Good afternoon, everyone. Glad to see you all here. So last Friday, we actually just concluded our spring semester. So as we get ready to prepare for our summer, a couple of things I want to make sure everyone is aware of. Starting June 1st through July 31st, Cali College, all campuses will actually go to our summer hours. And so we will be opening Monday through Thursday at 7 a.m. and closing at 4.30. We will be closed on Fridays. And again, that's from June 1st through July 31st. Other than that, we'll get ready for our summer classes starting on June 1st. There's still time to enroll, so if you know anyone or even if yourself would like to take some classes, reach out to us. We'll talk about what classes are being offered for fall and summer and see what we can do to get you into those classes. Fall classes will start August 18th, since I mentioned about fall enrollment as well. We are still planning to do some events with Wheat Festival moving forward. Drone Dash and Perplex and Puzzle will be hosted and sponsored by Cali College on our Sumner campus. So I challenge you all to get a team together to compete in Perplex and Puzzle. And even if you have some kids, come out and do some flying of drones and see how they compete in a race for a couple of different prizes. It's a great time. And then we also help sponsor the kiddie tractor pool. To kind of end it, doing a quick update today, I just wanted to take a real quick moment to say thank you for those who helped out for the robotics competition that we had. Really, without your guys' help and support, whether you're just there to help motivate the kids to keep on going or you're there judging, You really did help make an impact on those middle schoolers as they were there. This was the largest group we've had so far with over 200 kids over the two days. And we're making plans for next year on how we can better serve those individuals. So thank you deeply, deeply, deeply. Thank you for your help.

There's been some miscommunication on the weed notice. So Jeremy or Jamie, I've seen stuff where like, well, they're not even sending us notices and they just come out, which that's hard for me to believe. So somebody just let everybody know how you work the weed notice.

Mr. Mayor, council, regarding weed notices, we go out each week. Co-compliance officer goes and takes patrol, gathers what are in violation, comes back and he'll start putting them together, start looking at the Register of Deeds office, putting ownership together, and then we send those out. Now, what the crux of it, most of this is, is because we are bound by state statute to publish. Now, we don't have an everyday paper And so what we find in this week does not get published until the following week. So they get a lapse of time. So we require 10 days, and then we're going to send them to our mowers. But in all actuality, they get 14 days, maybe even more. Now, when those mowings do go to our city mowers to go mow, we work from oldest to newest. So that's how we work them. And so just, you know, we try to get them on them. Jeremy's crew does a heck of a job to get on them when they can. But remember, we do have our city parks, city. right of ways that we have to do that are priority before we can get to these unless we have a, unless Jeremy has a designated crew to go out there and do these. So just bear with us and we try to get them as fast as we can. But remember, you know, they're going to be growing. That's what the weather dictates. And usually they start settling down once July hits and when the dog days get here and it gets hot. But we just got to make it through and And that's what we do. Um, now when we get to, if it's in violation again, now we don't have to publish. We just send them right to the, to the, and they get to, they get to get them again. And it's a little quicker, but we've got to give them that, that due process that they, that they get.

We had him down and hope on our hour and a half normally takes longer than that. We, if you recall, we put out the annual public notice and local media sent out to everybody in February and ended on March 20th. However, we didn't receive any applications for the combined trade board. We had multiple openings. However, one application was received from Chad Leonard. He's a mechanical contractor. So per council procedure, if only one application is received, we can review it. and approve the application tonight if you so choose. Combined trade board only meets as needed. So if you guys are okay with that, we need a motion to appoint and a second. This will fill the remainder of the term for the mechanical contractor that began April 1. So it'll go through, or May 1, sorry, May 1. It'll go through April 30th of 2030. It's a four-year term.

It is required under the building code. They are the venue for appeals if they disagree with Mr. Cornejo's interpretation of the applicable codes. That's why there's members who are supposed to be in the various trades like plumbers, electricians, and et cetera. So we do have problems just because we don't have the incumbent contractor base that we used to have. I do think it's still an important board to have, and we do try to kind of beat the bush's and find folks who are interested in it. But again, without some of those specialties in the community anymore, it is difficult to find people to sit on the board. So luckily, in the little over three years I've been here, we haven't had one. But yeah, it would be something that would be potentially problematic. So there could be a different way we could look at maybe doing some kind of adjudication. generally you do want people in the specialties to help interpret the code when it comes to a differentiation of opinion between the authority having jurisdiction, which is the city and, you know, contractors in the field. So, um, yeah.

Um, I am, I'm here to report the progress. I did take a inspection on last Friday, took some pics that are in your packet. Um, The lot has changed pretty significantly. He's made a lot of positive work. Still has a little bit to go in the back, but now you could actually I can actually walk back there. There's a path now. So, I mean, I know we giggle at it, but he's made some significant progress, still making it. And I'm pretty optimistic that with the remaining days that he could get most of it, if not all of it, done. Hopefully the weather cooperates with him that he can do it. But he's been doing a pretty good job, and I feel optimistic about it.

The first resolution authorizing the city manager to execute a purchase order with Central Power Systems and Services of Wichita, Kansas. for the purchase of a tandem vibrating asphalt roller in the amount of $41,774.80. Jeremy. It's on. Approved in this year's budget, we have $50,000 to replace our 1996 BOMAG roller.

