Um, it is 700 p.m. This is a regular meeting of the City Council of Waverly, Iowa, and we are called to order. Please join me in the pledge of allegiance to the pledge to the flag of the United States of America and to the republic for which it stands. I am. Yes. I I printed off the first five pages of the 29 or 23 pages that we do every year for uh this group. And just for the sake of time and argument, you've got it all there. But it's just to make sure that we're, you know, crossing all the te's and dying all the eyes. Um just some of the things that the um historical uh preservation uh group did. The probably one of the biggest things was that photo display at the Waverly Public Library during May. It kind of focused a lot on Wartberg and they really did a really nice job of it. It was very very interesting. The um bronze plaque was put at Harlington Cemetery as a follow through to the event that was held two years ago and uh 2024. And so that's up and in and there and it looks nice. And uh we've got our uh website updated, installed the street signs to designate Waverly's fifth historic district at Warberg College. We have to work with them to make sure we put them in the right spot and that sort of thing. Um now that the bridge is done, they're looking at helping out. You were at the meeting. Um well my understanding talking to Daryus Darius is that they want to work on something concerning the theater and the downtown chamber event sometime in May now that the bridge is I said open and um they're also going to do a structure recognition coming up here in a few months.

I just had a question. The grant is for 28,000. What are we going to do with the rest of the money? You know, that's a great question. Uh, I don't know. We will probably have to talk to Interog and see if that just goes back. we don't receive that much or if there's another project we can pair on to this if you've had any discussion Justin about that. We have not had any discussion on that. I think uh one of those things is we applied for it with these distinct boers that we're replacing. So I don't know if that money is actually available. Um it's a question we can ask Isaiah within be nice to use it for something. Yeah. Else instead of just handing it back over. Absolutely.

Do we have a second? Second. Any discussion? So this uh is all the next several documents are all coming out of our bud budget discussion. This one appears to be for the clubhouse renovations. Yes ma'am. And you'll see the not to exceeds are beyond what we have committed to. We will not issue this much. It is if something were something were to happen. You had a need for that before the issuance went through. You'd have a little bit of room to make that adjustment. Okay. Our goal is to issue exactly what was discussed and not anymore. So, these will all be a little higher than what we went through during budget session, but the actual amounts we talked about will be what is issued unless something pops up, which I don't foresee happening.
And so, you'll have a number of these this week. You'll have hearings on the second and it'll move forward as we go. And then that gets us in shape to have this done and knocked out before the budget occurs, which allows us to then make a payment during the next year's budget, which takes us down to 9 and 1 halfyear bond versus a 10 on some of this. So this piece is for actually Hines edition. This is the engineering construction. It's not construction the engineering part of it. Initially SRF allows us to have a 0% loan as we process through the um engineering drawing whatever it may take that rolls into the actual final loan once we have construction start. But at this point they allow for a 0% loan to be used. It's highly coveted because 0% money up front. We'll get our engineering figured out. The next one will be for the sewer version of this for that subdivision as it moves forward. And so you will not pay anything off until it starts construction. Then the final payment start when the entire project is done. And this is included in that total.
Any other discussion? So this I guess so that it's this loan through the Iowa drinking water. I've never heard of that. Is this the first time we've ever used this sort of uh we used this for $700,000 on the uh WPC when it first came out. Again, zero P&D loan as they call it. This is the water version of it cuz water and sewer have to remain separate. Two different funds. Um but yeah, it's not uncommon to use it. It just we don't want construction in 6 months to make this worthwhile. And obviously, we're not going to be doing construction in 6 months. Uh SRF has to have a compliance opinion of some legal firm doing it. So we've not always do this since they left this from the start. Um we don't use a lot of SRF. So the only other one we've done was the sewer plant and there would have been one done at that point in two how many years ago? But it's a requirement for SRF to have it. Okay. I just have a question about the amount of money. Is this what we're going to get from them for any damage that was done to the detour? Yeah, that is correct. This is a estimation they give you based on some formula I cannot quite understand and uh this is actually higher than they initially quoted us or they gave to us as the amount when we signed the initial agreement for the detour because of the time frame extended a little bit longer than what they originally intended. So so it really has nothing to do with what actual damage might have been done to the road. It's a figure of how many vehicles were down that road. Okay. It's theoretical damage. I don't know that it's actually how much will it cost to fix.
And that's kind of a that's a tough question. You know, we've already had some damage there anyways, especially on 10th Avenue. Um, which we're going to address that, you know, soon. But yeah, there's some more damage, but it's hard to say what how it compared. But, you know, it's almost 52,000. I don't want to turn it down. No, I mean I'm not saying we should turn it down, but but it just uh it's not going to be it's about 10% of what we think some of this may cost us to get it all figured out. So, all right. All right. He has a background in leisure service adjacent things. So I think he's going to be a good addition to the committee. Um so it's nice to have somebody step up. So this is a voice vote. um just calling people to uh attention to the symphony concert this coming weekend. There's a concert Friday night and Saturday and they're playing Aaron Copeland and I think they're giving a preconcert talk with some Century Farm families which might be interesting. I'll echo what council person Rothy said. Um, I will not be at my beers with bars this afternoon or this evening after the meeting as I will be going to a rehearsal for a set concert. I'd urge people to go. The uh conductor Rebecca Neaterhives are managed to snake a over $11,000 grant from the state of Iowa to help fund this concert because it involved farms and families. It's about the uh Great Depression and uh you will recognize probably two tunes out of it. But it's well done and they're getting fired up for it and we have two more rehearsals and then the two shows. So I recommend going. It'll be a good event. Wonderful. Council person Wolf.
Last week, um, the kids feeding kids at the middle school program did had a really cool event. It had five other schools join them in teaching about food insecurity and then creating healthy meals that they give out usually through United Way. Um, so want to give a shout out to them. And there's a ribbon cutting at Northeast Iowa Community Action 11:40 tomorrow uh to open their food pantry. Okay. And I guess that means me. So, um, I took my I dropped my oldest daughter off at the airport Friday and she is going to Malta for this semester. So, yes, it is a knife in my heart. She's only 19, but it's great. Um, so she first went to college in North Carolina and now went to Malta. And the thing that stuck with her and I think is worth sharing is she came back and said, "Mom, people in Waverly are so nice." She said, "It took me two weeks of smiling at strangers and nobody ever smiled back and then I realized that that's an Iowa thing and a Waverly thing." And she said, "Out and like people don't hold doors open for you." And the thing, it's kind of a joke with our family now. In other states, people don't push their put their shopping carts back in the little corral. And now that I say that, you're going to notice that when you go to other states. So, for a 19-year-old to be able to reflect and go, "Wow, Waverly is a really nice city." I think that speaks volumes to our city. I want to thank all of you who have helped create that environment for kids who are seeing that as they grow up. and then take that forth out into the world.
