Sandy Hom, West 230 South 3827 Milky Way Road. I wouldn't want to pass up a chance to emphasize agenda item 8E, Professional Municipal Clerk's Appreciation Week. It seems we missed it a couple of weeks back, but I regularly come up here and try to emphasize the importance of the clerk's office. One of the most important things for me for this board over all the years is to have some kind of continuity Among the members, and you don't want to have I don't want to have turnover at a really rapid pace. It needs to go slowly. And I feel the same way about the clerks. I mean, we're investing money in a firehouse and money on an ambulance, hundreds of thousands of dollars. And I just want to point out that. Clerks are a huge asset and when we lose 1. creates turmoil and chaos for a long time. So better to prevent, I'm not suggesting anything's happening or that you should give anybody more money. I'm just saying we really need to appreciate everybody and that includes the clerks. So thank you very much.

6:40 – 7:59Speaker 6

Thank you. Anyone else for public comments? All right, hearing none, we'll move on. Reports. Up first, Clerk Treasurer. Any comments, questions from the board? Okay, same DPW. I know Rob is very busy right now. His crew is out trying to handle a lot related to the big storm from April and other things that are going on. Fire department's report, any comments? Okay, sheriff's report. Re-commissioner's report. And non-compliance report. OK. We will move on. Approval of previous meeting minutes starting with April 9th. Any concerns or a motion for the board?

8:00Speaker 7

We'll make a motion to approve the minutes of April 9th. I'll second it.

8:05 – 8:18Speaker 6

Any discussion? All those in favor of approving April 9th, 2026 minutes, say aye. Aye. Aye. Anyone opposed? That carries. April 14th for the workshop.

8:21Speaker 2

I'll make a motion to approve the April 14th, 2026 workshop. Okay. Second.

8:26 – 8:40Speaker 6

I'll second it. Any discussion? All those in favor of approving the minutes for April 14th workshop, say aye. Aye. Anyone opposed? Lastly, April 23, 23.

8:40 – 8:52Speaker 4

I will make a motion that we accept the minutes for April 23 plan commission. Or village board meeting, sorry.

8:53Speaker 6

I'll second it. Any discussion? All those in favor for approving April 23 meeting minutes, say aye. Aye. Anyone opposed?

9:04Speaker 4

Also carries.

9:05 – 9:30Speaker 6

First, under the discussion of possible action items, Juan Montano provided a letter to the packet requesting an extension to bring the property located at South 36 West 26694 Genesee Road into compliance. Hopefully you had a chance to read through that. He is here this evening. Sir, do you want to come up? You can come up to the microphone and give us your name and address. Yes. And then you can speak to us at that point. Yeah.

9:31 – 10:40Speaker 9

Good afternoon, my name is Juan Montano and I live on South 36, West 26694, Genesee Road, 53189. Okay. Well, I just requested a little more time to bring my property to, hopefully by court or whatever, which is so mean. Just having been, health issues, you know, but I really want to have it, you know, control for myself too, so. And she's requesting for a little more time so I can get it done. I've been moving, I had a van sitting there for a while, which wasn't mine, I just called somebody to get rid of it. I've been mowing my lawn, I've been getting rid of a lot of the stuff that's been on the front of my house. Right now, I used to have a business, I used to have a restaurant, so I have the equipment sitting outside right now. I'm in the process to clean it up and try to sell it. Obviously, I'm not gonna need it no more, so, and it's just a matter of time.

10:42Speaker 6

Okay. How long do you anticipate it's going to take you to finish?

10:48Speaker 9

Well, I was requesting for three months just in case of anything, you know, but hopefully it takes less than that.

10:55Speaker 6

You said three months?

10:57Speaker 6

You want three months more? Yes. Or three months total?

11:01 – 11:38Speaker 9

More if possible. So I can get, I know they will say something about Windows and stuff like that. I was working with... Habitat for Humanity, you know, to try to get along through them, you know, so I can change the windows and stuff, but fortunately, for some reason, it didn't go through, so I'm trying to see if there's any other programs to help me with that, too, you know, because, I mean, the electrical build is going up and up, so I'm just trying to work to get to the point as much as I can right now, so.

