Alright. It is 06:00. So we will call to order the Monday, 04/27/2026 meeting of the ordinance and licensing committee. Three members of the committee are present with Jim Everett missing or absent. So we do have a quorum.

0:24 – 0:59Speaker 1

Is anyone here for public comment? Alright. Seeing no one here for public comment, we will move on to approval of the minutes. Do any of the committee members have any concerns or objections to the minutes as they are presented? Seeing no concerns, we will consider the minutes from our 04/13/2026 meeting approved by unanimous consent. Moving on to invited bartender applications. First up, we have Paul Spurke. Paul, are you here?

1:00 – 1:30Speaker 1

Come on up, please. Sure. Thanks for coming. Sure. So you're here because of a couple of offenses on your record around alcohol in the past. Looks like it has been quite a while ago. So I assume that's all behind you. Have you ever been a bartender in Wisconsin before? No. It's been the

1:30Speaker 2

first time. I'm just trying to make some extra money and stuff like that, pick up some hours and a little extra cash.

1:36Speaker 1

Okay, fair enough. And have you completed the responsible server course? You checked no on the application, so

1:41Speaker 2

Oh, no, I have. Yes, sir. Okay. Thank

2:01Speaker 1

You have checked here that you have been convicted of a felony. Which can you tell us when that was?

2:09 – 2:27Speaker 2

Yeah. My felonies were back in, I think, 2006. It's over twenty years ago. So I have, grand theft auto, forgery, and escape. So yeah. Okay. But like you said, that was all in the past.

2:28Speaker 1

Yeah. It looks like it's been about twenty years.

2:30 – 2:42Speaker 2

Yeah. I've had nothing since. I've paid my my debt to society. You I did six years in in prison. So, I mean, I I paid my debt plenty. So and I don't plan on doing that again.

2:42Speaker 1

So Okay. Thank you. Yes, sir. Any Yes. Yes.

2:48Speaker 4

You said six years that you you were in prison, so

2:51Speaker 2

you were around I was released in 2010. Yes. Any

3:02Speaker 1

other questions from the committee members? Any of you want to make a motion?

3:13 – 3:28Speaker 5

Paul? Brian? The application as you noted the box is checked for no on the responsible beverage server course. And you say that you did complete it. So you will have to provide the certificate or

3:28Speaker 2

the I believe I have it on my phone. It's probably in my email.

3:31Speaker 5

Yeah. You'll need to get that, a copy of that to the clerk's office.

3:35Speaker 1

Sure. Yes, sir. Yeah. Thanks, Brian. I was gonna mention that at some point but yes. Provided before they'll issue the

3:42Speaker 2

Yeah. I I I did complete it and I do have a I know I do have a email from them saying that it was a completion.

3:49Speaker 1

Okay. Yes, sir. Thank you. Yeah.

3:54Speaker 6

Make a motion to approve the license.

3:58 – 4:11Speaker 1

Alright. We have a motion to approve the bartender's application for Paul Spurke. Motion Motion by Alderperson Manion, seconded by Alderperson Wiggerson. For what it's worth, I agree. Right?

4:11 – 4:28Speaker 1

It's a long looks like a rough time, but it was a fairly long time ago and you've been pretty clean since. So I appreciate that. So I don't see any concerns here. So for the committee members, you can vote when it's before you. We're good.

4:31 – 5:11Speaker 1

All right. And that passes unanimously. So this will this is just a recommendation to the common council. Our next common council meeting is May 5. So that will be on our consent agenda there, which means typically we do not talk about those. They just kinda go through on approval. You are more than welcome to come and be present in case someone on the council does want to discuss your record. It is a longer record, so it might be worthwhile for you to show up Of course. If you're available on that day. Yes, sir. But you might not need to be need to be here, but I appreciate you coming in and talking to us tonight. Of course, sir. Alright.

5:11Speaker 2

Who do I give that information to that that completed that server course?

5:17Speaker 1

If you have, I would say you could email it to the clerk's office. You should have they should have emailed you about today.

5:26Speaker 1

come into this, you should just be able to email back. Correct, Molly?

