0:101

We will call tonight, Monday, March 30, Waukesha Parks, Recreation and Forestry Board to order with roll call.

0:222

Alright. Alderman Camacho? Yep. Eric Hummer? Here. Steve Johnson? Here. Sarah Roth?

0:312

John Schmitz absent. Alderman Wells? Here. Jennifer Wallner? Here. And Erica Yoss is absent. And that completes roll call.

0:40 – 0:571

Great, thank you. Okay, moving right along to public comment. We do not have any public comment this evening, so we will move along to the approval of the minutes from the Waukesha Parks, Recreation and Forestry Board from 02/16/2026.

0:574

Motion to approve.

0:59 – 1:251

Motion by Eric Hummer, second by Alderman Camacho. Any further discussion? Great, we'll take that to a vote. All in favor say aye. Aye. Opposed? And that passes unanimously. Moving on to discussion decision items. Item A, review and possible action on proposed 2026 summer season recreation program fees and charges schedule.

1:26 – 2:015

Alright. Thank you, Jennifer. Spring break has taken the toll on our staff, but we still have the few of the proud, the recreation team. Here tonight to go over the programs. We're real close to getting our activity guide out for the summer. So very important that we take action on these fees and charges that are proposed. I think Gail is leading the show here. And then we got Sheryl and and we got Logan to cover the rest.

2:01 – 2:343

Good evening, everybody. Thank you for being here. So we are very excited to kick off summer, another wonderful summer in the great city of Waukesha. We're going to be offering a total of 635 different program offerings, 457 youth classes, a 126 adult classes, forty two, fifty five and plus classes, and 10 family classes. So, if we turn to, the summer youth development page, we will be offering youth dance.

2:34 – 3:013

This is a contractual agreement with Sandy Keller down, downtown Waukesha. She has, decided to keep her fees the same. So $63 for residents, 80, $8, I should say, $88 for, nonresidents. And then we also partner, with, Tree Climb, which is, Curtis. He does a phenomenal job in our parks.

3:01 – 3:423

He has decided to increase his offerings to keep up with the cost of doing business. So he's going from $52 to $55 for 6% increase. Another great partnership with Dave Goluski. He does phenomenal, work with youth and adult and families with Taekwondo. He has decided to keep things and and fees the same. And then we do offer some preschool programs at our David's Park location. We've been doing this for a number of years. It's a wonderful program, has a great following. We have decided to keep those fees the same. And then, of course, our swim and park play program.

3:42 – 4:253

This is used with community block grant dollars for families that need assistance. We also have a fee based program as well for families that can afford to pay for that class. So we're we're setting those fees at $85 for residents and a $110 for non residents. It's a eight week class. We partner with the Salvation Army, and the kiddos not only get fabulous enrichment, they get a swim lesson by our phenomenal aquatics team, plus they get a really nutritious meal from Salvation Army. So that those are all the fees that I have. I'm gonna turn this over now to Cheryl.

4:30 – 5:100

Programs for this summer. As you can see, we only have increases in our Skyhawks, which again is a contractual program. It takes some prices up a little bit, so we have a 1% increase there. They are offering quite a few additional classes this summer, so things are picking up there. Everything else with the exception of Challenger, which is our soccer camp from the guys that come out from Chicago and do the camp there. So naturally, a little bit of an increase with that one. Bucks held their prices for this year. Same with our golf lessons, prices are being held and the adult leagues that are offered in the fall, which is a softball and the men's softball, those prices are held. So things are looking good.

5:16 – 5:544

Thank you evening everyone. Just kind of go over briefly, majority of programs are seeing continuous enrollment. Majority of the fees are staying the same just with me starting everything until I can further review these items for next year. This is to highlight some specific items. Our three k and four k enrollment are only seeing up. We actually just got back the numbers from the school district. Our four k numbers are also increasing, which is really good. The teachers are super excited to have that ahead of time with probably a few more during that program. Our homeschool programming in for art and PE, both combined classes are still seeing continuous number increases, which is really good. Pricing staying the same.

