But they didn't have top ten. You know, they didn't have one of those things high school graduations have. And their speaker was a student speaker. You know, so the student speaker did a nice job. It wasn't anybody, you know, they had some deans say some nice things, but they wanted a teacher speaker. I thought it went really well.
Well, the speaker at this graduation ceremony had an awesome message. Don't drink potions. Really? And he kind of went into life's experiences, not just working. It was hard drinking the potions because you don't know what's in the church. The country will work. He gave a graduation speech at the University of North Carolina. I heard of us two, and I'm proud. Next item, file number 26-0501, Comprehensive Plan Update, Future Land Use Recommendations, City of Washington.
All right, good. Good morning commissioners appreciate your time and flexibility this morning We'll try to make this as short and sweet as possible so you can enjoy your holiday weekend. So the reason why we're here Is because in our comprehensive plan one of the goals outlined is to enhance 5th Street and to make it into a pedestrian friendly Multi-use corridor that serves as a new entrance into our downtown area I believe you all kind of know that And it's no secret that we have a developer that is planning a hotel establishment where the old Cedar Crest Manor nursing home is. And our consultant pointed out that where the developer is planning to build the hotel establishment, IT DOES NOT CONFORM WITH OUR COMPREHENSIVE PLAN BECAUSE THEY POINTED OUT THAT STATE STATUTE STATES THAT NO MISSOURI, THAT NO TIF DEVELOPMENT REDEVELOPMENT PLAN CAN BE ADOPTED UNLESS IT CONFORMS WITH THE CITY'S COMPREHENSIVE PLAN. ONE WAY WE HOPE TO ACCOMPLISH THE GOAL OF ESTABLISHING THE FIFTH STREET CORRIDOR, TURNING IT INTO A RESIDENT PEDESTRIAN-FRIENDLY MULTI-USE CORRIDOR, IS THE USAGE OF TAX INCREMENT FINANCING INCENTIVES AND ESTABLISHING A TIF DISTRICT. SO I'LL SHOW YOU HERE ON THE MAP. AARON BECKMAN KIND OF OUTLINED, IF YOU OPEN OUR COMPREHENSIVE PLAN, YOU CAN SEE CURRENTLY THE SHADED AREA, THE FIFTH STREET CORRIDOR, YOU SEE A LOT OF PINK THERE. And so that is the future use map. And in the lower left-hand corner, what the pink represents is Type 4, the Neighborhood Mixed Use District, which in the upper right-hand corner that you can see underlined in the red, the Type 4 is the Neighborhood Mixed Use District, which only allows for C1 Limited Commercial. Now, somebody had asked at the last planning and zoning meeting, well, what is the current district history corridor? What is the current zoning? This is what our current zoning is. You can see in the blue, in the light blue, a lot of C2 commercial and C3 commercial, which conflicts with what the current future use land map allows. SO WHAT STAFF RECOMMENDATION IS AND WHAT WE'RE ASKING THE PLANNING AND ZONING COMMISSION TO APPROVE IS TO JUST SIMPLY ALLOW IN THE TYPE 4 NEIGHBORHOOD MIXED USE DISTRICT AN ADDITION FOR C2 GENERAL COMMERCIAL USE AS WELL. SO THAT WAY WE CAN APPROVE THE HOTEL DEVELOPMENT FOR THE USAGE OF TAX INCREMENT FINANCING INCENTIVES.
AND THAT WOULD BE THE C2 OVERLAY. CORRECT.
