so that's that other project uh street sign program. So um this program has been continuing since uh basically last November uh where we started replacing our town owned street signs on town roads uh replacing the old smaller green and white sometimes not so green and
white sometimes other colors uh with the new blue and white town branded signs uh much larger larger print uh more reflective etc. Um, so we are actually going to be completing uh the replacement of the town owned road signs next month in the month of July. Um, and um, that completes that. And the reason I've separated out is town owned roads along this process. I want to thank the county um, we've contacted the county. We've worked out a partnership with them with Tom Jard's office um, to have an agreement. We requested to take over responsibility and maintenance of the road county the signs on county roads in Westfield to do two things. To make sure that when signs do get knocked down or damaged, we can immediately go out and do it on our own rather than having to wait for the county to get to it. But number two, we want all signs on town roads to be branded the same way. Um so we are now they've given us that ability. We've signed an agreement with them. Uh and we want to thank them for their cooperation. And so that will happen during the late summer uh uh this year where all of the county roads, Mountain Avenue, Lambert Mill, Central Avenue, etc. will be replaced just like we've done on our own streets with the blue and white signage. So by summer's end, not only all the town roads will be done in July, all the county roads in town will also be finished by summer's end or early uh September, which is great news. So really nice branding and visual across the entire entire town. So, uh, right after we finish the municipal road program sign changes, uh, in July, we will then look to, uh, uh, launch our auction of what we're calling now the old vintage signs that were taken down. Uh, so we're still working on that. It's actually a much larger project than expected. We have over 1,400 signs uh, that are coming down. They have to be cataloged, photoed, uh, measured. Um, some are double-sided, some are single-sided, some are different sizes. um establish a starting price, bid price. So, a lot of tedious process, but we think this is we I can't
tell you how many requests I've gotten from people I know in town asking when the auction starts. Uh there's a lot of excitement about this and once we launch it, we think it'll actually be even more exciting. So, uh that will probably start late July, early August, and then it will go on a rolling basis um uh as long as it takes to um at least offer all the signs in town. Uh we're also just as a side note uh we are also pulling out um at least one sign of most streets uh for historical purposes. Uh we'll be actually either holding them on our own or working with the historical society to make sure those are preserved for future years as well. So um again exciting things and this just again just thanking public works. This was no small project to take on uh thanks to the council for granting us the funds to do it. But um Gene Watkins and his road crew, Allison Elmer has been the computer uh brains behind this operation. Uh very very highly organized. Her and Gene and the crew have just done a phenomenal job and really done in a very systematic way. A reminder to the public, we if you wanted to be tracking, uh you can go on our website and see all the zones that we've been doing. I think we have one or two zones left. Uh and uh we'll actually try to arrange a picture opportunity for the last sign to go up in a number of weeks from now and have a little ribbon cutting of sorts to kind of finish the town portion of that. Uh and uh again we're excited about and just kudos to public works for doing a great job. So that's it. Thanks. Thank you. Start with what what's going to start for the auction. Um well no so just real quick question the price up. Well, reminder of district how we did this. Um, we made a point of starting at the far ends of both sides of town. We started back by Trails End Court on the north side. We started at Virginia Avenue on the Dclark border on the south side. We slowly worked our way in. So, we will finish with a sign in the immediate downtown and then from a auction perspective, the proposal is to go back to the original areas because that's how they came off
and we're storing them as best we can and sequential order again. It's if you saw the sign shop, there's signs everywhere. Um, but kind of go backwards and sequential order to kind of actually do the the auction in that way. Uh, so probably back to the Virginia area coming this way into town and of course the Trails End area on North Side coming in and the auction will kind of go in that sequence for the most part. So for what it's worth, I would consider starting with Westfield Avenue to drive the most interest and excitement and then work your way back out to end if we can find the Westfield Avenue sign. Yeah, maybe. I just think it'll create a lot of excitement and interest right at the beginning. Thank you. Thank you, Jim. Um, uh, so I uh, it's a little warm in here. We're operating on generator backup power because we are without power. So, um, hence, sorry, we're all a little a little warm. Um, uh, and I do first want to do a shout