We'd like to welcome everyone and call to order the study meeting of the West Valley City Council. is April 14th, 2026 and we're beginning our meeting at 4:30 p.m. in the multi-purpose room of West Valley City Hall and all members of the council present. We have council member Hugh, Council Member Norfeld, Council Member Wood, Council Member Wetstone, Council Member Hardman, Council Member Christensen, myself. We're joined at the table with our city manager, Mr. Peely and our city recorder, Miss Kamik. We have our minutes from March 24th, 2026 to the council for discussion or a motion.
I move to approve second. Thank you. We have a motion, a second. All in favor, please say I. And those any opposed? Okay, those stand approved. We'll now go to the review of our meetings this evening. We have our regular meeting which we've had two proclamations added to um the Arbor Day and proclamation for children abuse prevention month. Is there a council member that would like to read one of those each?
Okay, you got that. I can do the other one. Okay. And then our redevelopment agency and our municipal building authority. Are there any questions on any of the three? Okay. I don't see any. So we'll move on from that.
Can you add one thing? Yes. So, for the child abuse prevention month, we're doing this in conjunction with the um it's crisis nursery that's across from Granger High School. They're the ones that have requested this. So, they're going to do the pin wheel. If you remember, we used to do pinw wheels out in the front. They're going to do that on April 21st at 10:00 a.m. It's in your calendars if you wanted to come, but um they just wanted wanted us to just let you know that that's in conjunction with that. So, all right. Thank you. Um we have um our awards and ceremonies and we have a recognition by Miss Young. Were you going to present on that or we'll just have it next? She'll present it next week.

Uh yes, we uh are having a couple of awards presented to us at council next week that we uh received some state awards at our state recreation conference in St. George last month. And so our executive director of the Utah Recreation and Park Association is coming to present those to us. One is for our adaptive fitness program uh that's called Ability in Motion. And then one was the volunteer of the year for LSE who teaches fitness classes at the senior center. And um ironically, since she's received this award, we've hired her as a as an instructor because she's been volunteering literally for a couple of years there. And um we decided that we'd figure out a way to to get her paid because she's so good and um and worth the money. So those will be presented to us next week or two weeks from today.

All right. We'll go to our public hearings and get Peggy Cala. Cala, I'll never get it right. Sorry, Peggy. Um, for our CDBG. So, um, we do a five-year plan every year. So, we are now in the first year. We are going to, um, this annual action plan is for our second year, 26 through 27. And so, we have a accepted all of our applications. Um, our committee has vetted all the applications and we have come up with our um our our funding for next year. So, here's our proposed budget. Um, we received a notice from HUD that we'll be getting 1,733 and three 35 and seven. Yeah. 35 cents and seven. So, we'll we'll see how they divide that. Um uh we get program income when people um uh pay us off on their loans. And so, we have received up to this point $79,568.88 in loan payoff. So, we are able to add those two together to get our full funding amount. And so our public services, these are our um agencies that um applied and the recommended funding that we have for each of them. So then we also have our neighborhood services and infrastructure which uh Oasis houses a um a housing for uh those that have some mental disabilities and challenges and they
need some work on their roof. So we're going to be doing that. Then we have our home rehab program. And then we're going to contribute $150 $150,000 to parks and recreation for an upcoming playground. So, and then we have our admin that we can uh spend up to 20%. So, that's our budget. Um, you received a copy of the full annual plan that we have to submit to HUD. Um, is there any questions about any question.
Um, some of them we had over $385,000 of requests.
So, not every one of them got their full requests. Um, we always fund the have been funding the police department at 60,000. That's what they request. Victim services for West Valley City has been pretty close to 15,000 every year. So, that's what we fund them. Um, and then what parks ask for their youth program. Those are pretty stable ones. Um, the other ones all um were decreased a little bit. Um, I think that American Prep asked for 30 30,000 this year. Um, South Valley Sanctuary also asked for 35,000. Um, legal services aid I think asked for 15 and Big Brothers Big Sisters asked for 15.
