She does. Okay. We'd like to welcome everyone and call to order the regular meeting of the West Valley City Council this May 12th, 2026. And we're beginning our meeting at 6:30 p.m. in the council chambers of West Valley City Hall. We have all members of the council present. Council member Wood, Council Member Wedstone, Council Member Harmon, Council Member Hume, myself, Council Member Christensen, Council Member Norfeld. We're also joined on the DAS with our city manager, Mr. Peely, and our city recorder, Miss Kamik. We'll turn the time to Council Member Wetstone for our opening exercise, our opening ceremony.

Thank you, Mayor. Um I was going to have us recite the pledge of allegiance and we can still do that but I just wanted to uh talk about an experience I had a couple weeks ago. I mentioned this in study meeting where uh we have a a class of recruits that are going through training right now for the fire department and um most of the recruits are west valley recruits but there are other cities involved in it as well. But I had an opportunity to to jump in and join them for training and go through what they call the grinder. And uh it ground me up pretty good. But I made it and took took my appreciation for what our public safety officials and what for fire department what they do took my appreciation to a whole new level. And u I I can't imagine you know doing this. And if you're involved in a in a responding to a fire and and you're working for hours, you're just the amount of physical exertion that you put your body through is incredible. And my hats off to these folks. And so I've asked uh the I've asked the Nicole if they could play this video. This just shows kind of shows what I went through that day. And then and then yeah, if you'll join me at the pledge of allegiance after the video. Come on. Come on. There you go.

If you did not sign up, please give us your name and address. All comment shall be directed to the mayor. No person addressing the city council during comment period shall be allowed to comment more than once. Comment shall be limited to the city business or and matters within the purview of the city council. Speaker should not expect any debate with the mayor, council or city staff. The mayor, city council, and city staff may respond after the comment period has concluded. Speakers shall refrain from personal attacks against fellow citizens, city staff, or members of the city council. We do have one public hearing this evening. So if you're here to speak about application SB12026, it would be best for you to hold your comments until that item is presented. So uh speaker one, uh thanks for your time, city council. It's Ryan Mahoney, uh central region chair, uh Republican party, also West Valley City resident. Uh I was here last city council meeting to bring up an issue that was brought to me by my neighbors over a security trailer that was placed along the river trail uh that was causing kind of a nuisance with the equestrian trail that's in the same area. Uh I'm just here to thank the council, the mayor, and the city staff on behalf of myself and the residents in the area for your prompt uh addressing of that issue. So thank you very much.

Okay. Thank you. Speaker two. Thank you for the opportunity of speaking and um I'm very very worried. Okay. I'm very grievious. Um we have so many apartments and town houses going up. My concern is water. It's very we're very desperate in that and I'm just really concerned and hope that things can be planned better. I don't know where our water comes from. Once I heard we get half a year we get it from a well. The other half is from a reservoir. Um most of it is pretty well gone. Anyway, um I'm just really concerned about that and I hope that as you're planning and taking care of these things that that can be important to you, too. And please remember, we need a museum. Good evening, Mayor, City Council. Jim Var. Today in the study meeting um city attorney um brought up uh title three and making changes to it which is a transparency about the department and who's in control of stuff like that. And um I would like to see that stay the same. I would like to see it be kept up to date because like he said in the meeting um it's very out of date. But that's staff's fault. I think if um under the new city manager stuff that will be fixed to be more accountability, but it's so the residents have an easier way to see, okay, who's in charge over this? I mean, ultimately, Mr. Peely is in charge, but who's technically in charge? And like a chain of command. um the code enforcement board that was put in to stop the abuse of a former city employee and manager on residents and for um residents to feel like they had a a different way to um get their point across without having an ALJ or a city employee doing it. and but I guess it was never never matured into what it was supposed to be. And so removing it under the current ALJ um the ALJ program is working great. So removing it would be a good thing, but if we ever have the issue again, it's nice to have the residents feel that they have other residents listening to them. And that was what its whole intent was and once again to stop the abuse of the the previous two mentioned. Um the other thing the the fix the fence project it's I remember when that came pass and I thought the rod fences were just for the project area which I think most of you guys thought that's what it was. I don't remember when it was extended out keeping it on the project

area because the city made a major major investment because I remember that was a lot of money. Um the residents had an option um but that was for the project area. The ones outside the project area, yeah, don't have the same standards on them, unless we're going to do a project area, and then we start it all over in those areas. But to amend it, I would say modify it, keep it to the current project area, outside the project area. No, let let the changes happen because we're not going to put fences down 41 where all the walls and stuff are or heading towards Redwood where they're I mean, there's so much different. That's not going to happen. and put the burden on the resident to do that on the outside the project areas is just wrong. And I think that's an easy fix. And that's the way I would compromise. Project area stays the same outside the project area unless a project's done because it goes back to the old one. That's all I have.

Our first public hearing is regarding application SV1 2026, which uh 20 300 South, originally named Second Street, was dedicated as part of the Hannes Edition plot E subdivision in May of 1889. Since the Mountain View corridor was constructed in this area, 2300 South no longer connects to any street west of 5700 West. The city is proposing to vacate a portion of 2300 South between 5700 West and the eastern edge of the Mountain View corridor rightway. I will now open the public hearing. Is there anyone here wishing to speak on this matter? Okay, I will close the public hearing and turn the time over to the council for discussion or a motion on ordinance 26-16, which would approve the vacation of a portion of Second Street, 2300 South between Lancer Street, which is 5700 West, and the Mountain View corridor rightway to the council. I move for approval of ordinance 26-16.