out to Chief Duls and the entire fire department for really creating a spectacular day on Saturday celebrating the 150th. So, congratulations to you, Near. We had a really great time turnout. Um it was and uh really amazing to see all the Union County towns and everybody else including Egg Whites New Jersey show up and that was pretty cool. Egg whites. Um also want a big congratulations to the class of 2025. I think David Kefir has a graduate today from Westfield High School. So, um, really want to say congrats to all the high school graduates and fifth grade graduates and kindergarten graduates and everybody else, but specifically the class of 2025. I think on behalf of the council and the community, we want to wish you all much success and let remind you that you can always consider Westfield to be your home. And we it's so exciting to see, I guess, the amazing things that people from Westfield High School go on to achieve. Um, as I we feel it, we are in the midst of a heat advisory. We're feeling it tonight. Um, I do want to remind everybody that the
Westfield Library has been designated as a cooling center. There have been u I don't say rolling blackouts because it sounds like it's intentional, but there have been power outages throughout town. I know there's some dealing with it right now, but the the library is open from 9:30 to 8:30 Monday through Thursday, 9:30 to 4:30 Friday, Saturday, 1 to 5 on Sunday, but hopefully I think after tomorrow we're going to get a break. Um I do want to send um thoughts that are with the pedestrian who was critically injured yesterday morning while crossing Central Avenue. Um our first responders were there right away for their on-site work and managed the traffic, coordinated the medical transport resources and it was a very serious accident and it is still under investigation. But I do want to remind uh everybody, especially all the stuff happening at year end about just remind drivers and pedestrians alike to be extra precautious, extra cautious in all that you do. Take lots of precautions. Make sure that you have to I I tell my kids anymore that they need to everybody needs to be a defensive driver. I hate to say it, but you can no longer sadly presume that people are going to stop at stop signs. Um, and so it's just, uh, I guess yesterday's pedestrian accent was just a reminder of the tragedy that's possible. So, please everybody pay attention. Um, especially in the summer months when there's more people biking and walking places. Um, and speaking of summer and lots of people out, um, next week, Sweet Sounds returns. Um, it's great. We could get two nights of music. Tuesday night, beginning July 1st, um, is going to be Sweet Sounds. I think those are the more going to be more of the traditional like jazz bands and that kind of thing. And then on Thursday night is like the party music from what I understand. And that's going to be live on Quimby. So two nights, Tuesdays and Thursdays of live music downtown. The full lineup's going to be on the uh DWC website. Um and I did want it's a good time actually because there's some Quimby Street uh uh activity that's happening. I do want to remind everybody um about the exciting plans that are in
the works for the renovation of Quimby Street. Um, as I mentioned, I know earlier in the year and we've spoken, I know it's been come up in our budget meeting as well. Um, we are moving to make open Quimby permanent and, uh, they are there, those plans are moving forward as part of the town's capital budget process. And then just last week, an RFP was issued for a streetscape engineering and design plan. And while Open Quimby has proven to be very, very popular, it has created some parking and operational challenges. And it's not very flexible. It's supposed to be a flexible street, but because of the big cement barricades required to keep it safe, it's not so flexible. And so the idea is that we're going to create a permanent oneway with a flexible street that can be re be easily opened and closed with electric ballers on either end. Um, and it can restore parking full-time when if when the street isn't closed per for events full-time. So, I'm very excited about the potential for this se site. We're going to be hopefully being seeing plans for whatever design firm we choose probably later this summer. I think the deadline for the RFP is end of July. So, we hope to be able to see something um award the contract late August and the process will go from there. But hopefully it'll be in time for next summer. We'll be enjoying a beautiful festival street on Quimby Street which will be great. Um just in terms of uh the agenda tonight, there's a few things. There's some things on the finance policy committee which I'm going to let Councilman Hap could address when we get to that on the agenda. Um there's a few things on the public safety transportation and parking committee. Um specifically I'll let Mike address the changes to the bike advisory board when we get to that. But I did want to mention two things in particular on the public safety and transportation parking committee um agenda tonight. Um we are introducing an ordinance on first reading to ban to ban the use of motorized scooters and bicycles on all park pathways and trails. Um this ordinance was reviewed and reviewed and