5:29Speaker 2

I'll just sit in the back and I'll just make sure I get it to you.

5:32Speaker 3

Okay. Perfect. Thank you.

5:34Speaker 2

Thank you very much. Thank you.

5:41 – 5:56Speaker 1

on, we have Kayla Marie Sutton. Kayla, good evening. So you're Kayla, you must be the agent? The

5:56Speaker 8

agent, yes.

5:57Speaker 1

Could you state your name please and your well, that you're the agent.

6:01Speaker 8

Andrew Iwanski, I w a n s k I, agent in the picture.

6:05Speaker 1

Okay, thank you.

6:06Speaker 9

you say his last name? Okay. I was wondering if that's how he said his last name. I could never say it.

6:22 – 6:36Speaker 1

So you do have a couple of alcohol related things on here. Guess, Andrew, were you aware of these? Yes. Before Kayla applied. How long has Kayla been working for you at QuickTrip? About

6:39Speaker 8

three or four years at our store.

6:41Speaker 1

Okay. What's driving the decision for a bartender license now?

6:45Speaker 8

I mean, just trying to get all my coworkers to have it. And I know that she's definitely gone down the right path now since all of her incidents.

6:54 – 7:05Speaker 1

Kayla, can you talk a little bit about what you've done to get going down the right path? I mean, this looks like I guess it's two, right? With the latest being about two years ago.

7:06Speaker 9

It's about three years because it was 04/19/2023 and it's 2026 now.

7:11Speaker 1

Oh, yep. Thank you. Reading the wrong thing.

7:14 – 7:45Speaker 9

I just celebrated my three years. So I went through a adult and teen challenge program for a year, which is the complete absence of all narcotics at anything that is like destroying your body and your health and all that. And then I just I I just keep like, I just talk to them regularly if I'm having problems or whatever else. I mean, I haven't wanted to go back. I saw what it destroyed my family and me, and I don't ever wanna go back to that.

7:47 – 8:00Speaker 1

Okay. Thank you. Any questions from the committee members? Have you ever held a bartender's license before?

8:01 – 8:24Speaker 1

No, First time. Okay. Thank you. Maureen, Dan, questions?

8:36 – 9:03Speaker 1

Given that it has been three years since your last and about ten years since your prior one, I generally assume nobody's doing this for nobody's trying to be a bartender for nefarious purposes. And when you say you've cleaned up, tend to take you at your word for that until you make a mistake. So that being said, I will make a motion to approve your application.

9:04Speaker 9

And Thank with

9:04Speaker 1

a second, we can vote on it.

9:08Speaker 2

I'll second that motion.

9:10 – 9:53Speaker 1

Alright. So we have a motion to approve the bartender's license for Kayla Marie Sutton. Motion by myself, seconded by alderperson Manion. And for the committee members, you can vote when it's before you. Okay. That also passes unanimously. I'll tell you the same thing I told the previous applicant. Not all council member Well, so this will go to our council meeting on May 5. This is just a recommendation to the council that they approve your application. It'll be on our consent agenda, given that you have two offenses in the last ten years.

9:54 – 10:14Speaker 1

If you're available, it might be worthwhile for you to show up in case there are questions from the other council members and they want to talk about your application and whether you're someone who should have a bartender's license. So if you're available, it might be worthwhile for you to be here, but you're not required to be. There's a chance it'll go through and no one will ask and you'll get called by the clerk's office the next day.

10:14Speaker 9

Okay? Sounds good. Thank you.

10:15Speaker 3

Thank you. You. Have a nice night.

10:17Speaker 9

Thank you. Too.

10:21Speaker 1

Moving on, we have Anthony Zukauskas. Anthony

10:31Speaker 1

All right. Not seeing anybody stand up for Anthony. This is his third invite.

10:57Speaker 2

and just a note it would be a motion to approve the denial.

11:09Speaker 1

ahead, please.

11:13 – 11:26Speaker 6

Given that this is his third invite and he is not shown for the committee, I will make a motion to approve the denial of the license for Anthony Zekauskas.