On things like the rehab program, do we ever leverage state dollars or other nonprofit dollars or federal to kind of join forces and do more impact or do we use gold? So, we um have home partnership funds that come from Salt Lake County. Uh we got $400,000 last year or this current year and they have anticipated we are going to get another 400,000. Most of those that money we put towards our manufactured homes, mobile homes, it works really well with them.
The floor was great to see all the rehabs that have taken place. Yeah.

Thank you, Mayor and Council. This is a request to vacate some streets and lots in the Jonesale subdivision. A request by Meridian Engineering on UD do. really this is more of a formality at this point as it's all basically part of the Mountain View corridor that's been placed for a number of years now. So it'll be good to have them clean up all the line work. So this just highlights the area in question a number of phases of the Jonesale subdivision which went in between 1954 and 1972. So, vacating a number of lots and then uh vacating a number of streets that were within that original phase of those subdivisions. So, just a zoomed in look and then here's the proposed plat. So, the highlighted gray streets are the ones that will be vacated and then see all the lots there. So, it'll basically become one big parcel for the corridor. And then lot 9A, there's a little parking lot for the trail that's right there. that is for. So go just through these. So these are just zoomed in. Again, there's a number of streets to vacate. Just some photos. There's that existing parking lot. Again, everything's all built existing. Um and there's kind of where the road gets vacated and makes a corner there. But uh again, no residents affected. We did have a number of residents come out to the planning commission meeting afraid of what was going on but we tried to make it clear and with the most recent notice that they are not being impacted at all by this. Okay. This also is a UD do uh application and this one's been built and running even longer for even more years. So, this is part of uh vicating some lots and rights of way within the Westridge uh Commerce Park subdivision phase three. So, we're off of 4700 South Yo Lake, the Jordan Valley Water Conservancy District property here. So, here you can see the Mountain Quarter on the east edge. I included this image. If you notice there there's a new street here, Double Eagle Circle. Previously, the street was down here to the east side, Westridge Boulevard. So that will be obviously is there no longer will be vacated as part of the application and then we'll be dedicating formally double eagle circle here. So here's the plat again. The the shaded dark gray are the streets to be vacated right here, West Boulevard. This double ego circle will be dedicated. And then there's a portion here in the middle that they won't vacate. There's a little trail that connects from double the circle over to the trail for the mountain corridor. Um, and then again, just some photos, that's the trail that's there. This is looking at the Jordan Valley Water Conservancy property. And then north along that new road that'll be dedicated and you have the free lay property to the west. So again, everything's built. We're just kind of making it all legitimate. Any questions on this one?

All right, we'll go to our ordinances and begin with 26:15 and time turn the time Melanie B. Good afternoon. Um, we were just looking at the consolidated fee schedule on this just for view alone. Um, with the growing supply and demand for vaccinations cost, with the vat sterilizations and vets, we're just trying to keep up with the market, but we're not trying to ding the citizens, more or less. Oh, that's not me. Just kidding. So, I mean, I guess easy peasy if you have any questions. So, do we have to tell what the before and after was in our paperwork?
It should be in the ordinance. Okay. Okay. It doesn't look like any questions. Yeah.