recommended by the recreation commission in response to a rapidly growing number of concerns being reported by residents as well as our police department. The use of motorized scooters and bikes is becoming an increasingly big public safety concern as they become more prevalent with ongoing issues including speeding, underage and unlicensed riders, a disregard of traffic traffic laws, and worse, a blatant disregard and disrespect for our police officers when approached. The Westfield Police Department recently hosted an ebike safety seminar and an effort to educate the public, which was only moderately attended, unfortunately. Tonight, we're taking some initial action to address the issue by introducing an ordinance to ban motorized bikes and scooters on pathways and trails in all of our public parks. Citations will be issued for anyone caught violating this ordinance. And if it's a minor, their motorized bike could be confiscated by the police and only return to a responsible adult. And by law, we're not able to ban them from public roadways. But tonight's step is one that we can take as we continue to educate parents of teens about the laws and safety issues related to these vehicles. If any of you have seen the these ebikes, I saw it the other night. Four of them going down my street 40 miles an hour, blew through three stop signs, including a stop sign right onto North Avenue. It's it's frightening and someone's going to get seriously hurt. So, um, this is action that we're taking tonight and we'll see. Hopefully, it's it'll also just raise awareness about this problem and and parents will it's and on it is primarily a teen issue and we're hoping that they'll talk to their teens about it. Um there are different classes of motorized scooters and bikes and you can read it on and njbikeped.org and we'll also post it on social media. Um there's also an ordinance that we're introducing on first reading tonight that increases the maximum not to exceed price for a daily parking pass to $25 per day. The not to exceed pricing does
not reflect the actual price that will ultimately be set, but it provides the council with flexibility to make additional changes in subsequent years as needed. This ordinance, which simply amends the original one, is similar to ones we've done when setting memorial pool membership rates, sewer fees, and conservation center pricing. So, it'll say not to exceed $25, but I want to reiterate that does not mean it's going to be $25. I can tell you definitively it will not be $25 in terms of that. So just know it's just to give future flexibility on pricing. So why now? Some have asked. Well, if you recall, this council approved funding for software that will enable parking permits and daily passes to be purchased online. And that software integration is almost complete. This online permitting capability will provide greater convenience for our commuters, including the ability to purchase daily passes the night before. So, no more running to catch the police officer in the morning in your pajamas to buy a pass and then go back home. It is that those days will be over thankfully. Um, it will also allow us to increase the number of daily permits available by selling them in the underutilized Wat Street lot for the first time and we can adapt the number of daily passes based upon the demand with more daily passes being available on Mondays and Fridays for example. So, it just gives us a ton of flexibility to be smarter and more efficient with our with our parking. The current $5 daily rate has been in place for decades, and we anticipate reviewing the pricing as part of a larger review of our townwide parking and pricing strategy later this summer. Our goal is to ensure we're maximizing the utility of all of our parking lots to serve as many as as many residents as possible as conveniently as possible and to introduce smarter parking strategies as commuting patterns patterns evolve. So, more on that in later this summer. Um, and then from the code review and town review property committee, I'm going to let Councilman
Contract discuss veterans tax exemptions and solar ordinance when you get to that point. And then from public works, um, as Jim already iterated, we have a authorizing warf contract of PNA construction for our very exciting paving and a new fuel system, which I will let Councilman Healey address when we get to that point. Um, from the Finance Policy Committee perspective, we have several resolutions tonight. So, I'll kind of go through a description of them and then, um, I'll actually move all of them as a package. Um, the first, we have a resolution authorizing award of contract for a shade structure adjacent to the newly replaced Memorial Park playground. Um, two resolutions authorizing
