First up is presentations by the public. Beth, you were up in here first. Beth Bradley on behalf of Our Lady of the Catholic Church.

We have a community building rented for the 27th for a church picnic, and we want permission to have a mass. Just outside, on the south side of the building, in that grass area. We used it last year instead of the bandstand, and it worked out really well.

Yeah, I just washed my truck today, and then it got rained on. All right, you all ready? You all ready, yes. All right, Eric Shepard with the American Legion. Last time I was in here, we had presented the idea about doing a burn pit for our flag retirement ceremonies at the Hill of Heroes. And... And then it was left that we needed to put a lid on that, a locking lid. And we have a design for expanded metal. And we can make that work. We can definitely accommodate that without any problems. Okay.

So that pitch is going to have like sidewalks around it?

I've got the, Kip's got the pictures of it or just a rendering of what it is.

Yeah, I think that's what I can see.

It'll be pretty big. It's a dryer basket off of a wash plant. Oh, right, right. It's like five feet. Yeah, and then we're going to put some pavers around it to make it look nice. It'll go in the ground just a little bit, and that's going to be exclusive for our ceremonies. We wanted to put a plaque out there. for that?

That's what I was just getting ready to say. We probably ought to plaque it so that people know what it is, not trying to say, hey, we want any of your things so we can have a fire out here.

Yeah, that's our plan and our vision for it. And we've already got that big dryer basket donated to us, which is cool because the whole thing's made out of stainless. It's a beast.

And you guys will maintain it, correct, and keep it if something...

If he needs to weenie around it? No, no, no. I'm just saying... The structure itself.

I think one thing I would just be concerned about are people, like kids, jumping on it and jumping off of it. I mean, about how high should maximum height be? I mean, I would be curious about how you're going to put it in the ground.

So the basket itself is sitting ground level. It's probably about three and a half feet. And we planned on... We needed to get a solid foundation, put some firebrick and all that in there. So we're planning on digging that down just a little bit. I would say your maximum height on it is probably going to be somewhere around 2 1⁄2 feet.

Okay. I just wanted what the threshold would be like on a playground equipment, you know, because that would be the equivalent of that, of somebody falling, a child. I'm just thinking of a kid that would break a leg, and then where is that? You know what I'm saying? Right. Fair point. I'm just saying I just think we need to know... a pretty decent number. You know what I'm saying? So I'm not opposed to it. That's what I'm trying to say. I just think we didn't know about how high can we have that just in case somebody would fall off of it.

But if it's two foot, that's about the same as a park bench. If it's two and a half foot, that's three. That's about the same as a park bench.

And it's five foot round.

So if you're going to dig it down, you're going to go down a foot probably, a foot or so to put it in the ground.

Yeah, that's all I would be concerned about is just safety. Because you know what kid's going to get up on that. Sure.

And did you all have a preference on where that would be located around there?

We'll need to get together and kind of meet up there and pinpoint it down. We've got to look at how close it's to things, make sure we can get a mower in between objects and things like that.

I did have one other order of business for you two. uh now this is for the auxiliary but marsha couldn't be here tonight so i'm speaking on behalf of her all three organizations wanted to do a time capsule and they wanted the hill of heroes as a backup location our plan was to put one at the post but we don't know how quite how we're going to accommodate that just yet with all the construction and everything like that so they were looking for a secondary site as a backup if we couldn't do that based on how our the parking lot and all that stuff and it'll have a vault, like a stainless vault. We've already got that. We've got a couple sizes picked out, but we're wanting to put our stuff in it as it pertains to the post and the city and the former officers of the post and challenge coins, ribbons, letters, stuff like that, pictures, something to commemorate us and the Legion and also the VFW too. and they were inquiring as to if we could propose that we use the Hill of Heroes as a secondary site, it would be mounted flush and have a plaque similar to how a veteran's grave would be set up. Like a piece of grant or something like that?

Yeah, I don't know what the details of it are, what it's exactly going to look like, but I got a rough idea. They were just thinking more like, you know, just a plaque like you'd have at the cemetery, but if you all want us to church it up and make it look really good, then just say it. And I'll push them in that direction. Yeah, I'm thinking something of more could just go right over top of it, and it wouldn't be an issue. Just flush mount it with the ground and call it good.

You say you're going to try it at your place first?

Yeah, if we can, our place, if we can pull that off. We've got a lot of unknowns with this construction project because the bomber house is coming down next to us and I've got the contract signed for that and then the plan is to take our existing parking lot and we're going to blow through that retaining wall. We're going to redo all that and do a big L shape around the building. And I don't know how that's going to work foundationally and all that stuff and the way that the parking lot's got to be poured and just where exactly that would go.