11:29Speaker 1

Alright. We have a motion by alderperson Manion, seconded by alderperson Wiggerson to approve the denial of the bartender's license for Anthony Zekauskas.

11:39Speaker 4

So yes vote is

11:42Speaker 1

Yes. A yes vote is yes vote means he will not get his license or it will be recommended that he do not get a license.

12:14Speaker 2

Alderson Wigderson.

12:22 – 12:50Speaker 1

All right. That is approved unanimously. All right. Moving on. Invited other applications. First up, we have BBs on Main, Brooke Petty. Hi. Brooke. So you're in here for a renewal of your class b beer and liquor combo.

12:51Speaker 1

You're here. You're invited because you you got

12:59Speaker 11

stung at the sting.

13:03Speaker 3

Yeah, there we go.

13:07Speaker 1

I guess, do you have any comment on that? Yes.

13:09 – 13:49Speaker 11

So after this happened, so we have like the ID scanners, like the really nice ones. We were using them three days a week because I have bouncers on each door, Thursday, Friday, Saturday. And then they were out all the time, but they weren't always used all the time besides those days. So I had basically a course with my bartenders how to use those because they are stupid proof. You scan it, and it will tell you a big red no comes up if it's not right. If it's a fake, if it's the wrong birthday. So we had a crash course with that. So everyone now is using it 100% of the time, not just the bouncers anymore.

13:50 – 14:10Speaker 1

Okay. Thank you. Any questions from the committee? No. Alright. I will make a motion to approve the Class B beer and liquor combo license for BB's on Main.

14:11Speaker 2

I'll second the motion. Alright.

14:14 – 14:25Speaker 1

So we have a motion to approve the application motion by myself, seconded by alderperson Manion. Committee members, you can vote when it's for you.

14:39Speaker 1

right, that passes unanimously.

14:41 – 14:54Speaker 1

Thanks for coming in Brooke. Moving on, we have Brinker Restaurant Corporation, Matthew Fitzgerald. This is Chili's Bar and Grill.

14:59Speaker 2

Good evening.

15:00Speaker 1

Good evening. Which is Matthew?

15:03Speaker 3

Matthew Fitzgerald.

15:04Speaker 1

Matthew. Alright. And you are? I'm Tyson Beck,

15:06Speaker 7

the managing partner of the restaurant.

15:07 – 15:38Speaker 1

Okay. Thank you. You are both in here because you actually have two compliance failures. One was from, I believe it was December 2024, and one was from September 2025. Correct. I guess what happened and what are you guys doing about it?

15:39 – 16:04Speaker 7

So on the the most recent the last failed sting, our team member had had the ID, had asked the gentleman if he was 21. He said yes. And we found out afterwards when Adam was a the team member, when he looked at the ID, he did not look at the correct date. He looked at the the issue date, but not the birth date. So he was he got confused regardless.

16:04 – 16:37Speaker 7

So he, as our policy, is anybody that served on that serves anyone on our 21 gets term, so he's no longer with us. We've worked a lot with our both of our bartenders and our team members on how to properly, you know, read an ID as far as, you know, birthdays and stuff like they have, where the years on the top or the the where the dashes is the year that they're born and etcetera. We also have the ID guidebook and then anybody who's 30 or under. Or if it's an out of state ID, typically our team members will come and get their managers and then we'll check we'll validate the IDs as well.

16:38Speaker 1

You guys have any ID scanners or it's just all

16:41Speaker 7

It's just manual. Have we do have the that's an ID book that comes

16:46Speaker 8

exactly where we

16:47Speaker 2

from corporate, I believe.

16:48Speaker 1

Yeah. Got it from corporate.

16:49 – 17:04Speaker 7

But it's got all 50 states in there. That's a a reference book that we have inside the cabinet of our bar. We have it like easy accessible in case because we got Carroll College near us, so we've had students with Nevada licenses, Idaho, Florida, a lot of Illinois too.

17:04Speaker 1

Yeah. Any questions from the committee members?

17:17 – 17:30Speaker 6

Actually I was gonna ask Brian, what's the threshold for when we can seek penalty? Is it three failed compliance checks within a two year period?

