Whereas by congressional resolution adopted in 1987 and successive years since then, the President of the United States has proclaimed the month of March as Women's History Month. And whereas the National Women's History Alliance has designated the theme for 2026 is leading the change, women shaping a sustainable future. And whereas American women of every race, class, and ethnic background have made his historic contributions to the growth and strength of our nation and serve as early leaders in the forefront of every major progressive social change movement. Whereas American women were particularly important in the establishment of early charitable, philanthropic, and cultural institutions. And whereas American women have served and continue to serve our country courageously in the military. And whereas American women play critical economic, cultural, and social roles in every aspect of life by consulting a significant portion of the labor force working inside and outside of the home. Item six, 6.1, an ordinance authorizing the city manager and city clerk to enter to into an agreement between the city of Warrenburg and Johnson County Ambulance District and Johnson County Emergency Service Board for the operation of an integrated dispatching solution presented by Fire Chief Kenneth D. Jennings. Good evening, mayor and council. Uh the ordinance before you tonight is for an agreement uh between those agencies as we move forward with an integrated dispatch solutions. So just a little recap, if you remember last year, we upgraded uh the station alerting systems at both fire stations. Uh as the new radio system came on board, it was kind of a good time to do that. Uh that system uh included the ability to expand those features in the future. So, uh, in this year's budget, we had budgeted $35,000 to, uh, continue that upgrade and and move to dispatch over IP. So, what that will do is, uh, really increase the dispatch time once the dispatchers receive some very basic information, normally what it is and where it is, they'll instantly send it over the fire stations and then alert over that system. Uh so with the ambulance district and us being the two primary agencies that have station alerting systems uh and we both install the same type uh we have partnered together to split that that initial startup cost uh to get that system in place and dispatch. So thisou uh between the ambulance district and dispatch just lays out the framework of who's responsible for what uh especially in the the beginning as we get started and then there is a small annual maintenance fee that will be split up between right now us and JAD and then the other fire departments that are dispatched uh on our same talk groups. um if they choose
to add on any features of that that USDD system then we would continue to split that cost so everybody uh shares that burden of the the annual maintenance be happy to answer any more questions if you have any questions wonderful no questions Susie no questions thanks chief yeah appreciate Move to ordinance to second reading by title only. Thank you. Item 6.2 two, an ordinance authorizing the city manager and a city clerk to execute a contract agreement with JC Meyers Construction Company, Inc. for the 2026 curb and ADA ramps project in the city of Warrenburg, Missouri, presented by Phil Adlitch, director of public works.
Evening, mayor, council members. Um, so as the ordinance calls out, this is our annual program for the driveway curbs and ADA approaches before we do mill and overlay on the streets. Um, the bid opening was February 18th. We had nine plan holders, only four biders. JC Meyers was the submitted the lowest and qualified bid. So, we plan on using them. Uh, we only have $200,000. So, we are not going over that $200,000. I provided a map here of our number one priorities, which is the red. We are going to be widening Market Street. So, it's going to have a curb rideway that's going to be done. We're going from Muire to the Casey's Drive. So that's where a good majority of the money is probably going to be spent. And then railroad street there is the next priority. We're trying to make the roads coming off the wire really nice and accessible and usable. Anything we have left over will be used on College Street for ADA and um pretty much in everything what we've got planned for this project. We're requesting that you approve it. And
I did have a question regarding is this a prevailing wage contract? $200,000. Yes. Is this over the 70? Is it over 75? Okay. It just seemed like an awful there was such a big difference in the bids. The debt. Yes. And so everybody knew it was prevailing wage. Yes. Okay. Everybody was given the same information and is that ever audited? Do we ever audit? We keep those records and they audit the information. So the prevailing wage portion is checked by the engineers as it's
oh need constantly doing the not self but engineers come back and they'll check stuff for us. They also provide those affidavit of compliance with those laws. And appoint Michael Drag, city manager, city Warrenburg representative on the Pioneer Trails Regional Planning Commission board of directors for a term of two years effective immediately. Uh, yes. Have a couple things of note. Um, the hearing that the public hearing that took place at the library was part of the safe streets for all process. And so the feedback that was given has been taken into account and we're nearing a final draft of the safe streets for all plan. There is a transportation advisory committee that'll be taking a look at the the draft and then you may recall there was $150,000 of grant funds for pilot projects. It couldn't be permanent installations but could be temporary installations testing out uh different concepts that might come out of this process. So the transportation advisory committee will review the draft plan. They'll also then review options as it relates to the to pilot projects and make a recommendation to the city council. That all should be forthcoming in April. And then you may also recall that we had some conversation about the state legislature passed legislation that extended the hours of liquor sales during the FIFA World Cup. And the approach that was taken was that it's uh universally extended across the board and then cities can opt out of that extension or modify the hours to less than 23 hours a day as as the law provides. And so one of the things that I shared with you as the council was that we would put together a survey of liquor license holders. Uh we're working with the chamber and and Main Street to do that. Main Street's helping us actually put together the online survey. We'll distribute that uh with the intention of gathering that information for you and then also uh taking public comment at the March 23rd meeting. So hope that survey will provide feedback in terms of whether the businesses uh expect that they will take advantage of that and if so how much they might do that mornings, evenings, whether they think it would be beneficial for them. We'll prepare all that information for your consideration. You won't necessarily have to take action on the
23rd. that can still just be information gathering. Uh but in preparation for consideration whether we want to opt out of that provision. I provided the reports there in the packet. And then um additionally, I've set some postcards around the room that talk about our new tech system for solid waste service alerts. And if you live in town and you have um our solid waste services through constable sanitation as a residential customer, you have an opportunity to sign up for service alerts. Those would be things like when routes are delayed due to holidays and we'll save you a trip to the curb and let you know you should put your trash out a day later. Uh or weather delays or things of that nature. It will not be used for billing. Um and if we already have your information through the billing system, you still have to sign up for this. We cannot use the billing information for these to set up this system. So if you want to sign up for um alerts, you can. You also have the opportunity to choose email instead of text if you'd rather get an email. So encourage people to do that. And that is also on our website. You can access um that um sign up through our regular solid waste page.