5:55 – 6:334

Along with our youth enrichment camps, such as tumbling and youth programming, those are also looking very well as well with numbers increasing. Pickleball, everyone's favorite sport, is again, numbers are seeing strong participation including cross planting, low on Buckner sites. Everyone's excited as well for us adding Lowell on Saturdays and also with us for our Prairie Pickball Complex as well. Adult fitness, tai chi, yoga, strength based programs are showing consensus gross as well. Even our Tai Chi program is requesting to have additional classes for next year, but that's under further review.

6:35 – 6:504

As Gala mentioned as well, our adult programming is also doing very well. We're definitely utilizing those grant dollars as much as possible for the CPTB grant. And then any questions on those items before I move on to aquatics?

6:516

I've got a question regarding that the three k and four k Fox Tale preschool.

6:596

If someone is in the Oxnard School District and they're outside the city, do they get the resident fee for that?

7:10 – 7:293

So 4 k is for four k, yes. So that is used with taxpayer dollars from the For school our three k program, that is an independent WPRF program. So they would pay the nonresident rate for that. If they're not a city.

7:296

Four k then?

7:303

It is separate. Yes.

7:313

Yes. Yes. It's a wonderful program. They transitioned very nicely right into four k with us, but it is a separate program.

7:386

Great. Thank you. Yes.

7:414

Any other questions before we move on to

7:436

aquatics? Moving

7:48 – 8:004

on to aquatics and pool fees. Pool programming, we had strong admissions last year in past sales, continue to support our pool operations. Biggest adjustments that we're doing for this year is we reformatted

8:010

Oh, wait. Yes.

8:014

Sorry.

8:041

That's a separate. Yeah, okay, hold on. Remember.

8:115

He's very excited about this.

8:12 – 8:491

That's great. Okay, any questions or discussion? Okay, I will make a motion to approve the 2026 summer season recreation program fees and charges schedule. I'll second. Motion by Jennifer Wallner, second by Sarah Roth. Any further discussion? Sorry. Okay, we'll take that to a vote. All in favor say aye. Aye. Any opposed? Okay, and that passes unanimously. And now back to the review and possible action on proposed 2026 pool program season and fees charges schedule.

8:49 – 9:304

Thank you, Jennifer. As I was saying, we had strong admissions and pass sales, continuous to our pool operations. Biggest adjustments for this year is we reformatted our pool party pricing and cabanas fees. Cabanas are brand new program, which we're very excited for. To my understanding, the structures were delivered today to the main office. But the birthday parties, we've decided to create our basic pool party and then our ultimate pool party package at the Buckner facility. Just kind of based off of how we decide to reformat, I think that's gonna be a big hit this year and be more well utilized. Again, the full operational report was presented back in February. Any other questions on fulls?

9:36 – 9:566

In that private group swimming lessons, I see total enrollment is 22. Is that 22 agencies or 22 people? And aquatic training, private group swimming lessons for childcare agencies.

9:594

Yes. I believe that's only one group with 22 enrollees, but can look further into that and confirm that for you.

10:086

Okay. So it's one agency with 22 enrollees? Correct.

10:134

To my understanding.

10:173

That would make sense because it's $60 an individual. Yeah.

10:246

Okay. What agency is that by the way?

10:294

I'm not sure somebody had

10:30 – 10:413

I'm But this was this used to be Mark Thompson's programming and Logan has just been with us now for a couple of months, which we're so excited to have him on board.

10:416

I was just curious who's taking advantage of that.

10:43 – 11:113

Yeah. Yeah. I know we reach out to a lot of the other childcare providers and and so that number may be yeah. The YMCA sometimes will use our city pools to bring their students. So let's let's dive a little deeper and and get you the correct answer because now looking at it, that that might be actual agencies. Because I know we've we've stepped that up quite a bit. Quite a bit of other programs are using our

11:116

cities for

11:123

field trips and what have you.