11:38 – 11:54Speaker 6

Okay, so looking at our log as far as the issues, it doesn't get very specific. It states maintenance of the yards, which you indicated you're working on mowing more regularly, correct? Yes. Okay, and then it says prohibition of litter, rubbish, and debris, so it looks like you have to clean up stuff in your yard?

11:55Speaker 9

Yes. Yeah, I've been doing a couple rounds of throwing stuff out, so I'm moving along with that.

12:05Speaker 6

Okay, so you need three more months to move the stuff out of your yard?

12:08 – 12:23Speaker 9

Yes, just to make sure I had everything out. Because, as I said, with my health issues, you know, it kind of depends on people helping me out to do stuff. So this is why. But hopefully it's done a lot earlier than that.

12:23Speaker 6

Okay. And I didn't catch everything you said as far as windows. You're trying to get a programmer to replace your windows or to pick up the windows in your yard?

12:33 – 12:54Speaker 9

Well, I know I had a window sitting outside, but like I say, I have older windows from 1950, so I was trying to see with the Habitat for Humanity, there was a program trying to, like, do they help you to upgrade your house or stuff like that, so...

12:54Speaker 6

Okay, but that's not part of the ladder to you from the building's back.

12:58Speaker 9

Oh, so it's about the window sitting outside. I can just get rid of it. As I said, I've been throwing stuff out, too, so.

13:05 – 13:18Speaker 6

Yeah, from our notes, I don't see anything here that's indicating that we're requiring you to remodel your house or anything to that effect. It's stuff outside, so if you have a stack of windows sitting in your yard, that's the issue.

13:18Speaker 9

Okay, I understand now. I'm confused.

13:22Speaker 6

Okay, with that clarification, are you still asking for three more months or if it's just picking up your yard?

13:28Speaker 9

Well, just give me two more months. Two more months?

13:31Speaker 6

Yes, please. So like 60 more days?

13:32Speaker 9

60 more days, please.

13:33 – 13:52Speaker 6

So if we go from the date that you received the letter that was indicating Cordova notes May 12th, you would have basically 30 days. So you'd have until June 12th anyways. Okay. Another week and a half or so right now. So you need another two months.

13:52Speaker 9

Yes, just to make sure I have everything as I said, you know.

14:05Speaker 6

So you think by the end of July? June, July. Because that gives you all of June and all of July? No.

14:13Speaker 9

Sure, I think that'll be fine.

14:16Speaker 6

Okay. Yeah. So if we go to July 23rd, that would be the meeting of tonight's meeting in that month.

14:25Speaker 9

Okay, yes, July 23rd.

14:27Speaker 6

We would end up having to readdress the issue at that time if it's not resolved. Yes. Do you think that's enough time through July 23rd?

14:35Speaker 9

I hope so. Can I get to August if possible? What's that?

14:41Speaker 8

Can I get to August?

14:43Speaker 9

August, just to make sure, please. If it's possible. If not, I'm going to try to find a way to do it faster.

14:53Speaker 4

It would be August if you gave him two months. Yeah, beyond the 30 days.

15:01Speaker 6

OK. Board, any questions? No.

15:13Speaker 4

I will make a motion that we give Mr. Montano two months until the August meeting, whatever that date is.

15:22Speaker 6

So the actual two-month extension would be the first meeting, then the plan commission meeting on the 13th.

15:28Speaker 4

That would be fine.

15:28Speaker 6

So August 13th. August 13th. All right, is there a second?

15:35Speaker 3

I'll second it.

15:38Speaker 6

All right. Anything else? We're not done yet, so we have to vote on it. Anything else from the board, discussion-wise, questions?

15:47 – 16:03Speaker 3

My question is, is the client here, or is the property owner here, clear about the fact that we're not asking for a remodel of a house? We just want to clean up the outside. Just clean up the yard, yeah. We want to clean up the outside. Okay, yes. We want to make that very presentable, as your neighbors are.

16:03Speaker 8

Yes, I understand.

