I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
Before I pray, I'd like to just read this one short verses from 1 Timothy 2 that sort of gives guidance in what we're doing here. It says, "First of all, I urge that petitions, prayers, and intercessions, prayers for others, and thanksgiving be offered on behalf of all people, for kings, on all those in positions of high authority, so that we may live peaceful and quiet lives in all godliness and dignity. We remember especially tonight the family, the eight people who were killed in Louisiana last weekend. And uh that's just an example where we need to do pray for one another of our human family especially those terrible terrible tragedies that happen in our world. So Lord we pause and we thank you that you are uh a God who cares about us in everything that happens in our life. We thank you that you've given us positions of leadership in this community that we might uh pray for one another and serve those among us. pray for your guidance and direction for the leaders of this uh community tonight and ask for your love to be spread more not only in our hearts but to all those around us in Jesus name. Amen.

So, anyhow, I I am um proclaiming child abuse of all prevention month. And Heidi, I guess I'll give these to you later. Okay.
And the next one is the amotropic lateral sclerosis awareness month. Is anybody here for that? Okay. Well, I it's a proclamation for basically it is ALS. So, let's move on. I could be because I had a family member. So, that one's for May, Mayor. That that's what ALS is for the month of May.
Oh, month of May. I'm sorry. It Well, okay. Just awareness month, but it didn't say May. But thank you. I appreciate that. Um, next we have Collie College Sumar Campus Update, Zack Cooper, director of Sumar Campus and his sidekick, Holly.
Well, thank you guys for uh once again allowing me to come here and give you a little bit more updates. Last time I was here, we uh getting ready to host the A mechanics contest for the South Central FFA. So, just to give you updates on that, we had 26 schools come in and actually compete in areas of welding, electrical, small gas engines, farm equipment, natural resources, and concrete foundational work. Uh, it was great seeing those kids with passion uh working on these career development events and showing off the skills that they have and hopefully will utilize in the future for future careers. Uh, the top team was actually the Bell Plane FFA chapter. So, uh, really glad to see that happening. And the top individual overall was from Hillsboro. Um, and they've already were super excited about how the contest went. Uh, that they've already asked to come back next year and do another hosting of the South Central American contest with us. So, I'm glad to know that's was went well. Um, April 1st, we did open up fall enrollment. And so, if anyone's interested in taking some classes, I invite you guys to come down campus and talk with us. We'll get you taken care of uh with whatever courses we are offering in the fall that you may be of interest in. Um yesterday we did have our board of trustees meeting happen on summer campus which Holly will give us some good news uh for some of the councilmen who have asked some questions on some events that happened yesterday. But to end that looking forward uh tomorrow is our robotics competition and I know some people have said they had interest in helping. if you still have interest, we're still looking for uh any help that uh for Wednesday especially because we'll have over 150 kids for the basic competition. And then again, Thursday, we'll have our advanced competition as well. And if you still don't if you don't have time to commit for helping, that's fine. I also encourage you to come out and just take a look what's going on cuz having all these middle schoolers come in, it is really a truly amazing event. It is worth the time and effort that multiple organizations in Cali College have put forth to make sure this thing happens. So, without any further ado, the main events.
I will I will say that I will be there because my wife said I have to be there. Yeah, we do have lunch for the judges. So, just we we'll make sure it's worth your time. Okay. And you're right. It's it's a well worth people need to come out and see what how these kids work all this stuff because I'm just every year I'm I'm blown away. I think this is my third year doing it or fourth year. I think it's your fourth fourth. But it's it's it's awesome. So, please show up. If you can't help, at least come out and and just watch. Okay. Yep. Come take a pe You got volunteled by two people though, Joe. What's that? I told you, too. Yes, we did. That's right. I think his wife overrules you a little bit.

Um, and Jeff was there as well, and we did approve the site placement of the welcome to Wellington sign. So, we're excited about that. um whatever we need to do if you guys will just let us know to help get that project moving forward. So, I know there's a lot of legal things that you guys probably have to do with KOT and whatever that entails. So, um we're happy to be a part of that as well. So, um things are going well. It's busy. We have graduation in a couple weeks, May 9th. Um it's crazy that we're through another semester. Um just a short little update for you that did affect our um internet last night and then on campus Friday. Um, we had a little Evergy issue in Arc City at the big campus um that took down our internet and all of our servers for a little bit. So, that repair will be coming in a couple of weeks and it will take us down again for a short amount of time hopefully after graduation so we don't affect students. But just so you're aware, um, it does affect our other campuses because we're all tied in together. But other than that, you guys have any questions for us?