affordability assistance grants funded through our affordable housing trust. A resolution authorizing final payment for the Westville Memorial Pool Filtration System replacement project. Um, and also of note, we learned that the pool had a very successful opening um, and will um, open up uh, with a full schedule tomorrow now that uh, school is out. um a resolution to appoint Frank Feloso, who serves as our full-time construction official, as an acting building subcode official in order to give him authoriz authorization to keep inspections on pace while our building subcode official is on vacation. We found last year that that led to a lot of backups and we want to try to avoid that happening um this summer. an annual resolution to authorize our CFO to pay municipal bills in the time frame between summer meetings, which in July and August will only occur monthly, and a resolution authorizing submission of an application for the 2026 state aid grant program to pave Dorian Road between Highlip and Trinity. So, we'll move on to the official um process of um moving all of these as a package. Sorry for some uh repetition. So a resol the first is a resolution authorizing the CFO to refund recreation department fees. A second resolution authorizing the CFO to draw a warrant for board of adjustment escrow monies. Third, a resolution authorizing an award of contract for a shade structure for Memorial Park. And um once again, this is the uh uh the ordinance that we're uh amending to change the name. Um so it's no longer going to be called the uh bicycle advisory board. It'll be called the bicycle and pedestrian advisory board. Oh, thank you. To make sure you cover Thank you. Um okay. And uh I'll just pick it up from here. Okay. So, an ordinance on first reading making minor changes to the bicycle advisory board, adding a pedestrian component to the component of uh to the scope of the work and amending the voter voting member structure. Um, next we're going to uh go through an ordinance on first reading to ban use of motorized scooters. You discussed this already. Um, following that an ordinance
talking about the maximum not to exceed price, the daily parking passes and that's about it. Okay. So, I'll just get right into things. Back to you, Mayor. You got to read the ordinance first. Next, I'd like to move general ordinance number 2025-13, an ordinance amending the town of Westfield, chapter 16, to ban low-eed electric bicycles and low-speed electric scooters on bicycle paths and to ban motorized bicycles and motorized scooters in parks. May I have a second? Second. Second. Second by council. Any discussion? Uh just one discussion point for me. So I thought it would be good to clarify for the public a couple things that were clarified for me during our discussion. Um the bicycles, the electric bicycles will be not allowed on the paths within the park, but obviously people can still ride their ebikes and scooters to the park. That's perfectly acceptable, probably encouraged safely, of course. Uh and and the the large road in Tomquist that circles Tomas is not considered a path for these purposes. So people can still ride there. And I'm going to go ahead and add one one thing. Um, as a parent, um, I live on Boulevard. I see a lot of these ebikes, just as an example, and kids, teens not wearing their helmets. I'm terrified of one, seeing an accident or two, being involved in an accident like that. So, if you are a parent or you see
teens that are not wearing their helmets, I highly suggest you tell them be prepared when they go out, follow the rules of the road. These are not licensed vehicles and they need to be careful. It having a child get hurt in town would be absolutely catastrophic. And I think we've all agree on this. Um, yeah. So parents, talk to their kids, make sure that they're responsible, and if they do have the opportunity to go to a class like was offered at the school, they should be doing that. And actually, Councilman, we did a program, the bike board was involved, David Kefir. So another thing that they did called caught wearing your helmet. So Mike Dardia probably remembers what was it four or five years ago where we actually stopped people who were wearing helmets and gave them like free coupons and to promote the exactly what you're talking about which is your kids should wear helmets. Um and they do in elementary school but for some reason in middle school and high school they forget. Um I'm just going to add something too just because we all feel so strongly about all of the safety issues associated with this. But the other thing is um even though we're taking an action related to the parks tonight, it's also a good um reminder that you cannot ride bicycles of any kind on sidewalks downtown. Um so um you know there's been a couple of situations that I've witnessed recently where bikes are coming out of alleys at full speed without stopping at the intersection to see whether people are walking. Um it's it's very dangerous. We would, as Councilman Damagala said, hate to see a um a young person hurt. We really would hate to see anyone hurt. Um so a pedestrian or um a bicyclist. Thank you. And on that note, Jim, can we maybe you Kim, you've done this and if I if you haven't, I haven't seen it, I apologize. We added new bike racks downtown. Is there a little map where we can show
people exactly where they are? We actually uh we've been putting that in uh photos of the bike racks in the mayor's update weekly. Um and uh we've had a map we've shown in the past. Yeah, we yeah we list we list where they are in the in the weekly updates. Be great to do a map just we've done a map of do a little video on our bikes and go around plus the bike oasis. and taxation of the town code to establish 100% disabled veteran tax refunds. Basically, for residents to understand, this just codifies our practice, which is if you do qualify for the 100% disabled veteran tax refund, um you have to actually it will go into effect when you submit it to the town and not when you're granted it.