16:05Speaker 3

Okay, thank you.

16:09Speaker 6

Okay. So we would require you to come back that night if it's not resolved.

16:18Speaker 9

August 13th.

16:19 – 16:32Speaker 6

If it's taken care of with the building inspector prior to that night, you wouldn't have to come back to that meeting. But if it's not done, we would require you to come back on that night to this meeting to address us and discuss it once further at that point.

16:32Speaker 9

Okay, that's fine.

16:34 – 16:45Speaker 6

Just realize though, once we vote on this and if we approve this, Generally speaking, we don't give more. More chance, yes. Generally speaking, at that point, it turns into a citation that can be really expensive.

16:45Speaker 9

Yeah, I got told how much it is. Okay. No need for that.

16:50Speaker 7

Yeah, yeah. Okay. All right, any other discussion? Does he understand that he has to call the building inspector to get it?

16:57Speaker 9

To get it approved, yes. Okay.

17:00 – 17:19Speaker 6

That's in the letter you have there, right? Yes. Okay. All right. All those in favor of approving the extension for Mr. Montano, giving him until August 13th, say aye. Aye. Anyone opposed? Okay. That's been approved, sir. So get it squared away before August 13th and get the building inspector out there prior to that, okay? All right.

17:19Speaker 9

Thank you very much. Thank you. Have a good day.

17:23 – 18:25Speaker 6

All right, letter B, consideration of contract renewal with GFL, the presentation we had at the last meeting, or to go to the RFP process with Waukesha County to seek bids from multiple sources for the services. Giving you two weeks, I guess, to decide on which way, because it sounded like the board was, each person was a bit... one way or the other on the topic. If we wanted to just go straight to a renewal or taking this to the RFP process, obviously GFL with Tyler or Travis? Justin. Justin. I got other names in my mind. Sorry. That was close. Right alphabet. That's nowhere near close, Bob. I was trying to be nice. Well, thank you. All right, so he obviously gave us the presentation and indicated they would bid on it if we go to RFP, but we risk that their new bid comes in at a different amount than the current one.

18:27Speaker 7

How much more, Chad? How much higher is their current offer than what we've had in the past?

18:32Speaker 6

I don't have my notes from the last being in front of me, but I want to say it was like 2.8%, if I remember right. 2.4 or 2.8. Just under 3%.

18:38Speaker 8

And that's what it's been consistently year to year.

18:42Speaker 7

Yeah, I guess I was trying to get to that point where it's normal.

18:47 – 18:58Speaker 6

It's that, but admittedly, though, there is a new fuel surcharge fee, so it technically is more than the 2.8 based on... I'm not being added on.

18:58Speaker 7

My feeling is though I think anybody else comes in is going to want to surcharge on fuel right now too. I think that's pretty standard.

19:04 – 19:26Speaker 3

I've had experience with these situations as far as industry by industry back in the days when we were implementing it and everyone in the business and the paper business that we were at all went to that. So it's not like somebody is going to eat it necessarily. I, unless they want to, but, generally speaking, that is what happens is that it ultimately is charged or put in someplace. Yeah.

19:26 – 20:11Speaker 7

I think every business does that nowadays. So I'll be, I'll tell you what I've been thinking for the past two weeks is that if we're been, as far as I'm concerned, I have not had a lot of complaints called to me. I don't know if the office here has or not, if it's excessive or not, but I don't want to put this out to forbids to the, to the County, uh, and end up we cancel this one. Now they come in with higher bids. This bid, GFL, whatever, they can add, they can go up from what we're at now. And if we got a solid bid now and a solid price and it's only gonna go up 2.8% like everybody's doing, I think we oughta take this offer and move on.

20:12Speaker 6

Okay, are you making a motion? Or are you just giving us opinions?

20:20Speaker 7

I will make a motion to accept this, I guess for discussion purposes we can still do that.

20:25Speaker 6

All right, so you're making a motion to renew the current contract that was presented to us with GFL.

20:32Speaker 4

Correct. I'll second it.