So, mayor and council, um, at last week's meeting, uh, you reviewed the board and commission applications. This is our annual process that we do every year in April. If you look at your memo that's in the packet, it lists um, all the different positions. airport advisory. There is one position available can be a city resident or non-resident. And there was one person that put in an application that was Steven Palmer. So what we need to do tonight is we need motion seconds and then I'll do a roll call vote for each one of these. So if we'll just start with airport first.

Uh, there are two applications um that fulfill both of those uh requirements. John Lloyd as an incumbent as a city resident and Marvin White as an incumbent in the three mile zone. How do we deal with um issues that come up since we don't have a trade board?
I think Jane can councilman. Uh I do have a few that are still on the board and and we'll try to meet. Um most of these vacancies are were due to just retirement and local uh uh contractors. So I've been always been on I've been still on lookout for trying to get somebody to cover. Um but just trying to do the best we can with what with who we got still left on the board. Okay, Heidi.

And then one incumbent, David Chambers, that filed for the three mile zone. Still have a vacant position for the city resident if anybody wants to apply for that. So just need motion seconds. Um, if we're going on percentage, I would say probably 20%, they've they've done the front part front porch area. Um, the rest of it needs to come down. It's pretty It's pretty charred. Um, lots of roof damage mostly. um a lot of exposed trusses that are charred. Um she's she's probably a total loss. I mean, it it needs to come down. And uh we've we've had some uh calls from the residents and just needing something to be done and and what was going to be done. And so we just uh staff felt that we needed to bring it to your attention and and see what we needed to do and uh which direction to move in. Mhm.
Do you think that if you if you're working on or you have somebody you think you can get it down in 30 days? Yes. I'm okay with 30 days. Yeah. 30. So,
you want to pass where we go from here, Jeff? So typically we at least want you to pass the resolution because that starts the clock. Um otherwise we don't start the clock until you actually adopt the resolution. So um I mean you could table it, you've done that in the past and then come back in 30 days. But if they aren't prosecuting work by that point in time, then that puts us an extra 30 days behind. So staff recommend that you at least consider adopting the resolution. Third resolution, a resolution approving an agreement for the emergency medical service between the city of Wellington, Kansas and Sar County, Kansas, and authorizing the city manager to execute the agreement. Chief Jim, would you want to talk on it or anything, please?
We met with the commissioners uh about two weeks ago. We asked for an increase. We asked for a 15% increase which is based off the inflation based off the costs um that are not being paid by the federal government and private insurancees and the commission agreed to that. However, we caught them in the middle of their budget year uh was signed as April 1st, April 1st. It's actually a 1231 to January 1 um contract. So, they've agreed, all three of them agreed to increase it 15% to 302 uh,000 and it'll be effective um December 31st, 20026. And they'll pay us uh at the same rate or at a higher rate on the 15th of every month beginning in January of 2027.
Yes. Is it uh is what they're paying now meeting our expenses, our outgoing expenses? No, we've been at 263,000 uh annually for a few years now. I know Chief Hay had approached them about increasing that. It's been somewhat stagnant. Uh we were fortunate enough to bring them some data that showed they need to increase it. Uh and we're lucky to get the 15%. Um that is not counting the Conway Springs. Conway Springs pays their portion of that. So that's a a separate contract. We're subcontracted through that city and not through the county. So
will that 15% um get us closer to the ball or do we anticipate our expenses going up even more?
They're going up. We've seen the medical inflation for example just in the last 12 months it's up 5.6% uh with the u backlog of medications, drugs, everything. We're having to scramble sometimes to fill our coffers with that fuel going up as you're well aware of. You know 70% of that is wages. Uh so to maintain a response time reliability and clinical standards we're going to have to continually push that ball forward every year. And we're looking at some alternatives, uh, maybe subscription program to help supplement that. Uh, but for right now, we'll start with the 15% and continue that every year.