Didn't they do America's 250 time capsule this year too?

Yeah, that's at the museum.

The family gave it to the city for a dollar umpteen years ago. The city owned the property and they buried their own there. In my understanding, there's only been one.

Okay. And let me ask, is it possible, have you talked to any of the 250 people? Is there any way to combine? I mean, I'm not, I know you're one, you say all three organizations, you're talking VFW, you're talking about you guys. Just us and VFW. Just you and VFW, yeah.

So we're not getting in on the 250 thing in the museum. We're not going to be involved in that one.

I got you. I kind of agree with Jeff, though, is that if we do that for you and then somebody else wants to put it in our time castle, we are opening ourselves up to have a bunch of plaques.

We've got stipulations now for planting trees and plaques and that kind of stuff, so I don't know where that would fall into that realm. Yeah.

Is there any other place that we could, that we have any places that could do something like that, where we have almost like time castles?

No, it don't matter where you put it, you're still opening yourself up to something. So if you move it somewhere else and you're not worried about opening it, it makes no difference of where you put it.

Okay. My thing is with the new parking lot, that's all going to be concrete. Yeah. And it's going to go right up next to the building. And I don't know about carving out a specific spot for where it's going to be because I don't know quite where everything's going to go. I was working on the grade change. Yeah.

Hey, you're going to do that with the grade changer. Yeah. another consideration. You don't have like a ramp that goes up?

Yeah, it's going to go up.

So there's going to be like a retaining wall that's going to come out so far and then your ramp?

So the retaining wall is going to be on the perimeter of it. That's going to butt up next to the city's parking lot. So you're going to dig all that out. Yeah, and then there's going to be a retaining wall that comes down the side of Napa. So nobody whiskey throttles it into it. Because it's going to be a one-way in, one-way out. If we're going to have those spaces out, I figure I'll get about 40 spaces out of it.

We may be able to put it in a retaining wall.

instead of putting it down on the retaining wall is a little grass right there pull in there it could be so maybe we didn't have to dig it so this is all unknowns uh as of right now my first thing is getting the house tore down and i just got that contract inked and we're good well being being over in november until you start digging around you know you know it's just like when they did the commons there was a lot of unknowns yeah you know so and they found a lot of them yeah it'd be nice a little area i don't know what all concrete that's what we're going to be nice to get a little area though in the parking lot grass area where you had your flag a flagpole and we might even be able to do it in the sidewalk because indot is going to come through in 29 to 31 is their time frame and they're ripping out uh 57 just like yeah highway 50. yeah and they're they're going deep and they're going to report the sidewalk know that might be the opportunity to do it because they were looking at putting grass into the sidewalk from the schematics I got from the state I said don't put grass put gravel in there I don't want to be doing the responsibility but unless the city's gonna handle it So there's a possibility we can do that there, but we did want to do something special for the 250, and if we get outside of this 250 window, we're going to be in the 251 or 252 by the time we can get our box in the ground.

Heroes is a backup. And we're still, we just formed our own council on this internally to sit through and hash out these details. Let's see what you're all going to put in. Yeah, that's awesome. But I wanted to bring that to your attention.

I would just advise, let's see what happens. Come back to us if it's something that's not going to work.

We're not opposed to it, but, you know, it's really better for you to have it at your site, too. Yeah.

You know. But, yeah. It'd be nice if you guys had it where you could incorporate a little bit of grass, very small. Yeah. We can have a flagpole and have it in front of the flagpole. Because if you're doing the ceremony, you don't want to stand in white grass. So if you went, say, just went two foot around it with a sidewalk around it,

And then plant your time capsule next to it.

Eventually, walking down the road, they could plant other time capsules around that hole.

I know you're kind of constrained on your time, but you could even sell bricks with veterans' names.

You've got to have plenty of them.

That would pay for it. That's something that we're doing when we're tearing down Bomber's house, was we're going to retain some of the bricks off of close to the building to do that. It's going to have a lot of brick on it. The time frame of the guy being in there doing the demo, he said two days, he's in and out. And it's done.

Once he goes, it's going to go quick. All right. Well, the members, if there's a ground or some place to where they can hold it. It doesn't take long. He's not gonna sit there and just separate it for no, no, no, no you run out of here But I'm saying if you it hits one of the members had a spot they could take a load of but this duck but he's turning that throw the dump truck and

So I don't know how big this excavator is going to be. It'll have a thumb on it. I imagine it's going to be a pretty big piece of equipment now. It is. It's a big house. And that's just on the exterior, so when he knocks that over, It's probably going to have all kinds of other stuff.