20:36 – 21:14Speaker 3

All right, discussion on that. I think we've had a pretty smooth operation as far as their transition from one owner to another. and they made a great presentation two weeks ago as far as what it was, and I took that into account, and I think we've got a representative there that is very responsive to what our needs are going to be, and I feel from that standpoint, and given the fact that it's only 2.8%, which is what all major contracts that I have been watching in the tax court area have been going up, I think it's a very fair bid, and I think that we should renew it.

21:15 – 21:42Speaker 6

Okay, there is one, I guess, clarification to this. So we had, I guess, two versions of the contract, one being to renew it as is with the current level of services, but the other was to drop off the yard waste portion so that we can look into that further on what we're doing for that moving forward. So are you looking the motion to be for everything or to be just the garbage portion with recycling and not the yard waste dumpsters?

21:43Speaker 7

Do we have somebody that's certified interested in doing it all? Well, we haven't put that up to bid, but we could do that.

21:50Speaker 6

And there's still the opportunity from what we've had in previous discussions on that topic of just altering the program altogether.

21:59 – 22:17Speaker 7

So if we don't include that we have that leave that option out there to do something the way that we have this They separate it for us so we can come back and make a separate contract specific to that I would do you want me not to change my motion to yeah, that's the first clarify just to clarify. Yeah, I will take the leave the Yard waste off of it.

22:17 – 23:26Speaker 6

Okay, so strictly garbage and recycling collection. Yes. Okay I'll still second it. Okay Okay, other discussion? Okay. All those in favor of approving the renewal for GFL for garbage and recycling services not to include the yard waste at this time, say aye. Aye. Anyone opposed? All right, that carries. Up next is a discussion on the fire department purchase for the 2025 Ford F550 Ambulance, the package including graphics and lighting and all the upfitting work that needs to be done to that. Chief, do you have anything you want to add, discuss? Sounds like a no from the back of the room. This is, as we've talked about in the last couple years, this has been sitting on order waiting for a delivery I think before I was on the board, so it's been like three years at least.

23:27Speaker 7

I think it was on when I first got on, so that's been a long time.

23:29Speaker 6

Yeah, we got the other one last year. We took delivery of it, or two at the time. The prior board did.

23:35Speaker 7

I think it's a COVID baby.

23:36 – 23:59Speaker 6

It was back to my first year on as president, I believe. This is budgeted through funding as part of our loan for the year. because it was not previously funded by the fire board when they ordered it. And this is within the budgeted amount for that. So discussion or a motion?

24:01Speaker 2

If we purchase this, when does it come in then?

24:03Speaker 7

Well, we've already purchased it. I guess it's approving technically, right? I guess it's delivered this year. Is it here yet? Joe? It's coming in a few weeks. A couple weeks?

24:14Speaker 2

Yeah, the owner of the company came up.

24:18Speaker 6

If we don't have you at the microphone, the audience on the internet will complain. See, I did get you up here.

24:29 – 25:05Speaker 5

Good evening. Yeah, it's a mirrored ambulance, just like the one we did get last year. Very identical in every way. The owner of the company came out, I believe, last week or two weeks ago, just to look over some things and talk to us a little bit. The final inspection will be going out to them in Sterling, Illinois. probably within two weeks, I would say, to do the final. And after that, they make the small adjustments and tweaks and then pretty much set us up for delivery. But then from that point, we go get it transferred over and then signed. So it takes a few more weeks after that to get it in service.

25:05Speaker 6

So realistically, you'd be on the road probably July?

25:09Speaker 5

Yeah, realistically, probably mid to end of July, yeah. So...

25:15Speaker 6

Okay. Looks like the upfitting beyond the purchase of it's pretty minimal. Just moving equipment over from the existing and then standard decal package.

25:24 – 25:38Speaker 4

Yep. I will make a motion that we approve the purchase of this ambulance at the price of $287,475. It will be a combined total of $295 that's in the agenda because of the other added costs.

25:43Speaker 6

Yeah, correct I'll second it Roger you can talk now

26:11Speaker 3

540, 550, 454. And miles on this, how many miles are on this?

26:17Speaker 5

For whatever it takes to get from Sterling to here.