sir. Uh resolution number four, resolution authorizing the city manager to execute purchase order with the Prairie Land Partners of Witchaw, Kansas for a four-wheel drive cabbed utility tractor for the lake department in the amount of $84,73058, Mr. Jones.
Yes. So, anticipating this purchase was going to be needed. Uh we did get some money in the 26 budget. Uh overall purchase, we originally were looking at about 90,000. So, um just due to finances, uh we'll be le doing that as a lease purchase, but uh this is a cabbed four-wheel drive tractor. It actually is going to replace two tractors out at the lake. Um one of which is is the main problem. We use it for predominantly rotary mowing the large areas and ditches. Um, we've spent uh over $17,000 there in a stretch between 2016 and 2020. And a lot of those expenses were the same problem and we're having those problems again. Uh we we're looking at over $9,000. They have to break the machine apart, get into the hydraulics. Uh it it has quite a bit of break issues when it does that. So that's what we're replacing. and the Mahindra tractor still in pretty good shape, but this purchase would take the the duties of both those tractors. So, we'll reallocate that Mahindra to another department. Um, we sent out to four area dealers, received five bids, and we were able to uh demo with our staff two of those, the John Deere 5100E and the Kabota. Uh we were not able to get anything on site with the case or the Massie Ferguson. Um after the bids came in um we we pretty much took two of them out due to the the overall price. Um can equip with the KIH actually came in as low bid but one of the um one of the issues that we had with that is the loader functionality. it doesn't have a third function on it without flipping a switch. And with our
grapple attachment, uh can make that kind of difficult to to utilize. So, we really focused on the John Deere 5100 and the K Cabota models. Uh John Deere scored a lot higher as far as the functionality, uh ergonomics, visibility, uh and just overall comfort with our staff. uh with just $730 difference I think between the two. Uh we we're recommending the John Deere model. Uh with option one which is an airride seat um just due to spending 6 to 8 hours a day if they're out there using that uh fatigue factor. Uh we are not going with options two and three which is the ballast box and the self-leveling bucket. What are we going to do with the Are we trading in the tractor for the the tractor that we're having problems with or are we going to
We will likely just auction that. Okay. Dispose of it in that fashion. There wasn't a lot of interest on the trade in. Okay. Move to approve. Oh. Um you stated in your memo uh Jeremy that you'll if you don't transfer the Mahendra uh to a different department there'll be an additional equipment purchase that'll need to be made. What what equipment purchase would that be and which department would need to do that?
Oh um yeah I think what I think what we're trying to say there is that we'll move the Mahindra to another department so we don't purchase something. Uh eventually we will be looking at within the 5-year plan uh purchasing another tractor likely in the park department. That's where we're looking at first. Uh it's not an immediate need, but it is coming down the road. So a lot of times what we'll do is we'll just kick him somewhere and then that one will go somewhere and we end up kicking the bottom one ultimately out. So, okay. Uh, we'll we'll assess three or four different machines in departments each time we do this and you know if they fit.
Um, and you stated that it was last repaired in 2020, but it's starting to have issues again. How long is it typically out of commission when you guys are repairing it? I think the last time it was almost two months, but you can continue to do the work with the Mahendra when it's out of commission. Um, it doesn't do quite as well pulling that mower just because the makeup of of that particular tractor. Um, it it can but we're also using it for for other duties. Well, I don't have any other questions. Second.

Fifth resolution. A resolution approving and accepting bids and authorizing the city manager to execute an agreement with RCB bank to provide the lease purchase financing for a four-wheel drive tractor for the lake department. Heidi. So, mayor and council, uh, after we got the bids back and staff decided on, uh, which, uh, tractor that they were going to propose to council, we sent out bids for financing to all four local, uh, institutions here in town. We received back three bids, and staff recommends accepting the proposal from RCB Bank. Their proposal is a 5-year lease with an interest rate of 5.16% and the city would have a monthly payment of 1,6178. I don't believe Jeremy said it, but they anticipate the delivery of the new tractor in September of this year. And the bid tab sheet is in there for you guys to look at.