But even with with the fees that are going up for like the vaccinations and stuff and the sterilization, we're trying to still keep it minimal for citizens to be off, but we still need to get what we can to help pay for those animals. Uh, I'll admit I'm a little uh embarrassed to be in front of you today asking for permission to buy a shelves, but here we are. really expensive shelves. So, um these are highdensity evidence storage shelving. Um as you can see, they they have the the roller, so they they uh collapse. When we built the building, we did not um we didn't fill all of our space with this type of shelving just as a cost savings. And shortly after we moved in, we were at capacity. So, in the space where these new uh density shelf units are going to go, we basically ran over to Costco and bought some shelves that you put in your garage and we've been stuffing our spaces with that and we're at capacity with those now as well. So, uh we need the high density shelving to uh both uh store what we currently have and give us a little more room for a little bit longer. Um, but they are uh 145,000 um to finish out building out the space that we have and uh Space Saver is a state contract company. So, these will match what we already have in there and it'll it'll fill the need that we have. Um, it will require a budget opening. Um
we intend to use uh alcohol funds to purchase the show me. Um because uh alcohol is such a factor when crimes are committed. Amanda did the research and found out how many pieces of evidence we have related to alcohol and um the state is willing to allow us that purchase. So, any questions for Chief? We digitize any of the records ever keep them forever? Yeah, we do have um a lot of evidence that is is digital and we store that pretty much in the same location that we store our body camera footage. Um this is all physical pieces of evidence. It's um clothing, it's objects, it's it's all a lot of it is a big deal as far as is what's holding us up from purging it and getting rid of it. Um, our evidence folks do a really good job of purging everything that they can as quick as they can, but we uh take in more than Okay, any other questions? Thank you. Um, and for the administrative agreements, one is for the administrative fees with the matrix and the other one is for um summary of material modifications which is based on medical. Thank you, Mayor Council. Uh before you, there's a resolution um to keep us either warm or cold uh control system for the HBAC system. Johnson control medicine runs the entire HBAC system for the for the city hall. That means it runs the controls the boiler, the rooftop units, the VAV system, the thermostats. Unfortunately, uh the technology u just speed up way faster than what these controls could could control. And they're about 25 28 years old. So obviously with technology anytime you're uh dealing with computers and softwares if you're not ahead of it you're going to be behind it. So unfortunately right now we're not running on controls we're running on status. So if you need me to change something I have to go down to the control units which these are and there is four of them and plug in my computer to make changes. Uh that's what we're facing at this time. So we received uh two bids um one from commercial mechanical 94,81. However, they withdrew their uh their bid. Johnson Control came second, but Johnson Control is also on the state contract and they are uh on the state contract labor. They do work for the state. For that reason, we're able to uh use them. And they gave us actually a deal. The their original bid was $133,000. They gave us $25,000 and some change discount because it's their controls
that we are purchasing. That includes the controls, the installation, the rewiring, the programming, and the initiating the system. Any questions? Any questions for the council? So, if we don't buy this, we can let the air conditioner die and have this place be warm. Sure. Okay. This issue. Can we have this in other city buildings outdated system or?
So very good question council stone as we have added new systems we changed the controls as well in some of our older buildings and this one we haven't done major uh replacement. uh the rooftop units. We we did the remodel of the rooftop units about 15 years ago and the controls were fine at the time. They were working great. They they worked for 15 years and now they decided they don't like the system any longer.

Thank you. Okay, we'll go to resolution 26-40 and turn the time over to Miss Whitaker. Hello. Good evening. So, Candace Whitaker. Um, I am here to present on our storage tank replacement and the main issue with it is this project is to replace a water storage tank at the fitness center. Little summary, the storage tank at the fitness center is no longer structurally sound. It will be replaced with two smaller tanks um that will equal the capacity of this one large tank. We also will have to change out the valves and do some realignment and repairs with plumbing. And the conversion to the two-tank system will allow the building to remain operational during the project and introduce redundancy to ensure reliability during future projects. A little background, this storage tank is original to the Philly. So, it's about 28 years old now. So, um, it's too large to just take out and replace with the exact same thing because now there's boilers in place, there's other mechanicals in place, and it won't fit through a door. So, we have to do a little improving. So, we do have money in our RNR account to cover the cost of this, which will be 150,000. So, we're asking for approval for um mechanical to do the work. We already have a service agreement with them and they're on state contract and so they're currently maintaining this hot mess. If you have any questions any questions?
No. So we have was it seven I think hot water heaters. This one is primarily what services the culinary water for the locker rooms and like the pool area. and it's about a thousand gallons.