That is a single drum roller on the front with pneumatic tires on the rear. With it being a 1996, it's just getting kind of old. It still works, but it's a long ways from what it could be. So that's coming out of the special city highway fund. So basically, I guess, in a way, funded by the state. So before sending out to bid, street supervisor Adam Erber brought in three different units to have the crew demo they actually took it out in the field did some patches and utility cuts and and a number of things and got a good feel for at least three of these machines so uh... they were pretty familiar with what came in on the bids uh... we when we sent those out we were looking at both new and used models so out of three vendors we i believe got five bids six bids Two of those were used. One of those, within two days of opening bids, was sold. And then the other one, for about $4,000, we could get into $3,700, we could get into a brand new model. So then we started focusing on the new ones. The prices, for the most part, three of the four new ones, they were within about $4,000 a piece, so they were competitive. Ultimately, a lot of it, obviously looking at price, but a lot of it came down to the demos of the machines, and staff felt that the DynaPak from Central Power Systems, even though about $1,100, $1,200 more than the CAT, They felt that it just was a better machine. It had a couple of features that they really liked, one of which, and probably the main one, is that you can turn the drums off respectively. And most of the others, it was both drums or no drums. And the DynaPak, you can run one front or rear, depending on what type of job you're doing. The other was kind of a safety issue, the step. Doesn't sound like a big deal, but getting on and off of it has an actual step kind of out there that you can get to easily. The cat, it's kind of tucked in there. Kind of felt that getting off of the machine, if you were in a hurry, we could end up slipping off of it. Not that you're as high up as a loader, but those were kind of the two main issues. We kind of felt that $1,100 and some change was probably worth getting that feature on the drums. So staff, we are recommending the DynaPak. And we are also going to trade in. We're getting $8,500 trade-in value on our old machine. So we're recommending the DynaPak.

Correct. In your memo, you say this, well, it's the level of finished compaction required for modern asphalt repair and paving. How has asphalt changed in the last 15, 20 years?

Well, they're always playing with the mix. You're seeing a lot more recycled material in those mixes. I'm not a big fan of them. I don't think they last quite as long. Different emulsions and oils, they compact a little differently. So I think that's probably the biggest thing on the biggest changes in the asphalt material itself.

What kind of things are they, when you said it's different?

Well, they're adding a lot more recycled materials. So like when we go do a mill and overlay, those millings, a lot of plants will take that, and they'll crush it down even finer, and they'll put it into the hoppers, remelt that down. So you're getting a 15% to even a 50% mix of recycled material in there versus just virgin, brand-new asphalt. with the double drum does that increase your efficiency when you're out there compacting these oh yes and you know there's there's times that you want to use both drums there's sometimes you roll with no drum and then sometimes depending on what you're doing you just want one going so with not that we're doing we're really not doing new stretches of block after block but Some of the patches do get large enough where you would use those features. So you do get more compaction right off the bat. It's going to allow you to do a little bit thicker layer, you know, if you got both drums beating on that. Okay.

Mayor, council, this is scrubber media for the chlorine scrubber at the water production plant. Chlorine is our main chemical that we use for disinfection. So we have the two-ton chlorine cylinders out there that we use for disinfecting the water. When you do a chlorine changeout on a cylinder, I mean, you are going to lose a little bit of chlorine gas every time. So when that happens, the scrubber is going to pick that up. So over the course of time, the material gets saturated and it doesn't do what it needs to do. The last time we checked it, it is getting to the point of saturation where it won't contain what we need it to contain. So this is not only a safety feature for the staff and recommended by KDHE, it is also a safety measure for the patrons of the lake that are out there around the water production plant. Unfortunately, we looked. Mike researched and researched and researched because I did not want to bring a single vendor quote to you guys, but there is only one vendor that will provide this media. So what you have in front of you today is $82,045 for just the media. $93,000 is in this year's budget to complete this project. We're hoping we can find a vendor to come in and replace the media for that balance. It's got to be done, so we're getting the ball rolling, and we will be bringing back the next piece of it, which is probably the replacement of the actual media.

We have been trying to find sources of funding to help us develop this water right for a number of years. We are coming up on the end of the expiration of the current permit. Indications of KDHE says they want some concrete progress or they probably will not consider another extension of our permit. So this would start the engineering process for us to move forward on the design and potential bidding once we have the design for the wells so that we don't potentially lose this water right, which is very important for the future of the community when it comes to secure and adequate quality and quantities of water. So this is something that we're going to move forward. As we kind of mentioned in the memo, there was an opportunity when we had an industrial development that kind of fell through. We also tried to use the same TA funds that we used for that dam project evaluation that we brought to you, but they did not feel that that was a strong enough linkage. So Try as we might, we have not been able to find somebody else to pay for this, so we need to start the process so that we can make sure that we can develop this right and don't potentially lose it, because if we do lose it, we go back into the line and no guarantee that we'll get the same allocation if we have to go back through the process.

So this is related to the RHID and the Crestview Heights projects we've been talking about to try to build out that second part of the addition. This is to do the design work that we'll need to apply for the various permits and things through KDHE to extend the water sewer lines. It also will include some stormwater and street and curb and gutter design to try to help us deal with conveyance of stormwater. We fortunately aren't under the stormwater permitting yet, but it's coming. So this will get that started based on our discussions with both the developer and our bond council and financial advisory team. We believe that this is an eligible expenditure under the RHID, so we can use the rebates eventually to help pay best back but we need to do this work so that we can size the temp notes and then ultimately the bond issue that would be used to construct these improvements for the subdivision I just want to thank you Jeff for working getting this thing going like you have been I know it's been a lot of a lot of work so thank you for for doing that so
