All right, so I'm going to call this Friday, June 26, 2026, meeting of the Joint Review Board to order. Roll call. All members are present except for Darren Clark. First up, public comment. Is there anyone here for public comment? There's no one in this room. All right, approval of minutes. Is there a motion to approve the minutes from last year?

0:29Speaker 1

I'll make that motion. Thank you. Is there a second?

0:37Speaker 2

All second. All those in favor, say aye. Aye.

0:43Speaker 2

All right. All those opposed? No one. All right. The minutes pass. Next up, we have our single business item review of the City of Waukesha Annual TIP Report. We'll let you go.

1:14 – 3:42Speaker 4

Everybody see this on their screens? All right, I'm not gonna go over the whole report that was attached to the agenda, but just wanted to go over kind of an overview and a couple of highlights of activity in the districts. So 2025, we had 14 active districts shown on the map over here. In this April, we closed TID 13. That had a base value of $314,000, but the incremental values at closure, the increment was $7,819,100. So that district is now closed. That was the only termination we had for this year, for that year. So moving on, This is TID 12, this is the corporate park. There's only one additional, one lot left in here, but this was a big one, KDV Label, they're a local business. We're able to consolidate all their operations into a site in TID 12. The value of that is over $12 million, and that was completed and opened this year. TID 17, the cobblestone completed their construction. They opened in May, and then the corresponding restaurant I think opens today officially. Yesterday. Yesterday, okay. So that's open to the value on that. The guaranteed value on that is $9.75 million. TIG 21 is doing a 52,000 square foot addition. Picture's not that great because they have a fence around it, but we're trying to capture the new building. It's kind of the blue building off to the left on the picture behind the pond. It's still under construction, but that one's moving forward. TID 27, this is the old Fox Run shopping center. There was a parcel adjacent to the first phase of the Dennett Fox Run. They broke ground, I think, two weeks ago on a 63-unit apartment building. That building, in addition to the residential units, will have some additional amenities that both the people in this building and the people at the the residents of the adjacent apartments to the west can utilize. That one's got a minimum guaranteed value of population of 12.6 million.

3:44Speaker 3

I have a question about that. The Ascension Hospital that's there, does that have a guaranteed value as well, or is that correct? Yes. Okay.

3:53 – 4:16Speaker 4

Yeah, and when we did the amendment for, or when we did the developer agreement for this, we kept, made sure that that guaranteed value is still on there. So we are getting the guaranteed value on that ascension. I don't think I have the number in front of me, but they are paying that, even though it's mostly vacant. Is that for sale?

4:17Speaker 1

No, it's not for sale. It's under lease. I don't know how long the lease goes, but the developer owns it, and it's leased to Ascension.

4:32 – 5:10Speaker 4

And that's kind of the main activity in our open districts right now. We've got a few other projects that we're just kind of waiting to get. to get going on there. They've been approved, just kind of waiting for them to move forward. So I just kind of have an overview of the open districts we have and, you know, current value, incremental value, and when the year created and then the final year that we can incur costs and then when the maximum life of those is. So I don't know if there's any questions overall on any of these. or on any other of the things we went over in the slides.

5:13Speaker 3

I don't have any questions.

5:15 – 5:30Speaker 2

Yeah. All right. Well, if there are no questions, I was like, all right, we're moving right along. No questions. Are there any communications or referrals?

5:30 – 5:42Speaker 1

Just one thing we would mention, we may have one or two TID creations before the end of the year, so we'll be in touch as we get those lined up, but just wanted to make you aware of that.

5:45Speaker 2

All right. If there are no other communications or referrals or any objections, we are adjourned. Thanks, everybody. Thank you.