17:33 – 18:11Speaker 5

No, it's two failures in a one year period. Okay. When you're talking about renewals, you can refuse to renew a license for any violation of chapter nine or chapter 125, but that one in particular serving under aged requires two failures within a one year period and then you can use that as a basis to refuse to renew or revoke or suspend even. That's the one exception. All of the others do not require two strikes within a one year period.

18:13Speaker 5

that of course is the nuclear option.

18:18 – 18:54Speaker 5

what you want to see in these cases is some evidence that, I mean largely it's a management and training problem. It's the initial training and then it's the supervision. So what you're looking for is evidence that the management is on top of it and is properly instructing and supervising their employees. And it sounds like in this case they reacted by terminating one of them. I know there was two separate individuals. Okay. Well, it would be my opinion that that's what you're looking for.

18:55 – 19:15Speaker 6

Yeah. I I wasn't suggesting that we take that action. I just wanted clarification on whether they met that threshold or not and a reminder of what that threshold was for the Right. For the record. So with that, willing to make a motion to approve the license for Chili's.

19:19 – 19:48Speaker 1

All right. I know second. Second that motion to approve. So we have a motion to approve the renewal of the Class B beer and liquor combo license for Brinker Restaurant Corporation Chili's. Motion by Alderson Mannion, seconded by myself. Many members can vote when it's before you. That passes unanimously. Thank Thank you guys for coming in.

19:48Speaker 3

She'll be back on the fifth as well?

19:52 – 20:15Speaker 1

You're certainly welcome to show up on the fifth. If you're concerned, like I said, this was unanimous, so it'll show up on our consent agenda. Any members of the council can see that and say, Hey, I want to talk about it. You have at least three council members who have heard your story and agree with your assessment that you're doing something about it. So you're welcome to show up, but certainly not required.

20:15Speaker 3

Appreciate that. Thank you so much.

20:17 – 20:32Speaker 1

Thank you both. Up next, we have Hannon's Fine Food and Cocktails, Mark Hannon. Good evening.

20:32Speaker 3

Hi, I'm Mark Hannon from Hannon's.

20:35 – 20:52Speaker 1

Thanks for coming in. I believe you are here for the same issue. September, you have a failed compliance check. Could you tell us about what happened and what you've done

20:52 – 21:21Speaker 3

about it? Well, she was new and apparently she made a mistake. She was very upset about it. We sat down and talked about it and I deal with an older clientele and we very rarely have to deal with this but we have talked about it and we have straightened it out and there's been no problems ever since. Okay.

21:30Speaker 1

Any questions from the committee members?

21:32Speaker 4

We do not have the

21:33Speaker 9

scanner right?

21:41Speaker 4

You said your clientele is specifically older? Yes.

22:10Speaker 1

Have you had any previous compliance checks? I don't recall seeing you in here before. Is this the first one in a while or

22:15Speaker 3

In a quite a while. Yes.

22:16 – 22:31Speaker 1

Okay. Thank you. I know I've seen some other agents in here multiple times. Tom, any other concerns? Questions from the committee? No. Okay.

22:34Speaker 4

will make a motion to approve.

22:37Speaker 6

I'll second the motion.

22:39 – 23:10Speaker 1

Thank you both. We have a motion to approve the Class B beer and liquor combo license for Hannon's Incorporated motion by Alderperson Wiggerson, seconded by Alderperson Manion. You guys both vote. Oh, there it is.

23:11 – 23:26Speaker 1

That passes unanimously. So same story as the others, right? It'll be on our council meeting, May 5. Welcome to attend, certainly not required. You'll be contacted by the clerk's office afterwards.

23:27Speaker 3

Okay, thank you very much. All

23:32 – 23:43Speaker 1

right. Moving on, we have Quick Trip. Andrew, come on back up. Hello again. Hello again.

23:45Speaker 8

Nope. Same location. So

23:54Speaker 1

this is again compliance.

24:14Speaker 1

Will, can you tell us what happened?

24:15Speaker 8

Is this for the one back last year?