So, there won't be any disruptions to events or activities. There shouldn't be. Um, that's why we're going to switch to the two tanks because if they were going to replace it with one giant one, then we'd have to be down for I think it was like two weeks. Like I have Chad, he knows all the details. So, um, but with the system that we're trying to put into place, it should be very minimal to no impact. So, yeah. Any other questions? Thank you. All right. Now, we'll turn the time over to Mr. Wilson for resolution 2641, 42, 43, 44. That's it. All right, we'll start with the first one. Um, so the first one, this is to hire a consultant to help us with the design of a couple projects in the northwest corner of the city. As you know, there's been a lot of development out there, um, north of 2011 near 7200 West. Uh, the roads are definitely in need of some help out there um, in addition to getting some turn lanes out there to help vehicles get in and out of a lot of that new development out there. So, this is a large project. Um, it's almost two miles in length, like one and 3/4 mile along, well, 1.3 miles along the north frontage road and then 7200 West. We have a half a mile on 7200 West as well. They're two separate projects, but we'd like to do the design all under one contract. Um, we've met with several different consultants um to discuss availability of key staff members and who might be able to be best suited to help us with this project. We landed on Methods Consulting. We've worked with a lot of their staff before and they do good work. We've also been working with Magna. Obviously 7200 West is a shared road with us at Magna. uh they are also would like to hire methods and so we will be splitting the design fees on 7200 West 5050 and then obviously we'll be covering the design fees um along the north frontage road the contract amount for the design is $97,000 and that's going to be paid with by the Northwest EDA funding and so we would like to move forward with this uh contract and award the design to Methods Consulting
We're looking at a $20 million or so project. So for both to construct all So is you not going to help any since they dumped a whole bunch of traffic onto this road when they redid you? Yeah. Unfortunately, no. Um, they're not. I mean, obviously, we could we could ask. I I think I know what the answer will be, but we could definitely we could definitely ask. I will say that there are several delay agreements out in this area from property owners. Obviously, those are all tricky,
but we will be reaching out to property owners to try to remove some of these costs um because there are several along this corridor. Okay. Yeah, that road is in great construction. And Matt and I are going to put money in if uh it cost 20 million.
Yes. So construction costs are are close to $20 million. So we right now preliminary estimates are showing the north frontage road at just over $14 million and then 7200 West at just just over $5 million. And it's the 72 that will split with Magna.
Yes, correct. Yep. The design fee for the north front of drone. And I guess I should say also this agreement inside this agreement um Brandon put in a clause that they are not authorized to move forward with 7200 West until they receive a notice to proceed from us. They'll be getting an interlocal agreement coming soon between us and Magnus stating that they'll cover their half the cost. If for some reason we don't get that, then we'll be removing 7200 West from their contract. So the design fee for the north frontage road is 615,000. So that would be our portion of the north. Okay.
Any other questions? Okay. Thank you. Now 42. All right. Believe the next one is the change order of the city hall parking lot. We warned you when we awarded this contract that this change order would be coming. Um, this is due to a recent inspection that the facilities divi division did to find out that our sewer lines are in desperate need of repair or replacement. It's been decided to replace those. And so there's approximately 600 ft 625 ft of sewer line throughout the parking lot that needs to be replaced and the change order to include that work in our parking lot construction project is 146,000. However, because this wasn't completely designed and it's underground, we're asking for authorization up to $155,000 to deal with the sewer line.
Any questions on this one? Sounds reasonable compared to the north frontage.

This is tied to the 6800 West um construction project that's ongoing right now. You may recall, we actually awarded this contract back in April of 2025 with the anticipation that this would be constructed last year. Unfortunately, our contractor was not able to get started due to delays with the developer um the cottages at Pierce Farms development was happening over there. that prevented our contractor from getting out there in 2025. So, this change order is to cover the the cost increase for material, labor, equipment to change the construction season from 2025 to 2026. So, the change order itself, the cost for the delay was 66,000. Um, the other 5,000 that's in this is we're adding some additional storm drain work to better tie in where the developer left off to some of the new improvements. So about 5,000 of this is for the storm drain work and then 66,000 is to cover the increased costs contractor experience they pay for the years delay.
Okay, any questions on that just explaining them so well. Okay, let's go to 44.