11:136

Alright. Thank you.

11:171

I just I know Mark kind of reviewed everything with us in February and I'm just questioning was there any changes to what he presented or this is all

11:284

Pretty much everything is staying the same. The only thing that we kind of changed a little bit was the cabanas but pretty much the pool party and the ultimate pool party package at Buckner is the same.

11:351

Great, okay, thank you. Any additional questions? Okay.

11:426

I'll make a motion to approve.

11:434

I'll second.

11:44 – 12:071

Okay. Motion by Steve Johnson, second by Eric Hummer. Any further discussion? Okay, we'll take it to a vote. All in favor say aye. Aye. Opposed? And that passes unanimously. Great, moving on to item C, review and possible action on proposed revision to aquatic facility group admission application.

12:09 – 12:532

All right. So just one small change with this application form that we have and that is removing the nonrefundable application fee of $50 Ultimately, the only type of cancellations that we really see tend to be weather related. And then we're still issuing that the refund of that $50 So we wanted to remove that as we see a processing fee when refunding that amount, and then it also would help reduce a little bit of staff time as well. So that was the only change that we had on this application.

12:57 – 13:417

Can I suggest that you rework the bullet points a little bit? It kind of seems to jump around from form instructions to things that are I guess rules for using this. I just kind of read it and it it seems like some of these things should be broken out so they're more visible. Okay. You know like there's there's instructions for the form itself and there's like rules governing how this policy is gonna work. And I think if you broke those out, it'd be a little bit clearer just to say, know, the intended uses how to pay seven days in advance versus please read group policies, one adult for every five kids. Yeah, I just think that would clarify a little bit.

13:427

Since we're in there making changes anyway. I'll make a motion to approve.

13:501

Great. I will second. So that's a motion by Alderman Wells and a second by Jennifer Walner. Any further discussion?

13:58 – 14:245

Yeah. I'll just add as far as formatting, that's a good point is we're trying to get all our forms to get away from bullet points because when you do reference, especially like at public meetings, it's bullet point three. It's much better to have A, B, C or one, two, three. So we're trying to systematically eradicate that to make it very plain that number seven is XYZ.

14:247

It's not change that content so I feel like that's something you guys should just be able to do without it being approved or not.

14:304

Administrative.

14:33 – 14:561

Great. Any other further discussion? Okay, we'll take that to a vote. All in favor say aye. Aye. Opposed? And that passes unanimously. Great, moving right along. Board President report, I do not have anything to report for this month. And we're moving along then to director and staff report.

14:57 – 15:155

All right. Adhering to Alderman Camacho's request, her report will be very, very brief. We are extremely busy. As you might suspect, we're heading into the summer season. So working on various plans.

15:15 – 15:555

We had a kickoff meeting with the Park and Recreation System Master Plan, so much more to come with that. And in fact, we have another meeting, a second meeting with consulting firm on that. But again, lots of projects wrapping up and also beginning and we'll spend more time on kind of doing an update once we're a little further along. We just got a list from finance with all the CIP capital, I'm sorry, still calling community investment program. It's going to take me a couple of years I think, to get used to that.

15:55 – 16:255

We just received that from finance department and reviewing carryovers, projects, etcetera. So I think next meeting and a plan on spending a little more time on reviewing where we're at with that. But at this juncture, I think we're in good shape not to get into too much detail. But a lot things to convey and keep the board in the loop. So we definitely want to do that. Mark? Yes.

16:28 – 16:432

You. Thank you. All right. Short and sweet activity guides in production. People should be expecting that in their mailboxes at the end of next week with the following week registration opening up.

16:44 – 17:162

We have been focusing on prepping for concession stands opening up at Saratoga and WRO. We have been working with Civic Plus on a website redesign for our Jamboree website. That is a four, five month process. So we just started that about a month ago. Also been working on getting athletic banners out to complexes for the upcoming athletic season.

