I have no announcements. I don't think. Yeah, I do have some announcements. We got the West Columbia Beautification Foundation reverse raffle. It is 300 tickets, reverse raffle. It is now underway. Proceeds go towards beautifying our city. Half of them, the other half goes into the pocket of the winner. And I think it's winner takes half and there's no other lower thing, if I'm not mistaken. Drawing will take place Tuesday, October the 13th at 6 p.m. at Savage Craft. It's $10,000 grand prize plus $100 prizes drawn throughout the night. You can visit the city's Facebook page for the website link to purchase your tickets. We've got a citywide litter pickup day on Saturday, October the 24th. It's here at City Hall, 9 a.m. to 12. Recycling scrap metal, electronics, tires, and dry paint. We've got document shredding and a national prescription drug take-back day. Whatever drugs you haven't eaten, you can come drop off. Tim James has retired.

I think that's, I missed the party last week, but I'd like to just offer a few words of how much I appreciate his long service to our community in many, many different roles. I think he served our community in about every role and every board that you can be on. He's an incredible, incredible guy. Most recently in the service that he's wrapping up right now is over with the KCOS Columbia Chamber and has done many, many wonderful, great things for our community. So look forward to whatever the next step for him is, but just wanted to publicly offer some words of appreciation and congratulations on his retirement. this time we'll move down to unfinished business item 6.1 we'll take up second reading consideration of a text amendment to add definition for the short-term rentals and added as permitted use in zoning districts r1 r2 c1 c2 and c3 is there a motion is there a second second any discussion hearing none at this time if you're in favor please raise your hand It is unanimously passed on first reading, sorry, second reading.

Moving down to item 6.2, we'll take up second reading consideration of the Planning Commission's recommendation to approve the establishment of zoning of C2 General Commercial for one partial totaling 0.28 acres at 2858 Sunset Boulevard, tax map number 004597-09-040. Mayor, I had a couple. Exactly what legal or budget authority does the authority council is giving staff by adopting the plan in its entirety compared with simply making the city eligible to seek FEMA mitigation grants?

So this does just make the city eligible for those FEMA mitigation grants. It prioritizes different projects so that we have a plan in place to make a stronger case to FEMA and SCEMD. there's no authority or anything that we're required to do from the COG by adopting this.

And for WC-11, are property acquisitions strictly voluntary or what does the other measures include?

You're talking about the protecting flood zone or flood-prone properties? Yes. So again, that is just something that we can do if there's grant funds available. This is, again, just things that we could apply for funding. So this would be all voluntary through FEMA. None of this is us taking property.

So any other any other any funding would have to come back before Council. There's no funding attached to this correct.

This is just every 5 years the COG updates the hazard mitigation plan per SEMD and FEMA's guidelines and so this is just that 5 year update from 2021 with you know recommendations and projects that the city has expressed interest in in the past.

Any other questions, comments, concerns? I probably said this five years ago, but I'll say it again now. FEMA, it's a mitigation plan, and mitigation is different than replacement because they'll make infrastructure more robust. that if there's a disaster. I know that that includes burying power lines at times. And I would just ask that we, in doing whatever machinations that staff does when preparing for these things, that we have a good framework in place where we can make a good case to FEMA to bury utility lines and power lines and things like that because, It makes them where they last a lot better in storms, but it's also just overwhelmingly popular. So that's one very realistic route to get it is that FEMA pot.