24:18Speaker 1

Sorry. Yeah. 09/24/2025.

24:22 – 24:43Speaker 8

It was just a newer coworker and our policy is to ID anyone who looks 30 or younger and we scan it or enter the birthday in and just being a new coworker, just I don't bad judgment, didn't ID. So Like we had Kayla up here, just using it as a teaching tool to get more people to take the alcohol license, and we talk about it at every meeting.

24:45Speaker 1

Okay. So the person didn't I supposed to scan everybody and they didn't scan?

24:53Speaker 8

Anyone who looks under 30 were supposed to, yeah, take the ID scan and he did not. Okay.

25:07Speaker 1

Questions from the committee members?

25:12 – 25:26Speaker 6

So I guess what's QuickTrip's policy in that situation? What happens to the employee and what happens operationally to address that and ensure that it doesn't happen again?

25:26 – 26:05Speaker 8

Yeah. So for a first offense, they get a three day suspension and then a second and that continues a one year rolling period. The second offense would be I think it's a five day suspension and the third one is termination within a year. So I mean, I just I know for me personally as a manager, I just try to talk about it as much as possible. We have every month a coworker assigned, visits every store kind of just undercover and does ID checks. So we try to stay on top of it and just talk about it as much as possible. But policies 30 or under you should be IDing and scanning.

26:09Speaker 4

Okay. I'll make a motion to approve.

26:13Speaker 6

And I'll second.

26:15Speaker 1

Okay. Both the cigarette and alcohol?

26:25 – 26:46Speaker 1

Trying Brian's here. I don't wanna get to see all that for not following the rules. So we have a motion to approve the cigarette retail license and Class A beer and cider license for Kwik Trip Incorporated. Motion by Alderperson Wiggerson, seconded by Alderperson Manion. Vote when it's before you.

26:51 – 27:04Speaker 1

That passes unanimously. Council May 5, don't expect any issues. You're welcome to come if you want. Otherwise, you'll hear from them, hear from the clerk's office afterwards.

27:04Speaker 8

All right, perfect. Thank you, guys. Thank you, Andrew.

27:05Speaker 4

You have a great day.

27:09Speaker 1

Moving on, we have Waxed Candle Company LLC.

27:21Speaker 10

You're John? Yep, John Lersch.

27:23Speaker 1

Okay. And so you own Wax Candle Company and Wax Vinyl Music?

27:29 – 27:44Speaker 10

Yes. So the wax candle company we're seeking for the wine only. So essentially, we make candles there. People come in. It's usually a class. It takes about an hour and a half and they're always requesting wine to drink there.

27:47Speaker 1

Sounds like a thing that would happen.

27:48Speaker 7

Yeah, right.

27:53Speaker 1

And you're just opening up and or you've been open for a while and you're

27:57Speaker 3

excited to add?

27:58 – 28:22Speaker 10

Yes. So we kind of right after we opened about six months after we first opened a year ago, we decided to start opening up the Vinyl Lounge, which would be right next door. So we're kind of pushing the licenses through together like we just were waiting to do them both at the same time. And now we're getting to completion of the Vinyl Lounge. So we that's why that's on the docket too, I believe.

28:27Speaker 1

When does that open?

28:28 – 28:39Speaker 10

So we're looking at about the end of May to have some soft openings and then officially the first week in June is the goal.

28:59Speaker 1

Any questions from the committee members?

29:02Speaker 4

I'll make a motion to approve both for the vinyl lounge and the wax candle both together.

29:10Speaker 1

Okay. Brian, any concerns with that?

29:13Speaker 6

No. Second the motion.

29:19 – 29:50Speaker 1

All right. We have a motion to approve Class C wine license for waxed candle company and a reserved Class B beer and liquor combo license for waxed vinyl music lounge. Motion by alderperson Wiggerson, seconded by alderperson Mannion. Committee members can vote once before you. And that passes unanimously.

29:50Speaker 10

Seeing that this is a new license, should we plan to be here on the fifth? Or do you suspect that?