26:23Speaker 3

It's just been sitting there.

26:24 – 26:46Speaker 5

Well, it's on the production, so they've been mounting and kind of all hands on deck for us, getting everything situated on their end. So it's been in production for a while, but we get updates with pitchers and stuff, so he's been pretty transparent with us on the process and how things are going, so he's been a very good vendor for us.

26:47 – 27:11Speaker 6

Companies like this will buy 15 chassis at a time, and they just say they build one as it comes. Oh, I see. This isn't us buying a used one and doing stuff to it. It's a brand new vehicle. It's not a 4x4, is it? No, I don't think so. It's a 4x4. It shouldn't be. Well, it does say that. It is. That's what it says in the package. It shouldn't be. It says 2025F, a 550 4x4 in their package.

27:11Speaker 4

Is the one you got now a 4x4?

27:13Speaker 5

It should be the exact same one. I don't think it was. I'll have to double check on that.

27:19Speaker 4

I would. I don't know why we need a 4x4 ambulance. Well, it's two laps.

27:25Speaker 6

If that's what we ordered, that's what we ordered. I don't think that's what we ordered.

27:37 – 27:57Speaker 5

Traditionally, they're not. I would imagine this one isn't. I think it's just sometimes they have, what do you want to call it? No, just, you know, I guess specifics they use just over and over again. I don't know why they would have that in there, but I can clarify and double check.

28:00 – 28:38Speaker 6

Okay. Any other discussion? Okay, all those in favor of approving the ambulance package with upfitting for the $295,000 amount that was discussed, say aye. Aye. Anyone opposed? That carries. Up next then, thank you, is fireworks permit request for Fox River Christian Church for June 24 of 2026. Standard request from the church every year for this. They have a big... event outside that night each year.

28:42Speaker 7

I will move to approve the fireworks permit for Fox River Christian Church.

28:47 – 30:03Speaker 6

I will second it. Any discussion? All right. All those in favor of approving the fireworks permits for June 24 for Fox River Christian Church, say aye. Aye. Anyone opposed? That carries. Up next. All right. As was mentioned in the public comment section, we are a little late on recognizing our clerks this year. The official national week for Clerk's Week, as it's noted in the packet, was May 3rd to the 9th of this month. There is a proclamation that's in the packet that you guys have in front of you. Designated as such and I guess to echo Sandy's words earlier, Chris and Beth do a hell of a lot of work for us for this community. Day in and day out trying to get things accomplished and moving forward we have a small staff here for this entire village government and appreciate the work that they do.

30:04 – 30:32Speaker 7

I'm going to reiterate what he said about not having them when they're not here. I was firsthand here when we didn't have them. And he was exactly right. It's chaos when we don't have a clerk in the office. So yeah, hats off to our clerks. They stayed, I guess. That's my big thing, because I went through four of them. I think three or four at one time. So I'm beginning to think it was me. But it's great. I'm glad they were here. They do a great job.

30:32Speaker 8

They very much enjoy the job.

30:36Speaker 2

Yeah, they stamped out a lot of fires so our phones don't ring.

30:43 – 30:55Speaker 3

They are a very good group, but a fair group to our constituents. And that keeps our phones to your point, Bob, from ringing.

30:58Speaker 4

Okay. Anything else? I echo everything everybody said. When you need something, you go to Chris. She can get it for you. So I think she's been doing a great job.

31:08 – 31:20Speaker 7

The old joke was always the clerk is what really runs the town, so. Sorry, Chair. Yeah, the president's just the face. Sorry, President. It's not a town. Okay. The president's just the face. Is Mr. Ziegler out of order? Is he out of order? I said it was a joke. I didn't mean to call it.

31:33 – 31:44Speaker 6

All righty. All that's left already by that point now, it looks like, is paying of the bills. The amount this week is $55,227.41. I'll make a motion to pay the bills in on a $55,227.41.

31:47Speaker 7

I'll second that motion. Discussion? So moved.

31:56Speaker 6

Okay. All those in favor of paying the bills in that amount as stated, say aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye. Aye.