I know there's a few people that want to bid on the old fireplace that's in it because it's really nice looking. Yeah. And then there's like curtain rod holders that are like brass or some kind of a cast. The doorknobs, there's some light fixtures in there that are kind of like shanties and stuff. And then that's about it. I went upstairs in the attic. There's nothing up there and there ain't anything in the basement.

That's one of the big ones. I got a smokehouse I built. I'm actually one.

I think it's something we could entertain if you're going to fuse it in with the burn pit.

Something like that. If you're putting the concrete down. And no one can really say, well, they did this. Right, they did the whole project. I would feel better that way. It's a workaround.

Yeah, so we have our own historian in-house for two of our three organizations. So they'll be taking pictures of all that and preserving that. And that's our whole goal with it, too. If I had it my way, the downstairs bar, we'd rip that down, Steve, and then we'd do one of those epoxy bars. And he'd take something like this challenge coin I got right here. That's a boat that I was on when I was in the service. I got all kinds of these things from different ships. And just toss that in that epoxy or like metals or pictures and stuff like that. And then you get some, you know, you could get like whole brass casings off of the grounds and just decorate it. all that in. Pretty cool. It would be cool.

So I have two bombs from Crane. They're in my possession at the park. They were donated to us. And you can't pick them up. We picked them up with a forklift and about turned the forklift over.

If you guys need any stuff like that, Judge Osborne that runs the museum and Vincent's, he got me hooked up with the people that handle all the... the retired military equipment. Well, I had a piece. I'd like to have some naval guns out there and stuff like that, like the other posts do. Now, if they let me put a helicopter on the roof, I probably would.

I had a piece of equipment to go out there. And it was coming from California. Boyd's was going to go truck it, bring it back. And I got shut down by the council. And I won't say who it was, but his words were, That's a killing machine, and we don't need that in the park.

But years ago, there were... That tank that said Sherman's over there, they used to sit at the parking lot.

I sat in it many times as a kid. Yeah. Kids like that. Until they welded the lid shut because people were going in there and doing some bad stuff, so they welded the lid shut. We used to be able to get in there.

Sparks and Keys was conceived in there. Mm-hmm.

I got to ride in that little Stuart that we have for the Veterans Day parade and that thing was pretty cool. It had twin 500 cubic inch Cadillac flathead V8s in it. That was you. Yeah. And I was up in, I organized the whole thing. I'm a Navy guy and I've not been in a tank, so. I took my chance. And that thing was tight. It was tiny.

I used to work for West Baltimore Radio, United Sports International. This was back in the 80s. I actually got to drive it because I was the only one fitting it. It was a Ferris Scout. And we turned it into a, it was for demo. I'd come in, I'd pull in the arena. We did the monster truck stuff. We worked with the promoters. So I'd pull out, but that thing, five forward, here's five reverse with a Rolls Royce motor in it. Man, that thing was money's boilerplate. That thing was so cool.

They had this Air Force back driving that thing and he turned and got off the parade route and went and did South Street and ran the wrong way up South Street. Which, to his credit, he goes, we're in a tank. What are they going to do? And he hammered on that thing, Steve, and we were running probably 35 miles an hour. I lost my hat. My honor guard hat flew off and I never did get the thing back.

Damn.

Yeah, that was pretty cool. I was amazed at how fast that thing actually was. Yeah, you wanted to get out of the way here if you didn't get shot at. Yeah, and they modified that. That had a 37-millimeter gun, and they modified on the inside. There's a 10-gauge shotgun where they load blanks into that that's been welded to the breech. And he didn't have any because I was going to fire some off if he had any. That'd be kind of cool. Yeah, yeah, yeah.

Yeah, I got my dad's uniform stuff from the Navy in World War II.

Because I said, I've got two other cities that's coming to look at this job. We'll take it all out.

Slides have been ordered. We took, we had to put a third down before we could order it. So I'm looking at February. We're hoping we'll have it. We've got to install it.

So, yeah. So my army didn't come tonight, so we'll just touch bases on that a little bit. Working on a MOA, just so we have it in the minutes. We'll talk about it. We're doing an MOA and agreement with them. Huntingbrook does one with our downtown district. So we're working on that. Once we get that done, we'll have her come to a meeting, go over the MOA with her, and So that's all I got. Did give you the fees for... We've got another bill that's $800, $800 and something that's not added to that. It'll come out to be about $10,000 for electricity in that place.