All right, this one. Okay, 3500 South Safe Sidewalk Project. So, you may recall that last year, uh, UD do awarded us some funding to construct, um, some sidewalk between Kaleo Drive and Royal Scott Drive out there, um, on the west side of 3500 South. We applied for additional funding this year um to extend this between uh, Royal Scott Drive to Highland Highlander Street, which would close the gap right there. We were successful in that application, but rather than doing a whole new project, we asked UDOT if they would just modify the previous agreement and add and extend the limits and add the funding to that project. So that's what this modification is is doing is just adding the additional funding to the previous agreement. Um total amounts there as you can see the updated funds now um West Valley City's total contribution now will be 154,000 and we'll get just shy of 500,000 from the state to construct the sidewalk.

Just a few. So I tooured the Realtime Crime Center, which I think you've already done, but and that's really impressive. That's really cool to see. felt like I was in some sci-fi movie enemy of the state or something. Um, on April 4th, I attended our very first Vet Connect event, which it's a quarterly meeting for veterans to just get together, um, games, share war stories, whatever. Wasn't really attended that great. If any of you have veterans in your community that you know that might enjoy it and let the grow that the next one is on June 6th. So veterans like to just other veterans I think it's a cool thing that we just started. Um and then with Councilman Christerson and the new mayor we attended the fire banquet. That was really cool to see all the awards handed out. If you need a good laugh, just visit the fire department. Got some zingers. And then uh I did the CDBG tour. Was able to see all the not all but some of the buildings or some of the homes that have been rehab and the first responder drone demo yesterday.
That was good. I I did the real time crime center and they showed me the drone simulation while I was there. Pretty cool. Um also did the boarding house task force. That was a great um opportunity to see what they're what they look at. and then met with the executive director of Bike Summit and we're hosting the Bike Utah Summit in August and they've asked me to welcome them. So that was that it's coming to the cultural center this August. So start riding your bike. Y the interfaith council was good Friday celebration. It was very nice. Well done.
Oh, good. So, last Saturday we had the a little event at State Trailer. They've been in business for a hundred years. Not all of it in West Valley, but the company itself is 100 years old. So, I like the place. I I shop there a little bit. How was the wind? I thought going back. It was all indoors. It was all indoors.
Yep. So, there was no wind, no rain. Jonathan Springer came with and it was nice. They had some good giveaways for customers. So, that was nice. And then the Saturday before that, um, the Red Cross has relocated, well, has located one of their offices in the old Granger Medical on 35th. I don't know what else to call that red building, but they're in the back where you used to go in for Granger Medical. And they had the fire detectors, your smoke alarms that they install for people. So, they had a list of going around and visiting homes. They had some appointments and then some just walk and knock, you know, knock it, help them.
And our Dominion Energy contributed to that and our fire department went along with that. So, it was a good event. They had a lot of really a lot more volunteers than I would have thought. So, Dominion brought volunteers and then some other groups. So, it was really good. And then that's there's been more. So, the tour was great. It was really good. I like that. And the people that we met were so appreciative. Um, town hall meeting That was good. I didn't know we had four state senators, but areas. Um, I was invited to go to the one kind after a day summit. I'm not sure why I was invited, but I was not there. There's several cities that are one kind after a day cities. That might be something. And um it must be my white hair or something because President Randall from the university uh book came right up to me to ask me how the hospital was going. Only thing I could think was oh there's that white lady super interested and it was it was great meeting him. And then today I went to the Chamber West meeting women's leadership conference and it was excellent. Mary Lane was there for lunch. uh make some remarks but well attended and it was an excellent event. So yeah, don't if you don't you don't see the casting time filling up with something. So a couple weeks there was good
still plenty to do. Yes. My involvement was all with family over those two weeks. Oh, there you go. We had family come in from out of town and with us,
spend time with us, all kinds of first birthdays from all of those great grandkids I got last year. And then we attended uh all four generations, the last Grizzlies game on the 12, they gave about a 15 minutes standing ovation after we lost the game in overtime. We got to see extra hockey, but it wasn't that good. But, uh, we're kind of sorry to lose them, but uh, life goes on. And on the 19th, I understand arena football is starting there. So, we'll fill it up, but it won't be quite as cool, literally. It's about it.