29:57 – 30:08Speaker 1

No, you weren't here for any like particular issue. Just folks who are applying for a new license, we like them to come in to hear a little bit about the business and just kind of nice introduction

30:09Speaker 1

for sure. We hope to never see you again.

30:12Speaker 7

Yes. Except at

30:14Speaker 1

your place of business.

30:15Speaker 7

I agree. Thank

30:17 – 30:43Speaker 1

you. Thank you, John. All right. Moving on to other applications as we move into renewal season. Molly, were there any concerns from clerk's office or any checks on any of these renewal applications?

30:43Speaker 2

No concerns on any of these license applications from the clerk's office.

30:46 – 31:06Speaker 1

Thank you. Brian, any concerns from the city attorney's office? Any concerns from the committee members? All right. I will start the lengthy reading of reading all these off.

31:06 – 33:04Speaker 1

So I will make a motion to approve Sendik's Food Market on Meadowbrook Road Class A beer and liquor retail, Pick n Save three zero eight Class A beer and liquor retail Woodman's Food Market, Class A beer and liquor retail The Rotunda, Class B beer and liquor combo The Hilltop Pub, Class B beer and liquor combo Mom's Kitchen Waukesha Class B beer and liquor combo, Sobelman's Pub and Grill Waukesha Class B beer and liquor combo, Southside Fuzzies Pub and Grill Class B beer and liquor combo, Sunset Bowl, Class B beer and liquor combo, Tofties Table, Class B beer and liquor combo, Spanish Traveler, Class B beer and liquor combo, City News and Video, adult oriented establishment, BB's On Main, amusement games and devices the Hilltop Pub, amusement games and devices Hannon's Fine Food and Cocktails, amusement games and devices Southside Fuzzies Pub and Grill, amusement games and devices Sunset Bowl, amusement games and devices Woodman's Food Market, amusement games and devices, Sunset Bowl, bowling lanes, The Hilltop Pub, Jukebox, Hannon's Fine Food and Cocktails, Jukebox, Southside Fuzzies Pub and Grill, Jukebox, Sunset Bowl, Jukebox, Park Place, MHC, Mobile Home Trailer Park, BB's on Main, pool table coin operated, The Hilltop Pub, pool table coin operated, Hannon's Fine Food and Cocktails, pool table, coin operated Southside Fuzzies Pub and Grill, pool table, coin operated Sunset Bowl, pool table, coin operated One Stop Wonders, secondhand article dealer and Costas Fine Jewelry and Coins, secondhand jewelry dealer.

33:06Speaker 2

Give me one moment. We might have skipped a page.

33:10Speaker 1

Did I? Oh my gosh.

33:14Speaker 2

Yes. Starting at number 20 through 24. If you're missing a page, can give you a copy to read off.

33:19Speaker 1

I am missing a page.

33:20Speaker 2

Alright. That would be why.

33:23 – 33:52Speaker 1

Alright. Thank you, somebody, for keeping an eye out. That's what I get for reading off real paper. All right. Also, Meadowbrook Corner Pump Class A beer and cider Panos Fresh Market Class A beer and cider and Class B Beer Crush LLC extension of premises Magellan's extension of premises BB's On Main Jukebox.

33:55Speaker 2

I'll second the motion.

33:57 – 34:09Speaker 1

Alright. Thank you. I am not reading those again. So hopefully, Brian will forgive me since I made the motion. So we have a motion to approve all of those.

34:10 – 34:44Speaker 1

Motion by myself, seconded by alder Persimannan. Committee members can vote when it's before you. And that is approved unanimously. Moving on to our next agenda point discussion and possible recommendation on AB105 submitted by North Pillar Brewing Company for 2026, Jazz at Cutler Park. Brian, you want to throw in an advertisement for Jazz in the Park? Sure.

34:47Speaker 5

We're going to have delicious beer from North Pillar Brewing Company there.

34:52Speaker 1

Are we actually going to this year?

34:55Speaker 5

To have beer there? Yes. Well, I guess that's up to you right now whether you approve the license.

35:01Speaker 1

Touche. I don't think I made it last year. What did you have beer last year, too?