I was happy to see the recycling jump up so big in February. Everything took a little bit of a jump there. Yeah. any theories behind that or uh I think you have maybe a little recovery time after the holidays. You're not quite as busy and so you can get back to more of your regular operating a household. Yeah, director Deal couldn't be here, so he asked me to give you guys a couple of updates. Um, the front desk project is really coming to shape at the community center. We're two to three weeks, so we've reached a home stretch with that. Um, if anybody ever wants to come get a sneak peek, we can show you around. The front desk is actually set. We're starting to put graphics up. The new flooring got laid throughout the building. So, um, it looks really good. I I know the mayor was there today, so you seen the before. That's awesome. Um, we also, um, the bid for the outdoor play features at NASA, um, is due on the 25th, so hopefully we'll have some, uh, things for you guys to approve for that. Um, we have put some decoy coyotes out at Lions Lake to help with the geese. Uh, and we've had some reports that that's working. So far, there's been less uh geese out there bothering the patrons. That's fantastic.
And then Yeah. Yeah. And then our parkboard meeting is March 25th. So, I was out there last night. I didn't see them, but there weren't many geese. So, where are they? Uh, there's So, when you come around the the road, there's a couple there. And then we've got them off by the bridges. I think there's five of them out there. There's six. Oh, there's six. Okay. Yeah, they picked up another one. Yeah. So, they're on the there's uh couple of them on the north side, then you have them over on the east side, and then um one was moved over by the mushroom pavilion. Yes. Uh because they were sneaking up there and somebody was feeding them corn flakes. Yeah. But they don't come on the grass. They'll only come up to the rick rack.
Yeah. And that's as far as they come. And I've only today I saw the most and that was eight of them. There were only eight geese. We've been trying to rotate them. We've been trying to rotate them. When we hear reports where they're congregating, I have to keep them away. So, well, if you can keep them in the water so that they're not nesting and they go move someplace else, it's wonderful. Evening, mayor, council. um proud to report we applied for the blue shield grant again and uh we did receive that. Don't know what the uh money side of it will be yet'll be announced I believe in June time around that time frame. Um Axons we've done soft roll out starting to roll out more of the body cameras. Um officers have been very uh ex ecstatic and excited about uh the report writing software with it. Um I think uh it was a pretty substantial report that they took that normally would take three to four hours to write and I think it was done in about an hour the other day. So a lot of savings there just just in time. So we'll continue to monitor that and uh report back on that. Um the solar we had a solar meeting today as well. Um they are going to possibly be starting on the PD uh around end of the month possibly. Um they're still in the builds build side of it. Um not they haven't nailed down the exact time frame. We tried to nail that down this morning, but it just they couldn't give us the exact time. And then uh we started phase one of the remodel of courts over at PD. Um we've removed uh the uh windows up front uh for the tellers, the court tellers. We were able to save them and uh reuse some of the doors, the prosecutor door. We removed it as well. So, that's going well. Um, got multiple other phases to work through on that.
What are you What are you working on? Uh, where the courts courts? Yeah, we're making that into some offices for extra edge detectives and the SRO. So, Oh, okay. But that's basically what I have. Thanks for applying for the Blue Shield. Absolutely. It's a pretty neat grant really. And uh this year was a lot less extensive. We didn't have to bring it forward. Thanks. City staff updates public works projects uh touch base on the emerging contaminants. All the letters have been sent back. We're working on some We have a environmental meeting. The exact date because it was just moved. That'll be in paper. It's in April. So, I'll have to find out for you next time. Lions Lake. We had a meeting with them today about the asphalt repair on the roads plus the trail and then the walkway is still probably four weeks out before it shows up at minimum. So still a ways away for that.
The plants we have some equipment delays. So that project's going to be pushed out on the end was supposed to end in October. Probably going to take a little bit longer. Don't have an exact date on that yet. Um, Enterprise List Station, the bid opening should close this week and then we will be coming to you the 23rd. We want something for that. Um, is that is that on the one on Veterans Drive or the one that we were going to take down but then we didn't take down? Yes. Now we're going to now we're going to take it down and it's going to go to Gravity Flow
Sewer. Okay. Thank you. Enterprise Fleet MA maintenance or fleet maintenance or management program. Uh we had a meeting with them last week and getting things figured out there. It's coming along. We have six vehicles that mainly police vehicles that'll be here. Good. Not that far away that uh we were delivering radios today down the in route. So upending's possibly starting but moving along.
That's good. Uh we'll have a mowing contract ordinance to bring to you next city council meeting for the sunset. The solar p program like chief was mentioning they actually started out the plants today laying out where the panels are going. So that's correct. I think they started at the west plant and then they'll move to the east plant and then once all his stuff is made they'll come to the police department. So a few others but those are the main ones.
One thing I'd like to add, Phil, you mentioned about getting all that gravel and all the uh the nasty trees off our hillside at the police department. um mentioned Phil and the public works came in within about a week and they got that done. So that is very much that um I think that's going to address that at hillside a little better. Yeah, we do have plans for sod to come in and replace all that stuff. Where was the gravel? Where was the gravel on this hillside over here by the police department just west of city hall the parking lot and then you got a steep hill brush the really anything. Thanks for doing that.