17:17 – 17:322

And then from a CIP standpoint, we have cameras and keyless entry being installed at Pebble Creek and Rivers Crossing this week. And that is my report.

17:326

Thank you.

17:365

All right. And while we had the recreation report, would you want to have anything else to add? Beside the programs Very and the

17:45 – 18:093

busy preparing for summer. We are currently working on our community block grants and getting those in for 2027. So that's always exciting. And then for me personally, I'm I am working with the Department of Public Instruction. As as you know, Hawthorne is one of our community learning centers, and that school will be closing at the end of this year.

18:10 – 19:103

So working with the school district of Waukesha collecting data and then petitioning to the Department of Public Instruction, hopefully, we'll be able to get that grant transferred over to Lowell Elementary as it looks like 75% of the current Hawthorne students that are enrolled this year will be moving over to Lowell Elementary. So in talking with our liaison at DPI, it looks like it's a good thing and we shouldn't have any issues. As you know, this is our fourth year, so next year will be the last year of the Community Learning Center grant. At this point, they are not opening up the grant application because of some concerns with the grant being funded at the federal level. So we are currently working with a state representative to see if there's something that maybe at the state level they're gonna be willing to do for before and after school.

19:103

So that's my update. I don't know if anybody else has anything. Sure.

19:19 – 19:560

The men's basketball league winter league has wrapped up. That was with 16 teams that was considered two full leagues there. And, of course, last week, we started our youth soccer league. We have 75 teams registered in that program with probably 74 of those teams filled with kids of 12 players or more. So do your math, talking about 900 kids. Softball and kickball registration is going on through tomorrow. As of this point, when I walked in this meeting, I had 84 teams registered for the adults, and I'm sure that's gonna top 90 close to a 100. So very proud of that because we have staff that works very hard to push that program. Just

19:59 – 20:364

some brief robotics updates. We've already put in our first order for chemicals for the season, so that was kind of fun to do for both facilities. We just completed today our first WSI class, which is water safety instructor structures for the pool. That just got completed today. So we had five people complete that and pass it. Tomorrow starts our first lifeguarding course for the season. I believe we have 12 participants in that class, So super excited to go meet the new candidates for that. And then just working on summer hiring for both facilities at the pool and everything. So but we're already looking at scheduling them when, hopefully, we can start putting water in the pools come early May. So but

20:361

yeah. Great.

20:415

Alright. That concludes our report.

20:431

Great. Well, thanks everyone.

20:446

Yes. Go ahead. Any report or feedback on who is utilizing our Prairie Avenue parking lot?

20:555

No report on that.

20:576

I brought that up last month. The parking lot down by the Wall Diamonds down by

21:045

Right. Right.

21:056

I'm just curious if there's any because there's parking here.

21:110

The fast the baseball South baseball team will start this week. So that will bring cars in there at 03:30 prior to that. I don't

21:216

know No. I mean, I'm talking in the morning. That parking lot is full.

21:276

That's, you know, where you save the wood chips and stuff? Yes. It's been like that every time I've gone past there.

21:385

We haven't any report on it other than what you mentioned. And I mean, we could suspect who's using it.

21:496

Well, I'm sure it's well vol. I mean, construction people have well vol. Yes,

21:57 – 22:345

we haven't had a chance to really dig into that. But with the summer season now that's going to ramp up use of the parking lot and exposure. And on occasion, we do get people that use parking lots that really don't have permission, but kind of take inch. Give it well, we permitted it to any private organization. So those lots are for the park use and in that case primarily for the ball field which stays pretty quiet up until right around this time.

22:356

Yeah. Once South starts practicing, there's not gonna be parking.

22:415

Yeah. So we'll we'll definitely find out, investigate as much as we can and kinda go from

22:486

there. Any

22:521

further discussion? Great. Well, thanks everyone. We are adjourned.

22:573

Enjoy the warm weather. Yes.

22:596

Thank you.
